PLAN AMENDMENT The revised plan shows a 43,000 square foot building which will be used. to expand Coors bottle recycling efforts. The new building with associated drive areas is designated as #12 or building 29 on sheets 3 and 4 of the packet plan set. This amendment affects only a small portion of the property designated by a heavy, dashed line on sheet 3. No other changes will occur to the property. The staff and Planning Commission have both recommended approval of the amendment as presented with no conditions. A motion to grant the amendment as presented is found in the staff report. PLAN AMENDMENT The revised plan shows a 43,000 square foot building which will be used to expand Coors bottle recycling efforts. The new building with associated drive areas is designated as.#12 or building 29 on sheets 3 and 4 of the. packet-plan set. This amendment affects only a small portion of the property designated by a heavy, dashed line on sheet 3. No other changes will occur to the property. Please refer to Exhibit 'A' which is the applicant's explanation of the request. The current development plan showed this area as future parking. See Exhibit 'B' which is a copy of the current development plan. The additional building on the property will increase building coverage .from 27% to 3.1.9%. Parking and drive coverage increases-from 19% to 19.6% and the amount of landscape coverage is reduced £rom 41% to 38.7%. All minimums and requirements of the Planned Industrial Development Regulations have been met. III. AGENCY REFERRALS All responding agencies can serve the property. Valley Water will require a one inch water__line to the new building. Arvada Fire District may require an additional hydrant. Public Works is requiring a revised drainage study. The increase in traffic is insignificant, however, they have also requested a pavement study for the adjacent streets. IV. NEIGHBORHOOD MEETING A meeting for neighborhood input was held on February 17, 1993. See Exhibit 'C`. V. PLANNING COMMISSION ACTION Planning Commission reviewed this request-at a public hearing held on April 15, 1993. A recommendation of Approval was given for the following reasons: 1. All utilities can serve the property; and City Council-Staff Report Page 3 Case No. WZ-93-4/Coors 2. All requirements for an amendment to a Final Development Plan have been met; and 3. The proposal exceeds-the. minimum requirements for a PID zone district. There-were no conditions placed on the approval. VI. STAFF CONCLUSIONS Staff concludes that all agencies can serve the property and that the requirements for an amendment to a final development plan have been met. Since the proposal exceeds the minimum requirements for a Planned Industrial Development district, a recommendation of Approval is given for Case No. WZ-93-4. VII. AMENDMENT N0. 3 Application Written Responses: 1. Need for Change - Coors Brewing Company, as part of its continuing goal to achieve environmental excellence, is committed to using larger amounts of recycled materials in its product packaging. Coors was the pioneer in developing the aluminum can manufacturing process and is currently the technological leader in using recycled aluminum in its aluminum can stock. The glass container is by no means an exception from this environmental philosophy. Coors Brewing Company has announced a goal of increasing the use of recycled glass (called cullet) in its glass bottle production from 32% to 50%. In order to attain this goal, a new $4.5 million glass recycling facility is proposed to be constructed at the existing glass container manufacturing plant located in Wheat Ridge at 10619 W. 50Th Ave. Increasing the amount of recycled glass used in the process means that the cullet handling capacity must be expanded. Rather than enlarge the present facility, Coors is choosing to construct an updated and technologically superior replacement at a slightly different location within the existing plant area. The new facility will allow less waste, greater environmental control, and an enclosed, weatherproof work space. The facility is also being designed to permit delivery of cullet by rail. Coors offers the state's only recycling facility that actually reprocesses recycled glass material into new containers, and furthermore is the only one in any of Colorado's neighboring states except Oklahoma. 