Doing field checks, we noticed there are many semis parked on 50th Avenue adjacent to Temple Inland, Rocky Mt. Bottle and the L & K Industrial (to the south). Some appear to have been there for quite some time. Many of them appear to be stored as they do not have tractors attached. Alan seemed to remember that several years ago, the police ticketed semis parked in this area and it became a problem. Do you have any recollection of what happened? Plan: BP (Planned Business/Industrial Park) Applicant/Owner Preliminary Proposal: To construct warehouse additions totaling 33,500 s.f. in three separate building areas. The largest addition will occur on the north and comprise 22, 200 s.f. 11,300 s.f. of construction will occur in an interior courtyard. A new loading dock is proposed for the west side of the building. The owner currently leases warehouse space off-site. Construction of the additions will allow them to do on-site storage. There are currently 112 employees. No new employees are anticipated as a result of the construction. Will a neighborhood meeting need to be held prior to application submittal? NO Planning comments: Access into the north of the site, where the proposed addition is to be is gained from an alley located to the east shared with the Coors Bottling Plant. The applicant has already spoken with the Arvada Fire Protection District regarding the request and the site plan was configured according to their comments. AFPD will require the building additions to be sprinklered. An existing Burlington Northern railroad line comes into the site from the northeast. There is an existing pond in the northwest corner of the site. This area is not used for circulation purposes; it is mainly for drainage. A portion of this site drains to the southeast onto the Coors Bottling Plant property. A drainage easement may be required by the Public Works Department as part of the drainage report submittal. The Streetscape and Architectural Design Manual does not allow the use of steel and concrete for building materials. However, given the industrial nature of the area, the use of masonry will be allowed. In light of residential development north of Ridge road, Staff inquired whether additional landscaping could be provided on the north side of the addition to serve as a visual buffer. A development plan amendment was processed pursuant to Case No. WZ-02-16 to facilitate reconfiguration and improvement of the access to W. 50th Avenue. The only other prior development plan was approved in 1982. It does not appear that this PID document served as an outline development establishing minimum standards for the district. It merely reflected the proposed development. A new outline development plan will not be required for this submittal, only an amended final development plan is required. The amendment must reflect existing and proposed conditions, both graphically and by site data breakdown showing amount of landscaping, building coverage and paved areas. Elevations of the proposed additions must be shown. An amendment to the existing final development plan will be required. The Director of Community Development has the ability to approve an administrative amendment provided that certain criteria can be met. These criteria are listed under section 26-311 of the Code of Laws. One of the criteria is to allow administratively an increase in structure area up to ten (10) percent beyond the authorized maximum allowed but not to exceed an increase of over 10,000 square feet. Because the combined square footage of this proposal is 33,500 square feet, the amendment cannot be approved administratively. The following is the process for a development plan approval requiring public hearings. Upon receipt of the application and fee, the proposal will be referred to the necessary outside agencies for review and comment for a period of 15 days. After the referral period has ended, a list of required corrections may be sent back to the applicant. Please be aware that it may take at least one resubmittal before staff is satisfied the submittal is ready for public hearing. After all required corrections are made, a Planning Commission public hearing date will be set. Fifteen days prior to the Planning Commission public hearing, the applicant will be responsible for posting the property. Planning staff will create the public notice signs, however, the applicant must post the signs. The applicant (or his representative) must be present at the public hearing, and should be prepared to address questions from members of the Planning Commission. This process will be repeated for the City Council 2 public hearing. The City Council public hearing usually occurs a month or so after the Planning Commission hearing. Public Works comments: A letter from a professional engineer pertaining to the anticipated traffic impact on the surrounding neighborhood will be required. A drainage report analyzing the impact of the proposed building additions will be required. See enclosed public works requirements. The addition is comprised of three separate building areas. One area infills the existing "courtyard" space between the south building and the north storage building. The second area is north of the existing north storage area. The third area is a loading dock on the west side of the building. The addition will be used for storage of paper products. Temple Inland currently leases warehouse/storage space off-site. This addition will enable them to bring that storage onsite. No additional employees will be required to operate the addition. The truck traffic will not be increased as trucks are currently bringing paper products to the facility from offsite locations. This addition will actually increase the efficiency of the facility operations by reducing the need for coordinating offsite storage deliveries with the internal manufacturing and processing operations. The loading dock on the west side will be used to receive the bulk paper products. This will relieve scheduling issues that sometimes exist at the existing dock location at the SE corner of the building.
