Staff has reviewed the proposal and would like to see the following additions:.. 1. A pedestrian link from the West Pines Development north to West 38th Avenue along Lutheran Parkway; 2. A future extension of the sidewalk along Rocky Mountain Ditch east of Lutheran Parkway; and 3. A pedestrian link from Lutheran Parkway West to Dudley Street, perhaps along vacated West 35th Avenue. Providing funds are available in 1994, LH will install the sidewalk from 32nd Ave. to West Pines. This sidewalk will be installed per the design of Martin and Martin. At the time the City of Wheat Ridge implements the pedestrian walkway along the Rocky Mountain Ditch throughout Wheat Ridge, LH will install a link from Lutheran Parkway East along the Rocky Mountain Ditch to our property line, and a link from Lutheran Parkway West to Dudley Street. LH does not wish any pedestrian traffic through the campus from Lutheran Parkway to Lutheran Parkway West except by utilizing the existing roadway from Lutheran Parkway south to Lutheran Parkway West. LH would like to reserve the core campus walkways for patient care and also to manage security issues. If there are questions with regard to these issues, please call me at 425-2103. Motion by Vance Edwards that Council Bill-12 (Ordinance 898), a request for approval of a rezoning at 7400-7490 W. 38th Avenue, from Restricted-Commercial to Commercial-One be approved for the following reasons: 1. This change of zoning would eliminate a nonconforming use on the property; and 2. The criteria used to justify rezoning supports this request; and 3. Planning Commission and staff- recommend approval. With the following condition: That the owner work with staff to devise some means to prohibit access to Vance Street for the northerly five parking stalls to enhance the property as well as improve public safety; seconded by Mr. Selstad. Jeanette Wirtz, 7247 S. Xanthia Way, was sworn in by the Mayor, answered questions and asked for approval. Item 9._ Application by Lutheran Hospital for approval of a final development plan for property zoned Planned Hospital Development for expansion of the emergency department. (Case No. WZ-92-2) Vance Edwards introduced this item. Robert Middaugh and Meredith Reckert presented the staff report. Motion by Uance Edwards that Case No. WZ-92-2, a request for approval of a final development plan for property l.ooated at 8300-West 38th Avenue t be approved for the following reasons: 1. The plan is in conformance with the Zoning Code and meets the intent of the Planned Hospital District. 2. Planning Commission ::nd staff recommend approval. With the following condit'_ons: 1. The plan accurately reflect the West 38th Avenue reconstruction; and 2. A pedestrian linkage be provided on the west side of Lutheran Parkway West between West 38th Avenue and the emergency room. 3. That a plan to construct pedestrian linkages along Lutheran Parkway, Lutheran Parkway West, Rocky h:ountain ditch and other areas as appropriate 6e completed by Lutheran Medical Center by October 1, 1992. The pedestrian linkage plan shall address the location, timing of construction and type of material utilized for pedestrian linkages. The pedestrian linkage plan shall be reviewed and approved by the Planning Commission and shall be incorporated into the outline development plan; seconded by Phil Edwards. Dick Scheurer, appearing on behalf of the applicant, was sworn in by the Mayor; he introduced Richard Taylor, Executive Vice President of Lutheran Medical Center, Al. Davis, Director of Engineering, Al Davis, Architect of the project-.- All .were sworn in by the Mayor and answered Council's questions. M E M O RAND U M TO: ~~,,,,P~~lanning Commission FROM: 1'I~Ieredith Reckert; Planner RE: Lutheran Medical Center Pedestrian Plan DATE: June 10, 1993 Please find attached Lutheran Medical Center's original proposal for a campus pedestrian plan. As you will recall, last summer the City Council public hearing for the expansion of the emergency department, this was made a condition of the approval. See Exhibit 'A'. Staff met with representatives from Lutheran in April of this year regarding the proposal and made the following comments: 1. The City would like to see an extension of the path along Rocky Mountain Ditch to the west to Dudley and to the east to their eastern property line. 2. City Staff also requested a path north from West Pines to West 38th Avenue along Lutheran Parkway. LMC has responded back with the correspondence