The purpose of our site visit was to determine if the framing has been installed as shown on the contract documents. The double 13/4" x 9%" LVL that spans north/south picks up ceiling load. This beam is supported by at the north foundation wall with a double 2x4 stud and by double 2x4 stud wall on the south end. The double 2x4 stud on the south end is supported by a floor joist that has been reinforced with a 13/4" x 5%z" LVL. This is a light load as it is only supporting ceiling loads. Our field observation indicated this framing has been properly installed. The double 13/4" x 71/4" LVL that spans east/west supports the upper end of the existing hip beam. The LVL transfers this load through a stud pack to the existing steel floor beam in the crawl space. Squash blocks have been installed between the bottom of the stud pack and the existing steel beam. Our field observation indicated this framing has been properly installed. Conclusion: We found the framing for this remodel project to be properly installed to support the required loads. At the time of this limited inspection, only the plaster and flooring materials were sampled in the kitchen and laundry room for suspect asbestos -containing materials. The following appendices supplement the results of this assessment: • Appendix A: Data Tables • Appendix B: Laboratory Reports • Appendix C: BTG & Laboratory Credentials ASSESSMENT DESCRIPTION BTG understands that the objective of this assessment was to identify ACM and/or presumed ACM (PACM) that must be removed prior to planned renovation/demolition of the Site. The samples collected by BTG during this assessment were submitted to Reservoirs Environmental, Inc. in Denver, Colorado for analysis using polarized light microscopy (PLM) in accordance with United States Environmental Protection Agency's (USEPA) method EPA/600R-93/116 (July 1993) for determining asbestos in bulk building materials. This laboratory is accredited for asbestos analysis using PLM by the National Institute of Standards and Technology National Voluntary Laboratory Accreditation Program (NVLAP). Certificates of laboratory accreditation and licensure are included in Appendix C. The EPA National Emissions Standard for Hazardous Air Pollutants (NESHAP) (40 CFR 61, Subparts A and M) has a requirement related to assessment of suspect ACM in buildings. Per CDPHE, Section III.A.1.c., if the asbestos content of a sample of friable asbestos is estimated to be 1 % asbestos or less, but greater than 0%, by a method other than point counting (such as visual estimation), the determination shall be repeated using the point counting technique with polarized light microscopy (PLM). If a result obtained by point count is different from a result obtained by visual estimation, the point count result must be used. When no asbestos is detected by PLM, point counting is not required. RESULTS AND RECOMMENDATIONS The results of the assessment and recommendations are summarized in the table below. A table providing detailed results of the assessment is provided in Appendix A. A copy of the laboratory report is provided in Appendix B. Based on the laboratory analysis report, NO samples collected contain asbestos. Friable ACM No samples collected during the inspection contained friable asbestos at concentrations greater than 1 % asbestos under PLM analysis. Non -Friable ACM No samples collected during the inspection contained non -friable asbestos at concentrations greater than 1% asbestos under PLM analysis. Materials with <1% Asbestos No samples collected during the inspection contained concentrations of less than or equal to 1% asbestos under PLM analysis. During renovation/demolition operations, materials may be uncovered which are different from those accessible for sampling during this assessment. Personnel in charge of demolition should be alerted to note materials uncovered during these operations which differ substantially from those included in this assessment. If suspect ACM are found, additional sampling by a CDPHE-licensed building inspector and analysis by a NVLAP-accredited laboratory should be performed to determine if the materials contain asbestos. ASSUMPTIONS AND LIMITATIONS The results, findings, conclusions, and recommendations expressed in the report are based only on conditions that were noted at the time of BTG's assessment. BTG's selection of sample locations and frequency of sampling was based on our observations and the assumption that like materials in the same area are homogeneous in content. The report is designed to aid the building owner, architect, construction manager, general contractors, and potential asbestos abatement contractors in locating ACM. ASSESSMENT METHODOLOGY BTG's inspector completed a walkthrough assessment of the building and recorded the areas of the building inspected, as well as areas where materials suspected of containing asbestos were located. BTG's inspector also evaluated the condition, accessibility, and friability of suspect ACM according to the following ratings: • Condition, as