This letter is in regard to your request for approval of Planned Industrial Development Final
development plan amendment for the Dennis Drake Planned Industrial Development final
development plan at 5190 Parfet Street in the City of Wheat Ridge.
The initial application was filed with the City Community Development Department on
December 27, 2006. A comment letter was generated by city staff on January 26, 2007.
On April 2, 2007, I was in receipt of a letter from you requesting this case be put on hold for
approximately three months. Since that time, there has been no activity on your request.
It is departmental policy that if no action occurs on an open case file within one hundred twenty
days, the case can be closed. Subsequent action on the property will constitute a new application
with new fees required.
Please contact me at your earlier convenience to discuss status of your land use request.

This letter is to inform the Planning and Zoning Division with the City of Wheat
Ridge that the above referenced project has been put on hold temporarily by T-
Mobile West Corporation. T-Mobile anticipates reviewing and making a final
decision on moving forward with this site by April of 2007.
On behalf of T-Mobile West Corporation I would like to request a postponement of
the hearing for case number WZ-06-10 of approximately 3 months.

Notice is hereby given that a Public Hearing is to be held before the City of Wheat Ridge
PLANNING COMMISSION on January 18, 2007, at 7:00 p.m. with the CITY

Dear Mr. Augello:
This letter is in regard to your request for approval of Planned Industrial Development
Final development plan amendment for the Dennis Drake Planned Industrial Development
final development plan at 5190 Parfet Street in the City of Wheat Ridge.
I have reviewed the submitted plan and have the following comments.
PAGE ONE
1. Revise the legal description to read: "Lots 1 and 2 of Dennis Drake
Subdivision, County of Jefferson, State of Colorado."
2. In the Surveyor's Certificate, designate who is the surveyor of record with name
and address and provide a signature line in the body of the signature block.
3. In the Surveyor's Certificate, modify the project name from T-Mobile
Communications to Dennis Drake Final Development Plan Amendment 1.
4. The title of the document should read "Dennis Drake Final Development Plan,
Amendment No. 1, T-Mobile Communications, Final Development Plan
Amendment, An Official Development Plan
5. Under "Allowed Uses", include use #4 from the original document: "other uses
compatible with the City of Wheat Ridge Code for Light Industrial (I) District".
6. Modify "Planned Uses" to "Proposed Uses".
7. Under "Proposed Uses", modify the statement to read: Freestanding
communication facility for T-Mobile with equipment cabinets with fenced area
and antennas mounted on a monopole on Lot 2 and an access drive across Lot 1.
8. Under "Character of Development", add the following sentence: All other
requirements and standards established on the prior ODP/FDP document

has the following comments.
As stated in our phone conversation, I am enclosing an as-built drawing of Valley Water
District's 12" D.I.P. water main line that is in an easement running on the south side of
the property and turns into the Parfet Industrial Park property. It appears that the
construction of the tower will be east of our main line.
The owner will need to contact Valley Water District prior to construction of the tower
project as the office complex is served by a tap and service line. If the new tower project
will require water service, a tap and service line will be required at the owners expense.

Public Works Requirements:
2 Copies of the following shall be submitted for review with the Building Permit Application:
1. Final Drainage Report: On-site detention incorporating water quality measures is
required for all commercial developments. Therefore, a Final Drainage Report and Plan
signed and sealed by a CO licensed Professional Engineer, referencing the original
Lakemont Center Final Drainage Report, shall be required. (Please see Site Drainage
Requirements).
2. Grading & Erosion Control Plan: A Grading & Erosion Control Plan (signed and
sealed by a Professional Engineer) which includes details for all utilized BMP's both
during and subsequent to construction is required.
3. Construction Plans: Construction Plans (signed and sealed by a Professional Engineer)
for all drainage-related items, curb & gutter and sidewalk. Include street plan and profiles
for any roadway frontages where curb & gutter is to be constructed, and include all
applicable COWR standard details for proposed constructed items.
4. Itemized Engineer's Cost Estimate. An itemized engineer's cost estimate shall be
required for all proposed public improvements including but not limited to, any drainage
facilities, curb, gutter, sidewalk, and roadway paving/patching.
5. Site Plan: A Site Plan included with the Construction Plans shall include the following:
a. 24" X 36" sheet format.
b. A vicinity map, scale, and north arrow.
c. The boundary of the site and existing and proposed lot lines are to be completely
described using bearings and distances.
d. A Legal Description of the site, including tie(s) to the Section.
e. A Basis of Bearing statement (using local City coordinate system-see 4. below).
f. Signed Certification for the site boundary from a Professional Land Surveyor
licensed in the State of Colorado.