attached dated I June 3, 1993. MR:slw attachments I Planning Commission Minutes June 17, 1993 Page 5 Mr. Raitz_stated he disagreed. He figured he had.20 additional feet of ground on which he'd be paying taxes. Commissioner ECKHARDT informed Mr. Raitz that if the land is -- vacated, he would receive an eight-foot-wide piece of property,- amounting to-1,040 square feet: He thought the increased tax would be minimal. Chairman LANGDON explained that he had been appointed to a' -- citizens' task force whose job it was to see that the residents on West 32nd Avenue were treated fairly during the reconstruction. They tried to insure that only necessary amounts of land was taken. Discussion was heard regarding responsibility for maintaining property. Beverly Phillig~, 10405-West 32nd Avenue was sworn in. Ms. Phillips stated she was in favor of-the vacation and explained why. Commissioner RASPLICKA asked what would happen if the individual property owners didn't want the property vacated and the City didn't return it to them, then if the City wanted to widen West 32nd Avenue, would the City have to purchase the property to do so? Mr. Goebel stated no it would not. Commissioner QUALTERI moved that Case No. WV-93-6, a request to approve the vacation of excess right-of-way along the north side of West 32nd Avenue between Kipling and Simms Streets be Approved for the following reasons:. 1. The .excess right-of-way is not needed for street purgoses; - and 2. City Council directed staff to initiate the_ vacation. - With the following condition: 1. A maintenance and facility easement for utilities be reserved over the entire width. Commissioner RASPLICKA seconded the motion with Commissioner JOHNSON voting against. 8. CLOSE THE PUBLIC HEARING 9. OLD BUSINESS - _~ Motion carried 5-1, __. Planning Commission Minutes Page 6 June 17, 1993 1. Lutheran Medical Center Pedestrian Walkway Plan Mr. Gidley brought the Commission up-to-date on the proposed pedestrian. walkway plan, using a projected transparency showing the site plan. Discussion followed. Mr. Gidley stated that the plan would become a part of the permanent record-and should LMC apply for an amendment, the improvements noted on this pedestrian walkway plan will be added to any amended site plan. 2. Planned Project Profile Assessment Tour (July 8) Mr. Gidley urged Commission members to adc~ to the .proposed list _- of-sites i.£ 'they desired.- -Commissioner ECKHARDT asked to_add the new Morningside Retirement Center to the proposed list. Discussion followed. 10. NEW BUSINESS 1. Commissioner ECKHARDT brought to Commission's.attention_ an award nomination form received at this meeting from Colorado.- APA. He was dismayed that no recent .Wheat Ridge project came to mind to nominate for such an award. Discussion followed. Mr. Gidley thought that perhaps the new CAP (Citizens Awareness Program) or the West 32nd Avenue Reconstruction project might,be a candidate_£or such an award ,---- next year. Chairman LANGDON commented on various aspects. of the City that could be improved. He thought perhaps the upcoming tour would be an opportunity to discuss this further. 11. DISCUSSION AND DECISION ITEMS 12. COMMITTEE & DEPARTMENT REPORTS Commissioner QUALTERI reported that regarding his research on the feasibility of consolidating .the sewer and water districts, he had received directions from_the City Administrator, Bob Middaugh, to discontinue his efforts.- Mr. Middaugh feels the Planning Commission lacks the authority to initiate this process. -- The City Attorney, Kathryn Schroeder, has been given instructions by Mr. Middaugh not to provide legal assistance regarding this , matter-. - - City of Wheat Ridge Planning and Development Department Memorandum TO: Alan White, Director of Planning and Development FROM: Meredith Reckert, Senior Planner SUBJECT: Lutheran Medical Center DATE: May 19, 1998 Pursuant to your request, I have researched outstanding public improvements on the Lutheran Medical Center campus, and have concluded that the improvements listed below have not been completed. These pedestrian connections were approved by Planning Commission as an addendum to the LMC Official development plan (Case No. WZ-92-2) See attached map. 1. Sidewalk along the east side of Lutheran Parkway between the north edge of the West Pines facility and the south side of the east parking lot 2. Paths running along the Rocky Mountain Ditch from the center of the campus to the east and west property lines 3.
