Since we are now entering the winter season, meaning it will be very difficult for the native seeding to adequately tak hold, the standard City protocol is to take an escrow of funds to hold until the springtime when we can be certain that theseed is growing successfully and erosional effects have been minimized. In the springtime our inspector will verify Please_bi4_;N Certificate of OccuoAncy: 1. The striping for the parking along W, 48th Avenue/Marshall Street shall be in a parallel configuration rather than the perpendicular as is currently there. The Municipal Code of Laws disallows any vehicles backing out into the public Right -of -Way, as is currently occurring with the existing perpendicular stalls. So this must be corrected prior to C.O. 2Apparently some asphalt paving occurred within the public ROW along W. 48 th place, so the paving contractor will be required to come in and pull a ROW Construction Permit after -the -fact. Please contact Russ Higgins, Field Services Supervisor at 303,235.2869 for further details pertaining to this. 3. Inlet protection can be constructed from rock socks, sediment control logs, silt fence, block and rock socks, or other materials approved by the local jurisdiction. Area inlets can also be protected by over -excavating around the inlet to form a sediment trap. Install protection at storm sewer inlets that are operable during construction. Photo graph][P-I. Inlet protection for a curb opening inlet. Consider the potential for tracked -out sediment or temporary stockpile areas to contribute sediment to inlets when determining which inlets must be protected. This may include inlets in the general proximity of the construction area, not limited to downgradient inlets. Inlet protection is not a stand-alone BMP and should be used in conjunction with other upgradient BMPs. To function effectively, inlet protection measures must be installed to ensure that flows do not bypass the inlet protection and enter the storm drain without treatment. However, designs must also enable the inlet to function without completely blocking flows into the inlet in a manner that causes localized flooding. When selecting the type of inlet protection, consider factors such as type of inlet (e.g., curb or area, sump or on -grade conditions), traffic, anticipated flows, ability to secure the BMP property, safety and other site-specific conditions. For example, block and rock socks will be better suited to a curb and gutter along a roadway, as opposed to silt fence or sediment control logs, which cannot be properly secured in a curb and gutter setting, but are effective area inlet protection measures. Several inlet protection designs are provided in the Design Details. Additionally, a variety of proprietary products are available for inlet protection that may be approved for use by local governments. If proprietary products are used, design details and installation procedures from the manufacturer must be followed. Regardless of the type of inlet protection selected, inlet protection is most effective when combined with other BMPs such as curb socks and check dams. Inlet protection is often the last barrier before runoff enters the storm sewer or receiving water. Design details with notes are provided for these forms of inlet protection: IP -l. Straw Bale Inlet Protection for Sump/Area Inlet CIP-1. Culvert Inlet Protection Propriety inlet protection devices should be installed in accordance with manufacturer specifications. More information is provided below on selecting inlet protection for sump and on -grade locations, Inlets Located in a Sump When applying inlet protection in sump conditions, it is important that the inlet continue to function during larger runoff events. For curb inlets, the maximum height of the protective barrier should be lower than the top of the curb opening to allow overflow into the inlet during larger sto without excessive localized flooding. If the inlet protection height is greater than the curb elevation, particularly if the filter becomes clogged with sediment, runoff will not enter the inlet and may bypass it, possibly causing localized flooding, public safety issues, and downstrearn erosion and damage, from bypassed flows. Area inlets located in a sump setting can be protected through the use of silt fence, concrete block and rock socks (on paved surfaces), sediment control logs/straw, wattles embedded in the adjacent soil and stacked around the area inlet (on pervious surfaces), over -excavation around the inlet, and proprietary products providing equivalent functions. Inlets Located on a Slope For curb and gutter inlets on paved sloping streets, block and rock sock inlet protection is recommended in conjunction with curb socks in the gutter leading to the inlet. For inlets located along unpaved roads, also see the Check Dam Fact Sheet. Inspect inlet protection frequently. Inspection and maintenance guidance includes: • Inspect for tears that can result in sediment directly entering the inlet, as well as result in the contents of the BMP (e,g., gravel) washing into the inlet. • Check, for improper installation resulting in untreated flows bypassing the BMP and directly entering the inlet or bypassing to an unprotected downstream inlet. For example, silt fence that, has not been properly trenched around the inlet can result in flows under the silt fence and directly into the inlet. • Look