Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) requires an approved inspection
prior to installation of ANY roof coverings and is require on the entire roof when spaced
or board sheathing with ANY gap exceeding one half inch exists. Asphalt shingles are
required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and
water shield is required. Eave and rake metal is required. A ladder extending 3 feet above
the roof eave and secured in place is required to be provided for all roof inspections.
Roof ventilation is required to comply with applicable codes and/or manufacturer
installation instructions, whichever is more stringent. In order to pass a final inspection
of elastomeric or similar type roof coverings, a letter of inspection and approval from the
manufacturer technical representative stating that "the application of the roof at (project
address) has been applied in accordance with the installation instruction for (roof
material brand name) roof covering" is required to be on site at the time of final
inspection.
Roof inspections for ROOFS OVER 6/12 PITCH: 3rd party inspection will be required, the 3rd
party inspection report will be collected at final roof inspection performed by City of
Wheat Ridge. If report is not available the final inspection will not be completed.

received prior to the date of expiration. An extension of no more than 180 days made be granted at the discretion of the Chief Building
Official and maybe subject to a fee equal to one-half of the originalpermit fee.
3. If this permit expires, a new permit may be required to be obtained. Issuance of a new permit shall be subject to the standard
requirements, fees androcedures for approval of any new permit. Re -issuance or extension of expired permits is at the sole discretion of
the Chief Building Official and is not guaranteed.
4. No work of any manner shall be performed that shall results in a changeof the natural flow of water without prior and specific approval.
5. The permit holder shall notify the Building and Inspection Services Division in accordance with established policy of all required
inspections and shall not proceed or conceal work without written approval of such work from the Building and Inspection Services
Division.

This application is exclusively for new permits for residential roofs and for licensed
contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in
the order they are received and due to the volume of requests, time to process
varies and is subject to change. YOU WILL BE CONTACTED WHEN YOUR
PERMIT IS READY FOR PICK-UP AND WILL BE GIVEN A SPECIFIC DATE
AND TIME WINDOW TO COMPLETE THE TRANSACTION. You will be notified if
your contractor's license or insurance has expired, and you may update those
documents at the time you are issued your permit.
For all other requests:
Homeowners wishing to obtain a roofing permit must apply for the permit in person
at City Hall. Revisions to existing permits (for example, to add redecking) must be
completed in person at City Hall. All other non -roofing permits must be completed in
person at City Hall. The Building Division will be open from 7:30-10:30 a.m.,
Monday through Friday to process these types of requests.

GOLDEN SPIKE ROOFING, Inc. warrants all work for a period of -D years following completion. If insurance proceeds are used to pay for services
rendered contractor may not waive or rebate the deductible, in part or in whole. All work shall be performed in a workmanship like manner and in
compliance with all city building codes and other applicable laws. Contractor may, at its discretion, engage subcontractors to perform work
hereunder, provided individuals are duly licensed to perform said work, and Contractor shall remain responsible for proper completion of this
contract. Contractor is adequately insured for injury to its employees as a result of acts of employees/subcontractors, and Owner agrees to carry
homeowner's and other necessary insurance. Contractor carries commercial liability insurance through the John Brown agency, Farmers Insurance,
they can be contacted at 773-770-2100. Homeowner has a three day right to rescind the contract with no penalties. No down payment is required -
Contractor shall not be liable for any delay due to circumstances beyond its control including weather, disaster, strikes, casualty, or general
unavailability of materials. Contractor shall obtain all permits necessary for said work to be performed. GOLDEN SPIKE ROOFING, Inc. may

