Ultimately, new development or redevelopment in the area could generate additional revenues for the City, support economic development goals, and promote a diverse and resilient tax base. Since 2006, the EIS has been completed and RTD has completed station and roadway design Based on these accomplishments and other changes in the area, staff proposed updating the subarea plan in late 2012. The purpose of this memo is to outline the updated document and seek approval of the subarea plan as an amendment to the City's comprehensive plan. I Plan Lrgdate Process The process for updating the subarea plan in 2013 included two public meetings and a site tour. The public meetings included the same range of stakeholders as from 2006, including land and business owners from the subarea; planners from Wheat Ridge, Arvada, and Jefferson County; RTD staff; and interested citizens and neighbors. Chapter I — Introduction — The first chapter of the plan has been completely revised and updated. It includes a summary of the major actions and milestones that have occurred since the adoption of the 2006 Northwest Subarea Plan. Chapter 2 — Planning Process — This chapter summarizes the original and more recent planning processes. Because the plan update did not revisit the overall vision for the area, the process focused on three components: updating the future land use map, reviewing proposed bicycle-pedestrian circulation, and identifying preferred urban design characteristics. A summary of public input related to these three topics is provided. Chapter 3 — Existing Conditions — In the updated plan, Chapter 3 is similar to the original version. Chapter 5 - Future Land Use - The vision for the subarea is based on transit-oriented development (TOD) patterns focused at the end-of-line station. This case was presented by Lauren Mikulak. She entered the case file, drall plan and digital presentation into the record, She stated public noticing requirements have been met and advised the Commission there was jurisdiction to hear this case. She reviewed the staff report and digital presentation. Since 2006, RTD's station plans have become more finalized, and the City has adopted several new plans and policies that warrant an update of the subarea plan. Ms. Mikulak stated Planning Commission's recommendation will be forwarded to City Council at a public hearing on October 14,2013. Commissioner TIMMS asked if the parking expansion from 290 to 440 spaces will be on RTD's property or will additional land acquisition be required. Ms. Mikulak stated the plan includes 290 parking spaces and RTD would need to acquire additional property to expand the surface lot. Commissioner TIMMS inquired about the available on-street parking along W. 50"' Place and if it will be free or paid parking. Ms. Mikulak stated currently all on street parking is free. Planning Commission Minutes 2 September 19, 20113 Commissioner WEAVER asked for clarification of what building heights would be allowed and what areas of the land use map would be eligible for taller buildings. Ms. Mikulak stated the private market would dictate how tall the building would be constructed, but the MU-C TOD zoning would permit up to 8 stories if land north or south of the tracks was rezoned, Commissioner TIMMS asked when the station is scheduled to open and if the city has seen any increased interest in this area for redevelopment. Ms. Mikulak stated the Station is scheduled to open in 2016, Mr. Johnstone stated there has been some interest in development in this area and a metropolitan district has been created which establishes a financing mechanism for public improvements, Mr. Johnstone restated the height limit for the Mixed-Use Commercial TOD zoning which is 6 stories or 90 feet for single use development and 8 stories or 118 feet for mixed use development. Ms. Snow stated she saw no value in these height allowances, Commissioner DURAN asked Ms. Snow if she was in favor of 6 story buildings. Ms. Snow stated no. Vice Chair OHM closed the public forum. Planning Commission Minutes September 1 9, 2013 Commissioner GUILDNER stated she was in favor of the update and would be voting yes, as this is a chance for new businesses and residences in District 4. Commissioner DURAN asked if the commission could suggest that taller buildings be restricted only to the area south of the tracks which are at a lower elevation. Commissioner GUILDNER asked where residential homes are located within or nearby the subarea. Mr. Johnstone replied to the cast and north of the site. Commissioner DURAN stated she wants to see progress; however she has many questions and doesn't think she can support the update at this time. Commissioner TIMMS recognized the document as advisory in nature and not law. He stated he was in support of the plan update; the site should be a gateway and more