Applicant/Owner Preliminary Proposal: construct a 50 foot tall monopole for CMRS
facilities. The property was specifically chosen due to the fact that much of the
surrounding property is zoned industrially. An access easement is already in place which
would grant access rights to the new structure. There is an existing six foot fence
surrounding the property, however another fence would be constructed surrounding the
lease area. The lease area is 16'x 37.5'. There would be 3 new equipment cabinets and
there is the possibility that another carrier could locate on the monopole.
Will a neighborhood meeting need to be held prior to application submittal? No
Planning comments: The property currently has Planned Industrial Development zoning,
with an approved Final Development Plan. Because the monopole is not shown on the
existing FDP, an amendment must be processed. This will entail a hearing before the
Planning Commission and City Council. Upon initial application, the request will be sent to
referral agencies for comment. During this time, staff will perform a detailed review of the
amended FDP. All referral comments will be returned and any corrections must be
addressed.
After all comments have been addressed, a Planning Commission hearing will be
scheduled. Planning Commission will make a recommendation to City Council. A City
Council hearing will be scheduled after the Planning Commission hearing. Planning
Commission meets on the first and third Thursday of the month and City Council meets
on the second and fourth Monday of the month.
All equipment cabinets must be screened by a six foot tall solid fence (or chain link fence
with slats).

