Dave Brossman of the Public Works Department has also reviewed the plat and has found that the plat is approvable. The plat can now be recorded with the Jefferson County Clerk and Recorder. Once the plat is recorded, the FDP amendment will be complete and will become official. In order for the plat to be recorded, the approved documents must be photographically reproduced on Mylar paper that is at least .004 of an inch thick and has a matte finish on both sides. The Mylar paper must be signed by all the required persons in the owners certification block in indelible ink. The Mylar will also be required to be signed by a notary of the public along with their seal. A signature and wet stamp will also be required by the surveyor. Once all the signatures are obtained, the Mylar should be submitted to the City of Wheat Ridge Community Development Department. The Mylar will then be signed by all the necessary personnel from the City and then be taken to the County to be recorded. These proposed plans are specifically for the area on the north of the apartment buildings and includes the existing detention area, part of the green area between the buildings and also the landscape strip along the west side of the property. The two main goals for the landscape re- development are to provide more efficient use of the space and to refurbish the landscape in a way that is more sustainable and interesting. The plan includes future plans for a larger covered deck that will serve as a community gathering spot, a small re- circulating water feature, a private off leash dog -park for the residents, a community garden, and new walks. In addition to these we are replacing two older low timber retaining walls with dry- stacked flagstone stone walls.. A more interesting landscape .design is included to invite residents into the area and to reduce the amount of Bluegrass sod. Our planting palette is mostly xeric and will require less water, and the renovated sprinkler system will be.more water efficient. By removing the concrete drainage pans in the detention area and installingthe dry stream beds or bio- swales we hope to reduce the amount of storm run -off that exits the site and improve storm water quality. We believe these changes will have a positive impact on the current storm drainage and -due to the slightly adjusted wall, configurations and the dry stream bed profile we actually will be adding volume to the detention area: The new landscape does not include any changes to structures or parking areas. The United Presbyterian Association feels it is time to update the landscape and recognizes the opportunity to add these site specific amenities as part of the redesign. We are updating a landscape that was installed over twenty-five years ago to make if more sustainable, useful, and interesting. The site currently contains the water retention pond for the entire Highland apartment's development. The area includes landscaping, including a significant amount of bluegrass, as well as concrete drainage pans through the pond. The pond is centrally located on the Highland Apartments site and is surrounded by multi family buildings and parking areas. Applicant /Owner Preliminary Proposal: The applicant is proposing to update the landscaping and add an outdoor pavilion to the area for the use of the residents. The new landscaping will also include removing the concrete drainage pains and replacing them with crushed refines and stones to make the those area more pervious than their current state. Depending on the volumes that must be maintained in the event of a storm event, the applicants would also like to construct raised planting bed for garden plots for residents of the apartment complex. Finally, a dog park for the use of the residents of the complex is proposed. The improvements are intended to make the park more of a community asset. Will a neighborhood meeting need to be held prior to application submittal? No, a neighborhood meeting is not required for an Administrative FDP Amendment. Planning comments: The property is located Highlands South PRD. The PRD was formed through an Outline Development Plan (ODP) and Final Development Plan (FDP). The new landscape plan will need to be added to the FDP through an administrative FDP Amendment. The landscape plan should include a planting schedule, a table with the names and quantity of each plant used, and identification of the different types of surfaces used. It is recommended that the base of the pavilion be on a permanent foundation or solid base rather then it being raised with it being open underneath. If the bottom portion of the pavilion is open, it could create maintenance and safety issues. Process The FDP Amendment will be approved administratively. The applicant may submit an application to planning, at which point the application will go out on review to other City Departments and outside reviewing agencies, if necessary. After a 10 -15 day period, any comments on the application will be collected and forwarded to the applicant Once all comments have been addressed by the applicant, a final submittal may be made. Once approved, the FDP Amendment must be photographically reproduced on mylar film in a plat format with all the required signatures so that it may be recorded with the Jefferson County Clerk and Recorder. When the applicant is ready to the application he should make an appointment with a planner in the Community Development Department. Incomplete applications will not be accepted. Architectural and Site Design Manual (ASDM) The ASDM do not apply since no new structures are Public Works comments: PA There is a note on the previously approved subdivision plat that the detention area has a volume of 78,000. Although the subdivision plat shows the detention pond being 78,000 cubic feet the drainage report that was originally approved shows that a volume of 72,000 cubic feet needed to be maintained. Since this is the case, if the pond is actually 78,000 cubic feet the Public Works Department may allow the volume of the pond to decrease to 72,000 cubic feet if the original drainage report is submitted with the FDP amendment. This reduction should accommodate for the volume that will be taken up by the raised planting beds and base of the pavilion. If these improvements take the volume of the detention pond below the 72,000 cubic yard threshold, the volume will have to made up somewhere else on the property or a new drainage report will have to be produced that show that conditions on the property have changed since the existing pond was constructed. The results of the report would have to show that since the conditions have changed that there is no longer the need for the detention pond to have a capacity of 72,000 cubic yards. These proposed plans are specifically for the area on the north of the apartment buildings and includes the existing detention area, part of the green area between the buildings and also the landscape strip along the west side of the property. The two main goals for the landscape re- development are to provide more efficient use of the space and to refurbish the landscape in a way that is more sustainable and interesting. The plan includes a larger covered deck that will serve as a community gathering spot, a private off leash dog -park for the residents, a community garden, and new walks. In addition to these items we are replacing two older low timber retaining walls with dry - stacked stone walls. A more interesting landscape design is included to invite residents into the area and to reduce the amount of Bluegrass sod. Our planting palette is mostly xeric and will require less water, and the renovated sprinkler system will be more water efficient. By removing the concrete drainage pans in the detention area and installing the dry stream beds or bio- swales we hope to reduce the amount of storm run -off that exits the site and improve storm water quality. We do not believe this change will have any negative impact on the current storm drainage and do not anticipate that it will increase the volume of detention required. The new landscape does not include any changes to structures or parking areas. The United Presbyterian Association feels it is time to update the landscape and recognizes the opportunity to add these site specific amenities as part of the redesign. We are updating a landscape that was installed over twenty -five years ago to make it more sustainable, useful, and interesting.