good (G), fair (F), or poor (P) • Friability, as friable (F), Category I non -friable (CAT 1), or Category II non -friable (CAT II), according to the USEPA National Emissions Standard for Hazardous Air Pollutants (NESHAP) definitions in Section 4.0. Destructive access and sampling techniques were not used during this assessment. However, it is possible that additional materials are present that were not visible or accessible during BTG's assessment. If suspect materials are encountered during future renovation or demolition activities, they should be assumed to contain asbestos until evaluated by a qualified asbestos inspector. "Suspect" material includes, but is not limited to, any material serving as a sprayed on or troweled on acoustic or fireproofing surface; floor and ceiling tiles; drywall, joint compound, and related materials; transite panels, siding and shingles; thermal insulation and any material associated with mechanical systems; and binding agents such as tar sealant, mastic, adhesive, roofing tar, caulking, etc. REGULATIONS AND GUIDELINES EPA National Emissions Standard for Hazardous Air Pollutants (NESHAP) The U.S. Environmental Protection Agency (EPA) National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations for asbestos (40 CFR 61, Subparts A and M) apply to certain demolition and renovation projects in facilities containing ACM and/or presumed ACM (PACM). The NESHAP rule usually requires that all friable ACM and some categories of non -friable ACM be removed before a building is demolished, and may require localized removal before or as part of a renovation. For renovation projects where friable ACM will be disturbed, the NESHAP rule may require appropriate work practices or procedures for the control of emissions. The following EPA NESHAP definitions of ACM are very important in interpreting which NESHAP requirements may apply to your building: • Friable asbestos -containing material. any material containing more than 1 percent asbestos, determined using PLM analysis, that when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. • Category 1 non -friable asbestos -containing material: asbestos -containing packings, gaskets, resilient floor covering, and asphalt roofing products containing more than 1 percent asbestos as determined using PLM. • Category 11 non -friable asbestos-containinq material. any material excluding Category I non -friable ACM, containing more than 1 percent asbestos as determined using PLM that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure. • Regulated asbestos-containinq material (RACM): (1) friable ACM, (2) Category I non -friable ACM that has become friable (3) Category I non -friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (4) Category II non -friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the materials in the course of demolition or renovation operations regulated by NESHAP. If not removed, the material must be kept wet until disposal. • It is Category II non -friable ACM and the probability is low that the material will become crumbled, pulverized, or reduced to powder during demolition. NESHAP also requires that the EPA or the state (if the state has been delegated authority under NESHAP) be notified before a building containing RACM is demolished, or before certain renovations impacting RACM begin. OSHA Asbestos Standards The U.S. Occupational Safety and Health Administration (OSHA) regulates employee exposure to asbestos in general industry (29 CFR 1910.1001) and construction (29 CFR 1926.1101). The OSHA asbestos standards provide a permissible exposure limit (PEL) of 0.1 fibers (equal to or longer than 5 micrometers) per cubic centimeter of air (fibers/cc) determined as an 8 -hour, time -weighted average (TWA) and an excursion limit of 1 fiber/cc as a 30 -minute TWA. The asbestos construction standard applies to exposure of employees to asbestos during abatement and renovation/demolition activities. The construction asbestos standard also applies to employees who may contact or disturb ACM during their work activities (e.g. maintenance and custodial workers). It is important to note that the OSHA regulations apply to materials that contain any detectable concentration of asbestos, whereas the NESHAP regulations only apply when the concentration is greater than 1 %. The following are selected OSHA definitions regarding asbestos work: • Class I asbestos work: means activities involving the removal of TSI and surfacing ACM and PACM. • Class 11 asbestos work: means activities involving the removal of ACM which is not thermal system insulation or surfacing material. This includes, but is not limited to, the removal of asbestos -containing wallboard, floor tile and sheeting, roofing and siding shingles, and construction mastics. • Class 111 asbestos work: means repair and maintenance operations, where "ACM", including TSI and surfacing ACM and PACM, is likely to be disturbed. • Class IV asbestos work. means maintenance and custodial activities during which employees contact but do not disturb ACM or PACM and activities to clean up dust, waste and debris resulting from Class I, II, and III activities. • Intact: means that the ACM has not crumbled, been pulverized, or otherwise deteriorated so that asbestos is no longer likely to be bound with its matrix. OSHA requires that specific work practices and procedures be followed to control asbestos exposure of employees involved in abatement or renovation activities as well as the building occupants. In addition, the OSHA standard provides requirements for exposure monitoring, employee training, medical surveillance, respiratory protection, signage, and other protective measures. 