T-Mobile is the new name for VoiceStream Wireless. T-Mobile USA, Inc., is a member of
the T-Mobile International group, the mobile telecommunications subsidiary of
Deutsche Telekom AG. T-Mobile USA and its affiliates own licenses to provide service
to 95% of the U.S. population.
T-Mobile Technology:
T-Mobile's PCS network uses GSM technology. "GSM" stands for Global System for
Mobile Communications, the international digital radio standard created by the
European Telecommunications Standards histitute. GSM is the most widely used
wireless technology standard in the world. Developed to allow users to roam freely
among markets, it has become the globally accepted standard since the first systems
began commercial operation in 1991. In the United States, GSM based PCS 1900 has
been accepted by the American Standards Institute (ANSI) as a standard for the PCS
frequencies allocated by the FCC at 1900 MHz. T-Mobile USA is the only national carrier
to operate a ubiquitous GSM network across its entire footprint. T-Mobile holds license
in the Colorado Market as follows: Transmit: 1950-1965 MHz, Receive: 1870-1885 MHz.
Wireless technology:
A wireless system operates by dividing a large geographical service area into cells and
assigning the same frequencies to multiple, non-adjacent cells. This is known in the
industry as frequency reuse. As a subscriber travels across the service area, the call is
transferred ("handed off') from on cell to another without noticeable interruption. All
the cells in a wireless system are connected to a Mobile Telephone Switching Office
("switch") by landline or microwave links. The switch controls the interconnection
between the public telephone network (such as Qwest) and the cell site for all wireline-
to-mobile and mobile-to-wireline calls.
A network of wireless sites is created to help eliminate consumer service problems such
as dropped calls, blocked calls, no signal, or poor quality because a site is too far away or
not geographically situated to be able to provide service.
Federal Communications Commission:
The Federal Communications Commission ("FCC") under the Federal Radio Act of 1927
maintains control in the United States over all the channels of radio transmission, and
provides for the use of such channels under licenses granted by Federal authority. PCS
licensees are issued a blanket license for their entire market area and are not required to
submit applications (to the FCC) to license individual wireless sites. The FCC, pursuant
to its regulations, has determined that PCS facilities generally do not have
environmental effects unless construction of the facility would be a major environmental
action or would require Federal Aviation Association (FAA) notification. Major
environmental actions are defined by the National Environmental Policy Act of 1969
(NEPA). The NEPA report identifies such potential issues as floodplains, wildlife
preserves, endangered species and historic places. Wireless providers obtain NEPA
reports prior to proceeding with construction of a new site to ensure compliance.
Wireless in the Community:
The number of Americans using wireless service has increased more than one thousand
percent (1000%) in the past decade, from approximately 11 million American using
wireless services in 1992 to over half of all Americans today. As of December 2003,
statistics indicated that there are more than 158 million current U.S. wireless subscribers.
Today there are more than 183 million who use wireless service to stay connected to
family, conduct business, talk to friends and most importantly, to call for assistance in
emergency situations. Indeed, the ability to reach 911 in an emergency is one of the
most important reasons Americans give for purchasing wireless phones.
Fact: Wireless subscribers across America used 90 billion minutes in 1998. This number
increased to 800 billion in 2003 and topped 1.2 trillion in 2004.
Fact: It is anticipated that by the end of 2005 the majority of 9-1-1 calls in the United States will
be made by wireless callers.
Fact: Wireless text messages have increased tenfold in just two years -from 14 million in
December of 2002 to nearly 14 billion in December of 2004.
We are a mobile society now. From voice, to data, to test messaging and ring tones,
wireless communications is a critical part of how we live today.
Wireless and Emergency Service
More than forty percent (40%) of all 911 calls received today by emergency service
personnel are made from wireless phones. This equals more than 198,000 wireless
phone calls made every day to 911. As a part of the FCC's mandate for E-911, wireless
carriers also are required to locate a call from a wireless phone to an increasingly
accurate geo-location. Currently T-Mobile is working to comply with those
requirements by upgrading its system in order to provide the most precise information
possible to emergency response personnel. We all have become more and more
increasingly aware that time is of the essence during emergency situations.
Siting Practices:
In siting a new installation, a wireless communication provider requires a location that is
technically compatible with the established network. A general area is identified based
upon engineering constraints and desired area of service. Specific locations within that
general area will be evaluated using the following criteria (not necessarily in order of
priority): topography, availability of vehicular access, electrical power and land based
telephone line availability, leasable property, availability of existing of suitable existing
structure or antenna mounting, opportunities to mitigate possible visual impact,
utilizing existing vegetation for screening, zoning that will allow a wireless
communication installation, compatibility with adjacent land uses, least number of sites
to cover the desired area, and greatest amount of coverage potential.
It is T-Mobile's policy to locate wireless communication installations on existing
structures whenever possible to limit the amount of new free standing structures within
a community.
Request and Justification:
T-Mobile customers are complaining of diminished service in this area and have
experienced poor call quality, the inability to make calls, or dropped calls. An
additional site in the proposed location is required in order to enhance the coverage and
meet customer demands for better service.
Height Justification:
T-Mobile has an extensive coverage deficiency in this area that necessitates the proposed
height of 50' to resolve. Were we to lower the facility height, T-Mobiles coverage
solution would inadequately address the service issues we current experience. Our
development course would then alter to require additional facilities in the immediate
area in the near future.
We hope to address not only vehicular service deficiencies but in-building coverage as
well. With the modification in wireless telephony usage by the general public, more and
more individuals rely upon wireless service as their sole telephony solution in the home.
A height reduction would delay our ability to augment T-Mobiles service offering in the
area and potentially inhibit access to the aforementioned services until additional
facilities can be developed and constructed.
Proiect Descril)tion
T-Mobile is proposing to install a new 50' monopole within the existing property fence
line. The monopole will be set in the southeast corner of the property. Also, this
property is set in an industrial park and is surrounded by a recycling plant to the east
and a substation across Parfet Street to the west.
The equipment as well as the monopole will be enclosed by a 6' high chain link fence.
This proposed facility calls for no more that 4 equipment cabinets which are required to
operate the wireless facility.
Compliance to FCC Regulations:
All of T-Mobile's facilities, including this one, meet or exceed the FCC standards for the
cumulative field measurements of radio frequency power densities and electromagnetic
fields.
Adherence to FCC Interference Regulations:
All of T-Mobiles facilities, including this one, comply with FCC regulations prohibiting
localized interference with reception of television and radio broadcasts.
Non-interference of Public Safe Frequencies:
T-Mobile's frequency (Transmit: 1950-1965 MHz, Receive: 1870-1885 MHz) will cause no
interference with any public safety frequencies servicing City of Wheat Ridge and its
residents.
Summary
To conclude, this proposed monopole, which incorporates a wireless facility, allows T-
Mobile to provide enhanced service to its customers in this area. Additionally, this
proposed facility will also accommodate one additional carrier eliminating the future
need of a new free standing structure.
This proposed facility does meet all requirements as established by the City of Wheat
Ridge Municipal Code.
T-Mobile is excited about enhancing its service and infrastructure in order to serve the
residents, visitors, and businesses in City of Wheat Ridge. By providing this service,
communications and safety is increased within the City.
