I have reviewed the submittal and have concluded that the following items need to be added to the plan face or otherwise addressed: 1. Zoning on the property is Planned Industrial Development not Industrial - 6. REQUEST Page 2 The applicant requests approval of an amendment to a Planned Yndustrial Development final development plan to allow expansion of wazehouse facilities.. The property is located at 4990 Iris Street. II. SITE PLAN The existing facility serves as office, warehouse and manufacturing operation for Custom Envelope Corporation. The existing development plan was approved pursuant to Case No. WZ-79-10. This development plan, copy attached, shows an office, manufacturing plant and warehouse area with 9000 square feet, 13,300 square feet, and 17,635 square feet, respectively. There aze two existing loading docks accessible from Independence which will remain. In regard to the existing development statistics, the current building coverage is 26.5% with landscaping at 21.2% and open area as 26.9%. This leaves 25.4% of unknown coverage. Staff is unclear as to whether open area is parking coverage or other hard surfaced coverage. The proposed development plan would allow fora 24,400 square foot warehouse addition with a 2500 square foot enclosed dock using the existing southern open dock area on Independence. The revised development statistics for the property would be 44.2% in building coverage, 26.8% in parking, drive and other hard surfaces and 29% in landscaping. If and when the City requires the additional parking, landscaped coverage would be reduced to 19.4% This building addition displaces a good portion of the existing parking, which according to the applicant, is unused. Indeed, when Staff has done recent inspections of the property the southern parking lot was about half-full. A facility such as this would normally require City Code, a total of 127 spaces plus two handicapped spaces. Based on the applicant's current operation and assessed needs, he has requested that two of the parking azeas along Independence Street (totaling 47 spaces) not be paved at this time. In the future, if a new user takes over the building or if, at the discretion of the City of Wheat Ridge Planning and Development Department, it is determined that there is inadequate off-street parking, these two areas can also be paved. Until that time, they would remain as unirrigated landscaping. There is a lazge amount of unused right-of--way at the southwest corner of West 50th Avenue and Independence Street. This is a remnant piece from the street reconstruction done several years ago. Since it is no longer needed by the City, the applicant could either apply for aright-of--way vacation or, if it is incorporated into the landscaping on the site (as shown), aright-of--way permit will be required. In regazd to landscaping on the plan, all new plant materials required by Staff have been shown as shaded. In the southern parking area along Iris, shrubs have been added to the parking lot islands. Staff would recommend that at least one tree be added to each island in addition to the shrubs shown. Construction type and materials used on the addition wilfl match those on the existing building. Planning Division Staff Report Page 3 Case No. WZ-97-3/Custom Envelope With the addition, sidewalk improvements should be extended to the southern property line along all street frontages where there is none now. No right-of--way dedications are required. All requirements for a PID final development plan have been met. III. AGENCY REFERRALS All agencies are currently providing service to the property. Valley Water District has an 8" water line running between Iris and Independence on the south side of the building. This will have to be protected during construction. Arvada Fire Protection District is working with the applicant regarding fire rating. There is adequate access around the addition. Public Works will not require a drainage study as there is a negligible change in impervious area. They would like signature blocks added to the plan face for the project engineer and surveyor. IV. STAFF CONCLUSIONS AND RECOMMENDATIONS Staff concludes that an amendment to the existing PID final development plan is required to allow building expansion. Staff further concludes that all requirements for a fnal development plan have been met. Therefore, a recommendation of approval is given with the following conclusions: 1. Trees be added to the parking lot islands in the southem lot. 2. Sidewalks be installed along street frontages where there are none now. V. RECOMMENDED MOTIONS OPTION A: "I move that Case No. WZ-97-3, a request for approval of an amendment to a Planned Industrial Development final development plan for property located at 4990 Iris Street, be APPROVED for the following reasons: 1. Discussion was held regarding parking, landscaping (10% minimum), fire rating, hydrants and access, right-of--way. consistency of design and materials, curb and gutter, sidewalk, number of employees currently and after the addition, surfacing of the southern end dock area, directing applicant to contact the City azborist regarding trees/landscaping options, and construction materials. Chairperson WILLIAMS swore in architect Paul Pennock of 2727 Bryant, Denver, and the applicant Rob Tucker, 31033 Buttermilk Ct., Evergreen. They addressed the issues of landscaping and sidewalk. He stated that they would add trees but would prefer not to add trees to the islands but would suggest placing them along Iris Street in front of the parking area, Bushes will be planted in the existing islands. The addition of a sidewalk along the Independence side is a concern as there is no sidewalk to the south of the building and he felt that pedestrians would be forced to cross the street and the sidewalks would not be prudent at this point. Planning Staff Report May 23, 1997 I. REQUEST Page 2 The applicant requests approval of an amendment to a Planned Industrial Development final development plan to allow expansion of warehouse facilities.. The property is located at 4990 Iris Street. II. SITE PLAN The exisfing facility serves as office, warehouse and manufacturing operation for Custom Envelope Corporation. The existing development plan was approved pursuant to Case No. WZ-79-10. This development plan, copy attached, shows a building with office, manufacturing plant and watehouse area with 9000 squaze feet, 13,300 square feet, and 17,635 square feet, respectively. There are two existing