The dumpster should remain covered until the waste is disposed of so that there is no asbestos fibers released when the material is being hauled. Please be aware that the roll -off company may require the material to be bagged to protect their workers under the federal OSHA Regulations. The report that the testing contractor gave me indicates that three samples came back positive for trace asbestos (<1%). Those samples have been point counted and they confirm that they are less than 1%. The report also indicates that it is recommended that I bag the material (plaster) that contained the trace asbestos before the dumpster can be taken away. The dumpster is currently covered and can remain covered when the waste contractor come to take it away. Can you please let me know if I am required to bag all of the material prior to it being picked up for disposal? OSHA CLEAN-UP RECOMMENDED OF DUMPSTER & INTERIOR AFFECTED AREAS. Ashley Caputo, AAA Asbestos Analysis Inc. provides the following "LIMITED ASBESTOS SCOPE/SURVEY" of the above-mentioned address, which included collection of "suspect" bulk samples and walk-through inspection to determine any ACM that needs to be addressed as a result of a customer concern for removal of suspect affected materials due to non -permitted abatement remodeling / demolition of Plaster/ surfacing & Flooring components inside the house and thrown into the Dumpster. . This Asbestos Survey is "limited" to the suspect affected areas that have been demolished or disturbed and are in the surface of the Dumpster, only. Only Suspect Materials in the Top of the Dumpster that have been disturbed during the restoration process were sampled. No other suspect materials were observed and others could have buried by the Other Construction Debris. The concern was that outside the house these plaster/surfacing & flooring components which were ACM. This would make the dumpster also the site of an Asbestos Spill. In which the building owner shall comply with all the requirements in subsection IIIT. (Asbestos Spill Response). It is important to restrict access to the dumpster. Have a GAC do a Spill Response by cleaning up around dumpster & to cover the dumpster with Poly (10 Mil) so as to Mitigate any cross -contamination of ACM Materials from the Dumpster into the Public Areas & Environment. This should help to stabilize the Area until a Proper, Disturbance /Spill clean-up could be performed. The walk-thru, bulk sampling and "change of custody" of the bulk sampling to EMSL Inc. were conducted on May 23, 2017. Work was performed by a certified and accredited Asbestos Building Inspector with an EPA and State of Colorado Certificate #14762. These inspections were limited to the suspect affected areas of the remodeling only. P.O. Box 116 Arvada, CO 80001 / lesrees00@gmail.com / AsbestosTestDenver.com SCOPE OF WORK Suspect materials/ Fifteen (15) were collected from 3 separate homogenous Plaster walls (Homogenous Area's 1 thru 3), Vinyl Flooring, Floor Leveler & Fiber Board. These "bulk Samples" were taken from a Dumpster at 4125 Quay St. Wheat Ridge Co., 80033. Fifteen (15) representative bulk samples of "suspect" ACM were submitted to the lab for PLM testing. Bulk samples were collected randomly, pursuant to EPA and OSHA asbestos inspection regulations from the Surface Dumpster AREA of suspect ACM. Nine (3) Surfacing / Plaster samples from 3 separate Homogenous Area's (1-3)(5001-5009) & Six (6) Miscellaneous Samples were collected and given Alpha Numeric Identification Numbers according to EPA regulations. 4125-052317-5001-SO09 & M001 -M006. Referred to at this point as last 4 letter combinations in Sample Number (i.e., 5001 or M005..etc.) There are 3 Categories of ACM (Asbestos Containing Material) Surfacing, Miscellaneous and TSI/Thermal Systems Insulation. ACM is either "friable" or "non - friable." Some non -friable ACM's can be rendered friable by movement. ACMs can be in three (3) conditions: "good", "damaged", or "significantly damaged". The Nine (9) surfacing / texture / drywall samples are in the Surface category, are "friable", and are in "significantly damaged" condition. They are also in Three (3) homogeneous/surfacing grouping (Homogenous Area's 1 thru 3), per the requirement. All samples have been rendered "friable" by removal. Surfacing / Plaster Samples (5001 - 5009) were taken from Three Separate homogeneous affected wall / areas inside the dumpster @ the surface of the Dumpster. They are in the Surfacing Category. They are "Friable" & in damaged Condition. Also, Vinyl Floor(Red) (M001 -M003), Tarpaper (M004), Floor Leveler (MOOS), & Fiber Board (M006). They are in the Miscellaneous Category. They are "Non -Friable & in "damaged condition. It any other suspect materials are discovered during the Clean-up of the Dumpster, Clean—up operations should STOP MMEDIATELY & These Suspect Materials should be Analyzed/Tested Immediate. LAB PROCEDURES Bulk Samples were delivered to EMSL Lab, for a 24 -Hour Turnaround. Bulk samples are stored for six (6) months unless otherwise stipulated. EMSL Inc., a third - party independent lab, is accredited through NIST (National Institute of Standards and Technology) and participates in the National Voluntary Lab Accreditation Program (NVLAP) as required by the EPA. Bulk Samples were analyzed by Polarized Light Microscopy (PLM) in general compliance with guidelines established by the LAS EPA (40 CFR Part 763, Subpart F, Appendix A). Asbestos concentrations were visually estimated P.O. "None detected" means no asbestos was found. Trace means less than (<1%) is present. Sample 5001 is Trace(Q %), the Plaster Base Coat is Trace / Chrysotile, point count ordered. Still Trace Homogeneous Area (1) Sample S007 is Trace (<I%), the Plaster Base Coat is Trace / Chrysotile, Point Count Ordered. Still Trace Homogenous Area (3) Sample S008 is Trace (<1 %), the Plaster Base Coat is Trace / Chrysotile. Point Count Ordered. Box 116 Arvada, CO 80001 / lesrees00@gmail.com / AsbestosTestDenver.com RECOMMENDATIONS AND SUMMARY All areas of ACM should be removed per Colorado Regulation 8 protocol. A homogeneous area is ACM if at least one sample from that area shows that asbestos is present in an amount greater than 1%. A sample is "None detect" if it has no amounts of asbestos present. Samples 5002-SO06 & S009, M001 -M006 are All None Detect. No Asbestos was present. Samples S001, S007 & S008 are all Trace. OSHA REMOVAL METHODS APPLY. All affected areas of ACM are to be removed per Colorado Regulation 8. Homeowner and Contractors are to be notified. The EPA and CDPHE require all friable and non -friable ACMs be removed prior to renovation activities that may disturb the ACM, and all friable ACM must be removed prior to demolition. All ACMs are to be removed per Colorado Regulation 8 protocol. OSHA regulates all building materials that contain smaller amounts of asbestos (even trace concentrations) by PLM. Suspect Materials under the 55 gallon drum, 32 square foot and 50 lineal foot "trigger levels" are not regulated by EPA or CDPHE. However, trace samples are regulated by OSHA. Three (3) Trace samples were analyzed & subsequently "Point Counted" at <I%. So Samples S001, 5007 & S008 remain <1% and All Plaster & Dust should be sealed in 6 Mil Poly Bags & Disposed of as Normal Waste.
