It is our understanding Mr. Noel was affected by a sudden medical condition on June 21, 2016, that caused him to accelerate his parked vehicle into the home striking the exterior and interior walls. The purpose of our investigation was to determine the extent of structural damage to the home that resulted from the vehicle impact and develop a repair plan. Our work was performed commensurate with Higgins & Associates, Inc.'s Standard Fee Agreement and Terms and Conditions dated August 7, 2015. As part of our investigation we conducted a site visit on Thursday, June 23, 2016. At the time of our site visit the vehicle had been removed from the garage and was parked in the driveway. The homeowners, Mr. Merritt and Mrs. Mara Noel, were present during our site visit and provided us with a history of the home and information regarding the vehicle impact. A site map of the property has been included under Exhibit 1, and our proposed repairs have been included under Exhibit 2. Photographs taken during our sitevrten0*Qtjar have been included under Exhibit 3 and are considered ancillary to the wr portions of this report. Wheat Ridge Page 2 Noel Residence Narrative The Noel residence is a one-story single-family home. The home was originally constructed in 1956, and the Jefferson County Assessor's records indicate the Noels purchased the property in August of 2013. The structure is approximately 2,100 square feet in area with a mostly -finished walk -out basement that is approximately 1,200 square feet in area. There is a two -car built-in garage located at the southwest corner of the basement. The structure faces east-southeast; however, for the purpose of this report we have referenced the home as facing east toward Morningside Drive. The structure is timber -framed with cast -in-place concrete stem walls that are presumably supported by a continuous spread footing foundation. The home incorporates a low -slope gable -style roof and the exterior finishes include brick veneer, exterior siding, and an asphalt composition shingle roof covering. We previously evaluated the subject home for hail damage in 2009 when the property was owned by Mr. Scott Gilbert. A photograph of the home taken in 2009 prior to the master bedroom addition, porch enclosure, and recent vehicle impact is shown as Figure 1 below. Page 3 Noel Residence The vehicle that struck the home was a Toyota 4Runner that has a gross vehicle weight of approximately 6,000 pounds. Based upon the distress to the structural components we estimate the vehicle was likely traveling 10 to 15 miles per hour when it impacted the home. Typically, when a vehicle impacts a structure the kinetic energy is absorbed through fracturing and/or yielding of the exterior wall components. Our research indicates the authority having jurisdiction over the repairs is the City of Wheat Ridge Building Department located at 7500 West 29th Avenue, Wheat Ridge. The City of Wheat Ridge Building Department has currently adopted the 2012 International Residential Code. All repair work should conform to the provisions of the 2012 International Residential Code. Findings In general, the structural damage is moderate and includes the east, south, and west walls of the built-in garage. Minor impact damage was observed in the basement bathroom adjacent to the point of impact. Several structural components affected by the vehicle impact exhibit fractures that have compromised the integrity of those members. According to the 2012 International Residential Code adopted by the City of Wheat Ridge Building Department, Section R102.7, Existing Structures: "R102.7.1 Additions, alterations or repairs. Additions, alterations or repairs to any structure shall conform to the requirements for a new structure without requiring the existing structure to comply with all of the requirements of this code, unless otherwise stated. Additions, alterations or repairs shall not cause an existing structure to become unsafe or adversely affect the performance of the building." (emphasis added) According to the aforementioned section of building code, repairs should not cause a home to become unsafe or adversely modify the unaffected portions of the structure. Therefore, we have evaluated the exposed portions of the building to determine what structural repairs are warranted by the vehicle impact damage and prepared our recommendations for the remediation accordingly. The owner, insurance adjuster, and remediation contractor should be aware that it was beyond our scope of work to thoroughly ins - building components, perform a structural analysis of unaffected items r establish whether any structural component not installed as new is s I'e, City of adequately maintained, or complies with the current building code. 1 Wheat Ridge Page 4 Noel Residence We recommend the structural components affected by the vehicle impact be repaired. The following represents our best judgment of the vehicle impact damage to the building and may serve as a guide to the insurance adjuster and the remediation contractor who repairs the structure to ensure all damaged members are repaired or replaced to their pre -loss condition or better. We recommend the vehicle impact -damaged structural components be mitigated as follows: A. Provide and install temporary