This letter is to inform you that the City of Wheat Ridge staff is hereby requesting to visit the property located at 4735 Kipling St, on July 10th at approximately 1:00 PM. We will need to access all sleeping rooms, common areas, pool area and mechanical areas along with the exterior of the building and parking lots. Compliance is required by Municipal Code. The manager will provide a representative of the hotel to open unlock all doors and notify any guest that the inspection is taking place. Please inform all guest with a written or verbal notice that these inspections will take place on the above listed date. According to the niotel owner, the ('-)SB was installed over the decorative cinder block walls on the north side of the building at the exterior staircase areas to keep snow orrain off of the stairs. Per rity inspection, it was observed that at each location the OSB is installed vertically with standard V2" thick 4'x8' sheets. At each staircase, the OSB is installed two sheets high by three sheets wide with the bottom sheet resting against the asphalt parking surface. The sheets are attached to the cinder block wall with 3-inch ceramic screws and 3-inch corn ion nails. At the locations where sheets have been attached by nails, the sheet is nailed to a 4"x4" wooden block that has been wedged tightly into the decorative, square opening of the cinder blocks. 'rbe spacing of the nails and screws range from about 6-inches to 12-inches around the sheet edges and over the span. The boards have been painted and the edges have been caulked, For 1 /2' thick standard OSI3 wall sheathing, building code allows sheets to be installed with vertical or horizontal orientation. The sheets should be attached by 2-inch mininium length common nails Nxittl 6-inch vertical spacing on the sheet edges and 12-inch vertical spacing at intermediate supports. Intermediate supports should have a 16-inch t spacing. Sheets are to be above adjacent ground by at least 8- inches. In the case of the )Sl3 installed at the motel, the minimum spacing of screws or nails on the edge of each sheet exceeds the 6-inch trunimurn spacing requirement, however the nail and screw spacing is less than the requirement at intermediate support. In addition, the nails and screw used for support are 3-inches long, exceeding the minimum length required. 'rhe bottom sheets touch the asphalt parking surface but shouldn't be a problem. In my opinion, the installed OSB is installed in a manner that meets the intention of the building code. The property is zoned Commercial-One, C-1. This district was established to provide for areas with a wide range of commercial land uses which include office, general business, and retail sales and service establishments that are supported by the community or entire region. Copies of the applicable sections of the city's zoning code are attached. Under the City's zoning code, the uses of the property are listed and marked with a "P" are allowed without the requirement that variance or special use permit be obtained, or are a "use by right". (Engineer's job reference Number 4503.) Dear Ms. Monks: On October 2, 2003, I visited the motel referenced above to observe some damage to the entrance canopy. This damage was apparently caused by a vehicle taller than the roof trying to drive under the roof. The beam and trusses at the west side had been hit and dropped down approximately 7-112 inches. On November 5, 2003, I again visited the motel to meet with your contractor as you requested. The contractor had installed shoring under the roof supporting beam to ensure the beam remained in place. Our second meeting was to detennine the next step in repairing the roof. The roof framing system appeared to be wood trusses resting on steel beams. The steel beam at the west side of the canopy was dislodged from its bearing and twisted. The beam was only supported by the top flange being hooked on the brick. Since the beam was dislodged, the trusses dropped approximately 7-112 inches at the west end. This drop in turn caused the step flashing along the wall line to separate from the counter flashing. The following procedure should be followed to ensure the roof is stable: 1. A steel shoring beam should be installed at approximately 3-feet east of the west beam. The top plate of the beam should be tapered to match the pitch of the roof. The plate should be attached to the beam and to the roof trusses to prevent the beam from sliding. The beam should be supported with steel shoring posts with "J" heads and adjustable tops. The adjustments should allow for a total adjustment of up to lO-inches. 