loading docks accessible from Independence which will remain. In regard to the existing development stafistics, the current building coverage is 26.5% with landscaping at 21.2% and and paved coverage is 52.3% (including 26.9% open area listed under site data}. The proposed development plan would allow fora 24,400 square foot warehouse addition with a 2500 square foot enclosed dock using the existing southern open dock area on Independence. The revised development statistics for the property would be 44.2% in building coverage, 26.8% in parking, drive and other hard surfaces and 29% in landscaping. If and when the City requires the additional parking, landscaped coverage would be reduced to 19.4% This building addition displaces a good portion of the existing parking, which according to the applicant, is unused. Indeed, when Staff has done recent inspections of the property the southern parking lot was about half- full. Per the zoning code, a facility such as this would normally require a total of 127 spaces plus two handicapped spaces. Eighty-two paved spaced are provided based on the applicant's current operation and assessed needs. He has requested that two of the parking areas along Independence Street (totaling 47 spaces) not be paved at this time. In the future, if a new user takes over the building or if, at the discretion of the City of Wheat Ridge Planning and Development Department, it is determined that there is inadequate off-street parking, these two areas can also be paved. Until that time, they would remain as unirrigated landscaping. There is a large amount ofunusedright-of--way at the southwest corner of West 50th Avenue and Independence Street. This is a remnant piece from the intersection reconstmction done several years ago. Since it is no longer needed by the City, the applicant could either apply for aright-of--way vacation or, if it is incorporated into the landscaping on the site (as shown), aright-of--way permit will be required. Prior to application being made, Staff suggested aright-of--way vacation be processed concurrently. The applicant chose not to pursue vacation at this time. Acquisition of aright-of--way permit will be one of the conditions of approval. In regazd to landscaping on the plan, all new plant materials required by Staff have been shown as shaded. In the southern parking azea along Iris, shrubs have been added to the parking lot islands. Staff had recommended trees to be placed in these islands as well. The applicant requested, and Planning Commission approved, to plant the frees along Iris for ease of maintenance. An irrigation system will be installed in this planting area as there is none now. Construction type and materials used on the addition will match those on the existing building. U Planning Staff Report May 23, 1997 Page 3 No right-of--way dedications are required. Public improvements are in place along Iris and West 50th Avenue. There is curb and gutter on Independence, however, there is no sidewalk from the curve radius south to the southern property line. Normally, the developer would be required to install walk with the building addition. Since there is no sidewalk to the south to tie into on the adjacent property, a development agreement will be required in lieu of construction. All requirements for a PID final development plan have been met. III. AGENCY REFERRALS All agencies are currently providing service to the property. Valley Water District has an 8" water line running between Iris and Independence on the south side of the building. This will have to be protected during construction. To the south of the easement on the adjacent property is dense landscaping with an industrial building 40-50 feet from the common property line. Arvada Fire Protection District is working with the applicant regarding fire rating. There is adequate access around the addition. Public Works will not require a drainage study as there is a negligible change in impervious area. They would like signature blocks added to the plan face for the project engineer and surveyor. A development agreement will be required for sidewalk improvements on Independence. IV. PLANNING COMMISSION ACTION Planning Cornrnission reviewed this request at a public hearing held on May 1, 1997. A recommendation of Approval was made for the following reasons: 1. A plan amendment is required to allow building expansion. 2. All requirements for a final development plan have been met. 3. Staff recommends approval. With the following conditions: 1. The applicant be allowed to place the trees requested by Staff along Iris and a water system be added to that area. 2. A development agreement be executed for sidewalk improvements on Independence. 3. Parking areas that are indicated as reserved on the plan shall be developed upon an order by the Wheat Ridge Planning and Development Director when such parking is needed to meet parking demand. V. STAFF CONCLUSIONS AND RECOMMENDATIONS Staff concludes that an amendment to the existing PID final development plan is required to allow building expansion. Staff further concludes that all requirements for a final development plan have been met. The amendment to the PCD final development plan is required to allow the bulling expansion. 2. The proposal is consistent with the Town Center Master Ptan Design Guidelines. 3. AN the requirements for a PCD final development plan have bean met. 4, Staff and Planning Commission recommend approval With the following conditions: t. The two new trees in front of the building be moved out of the right-of-way. 2. The parking lot island north of the dumpster be landscaped with at least one tree and four shrubs. 3. P.O1 I .Item #5 in your letter refers to a restriction of truck traffic. This restriction was in the form of an amendment by Dalbec. The motion to delete tht amendment was by DiTul lio and the Council agreed with Di'It~llio by a margin of 4-3 which as a positive vote defeated Daibec's amendment. Robert's Rules were massacred on this one but G~stom Envelope received the vote we hoped for so we are not concerned haw it happened. Nonetheless, I would like a letter from you concerning your agreement with our interpretation so that this matter is closed. 2. The development agreement for sidewalk improvements is assumed to mean that no timetable currently applies to its construction. We are agreeing that when and if Wheat Ridge requests its need, Custom will then respond. Thanks for attending to this and thanks for your help in the past.
