Box 151500 Lakewood, CO 80215 Re: - Second Review Comments of the Final Drainage Report, Final Plat, ODP, FDP, and Public Improvement . Plans for the Denver West Commerce Center development. Dear Mr. Krieble, I have completed the second review of the above referenced documents received on August 11 and August 12, 2005 and have the following comments: DRAINAGE Final Drainage Report (Discussion) 1. It appears that there may be some offsite runoff from West 52hd Avenue that contributes to this site. Please include the W. 52°a Avenue OS sub-basin along with the anticipated volume and direction of the collected/concentrated runoff. .2. Please discuss whether or not a City standard inlet is needed to intercept the above-mentioned OS runoff, near the east end of the proposed curb and gutter along the W. 52nd Avenue frontage. If the inlet is needed, also include in the discussion a brief description of the pipe that.would be used to convey.the runoff into the proposed on-site storm system (please see redlined Drainage plan). 3. If a standard inlet/pipe will not be utilized to control the OS runoff mentioned above, discuss the impact to the adjacent property (to the east) that the proposed design may have, and provides ecific alternatives to the current design in the event the property is negatively impacted as a result of the proposed construction. 4. Discuss the drainage pattern produced when the swale proposed along Ward Road discharges runoff out of the proposed sidewalk chase. Explain where, based upon the current grading design, the runoff from the swale will flow. Include a discussion whether there is to be a structure of some kind to direct flows from the sidewalk chase along Ward to Detention Pond B, or to the southeast into the sidewalk chase on W. 50ffi Place (and ultimately into the existing storm sewer, lying within W. 50" Place). If the runoff is to flow directly into the existing storm sewer, please include an analysis showing the existing system has the capacity to handle the additional Q. 5. The average velocity through storm sewer Reaches P-6, P-7, and P-8 is quite high (10.3 - 14.4 ft/s). Of particular concern is Reach P-8, due to the discharge point into Detention Pond A being at an angle to the concrete trickle channel. This scenario could produce a scouring effect upon the bottom of Detention Pond A in and around the discharge point. Some form of energy dissipation needs to be utilized (e.g., drop structures, rip-rap, baffle chute pipe outlet, etc.) or maybe even a combination of dissipation methods. 6. Please include the amount and direction of flow for the drainage (or irrigation) feature in the southeasterly portion of the site (by the existing Hazen Building). Need to identify if it is for drainage or irrigation, and state whether or not this will be needed or removed during this project. 7. Please provide a P.E. seal and signature on the revised Final Drainage Report. Final Drainage Report (Appendix) 1. Include calculations for the anticipated OS runoff that will be collected and conveyed by the proposed curb and gutter along West 52Md Avenue. If an inlet is to be utilized, include the calculations for this as well as all pertinent pipe information (e.g., include in the DOT Reports & profiles for the 5 & 100-yr, etc.). 2. If necessary, provide the analysis for the additional Q to be directed into the existing storm sewer from the Ward Road swale (see comment #4 above). Final Drainage Plan (Sheet DI) 1. If the pond detail sheets are not to be included with the Drainage Report, the sheet references will need the text modified to help direct the reader to the Public Improvement Plans: `RE: SIHETC5.3,PUBLICIMPR0VEMENTPLANS 2. Along with the Drainage Plan, please include the cross-section Sheets C1.3 and 1.4 from the Public Improvement Plans in the back of the Report. These correspond to the cross-sections shown on the plan view of the Drainage Plan. 3. It appears that there may be some offsite runoff from West 52nd Avenue that contributes to this site. Please include the W. 52°d Avenue OS sub basin, indicate the anticipated volume and direction of the collected runoff. 4. If applicable, show the City of Wheat Ridge standard inlet to be placed near the easterly end of the proposed curb and gutter along the W. 5Vd Avenue frontage, and the pipe used to convey the runoff into the proposed on-site storm system 5. Please identify the drainage (or irrigation) feature identify in the southeasterly portion of the site (by the existing Hazen Building) and whether it will be removed. 