834-F South Perry Street 9 Suite #551 9 Castle Rock, CO • 80104 9 (720) 341-9495 BTG & ASSOCIATES,LLC BUILT ON TRUST LOCAL AND STATE REGULATIONS The Colorado Department of Public Health and Environment (CDPHE) has promulgated regulations pertaining to asbestos activities in Colorado Regulation 8, Part B. Regulation 8B is based on the EPA NESHAP requirements, with additional state -specific provisions for asbestos inspections, abatement, and other activities. Regulation 813 also identifies training and certification requirements for professionals performing asbestos work in the State of Colorado. A summary of the requirements related to renovation and demolition of structures containing ACM is provided below. - 1 . elow: 1. Regulation 8B requires that any public or private building must have an asbestos survey performed to confirm the presence of ACM prior to renovation or demolition activities. 2. If friable ACM will be removed or disturbed as part of the renovation/demolition activities, the ACM must be removed under abatement conditions before demolition begins. CDPHE Regulation 8B requires that a State of Colorado Licensed General Abatement Contractor (GAC) perform the removal in accordance with Section III.H (Abatement Sequence). 3. CDPHE must be notified for all renovations and demolitions of all residential and commercial structures and all asbestos abatement projects that exceed the trigger levels (50 linear feet, 32 square feet, or the volume equivalent to a 55 -gallon drum, "residential' and (260 linear feet, 160 square feet, or the volume equivalent to a 55 -gallon drum, "commercial'. The notification requirements apply to both friable and non -friable asbestos materials. Notifications must be postmarked or delivered at least 10 working days before initiating abatement activities, and must be made using CDPHE forms. 4. During demolition, all non -friable asbestos -containing materials are exempt from abatement activities provided that they remain in a non -friable state and are kept wet at all times during demolition activities. 5. During renovation, non -friable materials may remain in place if they are not disturbed during the renovation activities. If these materials will be disturbed, they must be removed prior renovation. 6. Waste materials containing friable ACM must be properly disposed of at a landfill licensed to receive friable ACM materials. This requirement applies even if the quantities are below the CDPHE trigger levels requiring an abatement permit. Non -friable ACM waste must be disposed of at an approved landfill that accepts non -friable materials. If waste contains a mixture of friable and non -friable materials, it must be disposed of at a landfill licensed to receive friable ACM materials. 7. A CDPHE licensed Air Monitoring Specialist (AMS) shall follow Regulation 8B Section III.P (Clearing Abatement Projects) prior to signing any demo permits at the site. 8. The building owner should be aware that removing ACM does not discharge ownership of the ACM. During transport or after burial in an approved landfill, any contamination throughout the lifetime of the material remains the responsibility of the building owner. (IRC Table E3803.1) Water Lines - shall be a minimum of 36 -inches deep. (IRC P2603.6) Gas Service Piping - installed a minimum of 12 -inches below grade or 8 -inches below grade where serving individual outside appliances. An 18 AWG yellow insulated tracer wire must be installed adjacent to underground nonmetallic gas piping and terminate above grade at each end. (IRC G2415.1.2 and G2415.17.3) 4 Underground plumbing pipe shall have a solid and continuous load-bearing support. Piping cannot bear on rocks. Pipes passing under a footing or through foundation wall shall be provided with a relieving arch or a sleeve. A qualified, Colorado - licensed engineer must perform the placement, drilling, and reinforcement of drilled piers. A signed, sealed and dated inspection report must be provided to Building Inspection Services prior to the rough inspections. Foundations that retain earth and enclose interior spaces below grade must be damp proofed. The building should be fully enclosed with the roof covering and siding in place. Protection from decay shall be provided in the following locations by the use of naturally durable wood or wood that is preservative treated in accordance with AWPA U 1: (IRC 8317) A. Wood joists