for displaced BMPs that are no longer protecting the inlet. Displacement may occur following larger storm events that wash away or reposition the inlet protection. Traffic or equipment may also crush or displace the BMP. • Monitor sediment accumulation upgradient of the inlet protection. IP -2 Urban, Drainage and Flood Control District August 2013 Urban Storm Drainage Criteria Manual Volume 3 Inlet -Protection (1P) SC -6 Remove sediment accumulation from the area upstream of the inlet protection, as needed to maintain BMP effectiveness, typically when it reaches no more than half the storage capacity oft e inlet protection. For silt fence, remove sediment when it accumulates to a depth of no more than 6 inches. Remove sediment accumulation from the area upstream of the inlet protection as needed to maintain the functionality of the BMP. • Propriety inlet protection devices should be inspected and maintained in accordance with manufacturer specifications. If proprietary inlet insert devices are used, sediment should be removed in a timely manner to prevent devices from breaking and spilling sediment into the storm drain, Inlet protection must be removed and properly disposed of when the drainage area for the inlet has reached final stabilization. For applications where natural vegetation alone will not be sustainable under expected flow conditions, pe anent rolled erosion control products such as turf reinforcement mats (TRMs) can be used. In particular, turf reinforcement mats are designed for discharges that exert velocities and slicer stresses that exceed the typical limits of mature natural vegetation. RFPs Can be used to control erosion in conjunction with revegetation efforts, providing seedbed protection from wind and water erosion. These products are often used on disturbed areas on steep slopes, in areas with highly erosive soils, or as part of drainageway stabilization. In order to select the appropriate RECP for site conditions, it is important to have a general understanding of the general types of these products, their expected longevity, and general characteristics, The Erosion Control Technology Council (ECTC 2005) characterizes rolled erosion control products according to these categories: Mulch control netting: A planar woven natural fiber or extruded geosynthetic mesh used as a temporary degradable rolled erosion control product to anchor loose fiber mulches. ■ Open weave textile: A temporary degradable rolled erosion control product composed of processed natural or polymer yarns woven into a matrix, used to provide erosion control and facilitate vegetation establishment. Erosion control blanket (ECB): A temporary degradable rolled erosion control product composed of processed natural or polymer fibers which are mechanically, structurally or chemically bound together to form a continuous matrix to provide erosion control and facilitate vegetation establishment. ECBs can be further differentiated into rapidly degrading single -net and double -net types or slowly degrading types. TRMs, which may be supplemented with degradable components, are designed to impart immediate erosion protection, enhance vegetation establishment and provide long-term functionality by permanently reinforcing vegetation during and after maturation. Note: TRMs are typically used in hydraulic applications, such as high flow ditches and channels, steep slopes, stream banks, and shorelines, where erosive forces may exceed the limits of natural, unreinforced vegetation or in areas where limited vegetation establishment is anticipated. Design and Installadon RECPs should be installed according to manufacturer's specifications and guidelines. Regardless of the type of product used, it is important to ensure no gaps or voids exist under the material and that all corners of the material are secured using stakes and trenching. Continuous contact between the product and the soil is necessary to avoid failure. Never use metal stakes to secure temporary erosion control products. Often wooden stakes are used to anchor RECPs; however, wood stakes may present installation and maintenance challenges and generally take a long time to biodegrade. Some local jurisdictions have had favorable experiences using biodegradable stakes. This BMP Fact Sheet provides design details for several commonly used ECB applications, including: ECB -1 Pipe Outlet to Dramageway EC13-2 Small Ditch or Drainageway ECB -3 Outside of Drainageway RECP-4 Urban Drainage and Flood Control District November 2010 Urban Storm Drainage Criteria Manual Volume 3 Staking patterns are also provided in the design details according to these factors: • ECB type • Slope or channel type For other types of RECPs including "R s, these design details are intended to serve as general guidelines for design and installation; however, engineers should adhere to manufacturer's installation recommendations. Inspection of erosion control blankets and other RECD s includes: Check for general signs of erosion, including voids beneath the mat. If voids are apparent, fill the void with suitable soil and replace the erosion control blanket, following the appropriate staking pattern. a Check for damaged or loose stakes and secure loose portions of the blanket. Erosion control blankets and other RECPs that are biodegradable typically do not need to be removed after construction. The orifice plate and drop