6. Please provide a P.E. seal and signature on the revised Final Drainage Plan. Historic Drainage Plan (Sheet D2) 1. It appears that there may be some offsite runoff from West 52°d Avenue that contributes to this site. If this is the case, please include this as an OS sub-basin in the Historic Plan. 2. Please provide a P.E. seal and signature on the revised Historic Drainage Plan. SURVEYING Outline Development Plan 1. The Legal Description shall exactly match the Legal on the Final.Plat. 2. All other comments have been addressed. Final Development Plan 1. The Legal Description shall exactly match the Legal on the Final Plat. 2. Need to show Detention Pond B. 3. All other comments have been addressed. Final Plat 1. For Sheet 1: a. Please correct the single typographical error as shown on the redlined Sheet. b. All other comments have been addressed. 2. For Sheet 2 (graphical portion): a. The detention pond easements need to be tied to the property in someway (to a comer, etc.) so as 'f TA11wV...),e r4nKn_41 cn We..l MAN.e ...n 1ti Ann to be locatable in the field, b. Please change the linetypes for the proposed easements and lots (either darken, or change the linetype to something completely different than the existing ones) to make these readily identifiable. c. Need to move the 30.00' ROW width arrow for 52nd Avenue north a touch to match the lines. • Please include a CD-ROM containing the revised Plat with the nextsubmittal. Site Plan 1. Items that shall be included on the Site Plan: a. The site boundary bearings and distances, section tie, and Legal Description need to exactly match the Final Plat. b. All existing and proposed easements, including (but not limited to) drainage, utility, stormwater detention, cross-access, etc. All easements shown shall match those shown on the Final Plat. c. Include a copy of this sheet in the Final Development Plan and also in the Public Improvement Construction Plans. Public Improvement Plans 1. For Sheet C1.0: a. Remove the word "Package" from the Sheet Index (this implies there are completely different sets of plans). b. Also under the Sheet Index, modify sheets C1.3 & C1.4 to read: "Public Improvement Cross- Sections. " c. Need to include Sheet Dl in the construction plan set (it shows the locations of the cross-sections above). Sheet D2 (Historic Drainage Plan) only needs to be included with the Final Drainage Report (not needed in construction plans). d. Please add General Note 31 (see redlined plans): "Unless otherwise noted, all curve radii shown herein are to flowline. 2. For Sheet Cl.I (Details): a. Remove the City Pay Item information for detail C-1101. b. Need to specify the thickness of the detached sidewalk (or indicate on ALL plan views, since this detail currently directs the reader to "See Plans'). c. It appears from the plan views that the only ADA ramp to be constructed is the Type 1A. If this is the case, all Type 2 details should be removed to avoid the wrong type being constructed. If a Type 2 is to be constructed, please indicate the location on the plan view(s). 3. For Sheet C1.2 (Details): a. Please include a detail for the curb/sidewalk chase to be placed at the northeasterly corner of 50th. Avenue and Ward Road. Be sure the detail fully represents what is to be constructed. b. It appears from the plan views that the only ADA ramp to be constructed is the Type 1A. If this is the case, all Type 2 details should be removed to avoid the wrong type being constructed. If a Type 2 is to be constructed, please indicate the location on the plan view(s). c. Need to include details (either on this sheet or a Storm Sewer Detail sheet) for slab-base manhole, and for all inlet. types used (you can use the M-Standard details, but the detail drawing(s) still need to be shown on the Plans). d. Remove the City "Pay Item" info from detail C-D04. 