Drainage Certification and As -Built Plans Required Prior to C.O. Upon completion of the drainage improvements and prior to Final Acceptance of said improvements by the City of Wheat Ridge, the Engineer -of- Record Mr. Joel R. Seamons, P.E., shall provide to the City of Wheat Ridge a written, signed and sealed Drainage Certification Letter stating that the site grading was completed per the approved Civil Construction Plans, all drainage facilities were constructed and shall function as defined in the approved Final Drainage Report/Plan, and that the site has been accurately surveyed to confirm that the grading and construction of all drainage facilities was completed in accordance with these documents. The Drainage Certification Letter shall be submitted to the City for review and approval and accompanied by w wxi.wbeatridgexo.us Public Works Engineering September 29, 2010 Page 2 "As- Built" Plans for all constructed drainage facilities prior to issuance of a Certificate of Occupancy (or Certificate of Completion). Two (2) copies of the "As- Built" Plans shall be submitted as follows a. 1 copy is to be on full -size 24" X 36 " bond paper, signed and sealed, and b. 1 copy is to be on electronic media (DVD or CD -ROM) and shall be in AutoCAD 2009 .dwg format only. 5. Right -of -Way Construction Permit(s), Licensing, and Bonding Prior to any construction within the public right -of -way, the necessary Right -of -Way Construction Permit(s) and respective licensing will need to be submitted for processing by the City. Right -of -Way Construction Permits are issued only after approval of all required technical documents, including but not limited to, the Final Drainage Report & Plan, Final Plat, Final Development Plan, Traffic Impact Study, Storm Sewer Plans, Street Construction Plans, Grading & Erosion Control Plan, Traffic Control Plan, and easement or ROW dedications. In addition, if the cost of the proposed public improvements exceeds $10,000, additional warranty bonding shall be required. 6. 2 -Year Warranty Period for Public Improvements The contractor shall warrant any work performed within the public Right -of -Way for a period of two (2) years, commencing upon completion of all constructed public improvements and Final Acceptance by the City Inspector. Prior to the expiration of said 2 -year Warranty Period, if the City Inspector at any time deems that the constructed public improvements are in such condition as to require replacement or repairs, the contractor shall complete such repair work upon request per the City of Wheat Ridge Permit Testing and Inspection Requirements. 7. Materials Testing for any Construction within the Public Right -of -Way It will be the responsibility of the developer /owner, to provide the necessary testing, as applicable for the scope of this project, for sub -grade compaction and other related material tests for any improvements to be constructed within the public Right -of -Way. Unless otherwise designated, all referenced specifications, standards or policies shall be the latest edition as revised or updated by approved supplements published and issued prior to the date of the building permit. REQUIREMENTS All materials sampling and testing shall be performed by certified, experienced and qualified materials testing technicians who work under the supervision of a registered professional engineer in the State of Colorado. All materials sampling and testing equipment shall be serviceable and have current calibrated certifications. Soil classifications and moisture - density curves shall be provided to the Department of Public Works inspector prior to in -place density testing. Materials testing technicians shall furnish copies of failed test results to the inspector as promptly as the results become available. On a weekly basis when testing is being performed, the developer shall furnish the inspector with copies of all test results taken during the prior week and a cover letter, signed by the supervising registered professional engineer, which summarizes the results and discusses any failed tests or inconsistencies. The City materials testing requirements are provided in Table 720 -1. All testing procedures of verification and central lab requirements shall be as specified in the Frequency Guide Schedule of the Colorado Department of Transportation Field Materials Manual. One test is required for any fraction of the specified frequency. When panic hardware is installed on exit doors, no additional locks or latches may be provided now or in the future. IFC 03 1008.1.9. Amended. 2. Locking devices are not noted on door 119 from the corridor to the fitness room. As this is part of the exit egress, no locking device may be placed on the door now or in the future. Sprinkler System: Submit a minimum of three (3) sets of sprinkler system plans and hydraulic calculations for review and comment prior to work commencing. All work is to be performed by a State of CO licensed sprinkler contractor. Copy of flow test conducted July 21, 2010, at the site is attached. IFC 03 901.2. 