City of Wheat Rifte Re- roofing requirements
Permits are required to be obtained prior to commencement of work and displayed in a location
visible from the street. Work initiated prior to obtaining a permit or without valid City of Wheat
Ridge contractors license will result in the addition of an investigative fee equal to the cost of the
permit and may result in issuance of a municipal summons.
2. Roof decks with spaced or board sheathing that are to receive asphalt roofing products or
clay /concrete tiles and that have any gap exceeding %2 -inch shall be required to be overlaid
with panel sheathing such as plywood or OSB that is a minimum of 3/8 -inch in thickness.
Amendment of existing permits is required if the need for installation of sheathing is
discovered after permit issuance and sheathing installation was not previously indicated on
the permit. Inspection of sheathing installation is required prior to installation of any roof
covering materials. Sheathing shall be nailed with nails spaced at a maximum of 6 inches on
center at edges and 12 inches on center in rows not further than 24 inches apart.
All asphalt shingles complying with ASTM D3161 Class F are permissible for use. All asphalt
shingles are required to be nailed with a minimum of six(6) nails per shingle. Asphalt shingles
may not be installed on roofs below 2/12 pitch. Asphalt shingle installations on roofs pitched between
2/12 and 4/12 require installation of two layers of underlayment offset nineteen inches.
4. Ice and water membrane underlayment complying with ASTM D 1970 and extending a minimum
of two(2) feet inside the exterior wall line is required at eaves of all conditioned (heated) structures.
36 -inch wide 90# mineral surfaced rolled roofing or 24 -inch wide galvanized metal is required to be
installed in valleys. Ice and water membrane may not be substituted for rolled roofing or metal as
valley lining.
5. Drip edge flashing is required at all eaves regardless of conditioning. Edge metal is not required on
Rakes.
6. Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec. R806. The installation of ridge
venting requires the installation or existence of soffit venting or a demonstration that the opening
provided in the ridge venting (.75 x the actual opening) is of adequate volume to meet applicable code
requirements.
7. A midroof inspection for asphalt rolled or shingle roof coverings is not required for permits
purchased on or after April 19, 2010. A midroof inspection is required for tile roof covering
installations. When a contractor is listed on the permit, a ladder shall be provided on site and secured
at the time of inspection, and permission to enter the yard is required if the inspector must pass
through a fence or enter the rear yard of the property to access the ladder. Inspectors will not go
through fences or enter rear yards without penmission or when pets are present.
8. A final roof inspection is required to complete and close permits. When a contractor is listed on
the permit, a ladder shall be provided on site and secured at the time of inspection, and permission
to enter the yard is required if the inspector must pass through a fence or enter the rear yard of the
property to access the ladder. Inspectors will not go through fences or enter rear yards without
permission or when pets are present. In order to pass a final inspection on commercial elastomeric
or similar type roofing, a letter of inspection and approval from the manufacturer's agent stating
that "the application of the roof at (project address) has been applied in accordance with the
installation instructions for (roof material brand name) roof covering" shall be provided.
9. If a requested inspection cannot be performed due to inclement weather, the contractor and /or
property owner are responsible for canceling the requested inspection no later than 8:30 a.m. on the
day of inspection. If an inspector arrives to perform a requested inspection that cannot be conducted
and has not been canceled, a re- inspection fee of $60 will be assessed and will be required to be paid
prior to the next inspection.

Case No. WA-02-07 is an application by Loretta Kay Entenman, in caze of Louise A. Martensen, to
request an administrarive variance; a three (3) foot variance from the required thirty (30) foot side yard
setback when abutting a public street. The property is located at 1 Skyline Drive and is zoned
Residential-One (R-1).
Pursuant to Section 26-115 (C) of the Wheat Ridge Code of Laws, the Zoning Administrator is
empowered to decide upon applicarions for a minor variance or waiver (10% or less), without
requirement of public hearing, provided that the following conditions aze met:
1. The variance or waiver does not exceed ten percent (10%) of the minnnum or maximum
standazd; and
2. That the Director of Planning and Development finds that the "findings of fact," as set forth
below, are substantially complied with and support the request; and
3. The Director of Planning and Development has notified adjacent property owners by letter
notice and posting of the site at least ten (10) days prior to rendering his decision, and that no
protests have been received in such ten-day period ; and
4. That no addirional dwelling units would result &om approval of such variance or waiver ; and
5. That the limitations of Charter Section 5.10.1 are not exceeded.
If all the conditions above are met, the Director of Planning and Development may issue an
administrative variance provided the findings of fact below aze met:
Findings of Fact:, The Director of Planning and Development shall decide upon a request for a variance
or waiver, and shall base his decision in consideration of the extent to which the following facts,
favorable to the applicant, have been established by the evidence:
1. Can the property in question yield a reasonable return in use, service or income if permitted to
be used only under the conditions allowed by regulation for the dishict in wluch it is located?
2. If the variarion were granted, wouid it alter the essential chazacter of the locality?
3. Does the particular physical surrounding, shape or topographical condition of the specific
property involved resuit in a particulaz and unique hazdship (upon the owner) as distinguished
from a mere inconvenience if the strict letter of the regulations were carried out?
4. Has the alleged difficulty or hazdship been created by any person presently having an interest in
the property?
5. Would the granting of the variance be detrimental to the public welfaze or injurious to other
properry or improvements in the neighborhood in which the property is located, by, among
other things, impairing the adequate supply of light and air to adjacent property, substantially
increasing the congestion in the public streets or increasing the danger of fire or endangering the
public safety, or substantially diminishing or impairing property values witlrin the neighborhood?
6. If criteria one through five aze found, then would the granting of the variance result in a benefit
or contribution to the neighborhood or the community, as distinguished from an individual
benefit on the part of the applicant, or would granting of the variance result in a reasonable
accommoda6on of a person with disabilities?
This request for an administrative variance meets all applicable conditions as required by Section 26-
115(C) of the City of Wheat Ridge Code of Laws. Staff has not received comments in opposition to
this request &om the surrounding neighbors.