2. The Coors Glass Plant is an existing operation located on 27 acres of land already zoned by Wheat Ridge for industrial use. The property was initially approved as a Planned Industrial Development (P.I.D.) area in 1977. This P.I.D. Amendment No. 3 is primarily intended to incorporate the new 43,000 S.F. cullet recycling center into the present operation. The proposed new facility is located within the original industrial tract, and therefore results in no change to the industrial zoned area. It is an expansion of and replacement for an existing use that is an integral component to the manufacturing process. The cullet recycling center will be located on the east side of the plant property adjacent to Miller St. and not in proximity to the existing businesses and commercial areas to the south and west. There will be a slight increase in truck traffic on Miller St. and West 50Th Ave. as a result of more glass Gullet deliveries. Truck deliveries of raw silica sand will decrease somewhat. Although these facility changes will result in a minor redistribution of truck movements due to an adjustment in the amounts of the various material types hauled, there will be no net increase in total glass container production. 3. Access - __ Access for the presently existing plant remains the same. The new Gullet center includes a new access drive onto Miller St., but the drive is intended to be used only for exiting traffic as part of a delivery route that loops through the property. Cullet trucks arriving at the plant will enter from West 50Th Ave. The projected truck traffic increase due to the increase in Gullet hauling is estimated to be from 15 to 30 trucks per day, with a maximum of three trucks per hour. Fifteen possible new employees could result in 15 additional automobile trips per day, divided over two shifts. Otherwise, no additional traffic is projected above the amounts specified in the previous P.I.D. amendment for the present facility. The additional truck traffic will use Miller St., south of West 50Th Ave., and the I-70 frontage road from Miller St. to Kipling, for both inbound and outbound movements. 4. Effect on Utilities - _ Utility service requirements for the new Gullet center are minimal. Gas for space heating will be provided from the Coors owned gas distribution main which has a service feeder into the plant property. Electricity will be obtained from the existing plant system which is served by Public Service Co. Telephones will be connected to the existing plant system which is served by U. S. West. Plans for the new Gullet processing facility call for a new water tap into the Valley Water District main located in Miller St. Potable water will be provided for washrooms and toilets located in the new building. Anew sanitary sewer tap is planned to be connected to the Clear Creek Valley Sanitation District main, also in Miller St. An additional segment of the Wadsworth Ditch will be enclosed in a reinforced concrete culvert according to agreement and specifications to be reached with the ditch company. 5. Effect on Public Facilities and Service - No increase in fire hazard is expected and fire protection service requirements should remain the same as for the existing operation. The recycle glass cullet material is noncombustible, no combustible fumes are emitted in the glass recycle process, there is no combustible dust generated by the process, and no toxic or hazardous materials are used. The new structure will be of fire rated construction and sprinklers will be installed only in special processing areas. A total increase of 15 new employees is possible, resulting in negligible impact on parks and schools. The location and use of the new facility should require na additional requirement for police protection. The cullet processing center will be manned for approximately 12 hours per day and the new operation, although enclosed, will be similar in operational concept to the present, mostly exterior, process. Floor and pavement area drains will outfall to a sump which will have a pumped discharge to the Clear Creek Valley Sanitation District sanitary sewer. Discharge specifications will be agreed upon between Coors and the District. The impacts of development associated with this P.I.D. Amendment No. 3 on storm water runoff and detention ponding are more fully explained in the separately attached addendum report to the origional 100-year storm, site hydrology study. The addendum, prepared by Coors Engineering and signed by a licensed Colorado engineer, explains the derivation of runoff flows and ponding requirements for the proposed conditions relative to those conditions existing at the time of origional zoning. Stormwater detention ponding requirements are met. 6. Proiect Relationshia to City Adopted Plans and/or Policies - This Amendment No. 3 to the present P.I.D. zoning does not expand the industrially zoned area. The proposed expansion use is totally consistent with and an integral part of the present property use and therefore should be in full conformance with present city zoning regulations, adopted plans, and policies. The new cullet processing center, as well as the total P.I.D. area, lies within the City of Wheat Ridge Business Development Zone, which should further support conformance