The original lot size was 13,100 square feet which would allow a duplex in the R-2 zoning; the lot size has since shrunk due to right-of-way dedication so the duplex appears to be legally non -conforming. We do not have much permitting information on this property besides re- roofing permits going back to 2009. There are two recognized addresses on this property, one for each of the units: 3292 and 3294 Marshall Street. This property could continue to remain as a duplex unless it was voluntarily demolished and then only a single-family home could be constructed. I am not sure why Jefferson County is showing it as a single-family home with only one unit, but we would recognize it as a duplex. 4675 Newland Street The carriage house, built in 1949 as a single-family home, is permitted to remain; the City has recognized it as a residential unit going back as far as our permitting records show. The front building, being listed as an up -down duplex, is more complicated. The Zillow listing appears to show two full kitchens in the building and it has addressing as 4675 Newland Street A & B (which is not a City -standard addressing scheme). I have concerns about the legitimacy of the basement unit. It does not seem like the windows in the basement are code -compliant, allowing for egress in an emergency (a building inspector could confirm this). We have no permitting records on the basement unit and nothing to indicate the house was recognized as a duplex by the City, at any point in time. It is difficult to tell when/if the basement was converted into a separate apartment and if any permits were obtained. It is possible that this was done prior to the City's incorporation in 1969 since the building was constructed in 1958, but I can't tell. I would be worried about the basement unit from a safety perspective since we don't have any records on it and because it was never formally recognized as a duplex by the City.
