RfDGR NSIVE PLAN OF THE TUREE-MILE PLAN.
NVHEREAS, the City of Wheat Ridge adopted a Comprehensive Plan on October 12, 2009; and
I - That the Planning Commission of the City of Wheat Ridge hereby adopts the amendments of
the Wheat Ridge Comprehensive Plan attached as Exhibit A.
2, An attested copy of this Resolution shall be attached to the Plan amendment and a copy of the
Plan as attested shall be certified to Jefferson County, Colorado.

This case was presented by Sally Payne. She entered into public record the case file,
and the Comprehensive Plan. She reviewed the staff report. She stated the plan dt\

Commissioner BUCKNAM asked for an explanation of the abbreviation "du/ac" on
the legends of the North Plains Area Plan and Central Plains Area Plan maps. Ms.
Payne stated it stands for "dwelling units per acre".

B. Case No. ZOA-13-02: Amendments to Chapter 26, Zoning & Development Code
concerning floodplain control.
Mr, Westberg reviewed the ®» presentation, He stated there were about 100 plus
people at the public meeting on October 23, 2013. First reading at City Council will
be on December 9, 2013 and the public hearing will be on January 13, a
regulations must be adopted by January 14, 2014. The new map effective date is
February 5, 2014.

Jefferson County has jurisdiction over the unincorporated areas within three miles of the
City boundary to the west. The three mile boundary lies within two county plan areas:
the North Plains Area Plan and the Central Plains Area Plan. Map 2 shows the areas
covered by these County Plans in relation to the City boundaries.
# Central Plains Area Plan
The Central Plains Area Plan, formally known as the Central Plains Community Plan
was updated and adopted by the Jefferson Planning Commission in September of 2611
This plan covers the area south of Clear Creek and west of

derived from the Wheat Ridge Comprehensive Plan land use designations to be
consistent With the recognized land uses in the Plan.

Services in the unincorporated portions of the planning area are currently provided by
Jefferson County and several special districts. Jefferson County currently provides
- r
,,eneral governmental services and law enforcement. Portions of the area are included
in the Urban Drainage and Flood Control District (UDFCD).

Water and sanitation services would continue to be provided by districts currently
providing services within their respective boundaries. Within the area currently not
served by water or sanitation districts, there are three options to consider:
Provision of services by an existing or new district would depend upon the capacity of
that district to provide treated water or sewage plant capacity and the financial ability to
construct improvements. It is likely a developer would need to pay for any infrastructure

improvements, upgrades, or expansions. Any new sewage treatment plants or
expansions must be included in the Regional Clean Water Plan and be approved by the
State Department of Public Health and Environment.
Stormwater facilities would need to be provided by developers as required by City and
the Urban Drainage and Flood Control District (UDFCD) standards. Facilities would
need to conform to any drainage basin master plans prepared and adopted by UDFCD.

For unincorporated areas north of Clear Creek the Jefferson County North Plains Area
Plan provides more specific guidance on issues related to community services and
utilities.

For unincorporated areas north of Clear Creek the Jefferson County Central Plains Area
Plan provides more spec guidance on issues related to community services and
utilities.

The Jefferson County Bicycle Plan and the Jefferson County Pedestrian Plan provide
direction on improvements related to bicycle and pedestrian connections in the
unincorporated County.
The City, Prospect Recreation and Park District, and the Long's Peak Metropolitan
District entered into an Intergovernmental Agreement (IGA). The IGA provides that the
boundaries of the Prospect Recreation and Park District will not be affected by the
formation of the Long's Peak Metropolitan District, any future inclusions into the metro
district, and any future annexations by the City.
Trails currently exist along Clear Creek from 1-70 west to Golden and along 32 Avenue
from 1-70 west to Maple Grove Park.