urban. Parking, landscaping, setbacks and other standards will affect development patterns and prevent a proliferation of tall buildings across the area. Just because 8-story buildings are allowed does not mean that 8-story buildings will be built across the entire area. Commissioner WEAVER asked if elevation is considered when regulating maximum height, Eight stories on a hillside will seem taller than eight stories at the base of a hill. Commissioner TIMMS asked if any future rezoning could include that discussion of maximum height. Ms. Mikulak stated that Planning Commission and City Council would review rezoning requests, but site plans are not included with request to rezone to a mixed use district. For a rezoning to a planned development, a site plan and proposed building height would be included and could be discussed. The City of Wheat Ridge does not have view-shed ordinances. Commissioner WEAVER stated her support of mixed use but has concerns with the potential impact of an eight story building at the top of the hill. Her understanding of mixed use and a planned development is that there is a specific site plan, Ms. Mikulak stated if a site plan meets all of the mixed use zoning standards and design criteria, a site plan can be approved with no negotiation of building height. There is more negotiation Planning Commission Minutes 4 September 1 9, 2013 related to a planned development. The intent of mixed use zoning was to provide consistent standards for developers and the City, and staff anticipates most rezoning requests to be to a mixed use zone district, Commissioner BUCKNAM stated that if view-shed considerations are to be incorporated, then the zoning code needs to be revisited. Building height should not b re g-ulated of the zoning code standards and consistency for developers, Commissioner OHM asked if developers' interest in the Jolly Rancher property came before or after the property was rezoned the MU-c TOD, Mr. Johnstone stated that the developer looked at the area in 2006 or 2007 prior to the rezoning. The subarea includes the future end-of-line station for the RTD Gold Line and is identified as one of five priority reinvestment areas in the City's Comprehensive Plan, Envision fAeat Ridge. In 2006, a subarea plan was adopted to establish a vision for future development around the Ward Road Station. Since the original plan adoption, many milestones have been reached and an update is warranted. The primary purpose of the plan update is not to change the vision for the subarea, but rather to incorporate changes and to clarify goals and strategies for realizing the vision of transit-oriented development. Enclosed is a resolution that recommends adoption of the updated Northwest Subarea Plan. Notice for this public hearing was provided as required by the Code of Laws. WP A- 13-01 / NW Subarea Since 2006 the EIS has been completed, and more recently RTD has completed station and roadway designs. Based on these factors and other changes in the area, staff proposed updating subarea plan in late 2012. The purpose of this memo is to outline the updated document and seek approval of the subarea plan as an amendment to the City's Comprehensive Plan. Plan Llpd ate Process The process for updating the subarea plan in 2013 included two public meetings and a site tour. The public meetings included the same range of stakeholders as from 2006, including land and business owners from the subarea; planners from Wheat Ridge, Arvada, and Jefferson County; RTD staff-, and interested citizens and neighbors. Chapter I — Introduction The first chapter of the plan has been completely revised and updated. It includes a summary of the major actions and milestones that have occurred since the adoption of the 2006 Northwest Subarea Plan. These events include the following: 2009 — Adoption of an updated Comprehensive Plan Envision ffheal Ridge — Designation of the Northwest Subarea as an Urban Renewal Area — Lifting of the City Charter restrictions related to building height and density in designated urban renewal areas including the Northwest Subarea — RTD completion of an Environmental Impact Statement (EIS) for the Gold Line 2010 — Adoption of the City's Bicycle and Pedestrian Master Plan Chapter 4 — Future Subarea Character Again, this chapter is similar to the one in the 2006 document, but the update incorporates recent public input regarding the aesthetic character of the subarea. New graphics were included based on feedback from the first public meeting held in February 2013. Chapter 5 — P"uture Land Use The vision for the subarea is based on transit-oriented development (TOO) patterns focused at the end-of-line station. While the vision remains the same in the new plan, the land use concepts have been refined and this chapter is significantly revised to include an updated future land use map. The land use map lays