The attached information was prepared in 1993 for the budget review process. Please
review it and make revisions, additions, etc., as you see fit. This will be re-done and given
to Council for this budget review process.
It is important that you be prepared to present your program duties and projects to City
Council when they review our budget. You will need to be specific in terms of what you
do, how you do it, and the time commitment required. Give examples of processes. Use
graphics and data.

Program Summary - 1993
Land Use Case Processing
Description: This program involves staff work and resource
commitment to processing applications for action by Planning
Commission, Board of Adjustment, and City Council. Types of
cases are as follows:
1. Rezonings
2. Subdivisions
3. Special Use Permits
4. Site Plan Reviews
5. Excavation/Deposit Control Permits
6. Flood Plain Development Permits
7. Variances
8. Temporary Use Permits
9. Other miscellaneous permits and/or approvals which
require a public hearing process
Goals: 1. Provide convenient, efficient and timely processing of
applications.
2. Insure that applicants are treated fairly and
equitably.
3. Insure that the goals and objectives of the
Comprehensive Plan, Master Plans, Capital Improvement
Program and other related guidelines are considered in
reviewing applications.
4. Continue to improve Development Regulations to
streamline processing, reduce ambiguity and improve
enforcement capacities.

PROGRAM B: DEVELOPMENT PROCESSING
Description: Planning staff review all building permits and
miscellaneous permit applications for compliance with
Land Development Regulations (i.e., use, height,
setbacks, parking, lot size and landscaping), as well as
conducting inspections and assuring compliance prior to
issuance of a Certificate of Occupancy. This involves a
significant amount of coordination between planning
staff, building inspection, the applicant, his engineer
and architect and Public Works, many times leading to a
land use case application.
Goals: Continue the highest level of service possible with
the highest quality control.

PROGRAM C: INFORMATION PROCESSING & DISSEMINATION
Description: Information and data is requested or required
by the City Council, Planning Commission, the general
public, developers, lawyers, realtors, other government
agencies (e.g. U.S. Census Bureau, State Division of
Local Affairs, etc.). Requests are by telephone, in
person and by written request.
Goals: 1. Continue to provide excellent service to the
public by providing complete and accurate
information, within a reasonable time frame, and
in a courteous manner.
2. Develop procedures, guidelines and manuals to
achieve continued and improved information
services.
3. Continue to utilize computer technology to make
information processing more efficient and
effective.

PROGRAM D: REGULATION DRAFTING
Description: The Planning Division staff drafts most of the
proposed changes to Land Development Regulations based
upon identified need. Currently under way, is a
complete review and substantial re-write of the
Subdivision Regulations. This review and re-write is
based upon the identified need to correct conflicting
language, eliminate ambiguity, provide a more organized
format, strengthen enforcement and legal position, and
modernize the regulations to fit current and future
policy as set forth in the Comprehensive Plan, its
amendments and appendices.
All changes to the Building Code are written by the
Building Inspectors.
Goal: It is a high priority to continue through to
completion, the project currently under way and
commit necessary resources therefore.

PROGRAM E: LONG RANGE PLANNING
Page 3
Description: This involves long and intermediate range
research, analysis, estimating, forecasting, etc. for
updates or revisions to the Comprehensive Plan. It may
involve updating or revising a specific topical area of
the Comprehensive Plan (i.e., land use, population,
housing, transportation, etc.) or it may involve
developing Master Plans and implementation strategies
for specific areas of the city. The process involves
substantial informal and formal public involvement.
Goals: Develop a framework and work program for a
comprehensive update to the Comprehensive Plan, for
funding and implementation in 1994.

PROGRAM F: CODE ENFORCEMENT
Description: This program provides for enforcement of all
land development regulations (i.e., zoning,
subdivision, flood plain, etc.), specific development
conditions (i.e., special site plans or other
extraordinary controls), nuisance laws, weed and trash
control,. and building codes. It is primarily a
complaint basis program. It includes investigations,
notifications, prosecutions and in some instances,
corrective measures. This program is also responsible
for the Summer Clean-up Program.
Goals: Continue providing a high level of enforcement,
primarily based upon complaints, however, also
following through with specific target projects such as
street intersection clearance, week control, junk
vehicle abatement and landscape maintenance.

PROGRAM G: BUILDING PERMIT PROCESSING
Description: This involves Building Inspectors working with
pre-applicants informing them of requirements,
processing of permit applications, plan checks and
coordination with other review agencies (i.e., zoning,
public works, fire department), conducting inspections
during construction and issuance of Certificates of
Occupancy.
Goals: Continue current level of service however improve
administrative capacities and data coordination with
other divisions and agencies by automating permit
processing functions.

PROGRAM H: ECONOMIC DEVELOPMENT
Description: Level 1 (Current Level): Attend meetings
with, cooperate and coordinate with the Jefferson
Economic Council, Denver Metro Network and Wheat Ridge
Chamber of Commerce. Provide assistance to prospective
business in areas of site location, local regulations
and processes, demographic information, site design and
development economic incentive programs.
Staff Resources: 1 Director of Planning and Development
Level 2 (If Funded): In addition to the above,
develop specific plans and programs, promote and
administer the programs for pro-active economic
development. This may include loan programs, training
programs, finance assistance, land/building data base
and process coordination.

Goals: Retain existing business and industry as well as
attract new business and industry in order to secure a
sound diversified economic base for the future and to
provide jobs for our residents.
