Mr. David Castor, the homeowner, reported that his residence located at 3545 Miller
Street in Wheatridge, Colorado, had been damaged by a vehicular impact that occurred
on September 17, 2020.
Rimkus Consulting Group, Inc. (Rimkus) was retained to perform a visual inspection of
the residence in order to determine the extent of damage to the residence that was
caused by the reported vehicular impact. Rimkus was also asked to opine on whether
the residence was safe to occupy. This report was reviewed by Mr. Wayne B. Deming,
Division Manager.
In the course of our work, William T. Templeton, P.E., performed a visual inspection of
the Castor residence on September 23, 2020, interviewed Mr. Castor during the site
inspection, reviewed property information from the Jefferson County Tax Assessor,
reviewed the 2018 International Building Code (IBC), and reviewed the 2018 International
Existing Building Code (IEBC).
Conclusions
1. The vehicular impact displaced an approximate 5 -foot width of the wood -framed wall
at the south end of the east wall of the garage, which resulted in fracturing and cityof
displacement of the adjacent brick veneer and gypsum board covering the displaced

2. The vehicular impact did not damage the remaining areas of the residence, including

the wood roof, wall framing, and the concrete foundation, and had not affected the
overall structural integrity of the residence.
3. The southeastern portion of the garage and the bedroom located above the
southeastern portion of the garage (e.g. vehicular -impact area) should not be
occupied prior to the repair of the section of the displaced wall. Otherwise, the
remainder of the residence is safe to occupy.
Discussion
The Castor residence was a single-family, split-level, wood -framed dwelling supported by
a concrete foundation (Photograph 1). The roof was comprised of gable construction
that was overlain with asphaltic composition shingles. The exterior walls of the residence
were clad with brick veneer. For purposes of discussion within this report, the front of the
residence was referenced to face east. According to the Jefferson County Tax Assessor
records, the residence was constructed in 1964.
Mr. Castor was present during the site inspection performed on September 23, 2020, and
provided the following information regarding the residence and reported damage. The
residence was approximately 56 years old. He had owned the residence for
approximately 49 years. The vehicle impacted the south garage overhead door which
had subsequently been covered with plywood sheathing (Photographs 2 and 3).
Rimkus' site inspection included performing visual observations of the residence.
Photographs of observed conditions are attached. The photographs and information
outlined below were representative and were not intended to include all observed
conditions that may have existed during the site inspection. During the site inspection,
the following observations were made:
• Overall, the walls of the residence were intact with the exception of an
approximately 5 -foot by 8 -foot area located at the south end of the east wall of the
garage, where this wall section had been displaced inward (Photograph 4).
• The floor and roof framing located above the impact location had not been
displaced and appeared to be intact.
• The garage ceiling was intact.
• The gypsum board walls in the bedrooms located above the garage were intact
and plumb (Photographs 5 and 6).
• The visible areas of the concrete foundation at the impact location were intact and city of
had no cracks.

Observations made during the site inspection revealed that an isolated section of the
wood -framed wall located at the south end of the east wall of the garage had been
displaced inward. The remaining walls and ceilings within the residence, as well as the
roof above the impact area, were noted to be intact and had not been displaced by the
vehicle impact. The visible areas of the concrete foundation at the impact locations were
intact. These conditions revealed that the amount of force and vibration transferred to
the remainder of the residence from the vehicle impact dissipated quickly and were not
significant enough to have caused damage beyond that noted in the immediate vicinity of
the impact.
The IBC states that there shall be general structural stability in all building construction,
including adequate strength, serviceability, and a complete vertical- and lateral -load path
throughout the structure. In addition, the IEBC, which pertains to modifications,
alterations, and repairs to existing buildings, provides requirements for addressing
modifications, which may be required due to damage from a fire, vehicle impact, storm,
or other causes.
In this case, the overall lateral system and the gravity load -carrying members were not
damaged or reduced as a result of the vehicle impact. Based on the code definitions, the
building sustained damage of an amount that was less than Substantial Structural
Damage. Thus, for damage less than Substantial Structural Damage, repairs shall be
allowed to restore the building to its pre -damage state based on material properties and
design strengths applicable at the time of original construction. New structural members
and connections used for this repair shall comply with the detailing provisions of the IBC
for new buildings of similar structure, purpose, and location.
In regard to whether the residence is safe to occupy, the displaced wall located at the
southeastern corner of the garage had resulted in inadequate support of the floor framing
at the southeast corner of the bedroom located above the vehicular -impact area and thus,
the southeastern portion of the garage and the above bedroom should not be occupied
prior to the repair of the section of the displaced wall. However, the structural framing
members at the remainder of the residence had not been affected by vehicle impact and
thus is safe to occupy.
The observations, analysis, and research led Rimkus to the conclusions stated above.
Photographs taken during our inspection, including photographs that were not included
in this report, were retained in our files and are available to you upon request.
This report was prepared for the exclusive use of Allstate Insurance Company and was
not intended for any other purpose. Our report was based on the information available to

Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
mid -roofs may be called in at the same time, one hundred percent of the sheathing must be
complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required
to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield
is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturer installation instructions,
whichever is more stringent. In order to pass a final inspection of elastomeric or similar
type roof coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name)
roof covering" is required to be on site at the time of final inspection.
Midroof & Final Roof inspections for ROOFS OVER 6/12 PITCH: 3rd party inspection will be
required, the 3rd party inspection report AND THE ORIGINAL PERMIT CARD needs to be dropped

Pinnacle Roofing ("Contractor") and Homeowner(s) identified above ("Homeowner') enter into this agreement ("Contract") on the following terms set forth below and

Contractor may need to request Homeowner(s)' insurance company pay additional costs as a result of hidden site conditions and/or additional work scope not initially
covered and/or missed by the insurance company during first insurance inspection of Homeowner(s)' property. Homeowner(s) agree to pay Contractor all such addi-
tional insurance supplemental monies approved and paid to them by Homeowner(s)' insurance company.
Contractor is a General Contractor and has been hired/retained as the Homeowner(s)' General Contractor during the construction project. Contractor may request the
Homeowner(s) insurance company pay (a) Overhead at a rate of 10% and (b) Profit at a rate of 10% on total project cost determined and set by Homeowner(s) insur-

Residential Roofing Permit Application
This application is exclusively for new permits for residential roofs and for licensed
contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in
the order they are received and due to the volume of requests, time to process
varies and is subject to change. YOU WILL BE CONTACTED WHEN YOUR
PERMIT IS READY FOR PICK-UP AND WILL BE GIVEN A SPECIFIC DATE
AND TIME WINDOW TO COMPLETE THE TRANSACTION. You will be notified if
your contractor's license or insurance has expired, and you may update those
documents at the time you are issued your permit.
For all other requests:
Homeowners wishing to obtain a roofing permit must apply for the permit in person
at City Hall. Revisions to existing permits (for example, to add redecking) must be
completed in person at City Hall. All other non -roofing permits must be completed in
person at City Hall. The Building Division will be open from 7:30-10:30 a.m.,
Monday through Friday to process these types of requests.

is not present, INSPECTION WILL NOT BE PERFORMED. 6 nails per shingle is
required. Ice dam membrane is required from eave edge to 2' inside exterior
walls. Board sheathing with any gap greater than 1/2" requires panel sheathing
overlay on entire roof. Sheathing inspection is required prior to covering.
Contractor shall provide ladder for inspections. Scheduled inspections that
cannot be performed due to inclement weather must be cancelled prior to 8:30

1. This permit was issued in accordance with the provisions set forth in your application and is subject to the laws of the
State of Colorado and to the Zoning Regulations and Building Codes of Wheat Ridge, Colorado or any other applicable
ordinances of the City.
2. This permit shall expire 180 days from the issue date. Requests for an extension must be received prior to expiration
date. An extension may be granted at the discretion of the Building Official.
3. If this permit expires, a new permit may be acquired for a fee of one -half the amount normally required, provided no
changes have been or will be made in the original plans and specifications and any suspension or abandonment has not
exceeded one (1) year. If changes have been or if suspension or abandonment exceeds one (1) year, full fees shall
be paid for a new permit.
4. No work of any manner shall be done that will change the natural flow of water causing a drainage problem.
5. Contractor shall notify the Building Inspector twenty -four (24) hours in advance for all inspections and shall receive
