REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec. R806. The installation of ridge venting requires the installation or existence of soffit venting. For calculation purposes, one hat or turtle vent equal to one-half of one square foot of opening. Effective December 1, 2014, asphalt shingle installations require an approved midroof inspection, conducted when 25-75 percent of the roof covering is installed, prior to final approval. Installation of roof sheathing (new or overlay) is required on the entire roof when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and mid -roofs may be called in at the same time, one hundred percent of the sheathing must be complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave and secured in place is required to be provided for all roof inspections. Roof ventilation is required to comply with applicable codes and/or manufacturer installation instructions, whichever is more stringent. This letter is in reference to water drainage onto your property Born the house to the south of your residence at 44 Mumingside Drive. I visited the property on Wednesday, July 27, and observed the following conditions: 5 1. Water was flowing in a steady stream through the wall and under the wall on your south property line and onto your yard and driveway. A drain pit has been constructed in the rear yard by a previous owner to catch the water run-off from several roof drains and downspouts. It was obvious that it was not working property. Surface flow could also be contributing to this over -flow onto the 46 Momingside property. 2. It was apparent that the water drainage has been going on for some time as there were noticeable stains and water paths visible. 3. Water has seeped beneath your site wall, the planter box, sidewalk, and into the garage. The water has caused rot damage to the south garage wall siding and the sill plate appeared to be rotten. 4. 1 observed both settlement and heaving of walkways. The water appears to seep under and on top of the walkways, driveway, walls, walks and garage. 5. 1 took numerous photos to document these conditions and have attached 6 of them to this letter. 1. This condition would be difficult to solve from your side of the property line. It needs to be corrected at the source, which I believe is the gutters, downspouts, and drainage pit in your neighbor's yard. 2. The drain pit could, be re -built, considerably deeper, to allow the water to into the earth at a lower elevation. This could be more than 8 feet, possib as much as 12 feet to achieve a depth lower than your improvements. I 3. Extend a physical, underground drain from the bottom of the existing drain pit out to Morningside Drive. This would be located completely within the neighbor's property. 4. Construct an underground drain on your property along the retaining wall, all the way to Momingside Drive. As the termination point would be lower than the existing curb flow line, a pop-up drain would be required. This drain line would be more than 100 feet in length, as it needs to start almost as far as your property comer to the East. Ideally, this drain line should be below the frost depth of 36 inches, 5. Gutters and dowiispouts could be re -configured to direct the water somewhere other than into the existing drain pit. This would be in addition to the underground drain line mentioned in Item 4. 6. Another possible solution would be for the adjacent property owner to install a sump pump below frost depth in the pit and pump the water up and out along their concrete driveway to Morningside Drive. I have attached the current Jefferson County Statute regarding Stone Water Drainage. Article 3.3.1 Post Development Flow Conditions refers to your particular situation. It appears that a civil law relative to drainage is being violated here. In summary, I suggest this condition be remedied as soon as possible, as the damage will certainly increase with time. My feeling is that over the past few years the water has continued. to find an easy channel onto and under your property and it appears to be getting worse.