inlettmanhole have been constructed as per the pla The outlet pipe to the existing Type 13 inlet has been constructed. See attached exhibit as reference to our field findings, I In my opinion, the following needs to be performed/constructed in order for the detention pond and facilities to adhere to the plans, 1, Construct a detention pond as per the plans a. Provide a berm or retaining wall at the elevation of 5306.40 around the perimeter of the pond b. Provide maximum 3-1 slopes around the orifce plate up to the top of the berm. GENERAL LOCATION AND DESCRIPTION do a 4800 Lamar Street is located on the north side of West 48th Avenue approximately 1200 feet west of Harlan. The parcel is at situated in the SWI/4 of Section 13, Township 3 South, Range 69 Is West of the 6th Principal Meridian. The project is bounded by M El This *.1 acre parcel drains generally to the north at slopes ranging to 10%. Along the north edge of the parcel, a .1 slope dropsn to 48th place. The site is presently covered with sparse grasses and weeds. The slope along the north and east is ...ell vegetated. Two 1 -story masonry buildings exist can the site. The proposed land use for the site includes 14,540 square feet o commmercial/retail/office space with associated asphalt and gravel parking areas, and landscaped areas. l 0 The property currently drains n rht+rly to roadside dit he , which meet at the northern ti of the site, From thispoint, incur flows are intercepted by an area inlet and are piped northerly n r 40th Place to Clear Creek. Major flows bypass this inlet and flow within the 4th Piave .> . until being intercepted by a storm systemin the Wheat Ridge Sanitation District facilities, which also releases to Clear Creek. The site is not affected by off-site figs nor by a defined 100 -year floodplain. ., stormwaterStreet is designed n in accordance with `» . Via. Urban Storm Drainage Criteria nu 1, The Rational Method was used to calculate runoff rates for storms with a -year and 100 -year recurrence interval. Rainfall intensities were obtained from the Time- Intensity-Frequency 'int n ity "r any Curves issued by the City of Wheat Ridge. Stormwater detention is providedto limit the 100 -year release from the site to historic levels. Detention storage was 48 calculated using the diagram thd. DRAINAGE FACILITY DESIGN Developed on-site flows from this property will be routed to a dMention pond at the northtipof the site. This and is designed to detain the difference between the 1Q{3 .r developed and historic runoff. The maximum ponding depth in the parking area is 18". The outlet structure for this pond will daylight at the existing area inlet along the south edge of 48th Place, releasing the 100 -year historic rate and maintaining existing flow conditions. 46 Offsite runoff flowing westerly in 48th Avenue will remain unchanged. The existing swal e along the out line of the property will be replaced with curb and gutter. so This analysis presents the impact created by the development of 4800 Lamar Street. The proposed situ rnwater management system will provide the required detention storage while maintaining existing flow patterns and reducing release rates to historic levels. vownstream property owners will realize no adverse drainage impacts due to the development of this property. -3- a 17 as r a r r.. This equipment has been reviewed nd approved by rr Professional l Engine rr. and • Butane was the extraction solvent to be used. The xtr ct on unit utifizes one 50 -persued tank and one 100 -pound r ° tank was to stored outside. QONCLUSION AND RLW-OMMENDATIONS °lerrrrrrr rltle Solvent Storage The flammable solvent storage is based on a Group F_ I fire area nd butane being classified as Class IA Flammable Liquid. The total indoor allowable quantity of butane is 30 gallons including scourge and in -use material, The maximum allowable exterior storage is 1,100 gallons. Based on the butane's density, the 50 pound tank contains approximately 10,4 gallons. Therefore, two 50 -pound ranks can he stored inside (possibly three if approved by the City of Wheat Midge date to the slight overage), Storing the I(X)-pound tan outside is not an issue. Marc to butane's flammability it iscurt mended that the refilling process should b e conducted in the e ten r storage area. Vectrical Equipment The EC requires that electrical equipment (outlets, switches, lighting fixtures, etc.) in the ash Room must be installed to sweet Class 1, Division 2 requirements. Theapplicability of this requirement is leased on location where, flammable liquids or gases will normally be contained in a closed system from which they can escape only due to accidental rupture, breakdown ww f the system. or almortrial equipment operation. This requirement may e. waived by the City of Wheat Ridge based on the small quantity of butane that may be, released, th adequacy of'the exhaust system, the limited processing area, and the fir explosion history of the basin ss industry. Gas Monittoring The IBC requires a gas detection system be provided when a toxic or highly toxic material may be present in an airborne concentration at or below the Occupational Safety and Health Administration's (OSHA) pe wissil le Exposure, Limit (PEL). In addition, the code provides an exception for gas detection of toxic gases that, have a or threshold below the 1'f^L. OSHA has not established ar PEL for butane, However, other ,. `cupation exposure, limits ( ELs) are recommended by recognized authorities, The National Institute for Occupational Safety and Health (NIOSH) 51 has established a Recommended Exposure Lin t (REL) for butane of ) pmo Medical,MJ Supply, LLC Solvent -Based Medical Marijuana Assessment November 25, 2014 Page 4 of 5 and the American Conference of Governmental Industrial Hygienists (ACGI,H) has established as Threshold Limit Value (TLV) for butane of 1,000 ppm. Butane has an acute toxicity that is greater than the threshold for as toxic material and is therefore not considered, to be, toxic. Although not required, use of as gas detection system may help to persuade the City of Wheat Ridge to waive the requirement for electrical system that meets Class 1, Division 2 specifications. Tile hand-held detection system that was purchased should be used for leak detection monitoring purposes only. An afternative portable or wall mounted detection system designed for continuous monitoring during the extraction process should be considered. a ire Sulipression An automatic sprinkler system must be, provided for as Group F- I tire area when it exceeds 12,(,X')O square feet. Since the Hash Room area does not exceed, this value no fire suppression system is required. IMMEEM 'The 1FC requires ventilation to be installed when gasses or liquids with a National Fire protection Association (INFPA) 704 hazard ranking of 3 or 4 are used. Since butane has; as hazard ranking of 4, an exhaust system is required. The existing ventilation system had as maximum design exhaust rate of 720 cubic feet of air per minute, (cfhr) based drefan's performance curve for the motor rating of 1725 revolutions per minute (rpm), Tbe number of too nt air turnovers per hour is 12.5 based on the Hash Roont's volume of approximately 3,490 cubic feet and the maximum exhaust rate. The exhaust late, should be confirmed prior to productionstartup. Also, them, did not appear to be, a specifically designed makeup air source (passive ventilation system). Work, with the'rnecitanical contractor that installed the system to de ermine if air internal (conditioned air) or external air source should Ire used. Toxicology Information Acute effects In its solid f(.-,)rni stainless steel does not present an inhalation, absorption, or ingestion hazard. Short terns over-exposure to the fumes generated by hot rolling, hot forgyjng, welding, brazing, or thernial cutting oil stainless steel may result in dizziness; nausea;and irritation of the eyes, skill, lungs., nose and throat. Nletal fume fever, a flu-like illness lasting about 24 hours with chills, ache, cough, and fever can Ile caused by overexposure to metal fumes, including iron, chromium, manganese and copper. ,\fetal dust particles may cause eve, skin and/or respiratory systern irritation, Acute asthma attacks may be experienced by asthmatics when metal dust or fume is inhaled, Chronic effects, inhalation or ingestion Dust and fumes Grinding, polishing,,abrasive blasting, hot rolling, hot for,0"rig, thermal cutting or %velding may produce stainless steel dust or fumes containing cl-iniplex or mixed oxides (spincls) of its components, Over long periods, inhalation (,.)f excessive airborne levels may have long term health effects, primarily affecting the lumg,s, e.g." lung fibrosis, or pneurnoconiosis. Overexposure to iron oxide can cause siderosis (depclshs of iron in the lung) which may affect pulmonary friction. I-Jowever, studies of wtlrkers exposed to nickel pmvder and dust and fumes generated in the production of nickel alloys and stainless steels have not indicated a respiratory cancer hazard. Place butane storage tank on scale, tare scale to 0 pounds. 7. Turn on the recovery pump. 8, Turn on valve #4. Notice you will start to lose weight on the scale as solvent is injected into the system when opening valve #4. 9. When you see liquid reach the sight glass, note the weight value on the scale as "column soak, weight". 1. This will tell you how much butane is currently in the system, and how much is required to flood the column. E.g. 1 pound 2. If you don't have a sight glass, you can hold your hand at the top of the column to feel the chill of the butane. 1.0. When the scale reads double the column soak weight (Eg. 2 pounds) turn off valve #4 and valve #2, 11. Place recovery cylinder in ice bucket. 12. Place recovery pot/extractor in a warm water bath at 80F — 120F. 13. Continue to pump with the recovery pump until the internal pressure is reduced to -10"Hg. 1.4. Place butane storage tank on scale. 15. Open valve #2 (slowly) and valve #4 till, the recovery tank loses solvent equal to the column soak weight in step 9. 16. Close valve #4 and then valve #2 and continue to pump until the system pressure is again reduced to - 10"Hg. V' 17. Repeat steps 14 through 15 for as many cycles as you choose to run. (Typically three cycles is enough.) 18. At the end of the last cycle, when the gauge hits - 10"Hg, slowly open valve #2 and then valve #3 to dump the column. ✓19. Continue to pump until the system reaches -22"Hg (-19"Hg at higher altitudes) 20, Close valve #5 and turn off the recovery pump. 21. Open valve #1, and turn on the high vacuum pump. 22. Pump the system down to -2 3,5"H and close valve #1. 23. Shut off the vacuum pump and allow the system to sit under hard vacuum for about 5 minutes. 24. Remove product from lower collection tank.