4. For Sheets C1.3 and CIA (Cross-Sections): a. Typically, where the ten-am slopes away from the back of a proposed sidewalk (either upward or downward), a 2.0' "flat" or bench area behind the walk is required. Please add this 2.0' bench behind the sidewalk on cross-sections A-A B-B, C-C. (For an example of this 2' bench, please refer to Wheat Ridge Standard Detail S-A02 - which I realize is a detail for a Local Street section, but it does show an example of the bench area I'm referring to). Cross-section G-G shows a 3' bench, which is great. b. On Cross-section E-E, there is a note pertaining to grading on the adjacent property. This note is to be modified to include the following language (please see redlined Plans): "The Contractor shall obtain and provide to the City, written permission from the off-site property owner prior to commencement of any off-site work." c. Sheets CM & CIA need to be included in (the back of) the Final Drainage Report as they correspond to the cross-sections shown on the Drainage Plan. 5. For Sheet C1.5 (W. 50a'Place Plan & Profile): a. To be fully ADA compliant, all Type I ADA ramps need to include the 3.0' by-pass sidewalk behind the ramp area (per detail C-C04). b. The C3 and C4 notation-on the plan view is hard to see, I suggest moving the text southerly and using arrows indicating the curves. c. Please identify the hatching that is by curve C3: 6. For Sheet C1.6 (W. 52nd Plan& Profile): a. On the plan view, please modify the ramps to include the 3' by-pass sidewalk to be fully compliant with the ADA requirements (it will also match the detail, thus eliminating some confusion during construction). b. On the profile, there cannot be more than a 0.50% change in grade without utilizing a vertical curve (please see redlined plans). The Grade Breaks shown at stations 3+50 and 3+77.55 are too close together (27.55 feet) to utilize a vertical curve (can't build it). The City suggests "elongating" the grade break area to help minimize the grade change differences (you may still need a vertical curve, but it will at least be buildable). c. Correct the typos as shown on the redlined plans. 7. For Sheet C13 (Ward Road Plan & Profile): a. Based upon the grading as indicated on the plans, the City suggests that the area at the south end of the Ward Road swale be given another look to determine if the current design will function. Please see the redlined plans, and also comment #4, Final Drainage Report (Discussion) above. 8. For the Site Plan:' a. Please include all changes made to the plan views of other sheets on the Site Plan. 9. For Sheet 2.0 (Demolition and Erosion Control Plan): a. No comments - erosion control has already been placed for site demolition. 10. For Sheet 2.1 (Erosion Control Plan, Proposed Development): a. Need to state (could be in a Note) the size/type of rip-rap to be used as outlet protection. Also include either a detail or at a minimum the dimensions of the rip-rap placement to ensure it is constructed correctly. 11. For Sheet 3.0 (Overall Utility Plan): a. Please show all proposed street cuts from utility service connections (including dimensions). 12. For Sheet 3.1 (Utility Details): a. Need to include details for the following: i. Standard City of Wheat Ridge Inlet. ii. Drop Structure, and/or any other energy dissipation structure used. iii. Rip-rap and/or any other erosion control methods to be utilized by pipe outfalls. 13. For Sheet C5.0 (Storm Plan & Profile): a. If pipe capacities aren't a major issue, the use of energy dissipation structures should be considered for reaches P-6 through P-8 (e.g., drop structure(s), baffle chute pipe outlet for the outfall into Pond A, etc.). The average velocity through storm sewer Reaches P-6, P-7, and P-8 is quite high (10.3 -14.4 ft/s) in this area. Of particular concern is Reach P-8, due to the discharge point into Detention Pond A being at an angle to the concrete trickle channel. The City highly recommends a standard inlet with a pipe used to convey the OS sub-basin runoff from 52d Avenue be employed (see redlined plans). (I'm sure I don't have to remind you that the developer (and also the Engineer-of-Record) will be responsible for any negative impact to adjoining properties as a result of this development, and this looks like it could be a potential problem area). d. Show all existing and proposed easements on the P & P Plans (may need to be creative with the linetypes as the Plan is quite busy). By showing the easements however, it will indicate the proposed storm sewer will lie within a drainage easement that allows for continued functionality and future maintenance. e. Deed to include a note for Line B directing the reader to Sheet C5.1 for the pipe profile. 