To All Concerned: I performed a visual evaluation utilizing non-destructive testing methods at the property listed above on March 14`h, 2017 and in my professional opinion: The owner is currently adding an attached porch roof cover to the rear of the structure. The condition of the existing framing appeared adequate. The municipality inspector asked for clarifications on a few potential issues witnessed during a framing inspection. The attachment to the rafters to the existing roof appeared adequate. A bay of the outer blocking was removed prior to the evaluation so the inner ledger could be visualized. The inner ledger is connected to the exiting rafters with 1/4" lagscrews, which provides a shear and bearing connection to the interior timber framing. The other issue witnessed was that the new porch cover columns do not bear on frost depth foundation caissons, but rather a continuous and reinforced four -inch slab on grade. Expansive soil exists throughout the Colorado geology of which, the majority has low to moderate swell potential. Itis common for structures in this geography to experience around 1 inches of heaving or settling action as a result. However, differential movement action historically occurs within ten years of initial construction and usually tapers to a halt over time as the system comes to equilibrium with a new drainage pattern. The porch slab consisted of an original slab patio, whicAas been retrofit with a new section of perimeter slab. This new slab was reinforced with welded wire fabric and showed a consistent positive drainage profile when compared with the original slab. The original slab showed no evidence of significant movement due to expansive clay soils and the amount of excavation for the new slab area was minimal. Therefore, the drainage profile should not have been negatively affected during construction. it is unlikely that the lack of a frost depth foundation will create significant movement issues in the future and the slab has adequate stiffness to reduce downward soil bearing pressures to below 1,500 psf. Therefore, I believe that the structure should perform adequately to meet the design wind and snow load requirements of the 2012 IRC as required by the municipality. Finally, I did a visual surveillance of the landscaping next to the porch cover foundation. The landscaping generally appeared to slope away from the foundation. Water is the catalyst for soils movement; therefore, the owner should also add any required downspout extensions and make every attempt to keep water from penetrating the soil within ten of the patio slab in order to minimize the chances for future movement. I believe the risk to the longevity of this structure is minor. It is typical for these foundation systems to reach equilibrium over time. It is also impossible to give a time frame on this potential, but historical data indicates that most issues occur within the first ten years after construction and remain constant for the remainder of the lifecycle of the structure if water is not allowed to penetrate into the soil immediately next to the foundation.
