Please provide those details that apply to the actual improvements to be constructed. For your information, I have provided the handicap detail that is to be used as benchmark information at all of the radii (where applicable along the W. 50th Avenue fronatge. 2. The concrete island detail needs to include plan view information, limits, type and pattern style (ashlar slate/grey), ramps and tool joints. 3. Clarify 50th Avenue contraction joint detail. The Department of Public Works will approve the issuance of the remaining building permits required to complete the Burger King structure at the above referenced address. Please be aware however that under no circumstances will a Temporary Certificate of Occupancy, or Certificate of Occupancy be approved by this department until such time as the following conditions are met: 1. All of the proposed civil and traffic engineering design plans for the Kipling Street and West 50th Avenue public improvements and appurtenances are approved for construction. This approval includes the submittal of all related guarantees, licenses and construction permits that will be required to construct the proposed public improvements. 2. The drainage report and plan will need to be revised as needed to reflect all onsite changes affecting these documents. 3. A letter of certification stating that the various drainage improvements, as defined in the approved drainage report and plan have been accurately surveyed to confirm their construction will need to be submitted. The project site location is shown on Fig. 1. The purpose of the study was to develop final recommendations for the foundation design of the northwest building; preliminary recommendations for the other construction pads and pavement design recommendations. The study was conducted in accordance with our agreement for geotechnical engineering services dated March 5, 1996. A field exploration program consisting of exploratory borings and pits was conducted to obtain information on subsurface conditions. Samples of the subsoils and bedrock obtained during the field exploration were tested in the laboratory to determine their classification, compressibility or swell and other engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop final and preliminary recommendations for foundation types, depths and allowable pressures for the proposed building foundations. This report summarizes the data obtained during this study and presents our conclusions, design recommendations and other geotechnical engineering considerations based on the proposed construction and the subsoil conditions encountered. The scope of this study did not include any environmental assessment for the presence of hazardous or toxic materials in the soil or groundwater on or near the site. If contamination is suspected or is a concern, it is recommended that the scope of this study be expanded to include an environmental assessment. H-P GEOTECH J - 2- PROPOSED CONSTRUCTION , -- , II III ~ -- III III II III II II III III II II The proposed development will be a site for five buildings. The northwest building will be three stories high and about an 8,000 sq. ft. footprint. Four other building locations will be prepared for construction, but the exact type building is not known at this time. Parking and driveways will be a part of the development. A new street, 50th Avenue, will be located on the north side of the property. The proposed layout is shown on Fig. 2. Some grading of the site will be required, but is not expected to be extensive. The northwest building may have a lower level partial below grade. Structural loads are assumed to be moderate. If building loadings, location or grading plans change significantly from those described above, we should be notified to reevaluate the recommendations contained in this report. SITE CONDmONS The site is located on the northwest comer of Kipling and 49th in a developed area of Wheat Ridge. The I 70 corridor is one block south. Clear Creek is about one mile to the south. The area is on an older terrace of Clear Creek. North of the property the ground surface slopes up abruptly to a higher level. The site is partly occupied by small, older frame buildings one of which is occupied by a V-Haul rental. A newly remodeled bank building is located on the northeast side. RV's are stored on the western side of the site. Southeast of the property is a filling station. A high voltage electric transmission line is located on the north side, parallel to the proposed 50th Street alignment. The ground is relatively flat with a slight slope down to the east. An elevation difference of about 10 feet occurs in a distance of 600 feet. A slope, varying from nil on the east to about four feet on the west, has been made on the north side. A man made depression, about five feet deep, is located at the southeast side, adjacent to the H-P GEOTECH II II . -- -- . , III . III III -- l1li ,. , III III II III . - 3 - filling station property. There was water in the depression at about depth four feet. At sometime in the past fill has been placed over most of the site. FIELD EXPLORATION The field exploration for the project was conducted during the first half of April 1996. Eight exploratory borings were drilled at the locations shown on Fig. 1 to evaluate the subsurface conditions for the buildings; four were drilled for