the groundwork for future developers who are expected to contribute to the adopted vision. The land use map is intended to be flexible but provides a framework to guide future zoning and development decisions. Updates include the following: — Expanding the mixed use TOO area to include the entire area north of the railroad tracks The future land use map also reflects a slightly modified boundary for the subarea; the established residential neighborhood to the northeast was removed and the area east of Tabor Street and south of Ridge Road was added. WPA- 13-01 / NW Subarea Master Plan, Chaper 7 — Infrastructure and Amenities This chapter replaces and expands upon the "Community Services and Facilities" section from the 2006 plan. The updated plan outlines the major improvements and infrastructure needs related to streets, regional drainage facilities, sewer and water infrastructure, structured and shared parking, open space amenities, and bike/ped facilities. In addition to identifying needs, this updated chapter also summarizes several common financing mechanisms and specifically matches financing tools with infrastructure needs. The potential financing recommendations rely heavily on the 2012 EPA report In -astructure Financing,f6r Transit-Oriented Dev elopment. Chapter 8 — Economic DeveloInnent This chapter is new in the updated subarea plan. Future development and redevelopment in the subarea will depend largely on the private market, but the City seeks to be proactive in attracting and partnering with developers. This chapter outlines some of the local, regional, and state-level programs that can be used to attract private investment to the area. Chapter 9 — Implementation This chapter is also new and incorporates the "Goals and Policies" and "Action Items" fi the 2006 plan. The plan was originally approved in 2006, and the update reflects the many milestones that have been reached since that time. The updated subarea plan reflects RTD's progress since 2006 and also builds upon important City accomplishments such as the 2009 comprehensive plan and 201 Bicycle and Pedestrian Alastet- Plan. The updated plan retains the original vision of transit-oriented development in the subarea, but it refines certain goals and policies to achieve that vision. Transit-Oriented Develqpnient Transit-oriented development (TOD) is an approach to planning and development that focuses on the area within a walkable distance around a transit station—typically the area within one-quarter to one-half mile around a station. TOD is generally characterized by the presence of transit, bicycle and pedestrian amenities, a variety of housing options, and a mix of retail, office, open space and public uses. By combining housing, jobs, and transportation choices in a small area, TOD can lower living costs, reduce the need for driving, support active living, strengthen and diversify tax revenues, and promote more efficient use of land and infrastructure. The updated plan addresses land use, design, and infrastructure issues. It identifies where a mix of uses is encouraged and where transitional zones are more appropriate. It outlines a future street grid and preferred connections for pedestrians and bicyclists. The plan describes existing conditions and also desired designs for streets, buildings, and open space. A transit station brings new opportunities but also new challenges, and the plan addresses these as well. New infrastructure can be difficult to finance, but the updated plan proposes funding tools and options to consider. Next Stcps The updated plan builds upon earlier work and accomplishments. As the 2016 opening of the Gold Line approaches, the Northwest Subarea Plan will help the City to make land use decisions and to set priorities. Ultimately, the updated plan provides a framework to ensure that future investments--both public and private—will promote the community's vision for the area. The plan creates a vision for future development around the Ward Road commuter rail station, RTD will construct Ward Road station, to be located near 50th and Ward Road, as part of the Gold Line. The Gold line is scheduled to be complete and in operation in 2016. In 2005 and 2006, the City of Wheat Ridge conducted a public Input process that included four public meetings to create the Northwest Subarea Plan. The approved subarea plan contains a series of Ve 'T" recommendations related to land use, urban design, and transportation to create higher density, mixed use development around the station. This type of development, often called transit- oriented development (TOD), is meant to evolve over time and the plan does not call for relocation of any existing uses or businesses. Since the time of the plan's adoption in 2006, there have been several changes that influence the design of the station and the potential for TOD in the area.