2. A copy of the Owners Certificate for the design of the sprinkler system will need to be provided at the time of plans are submitted for review. NFPA 13.4.3. 3. The sprinkler system design in building service area, general storage areas are noted as Ordinary Group land Group u. The maximum storage height of materials for an Ordinary Group 1 sprinkler system is a maximum of eight (8) feet, Ordinary Group 11 maximum Twelve (12) feet high and a minimum of eighteen (18) inch clear space below sprinkler heads. 4. Possible storage could be placed off the second floor mezzanine as what appears to be a door is noted on the plans. This area may need to meet Ordinary Group 2 coverage for storage. 5. The specification manual notes wet pipe and dry pipe sprinkler systems. The two previous Fire stations were installed as anti -freeze systems. Need clarification. 6. Concealed combustible construction areas or spaces such as the area above the truck bay will need to be provided with sprinkler protection or filled totally with non - combustible insulation. NFPA 13 8.15.1.2.7 7. A separate permit will need to be obtained from the Division of Fire Prevention for the installation of the sprinkler system. 8. The underground fire line contractor will need to be licensed with the Colorado Division of Fire Safety. 9. The underground fire line installation and flush will need to be inspected and witnessed by the Valley Water District. The Division of Fire Prevention will witness the 200 lb. hydrostatic tests. 10. At the point where the underground fire line comes through the floor into the sprinkler riser room, a minimum of a three (3) inch clear space around the circumference of the underground piping and the concrete floor will need to be provided to allow the floor movement without damaging the underground fire line to the sprinkler system. 11. The underground fire line size may need to be increased due to available fire flow and water system pressure at the site to meet system design and hydraulic calculations. Need to check line size with sprinkler contractor prior to installation. 12. The fire dept connection for the sprinkler system will need to be installed on the front of the building as noted on the plans. IFC 03 903.3.7. 13. The fire department connection will need to be installed at a minimum height of not less than 36 inches above finished grade. IFC 03 903.3.7. Amended. 14. Heating will need to be provided in the exterior lawn storage room to prevent the freezing of sprinkler head(s) and piping if an anti- freeze system or dry pipe system is not installed. 18. A floor drain needs be provided in the sprinkler valve room to prevent leakage from the sprinkler system riser, back flow prevention or underground fire line from entering the building. 19. Rough inspections will need to be conducted of sprinkler piping. Any necessary corrections will need to be completed and re- inspected prior to concealment of piping. No insulation or ceiling tiles is to commence until inspections and hydro -tests are conducted and Inspections are passed. IFC 03 901.5. 20. The two hour hydrostatic tests of the above ground sprinkler system will need to be witnessed by the Division of Fire Prevention, IFC 03 106.3. 21. The sprinkler valve room will need to be identified as "Fire Control Room" in a minimum of one inch letters on a contrasting background. IFC 03 903.1.2.Amended. 22. Sprinkler systems in excess of 20 heads will need to be monitored by a central, remote or proprietary service. IFC 03 903.4.1 23. Additional comments will be made at the time of sprinkler system plan review. Fire Alarm System: 1. Audible and visual fire alarm devices will need to be installed throughout the building that will activate upon sprinkler system flow, smoke detection kitchen fire suppression system and manual pull station activation and smoke detection within the fire control room. IFC 03 907.7.1.1. 2. Submit a minimum of three (3) sets of fire alarm and detection system plans for review and comment prior to installation. 1FC 03 907.1.1. Fire alarm system construction documents shall include: 1. A floor plan which indicates the use of the building. 2. Locations of initiating and notification appliances. 3. Alarm control and trouble signaling equipment. 4. Annunciation. 5. Power connections. 6. Battery calculations. 7. Conductor type and sizes. 8. Voltage drops and calculations. 9. Manufacturers model numbers, listing information for equipment materials and devices. 10. Details of ceiling height and construction. 11. Interface of fire safety and control functions. 3. Sprinkler system control valves will need to be monitored by the fire alarm system panel. Sprinkler valve supervision shall send a distinctly different signal to the monitoring company. IFC 03 903.4. 1. 4. A manual pull station will need to be provided at the fire alarm panel. NFPA 72 6.8.5.1.2. 