pavement design; three test pits were dug to evaluate the existing fill; and three test pits were dug to obtain samples of for 50th Street design. The borings were advanced with 4 inch diameter continuous flight augers powered by a truck-mounted Mobile B-57 drill rig. The test pits were dug with a John Deere 310A backhoe. The borings and pits were logged by a representative of Hepworth-Pawlak Geotechnical, Inc. Samples of the subsoils were taken with 1% inch and 2 inch I. D. spoon samplers. The samplers were driven into the subsoils at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D-1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Disturbed samples were taken from the test pits. Depths at which the samples were taken and the penetration resistance values are shown on the Logs of Exploratory Borings, Figs. 3 through 5. The samples were returned to our laboratory for review by the project engineer and testing. SUBSURFACE CONDmONS Graphic logs of the subsurface conditions encountered at the site are shown on Figs. 3 through 6. In general, the subsoils consist of varying depths of fill overlying alluvial sands and gravel with cobbles. Claystone bedrock was encountered at depths of 18 to 23 feet. The water table is relatively shallow. H-P GEOTECH . . . - 4 - In the areas of the four building pads, one boring was drilled near the center of the pad. The soils consisted of 1 to 3 feet of fill overlying 1 to 2 feet of loose, clayey sand or stiff, sandy clay which was underlain by a dense sand and gravel with cobble stratum. Hard claystone was encountered at depths 18 to 22 feet. Some layers of cobbles were encountered which were difficult to penetrate with the drill. Free water was measured at depths 4 to 8 feet. The holes generally caved after drilling. The logs of the borings for these areas are shown on Fig. 3. Four borings were drilled in the proposed northwest building. The soils consisted of 2 to 7 feet of fill overlying 1 to 3 feet of loose silty to clayey sand which was underlain by dense sand and gravel with cobbles. Claystone was encountered at depths 17 to 23 feet. Free water was measured at depths 7 to 10 feet. The presence of cobbles made drilling difficult, occasionally. Logs of the borings are shown on Fig. 4. Three test pits were dug into the fill to gain a better idea of its suitability for reuse. In general the fill was somewhat compacted. Nuclear moisture/density tests were made on the soil portion of the fill and showed compaction 94 % to 100% of the laboratory standard Proctor. However, it appears that a considerable amount of debris and trash is included within areas of the fill. The investigation did not completely define the limits of the fill either in depth or horizontal extent and variations may be expected during construction. Four borings and three test pits were made to determine the subgrade soils below proposed paved areas. The soils on the property were similar to those discussed above. The upper soil was fill from 2 to 8 feet deep underlain by sands and gravel. In the 50th Street alignment there was no fill. A thin layer of organic rich sand and clay overlies clay, sand and gravel. LABORATORY TESTING Laboratory testing perfonned on samples obtained from the borings included natural moisture content and gradation analyses. Results of consolidation testing H-P GEOTECH ~ -- -- ~ ~ - 5 - performed on relatively undisturbed drive samples, presented on Figs. 7 and 8, indicate low to moderate compressibility under conditions of loading and wetting. Results of gradation analyses performed on a small diameter drive sample (minus 1'h inch fraction) of the natural coarse granular soils are shown on Fig. 9. A standard Proctor test on a sample of the fill is shown on Fig. 10. Large disturbed sample gradations are shown on Fig. 11. A Hveem Stabilometer test was preformed on a sample of clay from one of the 50th Avenue pits. The results are shown on Fig. 12. The laboratory testing is summarized on Table I. ~ -- ~ . -- -- -- -- -- -- . II ENGINEERING ANALYSIS The soils at this site are generally granular and nonexpansive. The uppermost material consists of fill that is not suitable for foundation or floor slab support. Spread footings can be used for building support. The footings should be placed on the natural soils below the existing fill or on controlled, compacted structural fill. The sand and gravel stratum is capable of supporting heavy loads with tolerable settlement. The lower bedrock also is capable of supporting heavy loads, however, unless there are very heavy loads or an extreme concern for settlement this alternative will not be cost effective. With the high water table, caving soils and dense cobble layers, drilled shafts will be difficult to construct. Foundation recommendations are specifically made for the northwest building. The same general recommendations are applicable for the other pads. It is recommended that site specific soil and foundation studies be made for those structures their types and purpose have been determined. H-P GEOTECH - 6- DESIGN RECOMMENDATIONS -- - - -- ~ ~ ~ -- -- ~ II I II - ~ II II II FOUNDATIONS Considering the subsoil conditions encountered in the exploratory borings and the nature of the proposed construction, we recommend the building be founded with spread footings bearing on the natural granular soils or controlled, compacted structural fill. The design and construction criteria presented below should be observed for a spread footing foundation system for the northwest building. 