of the project with city regulations and policy. was a motivating factor in Coors decision to build it. But Coors also hopes to reach a point where it is using 50% recycled glass in all its battles, and it can only do that with the new plant. Coors currently uses 32% recy- cled glass in its bottles: When Coors opens the new fa- cility in eazly 1994, the company ' will have the capacity to recycle 100,000 tons of crushed glass per year. Coors described it as enough material to cover a football field 180 feet high. "Coloradans have shown that they are committed to reducing the strain on our landfills by recy- cling," said Norm Kuhl, vice presi- dent of Container Manufacturing at Coors. "Coors wants to assist these efforts by putting that recy- cled glass to good use by turning it into new bottles." The amount of glass recycled in Colorado has tripled in the last three years, the company says. And now Codrs plans to build a ~~ $4.5 million recycling facility to help see its way through all that ' glass. ~' Coors offers the state's only glass recycling facility in Wheat .. Ridge. And it is the only glass 'recycling facility in any of Coors' neighboring states, other than Oklahoma. Part of the $4.5 rm7lion that Coors puts toward the new recy- ' cling facility will earn the company tax credits, said company spokes- : man Jon Goldman; and he said that ~. facility- coming on line - is the separation of glass according to color. Coors needs separate cate- gories of amber, clear and green ' glass. "We'll get to the point where we'll stop accepting mixed-color ' collet (crushed glass)," said Gold- man. "You can't maintain the qual- ity of glass with the mixed-color collet." Coors does not have the capabil- ities to separate the glass by color once it reaches its recyclingplant. Researchers are experimenting with technologies that could han- dle that chore at the plant, but Goldman said there is nothing on the horizon that looks "overly promising." Coors makes new bottles out of crushed, recycled glass by mixing it with sand, soda ash, limestone and four other ingredients, then heating the misture to 2,800 de- grees. Preliminary equipment testing is planned for late 1993. Completion expected in early 1994. • Glass recycling process includes crushing the containers, removing labels, screening out contaminants such as plastic rings and alumi- num caps, capturing ferrous metals vaith magnets and non-ferrous' metals ~a+ith electronic equipment, and manually inspecting the processed glass to remove any remaining contaminants. • Upgraded facility v.~ill allow Coors to meet its goal of manufacturing its bottles vaith 50% recycled content in 1995. Amendment No. 3 ,_ _ Summary of Neighborhood Meeting Notice of Neighborhood Input Meeting was distributed on February 4 and 5, 1993, to 39 adjacent area property owners or tenant businesses. The meeting was announced for 7:00 p.m. on Wednesday, February 17, 1993 at the Coors Glass Plant Conference Room "A". Directions to the facility were shown on a site map attached to each notice. Directional signs to Conference Room "A" were posted at the site on the night of the meeting. Meeting hosts were at Conference Room "A" from 6:45 to 8:00 p.m. on the meeting night. No one showed up. Coors knows of two Notice sheets that were subsequently turned in: 1. Carousel Pool Supply Co., Philip B. Holmes, concern about aresent _ truck speeds on Miller St. south of the plant. 2. Hamilton Assoc., Inc., J. Schmidt, "No objections." Each person or firm that received a notice of the meeting is recorded either on a distribution list or on a copy of the notice itself. (Case No. WU-93-2) Council Bill t0 was introduced by Mrs. Brougham on second reading; title read by the Clerk; Ordinance No. 926 assigned. Mr. Middaugh explained that this is a City initiated vacation, that had previously been considered by Council, who had denied it. This version provides that the City's current 60 foot right of way be reduced to a 50 foot right of way in the affected area. There are a number of properties which are affected. On of the properties was the subject of the previous Council discussion that was unsuccessful. With this action, it would effectively address the problems experienced by the home owner, Terry Ammon. Terry Ammon, 3375 Union Street, was sworn in by the N;ayor and spoke in support of this matter. Motion by Mrs. Brougham that Council Bill 10 (Ordinance 926), a request to vacate the western ten feet of Union Street between Lena Gulch and West 34th Place, be approved for the following reasons: 1. Union Street has 60 feet of right-of-way, which is ten feet in excess of the local street standards; and 2. Staff recommends approval. With the following conditions: 1. The vacated right-of-way vest with the adjacent property owners to the west; and 2.
