The City Council Study Session Meeting was called to order by the Mayor
at 7 30 p m Councilmembers present Elise Brougham, Kent Davis, Don
Eafanti, Vance Edwards, Tony FIasco, Ron Selstad, and bill Shanley
Phil Edwards was absent Also present City Clerk, Wanda Sang, City
Attorney, John hayes, Director' of Planning, Glen Cidley, Chief' of
Police, Jack Hurst, Director of Parks, Gary Wardle, Director of Public
Works, Bob Goebel, staff, and interested citizens

Jolly Rancher - Economic Development Incentive
Representatives from Jolly Rancher were present, as well as
representatives from the Jefferson County Economic Development Office
and the Uffice of Business Development, which is a part of the
Governor's Office Consensus to accept the proposal of $192,000 for use
tax on construction and $620,000 for use tax on equipment/machinery to
be waived, but not to include the $33,500 for building permit fees Also
to accept by consensus the site that is bordered Ward to Tabor, 52nd
street to 1-70, not to include the larger portion Furthermore, for
John Hayes to prepare the Ordinance for the December g Council meeting

Discussion on Utility Under-grounding options
Lee Hill from Public Service Company was present Consensus was 4-3 to
go with the present plan as it is in the budget (leave lines overhead
all the way to Kipling)

1992 Compensation Discussion
Patty Crew summarized to Council about the amount of adjustment for
those employees currently being paid within $100 per month of market and
the details of the incentive award program Consensus was 5-2 to put
the Matrix Plan on the study session agenda sometime before February
Tony FIasco asked for a consensus on putting the additional $21,000 back
into the General Fund Failed 3-4
Ron Selstad asked for a consensus on $5,000 to be set aside for
incentive awards and the balance be used for a one-time bonus award to
be paid to the 25 people who will not receive a salary increase and to
the ten people who will receive less than 2 5% inrease Vote was 4-3

Council Bill 123 - An Ordinance reenacting, with amendments,
the provisions of Chapter 11, Licenses, Permits, ann
miscellaneous business regulations, and Chapter 22, Taxatiun,
of the Code of Laws of the City of Wheat Ridge
John Hayes explained Council Bill 123 Consensus was 6-1 to leave C B
123 as is with a correction on a typographical error
Council discussed implementation of a snow-plowing policy
Consensus was 6-1 to put un the January 6 Study Session discussion
regarding the hiring of an in-house attorney
John Hayes asked that an item be put on the Lecember 9 Council Agenda
for approval of appointments of Judges and Attorney for a 1 year interim
period Council agreed 7-0