1) Footings placed on the undisturbed natural sand soils should be designed for an allowable soil bearing pressure of 2,000 psf. Footings placed on the undisturbed natural sand and gravel soils should be designed for an allowable soil bearing pressure of 4,000 psf. Footings placed on structural granular fill should be designed for an allowable soil bearing pressure of 4,000 psf. Based on experience, we expect settlement of footings designed and constructed as discussed in this section wiII be about 1 inch or less. 2) The footings should have a minimum width of 16 inches for continuous walls and 2 feet for isolated pads. 3) Exterior footings and footings beneath unheated areas should be provided with adequate soil cover above their bearing elevation for frost protection. Placement of foundations at least 36 inches below exterior grade is typically used in this area. 4) Continuous foundation walls should be reinforced top and bottom to span local anomalies, such as by assuming an unsupported length of at least 10 feet. Foundation walls acting as retaining structures should also be designed to resist lateral earth pressures as discussed in the "Foundation and Retaining Walls" section of this report. 5) Footings bearing on natural soils: All existing fill, topsoil and any loose or disturbed soils should be removed and the footing bearing level H-P GEOTECH II II II III II III II III III III II II II II II II II III II - 7 - extended down to relatively dense natural granular soils. The upper sand soils should be compacted with a vibratory plate prior to forming footings. If water seepage is encountered, the footing areas should be dewatered before concrete placement. 6) Footings bearing on structural fill: If structural fill is used, the base should be placed below the existing fill and on firm natural soils. The fill should extend beyond the footing line a distance equal to the depth of the fill. The fill should be compacted to 100% standard Proctor density near optimum moisture. The more granular soils on site may be used for fill. 7) A representative of the geotechnical engineer should observe all footing excavations prior to concrete placement to evaluate bearing conditions. Any structural fill should be observed and tested for compliance with the specifications. . FOUNDATION AND RETAINING WALLS Foundation walls and retaining structures which are laterally supported and can be expected to undergo only a slight amount of deflection should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of 40 pef for backfill consisting of the on-site granular soils. Cantilevered retaining structures which are separate from the building and can be expected to deflect sufficiently to mobilize the full active earth pressure condition should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of 30 pcf for backfill consisting of the on-site granular soils. All foundation and retaining structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent footings, traffic, construction materials and equipment. The pressures recommended above assume drained conditions behind the walls and a horizontal backfill surface. The buildup of water behind a wall or an upward sloping backfill surface will increase the lateral pressure H-P GEOTECH I I I I I I I I I I I I I I I I I I I - 8 - imposed on a foundation wall or retaining structure. An underdrain should be provided to prevent hydrostatic pressure buildup behind walls. Backfill should be placed in unifonn lifts and compacted to at least 95% of the maximum standard Proctor density at a moisture content near optimum. Backfill in pavement and walkway areas should be compacted to at least 95 % of the maximum standard Proctor density. Care should be taken not to overcompact the backfill or use large equipment near the wall, since this could cause excessive lateral pressure on the wall. Some settlement of deep foundation wall backfill should be expected. even if the material is placed correctly, and could result in distress to facilities constructed on the backfill. The lateral resistance of foundation or retaining wall footings will be a combination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the footing. Resistance to sliding at the bottoms of the footings can be calculated based on a coefficient of friction of 0.4. Passive pressure of compacted backfill against the sides of the footings can be calculated using an equivalent fluid unit weight of 300 pef. The coefficient of friction and passive pressure values recommended above assume ultimate soil strength. Suitable factors of safety should be included in the design to limit the strain which will occur at the ultimate strength, particularly in the case of passive resistance. Fill placed against the sides of the footings to resist lateral loads should be compacted to at least 95 % of the maximum standard Proctor density at a moisture content near optimum. FLOOR SLABS The existing fill should not be used to support important floor slabs. Since there is trash in the fill and the density is variable, settlement can be expected. The natural on-site soils, exclusive of topsoil, and structural fill are suitable to support lightly to moderately loaded slab-on-grade construction. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The H-P GEOTECH ~'WJ fto~ ;",'V\ t~l1fj :':j i,~~ - 9 - requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. If the floor slab I within three feet of the water table, a minimum 4 inch layer of free-draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist of minus 2 inch aggregate with at least 50% retained on the No.4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95 % of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on-site granular soils devoid of trash, debris, vegetation, topsoil and oversized rock. UNDERDRAIN SYSTEM Free water was encountered at relatively shallow depths during our exploration. Any below grade areas, such as crawlspace and basement areas, we recommend be protected from wetting and hydrostatic pressure buildup by an underdrain system. The drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free-draining granular material. The drain should be placed at each level of excavation and at least 1 foot below lowest adjacent finish grade and sloped at a minimum 1 % to a suitable gravity outlet. Free-draining granular material used in the underdrain system should contain less than 2 % passing the No. 200 sieve, less than 50% passing the No.4 sieve and have a maximum size of 2 inches. The drain gravel backfill should be at least 11h feet deep. SITE GRADING The risk of construction induced slope instability at the site appears low provided reasonable slopes are used. OSHA guide lines should be followed for excavations. We assume the cut depths for the basement level will not exceed one level, about 6 to 8 feet. Additional fill 8 to 10 feet deep is feasible. Deeper fills should be studied on an individual basis. Tests taken in scattered test pits indicated the existing fill is relatively well compacted. Removal of all the fill may not be warranted H-P GEOTECH - 10- as long as some settlement can be tolerated. Embankment fills should be compacted to at least 95 % of the maximum standard proctor density near optimum moisture content. Prior to fill placement, the subgrade should be carefully prepared by removing all vegetation and topsoil and compacting to 95 % standard Proctor density . Pennanent unretained cut and fill slopes should be graded at 2 horizontal to 1 vertical or flatter and proteCted against erosion by revegetation or other meanS. The risk of slope instability will be increased if seepage is encountered in cuts and flatter slopes may be necessary. If seepage is encountered in pennanent cuts, an investigation should be conducted to determine if the seepage will adversely affect the cut stability. This office should review site grading plans for the project prior to construction. SURFACE DRAINAGE The following drainage precautions should be observed during construction and maintained at all times after the building has been completed: 1) Inundation of the foundation excavations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard proctor density in pavement and slab areas and to at least 90% of the maximum standard Proctor density in landscape areas. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in paved areas. Free-draining wall backfill should be capped with about 2 feet of the on-site soils to reduce surface water infiltration. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. H-P GEOTECH --....--' - 11 - PAVEMENT DESIGN GENERAL A large portion of the site will be paved for parking or driveways. It is assumed that 50th Avenue will be a major street. Several borings and test pits were made to determine subgrade soils. A pavement section is a layered system designed to distribute concentrated traffic loads to the subgrade. Performance of the pavement structure is directly related to the physical properties of the subgrade soils, pavement section and traffic loadings. Soils are represented for pavement design purposes by means of a soil support value for flexible pavements and a modulus of subgrade reaction for rigid pavements. Both values are empirically related to strength. DESIGN ASSUMPTIONS Most of the soils and fill at the site are granular with a high percentage of fines. In the AASHTO system they would classify as A-4 soils. These rate as fair subgrade soils. The worst soil in the 50th Avenue alignment was a clay, classifying as an A-6. The majority of subgrade soils in that alignment are A-I-b soils which represent good subgrade support. It appears that fill will be required for this alignment and a granular soil is recommended. For fleXIble pavement design purposes, a soil support value of 5 was selected for the coarse granular soils; and 4 for the remainder of the site. A modulus of subgrade reaction of 150 pci was selected for rigid pavements on the coarse granular subgrade and 100 pci for the finer grained soils. A regional factor of 2 was assumed for this area. Anticipated traffic loading is assumed to be light and an equivalent 18-kip daily load application (EDLA) of 10 was assumed for parking and drives and 50 for 50th Ave. RECOMMENDATIONS The pavement section should consist of : H-P GEOTECH III III III III III III III III III III II III II II III II II II I Drives: A. C. - 12 - 6 inches of Portland cement concrete or 6 inches of asphalt (HBP)and no base or 4 inches ofasphah (HBP) and 6 inches of Class 6 base. 5 inches of portland cement concrete or 4 inches of