shoring throughout construction as needed. Neither this report nor the attached plans identify all locations or what types of shoring are required. B. Remove the basement closet shelves, damaged doors, and damaged interior drywall finishes as needed for construction access. C. The existing precast concrete overhead garage door header should be vertically supported and reused in the masonry restoration. D. Rebuild approximately 3 feet, 4 inches of the masonry exterior wall positioned on the south side of the south overhead garage door. Use new 4 -inch wide CMU at the interior wythe. The clay brick may be rebuilt using both new and reclaimed masonry to reasonably match the pre -loss appearance of the home. Install hot dipped galvanized standard weight (9 gage) 8 -inch wide Hohmann & Barnard 120 truss mesh horizontal joint reinforcement at 16 inches center to center vertically or otherwise at levels where the bed joints course. The collar joint should be grouted (slushed) solid to a minimum height of 16 inches above the foundation. The masonry should be rebuilt to match the profile of the pre -loss appearance and all mortar joints should be struck to a standard concave joint. Repoint all interior and exterior masonry cracks. Color -/texture -matched samples of the proposed brick and mortar materials should be provided to the owner for approval. The color, texture, and profile of the proposed masonry materials should be approved by the owner in writing prior to construction. E. Vertically shore the first -floor framing and first -floor steel girder beam located near the center of the garage. Remove and replace the impact - damaged 8 -inch wide CMUs at the locations indicated in the plans included under Exhibit 2. Reinforce the new CMUs with No. 4 rebar oriented vertically spaced at 24 inches center to center in fully grouted cells. Install hot dipped galvanized standard weight (9 gage) 8 -inch e Hohmann & Barnard 220 ladder mesh horizontal joint reinforcem nt agcy of 16 inches center to center vertically. All mortar joints should be truck to a standard concave joint. Wheat Ridge Page 5 Noel Residence F. Grout the east beam pocket solid. G. The minor distress cracks in the interior and exterior surfaces of the south exterior garage wall may be attributed to the vehicle impact. We recommend these cracks be neatly tuck -pointed to match the pre -loss appearance. Also repair any additional distress cracks uncovered or that develop during the construction process in the east and south walls of the built-in garage. H. Rebuild the damaged portions of the wood -framed interior partition wall located between the basement storage closet and the basement bathroom. The sill plate should be secured to the basement slab with 1/2 -inch diameter by 4 -inch long Titen HD anchor bolts spaced at 16 inches center to center. Since the existing home does not utilize floated joints in the basement, the repaired portion of the wood -framed wall may be rebuilt without a float joint. I. All required electrical, plumbing, and/or HVAC repairs should be evaluated by others and repaired per the City of Wheat Ridge Building Department requirements. The full nature, extent, and/or allowance of the cosmetic repairs and appliance/hardware/textile replacement should be coordinated with and approved by the owner and the insurance adjuster prior to construction. J. Where accessible or exposed by the repairs install 2 by 2 wooden sleepers along the west side of the basement bathroom and basement closet. Conventional stud framing cannot be used due to the existing layout. Insulate the cavities created by the 2 by 2 sleepers using 1-1 / 2 -inch thick Owens Corning Foamular extruded polystyrene insulation. K. Remove and reset the existing mandoor located between the basement and garage to allow it to close and latch properly. L. Remove and replace the interior door located between the basement hallway and the basement bathroom. M. Replace the damaged overhead garage door and door opener if it was damaged. We observed a minor crack in the basement bathroom shower enclosure tile grout that may be attributed to the vehicle impact. Additional distress may develop as a result of the repairs to the masonry wall that supports the shower enclosure. At the completion of the structural repairs, all cracks in the basement shower enclosure tile grout should be repaired. Damage repair work should be performed only after the contractor has provided a detailed description of the work, associated costs, and there is written agreement between all parties identifying the scope of work and material specifications. The owner and insurance adjuster should be notified and allowed to inspect all unforeseen conditions or costs not included in the original estimate prior to incurring additional costs. Mitigation of the damage associated with the vehicle impact should be performed by a contractor who is familiar with industry standards and has knowledge and experience with the repair of damaged structures. The contractor should perform all necessary work to ensure all damage is repaired and the structure is returned to its pre -loss condition while conforming to the current building code requirements. As part of our evaluation of the vehicle impact damage we observed structural elements