2. All shoring posts should be braced in all directions. 3. The new beam should be raised to lift the roof trusses back into place. The adjustments should be made at all posts simultaneously. All areas of the roof should be continuously monitored to ensure there is no damage caused by binding or pulling away of the roof structure. The existing shingles and flashing should remain in place, but some damage may occur. Therefore, the roof coverings and flashing may need some repair after the roof is raised. 4. After the roof has been raised. a new top plate should be installed on the dislodged beam. The bearing for this beam could not be verified and should be evaluated during this procedure to ensure the tops of the brick columns are adequate to support the beam. The beam should then be set back in its original location. The trusses should be reattached to the beam with Simpson Strong-Tie H2.5 truss clips. This may be /,J.-)pj,e accomplished by installing steel guard rails at both sides. The rail should match the stair rails /1!l and be supported by 2-inch by 2-inch by lI8-inch newel posts set in 8-inch diameter by 36-inch ~ deep concrete piers spaced at 6-foot on center. The rails should be open for the last 5-feet at the ~north ends to allow foot traffic. These rails are not intended to completely stop a vehicle, but #_.'i they should act as visual blockades. Upon alTival. the FIl was Informed by Unit 2 that the neon lighting on building #2 (on the east) decorative rool assembly came apart and started the wood on lire. Tile el~ctriclty was shut off to the lights and Truck 6 extinguished the wood. The F/I phOtographed the lights and roof assembly poor to investigaUng the origin and cause. The connection above the transformer box where the electrtcal wirtng is spliced together to energlUlllle lights failed causing the energized portion oftlle Wire to fall down and arc on the wood. The failure appealS to be caused by being opened to the weather for some period of time. The FIl also was informed of Fire Code violations In the attic of building #2. The FIl and P2's crew went into the attic and the FIl saw combustible materials being stored and the doors to the lire rated draft stops were propped open_ The FIl will be advising 1-1 on the Fire Code violations. IGF: 668, Welgum station 2: P2 responoed code 3 on a possible structure fire al4735 Kipling Sl. VA, RP stated the fire was on the back 01 the building on the neon sign_ P2 went to the back of the building to find II small fire on a decorative wood structure where the neon is. U2 advised T6 to respond to the south side of the bUilding aOO set up their ladder. P2 hand jacked 5' supply trom the hydrant to T6. All upper and lower floors were evacuated by AFD and WRPD. Interior crew went into the attic to Check for extension. UUrrties crew shut off power to sign. T6 set up ladder and extinguished fire with a light water extinguisher. The fire was contained to a small ponion of the wood structure with no extension. All equipment was returned to saNlce except P2 Bnd T6 10 assist 1.3 with pictures. P2 in seNice, remaining on Ihe air. IGF: 360 Yarra P2 eng: 624 Schmidt 360 Yarra 629 Schmidt Sc2 eng: 601 Mullen station 6: Truck 6 and SQG responded code 3 from slation 3 to a possible sllUcture fire at abOve location. Truck 6 NOIS and U2 han T6 placed to the southskle of building to access roof were fire was located. T6 set up to use tower to raach roof to make fire attack. Fire was small, so crew used a light water extinguisher to put fire out. No fire had penetrated thru the roof Into the attic. Tower 8 called to IC with this information. Also T6 look 1-3 up to roof to take pictures. Truck 6 went into service. Truck 6 Eng. 382 .jacovelta SQ6 Eng. 686 Knoebel IGF 561 Campbell Stallon 1: Pumper 1 responded Code 3 to the report of a structure fire at the above location. While responding Unil2 arrived on scene and passed command to the next alTiving officer. P1 AOS and 1A assumed command. 1A met with U2 and U2 stated that he would keep commaml and assigned 1A inteOor. P1 Engineerwes aS$igned to incident accountiblllly. Ff went to the north side and evacualed all r8$idents while looking for attic access. Command notified FF that another crew had located access on the south side_ Intertor crew look the P2 Argus camera and an ettio ladder and made enlry into the alllc. FF fouOO no extension and no remaining heat. FF did find several fire code violations such as combustible storage and pro~ open doors betWeen the separated attics FF relayed the information and informed IC about the violations.