6. The residential fire extinguishing system for the kitchen cooking appliances shall be monitored at the fire alarm panel as a separate address or zone. IFC 03 907.14 7. Single station smoke detectors within the sleeping rooms and corridor shall be provided with battery back -up and interconnected in accordance with NFPA 72 Single and Multiple Station Alarms and Household Fire Alarms Systems. IFC 03 907.2.10.1.2. 8. A separate permit will need to be obtained from the Division of Fire Prevention for the installation of the fire alarm system. IFC 03 105.1. 9. An electrical permit for the fire alarm system installation will need to be obtained from the City of Wheat Midge Building Department. 10. A rough inspection of wiring and device locations will need to be conducted by the Electrical Inspector for the City of Wheat Ridge and the Division of Fire Prevention. No work is to be concealed until inspections and necessary corrections are made and re- inspected. IFC 03 106.3. 11. The fire alarm panel will need to be placed on a separate circuit as noted on the plans. The circuit breaker providing power to the fire alarm panel will need to be identified in red. We would request that a circuit breaker Iock be placed upon the fire alarm panel circuit breaker. NFPA 72 4.4.1.4.1, 4.4.1.4.2.2. 12. The fire alarm system will need to be provided with two telephone lines to the monitoring company. One telephone line will need to be a dedicated to the fire alarm panel. The second telephone line may be a business line or as needed to be monitored at Arvada Fire Dispatch. NFPA 72 DACT Communications. 13. The fire alarm system will need to be able to provide a minimum of 15 db. over the ambient noise level. Tests will need to be conducted by the installing contractor and documentation provided to the Division of Fire Prevention. If the required audibility is not achieved, additional devices will need to be provided. IFC 03 907.10.2. 14. Upon completion of the installation of the fire alarm system, alarm notification, circuits, alarm initiating devices and circuits, supervisory signaling devices and primary and secondary power supplies shall be tested in accordance with NFPA 72. IFC 03 907.17. 15. A record of completion in accordance with NFPA 72 verifying that the system has been installed in accordance with approved plans and specifications shall be provided. IFC 03 907.18 16. Additional comments will be made at the time of plan submittal. Ventilation Hood Cooking Surface: 1. The residential hood appears to be adequate to cover the proposed cooking surface. Kitchen Cooking Equipment: 1. The proposed residential range cooking surface of 1059 square inches is 195 square inches of cooking surface over the maximum allowable of 864 square inches of cooking surface for the installation of a Guardian III residential fire suppression system. The grill may also not be within the UL listing of the Guardian III system. IFC 03 610/1/610.2. Residential Fire Extinguishing System: 1. If the ventilating hood and the cooking equipment meets the requirements of residential cooking equipment and ventilation hood and residential fire extinguishing system may be installed with the approval of the Chief Building Official of the City of Wheat Ridge. IFC 03 610.2. 2. A minimum of three (3) sets of residential fire extinguishing system plans will need to be submitted for review and comment prior to installation. All work is to be performed by a factory authorized company. IFC 03 901.2 3. The residential fire extinguishing system shall be monitored by the fire alarm system on a separate address or zone. IFC 03 904.3.5. 4. A 40 -B rated fire extinguisher shall be provided at the pull station for the fire extinguishing system. IFC 03 904.11.5. 5. If the proposed cooking range is to be installed, a wet or dry chemical fire suppression system meeting the requirements of NFPA 17 or 17A shall be installed. IFC 03 610.2 6. A Type I hood shall be installed instead of the residential canopy range to meet the requirements of IFC Section 610.2. IFC 03 610.2. 7. If commercial type cooking equipment is installed at a future date, the hood and fire extinguishing system will need to comply with the currently adopted codes. Truck Fill Lines Apparatus Bay: 1. Hose connections for the truck bay fill lines will need to be National Standard Threads. Fuel Tank and Dispenser Unit: 1. Submit a minimum of three (3) sets of plans for the installation of the above ground fuel dispensing and tank for review and comment by the Division of Fire Prevention and Wheat Ridge Building Department prior to installation. IFC 03 2206.2. 2. Permits for the installation of the above ground storage tank and dispensing unit shall be obtained from the Wheat Ridge Building Department and the Division of Fire Prevention. IFC 03 105.1.1 3. Electrical wiring and equipment shall be installed and maintained in accordance with the National Electrical Code. IFC 03 3403.1. 4. If the generator fuel supply is to be supplied from the Con Vault on site Diesel Tank, we need to verify that the Con Vault ordered is capable of both fueling and supplying the diesel generator. 