asphah (HBP)and no base or 3 inches of asphalt (HBP) and 3 inches of Class 6 base. 50th Avenue: A. 7 inches of portland cement concrete or B. 8 inches of asphah (HBP)and no base or C. 6 inches of asphah (HBP) and 6 inches of Class 6 base. In areas that receive concentrated truck traffic such as trash trucks, loading docks and in areas of tight turning radins, concrete pavement is recommended. A 7 inch thick section should be used. PCA recommendations on joint spacing and sealing should be followed. SUBGRADE PREPARATION Prior to placing the pavement section, the entire subgrade area should be scarified to a depth of 8 inches, adjusted to a moisture content near optimum and compacted to 95% of the maximum standard Proctor density. Before placing pavement or base course, the pavement subgrade should be proofrolled with a heavily loaded pneumatic-tired vehicle. Pavement design procedures assume a stable subgrade. Areas which deform excessively under heavy whee110ads are not stable and should be removed and replaced to achieve a stable subgrade prior to paving. DRAINAGE The collection and diversion of surface drainage away from paved areas is extremely important to the satisfactory performance of pavement. Drainage design should H-P GEOTECH II II .. II II II II II II II I I I I I I I I I - 13 - provide for the removal of water from paved areas and prevent wetting of the subgrade soils. LIMITATIONS This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no other warranty either expressed or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory borings drilled and the pits excavated at the locations indicated on Fig. 2, the proposed type of construction and our experience in the area. Our findings include interpolation and extrapolation of the subsurface conditions identified at the exploratory borings/pits and variations in the subsurface conditions may not become evident until excavation is perfonned. If conditions encountered during construction appear different from those described in this report, we should be notified so that re-evaluation of the recommendations may be made. This report has been prepared for the exclusive use by our client for design purposes. We are not responsible for technical interpretations by others of our infonnation. As the project evolves, we should provide continued consultation and field services during construction to review and monitor the implementation of our recommendations, and to verify that the recommendations have been appropriately interpreted. Significant design changes may require additional analysis or modifications to the recommendations presented. Site: 1. The address shall be posted on a temporary basis and shall be permanently affixed to the building in a minimum of 4 inch numbers. UFC 94 901.4.4. 2. All-weather fire dept. access roadways, mlnlmum of 20 feet of unobstructed width, capable of supporting the imposed loads of 46,000 lb fire apparatus need to be provided to within 150 feet of all portions of the building prior to above grade construction. UFC 94 901.3 3. Fire lanes on the North and West side will need to be posted, "No parking Fire Lane" with signs that meet City of Wheat Ridge Standards. UFC 94 901.4.2. 4. Landscaping will need to be installed in such a manner and maintained that a three foot clear space is maintained around the circumference of the fire hydrant. UFC 94 1001. 7.1. 5. The trash enclosure gates need to be non-combustible construction. UFC 94 1103.2.2. Page Two 2. Exits: 3. Exit doors that are provided with panic hardware cannot be provided with any additional locks or latches. UFC 94 12.107.3 3. Exit Signs: 1. The exit signs need to be placed on a separate circuit with a lock on the circuit breaker as noted in the Electrical Code. The Electrical Inspector will need to have the final say. 2. Exit signs will be subject to field inspection. Additional signs may be required. UFC 94 12.1212.2. 4. Emergency Lighting: 1. An additional emergency light needs to be provided at the East exit area. UFC 94 1211.1. 2. Emergency lighting shall be subject to field inspection. Additional units may be required. UFC 94 12.110 5. Kitchen Hoods: 2. The exhaust hoods will need to meet the requirements for Type I hoods in accordance with the Mechanical Code, and the installation plan will need to be approved by the Building Dept. UFC 94 1006.1 6. Fire Extinguishing systems: 1. Submit three sets of fire extinguishing system plans for review and comment prior to installation. All work is to be performed by a factory authorized fire protection contractor. UFC 94 1001.3 2. A separate permit will need to be obtained from the City of Wheat Ridge Building Department for the installation of the fire extinguishing system. 3. A 40-B rated fire extinguisher will need to be provided at the manual pull station(s) for the suppression system. UFC 94 1006.2.7. Page Three 7. Portable Fire Extinguisher's: 1. Provide (2) 10-lb 4-A rated ABC dry chemical fire extinguisher's, fully charged with current inspection tags mounted not less than 3 feet nor more than 5 feet from the floor to the top of the mounting bracket by the kitchen exit door and by the door to the counter area. Drapes, hangings, drops or other decorative material will need to be made of a material which is not flammable or is treated and maintained in a flame retardant condition. Electrical: 1.