14. For Sheet C5.1 (Storm Plan & Profile): . a. Need to include a Note directing the reader to Sheet C5.2 for all pipe profiles not found on this sheet. b. Include info for all inlets (see redlined plans for the inlet in question). c. Label all pipe lines, both on the profile and on the plan view. Currently is very difficult for the reader to understand. 15.. For Sheet C5.2 (Storm Plan & Profile): a. Need to include a Note directing the reader to Sheet C5.1 for all pipe profiles not found on this sheet. 16. For Sheet C5.3 (Pond A Sheet): a. The details for all items to be constructed (copy the M-Standard details if necessary). This will ensure the items, will be correctly constructed (rather than having to rely on the contractor having a copy of the M-Standards on-site - which is doubtful). b. Need to show the distance of the bottom of the emergency overflow weir opening. c. Unless there are several different types of rip-rap that will be used on this site, the rip-rap placement section detail should indicate the rip-rap type (e.g., Type L, M, etc.). d. On the plan view, need to show any energy dissipation structure (if necessary), and the placement of the rip-rap, including adequate dimension information to construct. e.. The "Inlet Detail" needs to be renamed to "Outlet Structure Detail". 17. For Sheet C5.3 (Pond A Sheet): a. Refer the reader to the sheet in this plan set where the M-Standard details for the Type C inlet & grate may be found. b. Need to show the distance of the bottom of the emergency overflow weir opening. c. Specify the rip-rap type (if possible) on the detail. d. The "Inlet Detail" needs to be renamed to "Outlet Structure Detail". TRAFFIC / ADDITIONAL ENGINEERING COMMENTS This submittal was forwarded to the Engineering Division Manager, Mr. Steve Nguyen; P.E., 303-235-2862 for review. • Please see the attached memo for Mr. Nguyen's response. The Public Works Department requires 2 signed and stamued conies of the revised Final Drainage Report/Plan, Outline Development Plan, Final Development Plan, Final Plat, and Public Improvement Construction Plans. Please provide the above documents along with a.CD-ROM containing the revised Final Plat with the next submittal. Public Improvements Cost Estimate & Performance Guarantee (Letter of Credit) Prior to any construction commencing for detention pond(s), related stormwater facilities, and the required public improvements within the public Right-of-Way, an itemized cost estimate from the Engineer-of-Record or his designee will need to be submitted to the Public Works Department for review and approval. Upon acceptance of this estimate, an Irrevocable Letter of Credit reflecting the total of the approved cost estimate plus 25% (125% of engineer's estimate) will need to be submitted by the owner/developer for review and approval. Right-of-Way Construction Permit(s)/Licensing Prior to the construction of any improvements, utility service connections, etc. within the public Right-of-Way, the required Right-of-Way Construction Permit(s), and respective licensing shall be submitted to the Department of Public Works for processing. Right-of-Way. Construction Permits are issued only after approval of all required technical documents, including but not limited to, the Final Drainage Report & Plan, Final Plat, Final Development Plan, Traffic Impact Study, Storm Sewer Plans, Street Construction Plans, Grading & Erosion Control Plan, and easement and/or ROW dedications. 2-Year Warranty Period for Public Improvements Upon completion of all public improvements and acceptance by the City Inspector, the original Letter of Credit shall be surrendered. At this time a 2-year warranty period for the public improvements shall commence. Upon commencement of the 2-year Warranty Period, a 2nd Letter of Credit in the amount of 25% of the original itemized engineer's cost estimate shall be submitted to the City of Wheat Midge and be dated to expire on the 2- year anniversary of the Warranty Period commencement date. The City shall retain said Letter of Credit for the entire 2-year Warranty Period; if at any time during said 2-year Warranty Period the City Inspector deems that the constructed public improvements are in such condition as to require repairs or replacement, the Developer shall complete such work upon request. Upon