that are considered either deficient or unsafe by the current building code standards. According to the 2012 International Residential Code adopted by the City of Wheat Ridge Building Department, Section AJ501.4, Structural: "AJ501.4 Structural. The minimum design loads for the structure shall be the loads applicable at the time the building was constructed, �^ provided that no dangerous condition is created. Structural elemerpCs s W o. that are uncovered during the course of the alteration and that are foucfi� -is shall be made to com- requirements of this code." (emphasis added) Ridge Page 7 Noel Residence According to the aforementioned section of building code, exposed/altered structural elements that are structurally deficient should be made to comply with the code requirements for new construction. Repairs that increase the capacity of existing elements independent of the vehicle impact event or in excess of their pre -loss condition are often considered to be code upgrades. Common code upgrades include the addition of carbon monoxide detectors, remediation of lead paint, and/or asbestos abatement. With respect to our proposed repairs, the following code upgrades have been incorporated into our design. 1. The specification to grout and reinforce the 8 -inch wide masonry wall (Item E). 2. The specification to insulate the exposed portions of the basement wall (Item J). 3. The specification to install fire caulk at the perimeter of the garage (Item O). Although unrelated to the vehicle impact event, we observed aspects of the home that exhibited long-term deterioration, neglect, or that required maintenance. Items that the owner should be aware of and that should be repaired as their budget allows includes the following: The existing grading and drainage at the perimeter of the home is marginal. Improvements should be made to the grading and landscaping to direct moisture away from the foundation and prevent ponding of water on the lot. Poor exterior drainage is the leading cause of foundation damage. The homeowner should reference Special Publication 43 by the Colorado Geological Survey for additional information related to surface drainage. • The basement partition walls were not constructed with a float joint to isolate them from vertical movement of the concrete basement floor slab. Distress may develop in the future if the basement floor slab moves vertically due to heave of the subsurface soils. ok The preceding should not be interpreted as a comprehensive list ofd fide~nci.�O with the building, since our scope of work was limited to evaluation the ea'� 4500 vehicle impact damage only. 4r ' a Page 8 Noel Residence Latent damage associated with the vehicle impact event is not anticipated. Nevertheless, should structural distress develop following the completion of the repairs our office should be contacted as soon as possible for a re-evaluation of the building. As with any existing building, the owner is responsible for establishing and maintaining good landscaping and drainage provisions to protect the foundation and building envelope. Summary and Conclusion It is our opinion, based upon a reasonable degree of engineering probability, the vehicle impact damage to the structure is moderate and includes the east, south, and west walls of the built-in garage. Minor impact damage was observed in the basement bathroom adjacent to the point of impact. Although unrelated to the vehicle impact event, we observed deficiencies that should be addressed by the owner as part of the repair process. We have outlined our recommendations above and under Exhibit 2. We believe the repair of the structure will be fairly straightforward; however, due to the nature of impact damage, it is often difficult to determine the precise extent of the damage until demolition has begun and concealed spaces are exposed. The framing should be continuously inspected by the contractor as selective demolition occurs. Should the repair process reveal deficiencies or damage not anticipated by this report, the remediation contractor should contact our office and the insurance adjuster for inspection and guidance. We will share any supplementary findings with your office. The owner and insurance representative are hereby made aware that the proposed scope of work represents our best judgment as to what is reasonable based upon the level of damage. The owner, insurance provider, the repair contractor, and/or the building official may have different interpretations that could change the scope of work. The preparation of repair recommendations is not to be construed as an indication of insurance coverage. Although our services are limited to evaluation of the load-bearing components, the repair of some non-structural aspects of the building have been described for the purpose of overall project coordination. The scope of our observation was limited to areas of the structure that could be easily accessed and viewed with a flashlight. Our investigation was completed to determine the extent of the damage to structural members due to the vehicle impact and is limited to that subject matter only. This report is not intended to represent a thorough inspection of all building components or a structural analysis of items unaffected by the vehicle impact.