closer than 18 -inches and wood girders closer than 12 -inches to grade located within foundation periphery. B. Wood framing members that rest on concrete or masonry foundation walls and are less than 8 -inches from the exposed ground. C. Sills and sleepers on a concrete or masonry slab that is in direct contact with the ground. D. Wood girders entering concrete or masonry walls with a clearance less than %2 -inch. E. Wood siding, sheathing, and wall framing less than 6 -inches above the ground. F. Wood members supporting moisture -permeable floors or roofs that are exposed to the weather. G. Wood furring strips or wood members attached directly to the interior of below grade exterior masonry or concrete walls. H. Wood in contact with the ground, embedded in concrete in direct contact with the ground or embedded in concrete exposed to the weather that supports permanent structures intended for human occupancy shall be approved pressure -preservative -treated wood. f Accessible under -floor areas shall be provided with a minimum 18 -inches x 24 -inches opening through the floor or 16 -inches x 24 -inches opening through the perimeter wall. When the access is through a below -grade wall an areaway of not less than 16 -inches x 24 -inches must be provided. Where equipment is located beneath the floor, the access opening must be within 20 -feet of the equipment and allow the removal of the largest piece of equipment. (IRC R408.4 and M1305.1.4) f Basements greater than 200 square feet and every sleeping room shall have at least one operable emergency and rescue opening or a door to the exterior. 1 � Emergency escape and rescue openings shall meet the following requirements: A minimum clear width of 20 -inches, a minimum clear height of 24 -inches, with a total net clear opening of 5 square feet for grade level windows and 5.7 square feet for all others. A sill height of not more than 44 inches measured from the finished floor to the bottom of the clear opening. Window wells for emergency escape and rescue shall provide a minimum net area of 9 square feet with minimum horizontal projection and width of 36 -inches. The area of the widow well shall allow the emergency escape and rescue opening to fully open. In concealed spaces between stair stringers at the top and bottom of the run, and between studs in line with the run of the stairs at unfinished walls. i > At least one egress door shall be provided for each dwelling unit. The egress door shall be side -hinged, and shall provide a minimum clear width of 32 -inches. Egress doors shall be readily openable from inside the dwelling without the use of a key or special knowledge or effort. (IRC 8311.3) �Cl Handrails shall be provided on at least one side of stairways with 4 or more risers and ramps with a slope exceeding 1:12. handrails shall be mounted 34 -inches to 38 -inches above the nosing of the treads. Handrails must be continuous for the entire length of the stairs and provided with a minimum space of 1 %2 -inch between the wall and the handrail. Ends shall be returned or terminate in newel posts or safety terminals. See the requirements and more information. (IRC 8311.7.8) 1 Handrail Grip Size Shall Be: A. Circular handrails: 1'/ -inch to 2 -inches perimeter. B. Non -Circular: 4 -inches to 6'/ -inches perimeter with a maximum cross section of 2% -inches. C Perimeter Dimension Greater than 6'/ -inches: shall have a finger recess on both sides. Guards must be provided for porches, screened porches, balconies, fixed seating and raised floor surfaces more than 30 -inches above the floor or grade below. Guards must have a minimum height of 36 -inches. Open sides of stairs with a total rise of more than 30 -inches above the floor or grade below shall have guards not less than 34 -inches high. Intermediate rails shall not allow the passage of a 4 -inch sphere. (R312)Window fall protection must be provided for window openings less than 24 inches above the finished floor and more than 72 inches above grade or surface below. (8312.2) >-I Ceiling heights for habitable rooms, hallways, bathrooms, toilet rooms, laundry rooms, and basements shall be a minimum of 7 -feet measured from the finished floor to the lowest ojection of the ceiling. Non -habitable basements may have a ceiling height of 6 -feet, 8 -inches with clearance below beams and ducts of 6 -feet, fl- inches. Bathroom may have a ceiling height of 6 -feet, 8 -inches at the fixture front clearance area and over the fixture. (IRC 8305.1) U Attic access must be provided for attics that exceed 30 square feet and that have a vertical height of 30 -inches or greater. The access must be located in a hall or readily accessible location with a minimum 22 -inches x 30 - inches access opening. The access must provide a minimum of 30 -inches headroom. (IRC 8807) Enclosed attic and rafter spaces must have cross ventilation for each space through screened openings. The total net free ventilating area shall not be less than 1 to 150 of the area of the space ventilated. The area may be reduced to 1 