completion of the 2-year Warranty Period and Final Approval of all constructed public improvement items by the City Inspector, the 2nd Letter of Credit shall be surrendered by the City of Wheat Ridge. Drainage Certification Required Prior to C.O. Upon completion of the drainage improvements, the Engineer-of-Record Mr. Duane A. Jansen, P.E., shall provide to the City of Wheat Ridge a written, signed and sealed Drainage Certification Letter stating that the site grading was completed per the approved Grading & Erosion Control and Drainage Plans, all drainage facilities were constructed and shall function as defined in the approved Final Drainage Report/Plan, and that the site has been accurately surveyed to confirm that the grading and the construction of all drainage facilities was completed in accordance with these documents. The Drainage Certification Letter shall be submitted to the City for review and approval, and shall be accompanied with As-Built Plans for all constructed drainage facilities prior to issuance of any Certificates. of Occupancy. Attached please find your original redlines and two sets of revised plans. Comments received are responded to below. Final Drainage Report (Discussion): 1. On Page 3, Section 3.2: Please double-check that the sub-basins in the Report match those found on the Drainage Plan. Also, list the sub-basin numbers. For example, Basin A(211-A17), Basin B (BI-B4), Pad (Pl-P3a), etc. Complied - Yes. Response - Sub-basins in the report now match those found on the drainage plan, and the sub-basin numbers have been listed on page 3, Section 3.2 as requested. 2. On Page 7, Sub-Basin El: El appears to sheet flow south/southeasterly to 501h Avenue. If runoff flows are directed by a swale, either existing or proposed, need to show this on the Plan. Complied - Yes. Response - The existing swale in sub-basin El is now shown on the drainage plan. 3. On Page 8, Sub-Basin OS-4: Show the inlet and storm sewer mentioned. Complied - Yes. Response - Drainage from OS-4 drains along OS-4's southern boundary and then is conveyed to sub-basin El by a culvert where it is collected by the existing swale and conveyed to the existing storm inlet 95. 4. On Page 9, Please include the following items in the discussion: a. Emergency overflow locations. b. A comparison of the developed Q5 and Ql00 and historical rates as evidence that the drainage will be improved with this development. c. The detention volume required and provided for both ponds. d. The City of Wheat Ridge (COWR) Site Drainage Requirements include a provision that states detention facilities shall completely drain within 40 hours. Include a brief discussion of the benefits (or reasons) for using a Type 16 inlet over a Type 13 (e.g., the Type 16 has directional vanes, etc). Complied - Yes. Response - We have chosen to use Type 16 combination and valley inlets because they have increased capacity over Type 13 due to directional vanes and box size. Type 16 inlets are available in curb opening and grate combinations whereas Type 13 inlets are typically only available with a grate opening. Type 16 inlets are common and most contractors are familiar with their construction. 6. Discuss the longitudinal slope and channel liningfor the proposed drainage swale along Ward Road. Complied - Yes. Response - Discussion of the swale is now included in the sub-basin OS-2 details. 7. A curb chase will need to be constructed at the south end of the proposed drainage swale along Ward Road due to the CDOT Type 2 ADA ramp that will be required at Ward & 50`" Avenue. Please mention the curb chase in the discussion. Complied - Yes. Response - A curb chase has been added just north of the ramp and is included in the discussion. 8. Please provide a P. Water Quality Release: The City of Wheat Ridge (COWR) Site Drainage Requirements include a provision that states detention facilities shall completely drain within 40 hours. The COWR recommends that a "self-cleaning" or low maintenance for of orifice be employed. A vertical slit design (please see example in Report) is a fairly new concept that seems to be a bit more "self-cleaning" than the drill-hole design. However, if drill-holes are to be utilized, the City recommends a minimum of/a" diameter holes be used with an opening being in the FL of the trickle channel to allow for complete drainage of the pond.
