HomeMy WebLinkAbout04/20/1992 CITY OF WHEAT RIDGE, COLORADO APRIL 20, 1992 CITY COUNCIL STUDY SESSION MINUTES fhe City Council Meeting wa~ called to order by the Mayor at 7 30 p m Council members pre~ent Don Eafanti, Phil Edwards, Vance Edwards, Tony Flasco, Ron Selstad, and Bill Shanley Elise Brougham arrived at 7 40 P M AI~o present City Clerk, Wanda Sang, City Administrator, Robert Middaugh, City Treasurer, Jim Malone, and interested citizen~ Mayor Winger portion from Council next that evening asked for a consen~us that the undergrounding contract Public Service for Warlsworth to Cody be brought before Monday for approval, and if so approved, will be signed Consensu~ was 4 in favor Mayor Winger asked for a consen~us to hold a regular Council meeting on May 18 instead of May 25, a~ that iate is a holdiay Consen~us was 6 in favor Mr Middaugh asked for input from Council on the 1Y93 preparation calendar Mayor Winger mentioned a letter alld plaque received from the Jefferson Economic Council thanking us for the contribution Item 1 Discussion of Space Study Mr Middaugh introduced Mr Tom Reck of Reck and Associates with updatei information on space study Accompaning Mr Reck was Ms Gail Elias of Voorhis and Associates, who studied the Police Department Ms Elias mentioned that the Police Department ran out of space five years ago Many programs and special units were implemented, where they did not exist in 1978 Council asked questions of the architect Mr Shanley suggested that before Council proceeds, a decision must be rendered from the Citizens a~ to whether they will approve the tax increase Vance Edwards voicej ~ome concern~ regarding the stu1y He felt that too many additional items have been aided that were not necessary, ani felt that the need for extra space, especially for the police department, was too important not to be passed by the voters He felt further evaluation is neejed regarding utilization of meeting rooms, etc CITY rOUNCIL STUDY SESSION MINUTtS - April 20, 1992 page -2- Mr Selstad asked Mr Reck when he would be able to give Council something viable that they can at least start talking to the voters Mr Reck stated that he felt he could bring something to them sometime in June The overall project is to be compJetei with Council's review and approval before the first of July Mr Reck statei that his practice is basej on wurkability, cost efficiency ani cost effectiveness According to Mr Reck, his company is usually within 2% of the cost of a project, as their ability to get accurate cost estimates is very goorl Mr Selstai askei for a consensus to bring the cost estimate required to further evaluate ani modify the City HaJl space-need sturly Consensus was 6 in favor 10 00 P ~,
