The samples were analyzed at Weecycle Environmental Consulting Laboratory, and the Project Supervisor was given a verbal summary of the results within 2 hours. The analytical results are presented in Table 1 of the enclosed report. The analysis was performed in accordance with the PCM method outlined in the NIOSH 7400 Method. The visual inspection and clearance sample results, which were below the MAAL (Maximum Allowable Asbestos Level), render this containment free of debris and clear of asbestos. The purpose of our inspection was to assess the extent of structural damage caused by a large Cottonwood tree that fell onto the southwest corner (rear) of the structure. The tree, which was located in the back yard of the property, was blown over as the result of high winds associated with a storm that occurred the night of July 20, 2009. Due to the potential for structural instability, the property was identified by the City of Wheat Ridge (City) as Hazardous and it is now unoccupied. This report outlines the extent of damages known at this time and the recommended steps to take during the repair of the structure to ensure the safety and integrity of the structure. Background The following information is based, in part, on our inspection of the property that took place on July 24, 2009. The structure is a ranch style duplex built in the 1970's. For the purpose of this report, the front of the structure faces east and therefore there is a north and south unit to the duplex. The south unit (4753 Holland St.) was damaged by the falling tree. The duplex is a traditional wood-framed structure secured to a concrete crawl space foundation which appears to be constructed as an 8" grade beam on a continuous footer set appropriately below frost grade. The exterior and interior walls are framed with 2" x 4" common fir studs at 16" on center. The observed headers are made of solid 4" x 10" beams set on 2" x 4" trimmers loaded to the foundation through the floor system. The floor system is constructed with wood joists bearing on the foundation walls at the perimeter and on an interior grade beam in the center. The exterior sheathing is an asphalt board used commonly during the time of construction. The exterior veneer is a mix of brick masonry and hardboard painted siding. The headers over windows are wrapped with hardboard painted trim. The roof system is a hip design framed with manufactured trusses. The roof pitch is approximately 4 in 12. The sheathing is''/:" plywood with a tar paper weather barrier and 3-Tab shingles. The texture was tested and found to have 4% crystalline asbestos. The floor coverings are carpet and pad in the affected area. The structure is heated by a hot water boiler system. There does not appear to be a cooling system in place. The contents from the occupants are still in place. There is a large amount of debris scattered over the occupants' personal belongings. Dust resulting from the impact is spread throughout the home. The water from the storm did penetrate through the opening left by the tree impact but until the contents are removed we cannot assess if any damage occurred to the floor system. Damage Assessment The Cottonwood tree in the back yard was blown over as a result of the trunk being snapped several feet above the ground surface from the force of high winds. The tree fell onto the southwest corner of the roof over a bedroom. The tree fell at a nearly forty-five degree angle to the home striking over the tops of both windows in the bedroom. The impact split through the roof plywood decking and crushed the hip and common jack trusses and continued into the headers of the windows which were ripped from the wall framing forming a large hole through the roof and wall system. Although the majority of the impact was vertical, there was a rotational component which caused the brick veneer to sheer and fall away form the walls slightly. The rotational force has created the greatest potential for future wall system failure if disturbed by anyone removing contents or making repairs. As a result, this unit was closed by the City until repairs could be made to secure the wall and roof system. Foundation Assessment The tree caused damage to the roof system, the wall framing system, the brick veneer, the windows, the drywall, and the contents. However, based on our observations to date, there does not appear to be damage to the foundation system. There are no visible cracks in the foundation grade beam walls and the foundation has not undergone downward movement or settlement as a result of the impact. Based on these observations we believe the foundation will not need repairs or adjustments of any type. Wall and Roof Stabilization With the destruction of the top plates and headers, the wall system cannot support the roof system repairs required. Before rebuilding the wall system, temporary support of the roof must be made. We recommend installing a temporary beam under the trusses in the affected area supported by 4" x 4" posts which in turn are supported on a temporary double 2" x 8" plate applied over the at least three floor joist spans. After these beams are in place, a representative of this office must inspect the supports before construction can continue. Before framing the walls, the brick veneer must be removed approximately four to six feet beyond the extent of the west and south walls of the bedroom. Care should be taken to avoid large section removal as the veneer is already pulling away from the wall structure. After the brick is safely removed, the 4753 Holland Street Page 3 of 6 Wheat Ridge, CO July 31, 2009 Storm Damage Assessment Report walls can be reframed and sheeted with double top plates and double 2" x 10" headers over the windows. It is important to ensure adequate pressure blocking to the foundation under the trimmers supporting the hip master. Once the wall system is in place, the roof can be repaired. Roof Structure Repair Recommendation The primary concern for the structural integrity of the roof system is the damage done to the hip master which bears on the north end of the west window header in the bedroom. The hip master carries the load of a common full span truss on a twenty-four inch center plus the additional loads added by the hip and common trusses attached to it. The stresses are carried through the truss members at connecting points supported by steel plates. These plates appear to have loosened and there are splits in some of the members. In it's current condition, we believe the potential for a future catastrophic failure of the truss under full loading is likely and recommend it be replaced or supported adequately to handle the expected live and dead loads the truss must carry. We considered two options: 1) remove the existing truss or installing a sister truss next to it; and 2) re-supporting the truss in place. In our evaluation we considered the cost of removing a full width portion of the roof required to fit a new truss to the cost of partial roof removal and the installation of a support beam to carry the roof loads. From a value engineering standpoint, the second option is the better of the two. Option 2) will cost less, be quicker to install, and cause the least disturbance to the roof decking and drywall below. Minimizing disturbance is critical considering the cost of further contamination to the structure from asbestos if additional drywall needs to be removed. Our recommendation is to apply two 14" x 1 Laminated Veneer Lumber (L.V.L.) members along the full length of the damaged hip master. The beam shall be applied to the north side of the truss at the bottom chord. This will limit the need to cut back bottom ceilingjoists of the hip and common trusses thereby reducing the potential for cutting into the drywall ceiling below. The double member shall be connected to the existing truss at each gusset connection using' x 6" bolts. In addition, the top connecting plates shall be reinforced with plywood gussets nailed to the truss with 8p ring shank nails spaced no more than three inches on center. This will ensure the top chord loads will be fully transferred to the beam below. Access, where needed to install the support beam and the upper gusset reinforcements shall be made by removing small sections of the roof between the hip master and the next truss to the north. Before replacing the roof deck openings, this office shall inspect the truss repairs to ensure the intent of the remedial design is met. For the smaller truss repairs, rather than ordering small hip and common jack trusses, these remaining damaged trusses can be refrained on site with standard dimensional 2" x 6" top rafters and 2" x 4" ceiling joists. While under construction, these members and their connections must be inspected by a member of this office. This inspection can occur with the hip master inspection to limit travel costs. 4753 Holland Street Wheat Ridge, CO Storm Damage Assessment Report Conclusions Page 4 of 6 July 31, 2009 The structural integrity of the roof and wall systems was partially destroyed by a tree falling onto south duplex unit. However; the foundation system does not appear to be damaged and construction to reestablish the structure may commence as soon as possible. This office recommends temporary support be put in place to keep the roof from failing during repair to the wall system. The walls must be repaired and then the roof truss system can be repaired by adding a supporting beam to the hip master truss which was compromised by the impact of the tree. This office will perform field inspections to ensure the structure is supported and repaired as outlined in this report. Our report is based on the information available to us at this time.