to 300 if 50-80% is provided by ventilators located in the upper portion of the space or if a vapor barrier not exceeding 1 perm is installed on the warm side of the ceiling. At least a 1 -inch space is required between the roof sheathing and the insulation at the location of the vent. (IRC 8806) >_6 Rafters must be framed to a minimum 1 -inch nominal ridge board that is not less than the depth of the cut end of the rafter or to each other using a gusset plate. Hip, and valley rafters shall be a minimum of 2 -inches and not less in depth than the cut end of the rafter. Hip and valley rafter shall be supported at the ridge by a brace to a bearing partition or be designed. (IRC 8802.3) �.7 Rafters and ceiling joists having a depth -to -thickness ratio exceeding 5:1 shall be provided with lateral support at points of bearing to prevent rotation. Rafters and ceiling joists having a depth -to -thickness ration exceeding 6:1 shall be supported laterally by solid blocking, diagonal bridging or a continuous 1 -inch by 3 -inch wood strip nailed across the rafters. (IRC 8802.8) Roof trusses or rafters must be attached to supporting walls with approved hurricane clips. Trusses must be braced to prevent rotation and to provide lateral stability in accordance with the construction documents and the individual truss design drawings. Trusses must be legibly marked within 2 -feet of the center to identify the manufacturer, the design load, and the spacing. Shingle installation shall meet the manufacturer's high -wind installation procedures in areas where wind load is greater than 105 mph (V3S). The glazed areas need not be installed in rooms where section M1507 is satisfied and artificial light is provided at an average of 6 foot candles at a height of 30 inches. i Safety glazing shall be installed in the following hazardous locations and be permanently labeled as safety or tempered glazing: glazing panels in doors; glazing enclosing spas, bathtubs or showers; glazing panels adjacent and within 24 -inches of the edge of a door; glazing panels greater than 9 square feet within 18 -inches of the floor; glazing used for railings; glazing used for barriers for swimming pools and spas; and glazing enclosing stairways, landings, and ramps within 36 -inches horizontally of a walking surface. Skylights installed on roofs flatter than 3 units vertical to 12 units horizontal must be mounted on a curb4-inches above the roof. Heating and Ventilation Requirements I Crawl spaces shall be provided with conditioned air in compliance with Section N 1102.2.10. Crawl space walls shall be insulated. Crawl space wall insulation shall be permanently fastened to the wall and extend downward from the floor to the finish grade level and then vertically and/or horizontally for a least an additional 24 -inches. Exposed earth in unvented crawl space foundations shall be covered with a continuous Class I vapor retarder with a minimum thickness of 10 -mil. All joints of the vapor retarder shall overlap by 6 -inches and be sealed and taped. The edges of the vapor retarder shall extend at least 6 -inches up the stem wall and shall be attached to the stem wall. N1102.2.9.2.2 Ventilated crawlspaces. Ventilated crawlspaces shall be provided with insulation. (IRC R303.1,) ,�� Habitable rooms must be provided with outdoor openings for ventilation equal to at least 4% of the floor area and shall have heating facilities capable of maintaining 680 at 3 -feet above the floor and 2 -feet from exterior walls. R. The windows need not be openable in a room where an opening is not required to be an egress window and a mechanical ventilation system is capable of producing 0.35 air change per hour in that room, or a whole house mechanical ventilation system provides 15 cubic feet of outdoor air per minute. Bathroom exhaust fans shall exhaust directly to the exterior and must be provided in bathrooms where windows of at least 3 square feet are not provided. The mechanical ventilation must be capable of providing an exhaust capacity of 50 cfin intermittent or 20 cfm continuous exhaust. (IRC 8303.3, Ml 507.4) 36 Dryer vents must be rigid metallic, independent of all other systems, shall terminate outside the building, be equipped with a back draft damper, and sized and terminated per the manufacturer. The maximum length of the exhaust duct shall be 25 -feet (Unless approved under the manufacturer's listing) from the connection to the transition duct from the dryer to the outlet terminal. Where fittings are used, the maximum length of the exhaust duct shall be reduced in accordance with (IRC Table M1502.4.4.1) Flexible transition ducts are limited to 8 -feet, shall not be concealed within construction, and shall be listed and listed per UL 2158A. (IRC M1502) 37 Appliances and equipment shall be installed in accordance with the conditions of their listing. Manufacturer's installation instructions must be available at the time of the inspection. (IRC G2408.2, G2408.3) 40 Combustion air is required for all liquid fuel, solid fuel and gas appliances.
