Wheat Ridge, CO 80033 DL Engineering Inc. reviewed the progress of construction for the subject project on January 11, 2019. The following is a summary of the observations made: New Observations: Reviewed the helical piers. There were 3 piers installed on the west wall spaced at approximately U o.c. o The pier spacing was observed and appears to be in conformance with the construction documents. Note: H.P. #1 was moved slightly closer to the corner of the foundation with the Engineer's approval. o The piers were installed to refusal or to a depth no less than that specified in the construction documents. o The helical piers appear to be installed in conformance with the structural mitigation plan. • Site grading around the perimeter of the house did not appear to be modified. • Vegetation around the perimeter of the house did not appear to be modified. Volatile Soils: The moisture around the foundation elements must be controlled for the useful life of the building. Time has shown that Colorado soils can be unstable, and structures can experience damaging movements due to expanding and shrinking soils, primarily when moisture changes occur. Maintaining consistent soil moisture contents around all foundation elements is crucial to minimizing foundation movements. Even with properly engineered/constructed foundation systems these volatile soils can still exert excessive pressures causing damage in the residence. If the Owner would like further insight about the on-site soil conditions and preventative measures, a Geotechnical Engineer should be consulted. Geotechnical Consideration: It is possible that the piers may consolidate the soil under the piers. Because of this, periodic surveys of the supported structures should be conducted to assure project success. The Owner should be responsible for annual surveys certifying project success. It is recommended that a baseline survey be conducted immediately. The Owner should report all findings and reports to the Structural Engineer. If vertical movement of the foundation walls is discovered, the piers should be re -pressurized. A Geotechnical Engineer should be present for the re -pressurizing of the piers. Soil conditions and types shall be verified by a Geotechnical Engineer during excavation. 2. Follow all recommendations of the Geotechnical Engineer for foundation elements. 3. All helical piles, push piers, helical anchor tiebacks, wall anchor tiebacks and connection hardware shall be designed and installed by supplier, such that they provide the minimum allowable capacities as indicated on the drawings. Although observed foundation damage typically does not pose an immediate health and hazard risk, delaying mitigation will likely make future repairs more difficult and costly. Furthermore, it has been our experience that once a structure begins moving, it will likely continue to so (unless action is taken) resulting in further settling, heaving, unsightly cracks, doors/widows not functioning properly and possible foundation wall collapse. The extent and aggressiveness of the foundation repairs should be carefully considered by the Owner and will depend on their tolerance for risk, the possibility of future damage, and cost. 1. If the owner chooses to do so the foundation could be stabilized only at visibly damaged locations and areas where movement is concentrated. Although this will address specific situations, it is possible that foundation movements will occur elsewhere. 2. If the Owner chooses to do so, the entire foundation could be mitigated. A general system repair, although more costly, would greatly reduce the risk of future foundation damage and movement. It is our understanding that the Owner would not like to pursue this repair option. Site Drainage 1. We believe that the moisture around foundation elements must be controlled for the useful life of the building. Lack of proper drainage is often a contributing factor to foundation damage observed. It is our opinion that site drainage around the structure must be maintained such that precipitations will quickly drain away. The use of proper slope slabs -on -grade, moisture barriers, swales and surface/subsurface drainage systems are strongly recommended. My contractor Dana Stallins had pulled the permits as part of a basement remodeling project completed in stages, On February 12, 2014, a building department inspector came and did a final inspection of all of the renovations, including the spaces covered by Permit No. 20120196 and Permit No. 20121335. Permit No. 201301037 was finalized and closed out after the February 12, 2014 inspection, but based on your letter the other two permits were not. Clearly some type of miscommunication or the proverbial "crossed wires" has occurred. Per your request, I reviewed the as-built repair documentation for the wall anchor foundation repair completed at 3462 Moore Court, Wheat Ridge, Colorado. In my opinion, the completed repairs were appropriate for the dama9e observed. The Lepetsos Group did not observe the home, and relied solely on the information provided by CBS to evaluate the repair. Based on the photos you supplied, the basement walls appeared to have experienced detrimental inward lateral displacement as indicated by the horizontal crack in the brick near the top of foundation. I understand the structural portion of the repair consisted of the following: Twelve (12) Grip Tite 250 wall anchors, four (4) on the long foundation wall, and four (4) each on the short walls. The Anchor plates were embedded in concrete a minimum of three feet below the surface. The anchor rods were the standard nine-foot length. I also understand other repairs including epoxy injection of crecks, concrete flatwork modification, and other work associated with repairs was completed. ' By accepting and utilizing the information contained in this report, the owner/contractor agrees that he shall assume sole and complete responsibility for job site conditions during the course of construction, including safety of all persons and properiy; that this requirement shall apply continuously and not be limited to normal working hours; and that the contractor shall defend, indemnify and hold the engineer harmless from any and all liability, real or alleged, in conjunction with the performance of work on this project, excepting for liability arising from the sole negligence of the engineer. I understand the roof gutter downspout at this location discharged effluent directly to the foundation. No downspout extension was in piace. I recommend excavating approximately 5 to 6 feet along both foundation walls at this corner and sealing the exterior foundation wall with hardened plastic liner such as Delta MS (or equiv). In general, I recommend obtaining a 30% slope within the first 10 horizontal feet away from the building to facilitate adequate drainage away from the foundation. Gress, plants, trees and shrubs with high watering requirements should not be located within five feet of the foundation. All gutter downspouts should have fundioning downspout extensions, which extend at least five feet away from the foundation. My analysis and recommendations are based on my education, experience and observations made on the date of my evaluation.