5. Protective posts will need to be provided at the entrance gate and sides to provide protection against vehicular damage. IFC 03 312.2. 1. Constructed of steel not less than 4 inches in diameter and concrete filled. 2. Spaced not more than four (4) feet between posts on center. 3. Set not less than three (3) feet deep in a concrete footing of not less than a 15 inch diameter. 4. Set with the top of the posts not less than 3 feet above ground. 5. Located not less than three (3) feet from the protected object. 6. Other Barriers: 1. Physical barriers shall be a minimum of 36 inches in height and shall resist the force of 12,000 lbs. applied 36 inches above the adjacent ground surface. Fuel Emergency Disconnect Switches: An approved, clearly visible and readily accessible emergency disconnect switch shall be provided at an accessible location, to stop the transfer of fuel to the dispensers in the event of a fuel spill or other emergency as noted on the plans. An emergency disconnect switch for exterior fuel dispensers shall be located within 100 feet of, but not less than 20 feet from the fuel dispensers. Such devices shall be distinctly labeled as EMERGENCY PUMP SHUTOFF. Signs shall be provided at the fueling station and shut off switch. IFC 03 2203.2. 2. When Stations 7 and 8 were constructed the Electrical Inspector had concerns with the emergency disconnect being inside the building and not on the exterior of the building and meeting the requirements of accessible as stated in NFPA 70 -514.1.1. The International Fire Code 2003 edition Section 2203.2. states that the emergency disconnects shall be in an approved location. NFPA 30 -A 6.7.2. states that the emergency disconnects shall be in an accessible location. This item should be verified with the Electrical Inspector of the City of Wheat Fridge as to the location of the emergency disconnect. The emergency disconnects needs to be located on the exterior of the building. Wa rning Signs: 1. Warning signs shall be posted within sight of each dispenser in the fuel dispensing area and shall state the following: IFC 03 2205.5. 1. It is illegal and dangerous to fill unapproved containers with fuel. 2. Smoking is prohibited. 3. The engine shall be shut off during the fueling process. 4. Portable containers shall not be filled while located inside the trunk, passenger compartment or bed of a vehicle. 5. Contents in tank and capacity Fire Extinguishers: 1. An approved portable fie extinguisher with a minim of a 4 -A 40 -BC rating shall be provided and located that a fire extinguishers is not more than 75 feet from pumps, dispensers or storage fill tank openings. WC 03 2205.5. Mechanical: 1. A disconnect lock or switch lock will need to be placed on the heating unit for fire control room to prevent the heating appliance from being accidentally shut down. Electrical: 1. The interior electrical rooms will need to be identified as "Electrical Room" in a minimum of one (1) inch letters on a contrasting background. IFC 03 605.3.1.2. 2. The circuit directories within the circuit panels will need to be identified. IFC 03 605.3.1. 3. Circuit breaker locks will need to be placed on the circuit breakers providing power to the fire alarm panel and generator block heater, battery charger, and diesel tank heater, fire suppression systems etc. 4. We would request that the electrical receptacles within the truck bay be located a minim of eighteen (18) inches above the finished floor as gasoline and gasoline /oil mixtures are carried on fire apparatus. IFC 03 2211.3' 5. The occupant will need to verify that sufficient electrical receptacles have been provided as extension cords and or multiple adapters are prohibited, nor shall flexible power cords pass through wall, ceilings or doorways. IFC 03 605.5. Diesel Generator: 1. Submit information on the diesel emergency generator to be installed. 2. Information is needed as to the battery charger, block heater and tank heater. 3. Maintenance has asked for each system to be on a separate circuit to prevent a problem with on system requiring all systems to be shut down. Each system to be provided with a lock on the circuit breaker for each circuit. 4. A separate permit may need to be obtained from the Wheat Ridge Building Department. Test of Emergency Generator: 1. A test of the emergency generator will need to be witnessed by City of Wheat Ridge Electrical Inspector and the Division of Fire Prevention. All appurtenant components shall be inspected and tested under load in accordance with NFPA 110 and NFPA 111. IFC 03 604.4. Transfer Switch Test: 1. The test of the transfer switch shall consist of electrically operating the transfer switch from the normal position to the alternate position and then return to the normal position. IFC 03 604.4.1. Fire Extinguishers: 1. Fire extinguishers shall be a minimum of a 4 -A rated, 10 -1b. ABC dry chemical fire extinguishers mounted not less than 3 feet nor more than 5 feet from the floor to the top of the mounting bracket as noted on the plans, with the additional of units at the following locations and one relocation.
