Midroof & Final Roof inspections for ROOFS 6/12 PITCH & OVER: 3rd party inspection will be
required for both the midroof and final inspections. The 3rd party inspection report AND
THE ORIGINAL PERMIT CARD needs to be dropped off to the Permit Desk at the City of Wheat
Ridge. The report MUST BE SIGNED by the Homeowner.
REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec.
R806. The installation of ridge venting requires the installation or existence of soffit
venting. For calculation purposes, one hat or turtle vent equal to one-half of one square
foot of opening.
Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
mid -roofs may be called in at the same time, one hundred percent of the sheathing must be
complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required
to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield
is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturer installation instructions,
whichever is more stringent. In order to pass a final inspection of elastomeric or similar
type roof coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name) roof
covering" is required to be on site at the time of final inspection.

This application is exclusively for new permits for residential roofs and for licensed
contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in
the order they are received and due to the volume of requests, time to process
varies and is subject to change. YOU WILL BE CONTACTED WHEN YOUR
PERMIT IS READY FOR PICK-UP AND WILL BE GIVEN A SPECIFIC DATE

person at City Hall. The Building Division will be open from 7:30-10:30 a.m.,
Monday through Friday to process these types of requests.

2' inside exterior walls. Board sheathing with any gap greater than 1/2"
requires panel sheathing overlay on entire roof. Sheathing inspection is
required prior to covering. Midroof inspection is not required on permits
purchased after 4/18/10. Contractor shall provide ladder for inspections.
Scheduled inspections that cannot be performed due to inclement weather must be
cancelled prior to 8:30 a.m. on the day of inspection or a re- inspection fee
will be assessed.

47. This permit was issued in accordance with the provisions set forth in your application and is subject to the laws of the
State of Colorado and to the Zoning Regulations and Building Codes of Wheat Ridge, Colorado or any other applicable
ordinances of the City.
2. This permit shall expire 180 days from the issue date. Requests for an extension must be received prior to expiration
date. An extension may be granted at the discretion of the Building Official.
3. If this permit expires, a new permit may be acquired for a fee of one -half the amount normally required, provided no
changes have been or will be made in the original plans and specifications and any suspension or abandonment has not
exceeded one (1) year. If changes have been or if suspension or abandonment exceeds one (1) year, full fees shall
be paid for a new permit.
4. No work of any manner shall be done that will change the natural flow of water causing a drainage problem.
5. Contractor shall notify the Building Inspector twenty -four (24) hours in advance for all inspections and shall receive
written approval on inspection card before proceeding with successive phases of the job.

between the City of Wheat Ridge and VII1C2 HOpkInS (contractor/developer/owner).
Escrow in the amount of Fifteen thousand and no/100 DOLLARS
($15,000.00) is being held until all landscaping and drainage improvements are
completed at:
Lot 1. Hopkins Minor Subdivision
In the event that landscaping and drainage improvements required by Wheat
Ridge Code of Laws, and/or as agreed to by the developer is not installed
by Januarv 31, 2006 , the City of Wheat Ridge or its designee shall have
the right to enter upon said property to construct and/or install such
improvements or do other such work to accomplish that purpose as may be
necessary, provided that the City of Wheat Ridge shall first give notice in writing
to the contractor, developer or owner of its intent to do so.
If the City of Wheat Ridge exercises its right to pertorm work of any nature,
including labor, materials and use of equipment either by force account or
contract, the City shall have the absolute. right to withdraw the escrow funds to
complete said landscape and drainage improvements. The only precondition to
the City's right to withdraw the escrow funds for this purpose shall be a letter
from the Community Development Director, stating that the landscape and
drainage improvements have not been completed or provided and that the
compliance date of Januarv 31. 2006 has expired.

and to xeduce the moistuze content of the air in the crawlspace to pxevent
wood fxom totting. Due to the low amount of ventiladon in the cxawlspaces.

Yesterday I received the C.O. checklist for a duplex located at 4465-4467 Parfet Street (I believe this is for
only the northerly duplex unit). The applicant, W. Vince Hopkins, has not completed the requirements per
City Code for ihis duplez. I cannot sign the C.O. request until the outstanding issues have been resolved.
Section 26-415-B of the City Code of Laws requires that all developments other than single-family or
duplexes (i.e., commercial and subdivision developmenu), subsequent to final gading, but prior to the
issuance of C.O., must submit a grading certificate from the engineer-of-record who did the original Final
Drainage RepmL. This ensures that the work was performed in a satisfactory manner and that the drainage
wili function properly. Therefore, the grading certificate serves to protect to not only the future occupants but
the surrounding neighborhood as we1L
Back in April, W. Hopkins begged and pleaded with me to sign off on the C.O. (the Grading Certificate had
not yet been submitted to the City) for the southerly half of the duplex because he had a closing date set "and
really needed to close the deal so he can sell the duplex" unit. Mr. Hopkins stated to me at that time that the
original engineer-of-record was out of business, and he would have to hire a new firm to obtain the Grading
Certificate. Knowing that W. Hopkins has been working on a"shce-string" budget (while also keeping in
mind his reputation), I said I would sign off on the southerly duplex under one condition:
• W. Hopkins must hire a new engineering firm (since he has another unit to build, he will need to hire
a fum anyway) and obtain the required Grading Certificau for the above-mentioned duplez Q or to
any additional Buildin¢ Permiu or Certificates of Occuuancv bein¢ issued Mr. Hopkins was
ageeable to this condition of approval.
As of today, July 29, 2004, I am stil] holding a Building Permit Application for 4475-4477 Parfet Sueet (the
last unit to be constructed in this subdivision). Mr. Hopkins submitted this to the Ciry on April 20, 2004
immediately following the issuance of the above-mentioned Certificate of Occupancy. Krisiy has made
several attempts to contact Mr. Hopkins negazding this issue I have yet to receive the certificate for the
duplez I approved for C.O. 3 months ago.
In conclusion, without some cooperation from Mr. Hopkins in this matter, I cannot approve any further
Building Permit or C.O. requests unti► Mr: Hopkins has complied with standazd City Code requirements.

I, Vince Hopkins, understand and agree to the fact that no Certificates of Occupancy for 4475-4477
Parfet Street shall be issued until the following items have been submitted to the City of Wheat Ridge
for review and approval:
1. An As-Built survey sigied and sealed by a Professional Land Surveyor licensed in the State of
Colorado for the entire Hopkins Subdivision site, including adequate spot elevations as to
provide evidence that the site as a whole has been graded and constructed in substantial
conformance with the original design plans as approved by the City of Wheat Ridge.
2. A Grading/Drainage Certification Letter, signed and sealed by a Professional Engineer licensed
