HomeMy WebLinkAbout06/01/1992 June 1, 1992 CITY COUNCIL STUDY SESSION MINUTES CITY OF WHEAT RIDGE, COLORADO The City Council Study Session was called to orjer by the Mayor at 8 45 p m Councilmembers present Elise Brougham, Kent Davis, Don Eafanti, Phil Edwards, Vance Edwards, Tony FIasco, Ron Selstad, and Bill Shanley Also present City Clerk, Wanda Sang, City Administrator, Robert Middaugh, City Attorney, John hayes, City Treasurer, Jim Malone, Director of Planning, Glen Gidley, staff, and interested citizens Item 2 Presentation by Alan Feinstein, Executive Director of Jefferson County Housing Authority Robert Middaugh introduced Alan Feinstein Mr Feinstein answerej Council's questions and concerns--properties are inspected annually unless there has been a complaint, program depends on the market, program has pretty much ended at this time due to the market, Section 8 program finds a landlord who is willing to take part in this program, client pays 30% of their adjusted income as rent, Housing Authority pays the difference in the form of a check to the landlorj the first of every month, tenant also gets a utility allowance Gut of the 1b6 Section 8 Rental Assistance units in Wheat Ridge 96 are families, 45 elderly, 25 handicapped There are also 32 multi family projects, primarily occupied by senior citizens and developmentally disabled persons He updated Council on some future plans--Hope 3 Program- help people become economically self-sufficient, buy ho~es from Housing Authority Comprehensive Improvement Systems Program--money spent on upgrading property Jeffco Self Sufficiency Council--job training, social services, coordinate efforts to get people off system Help frail elderly to stay in their apartments or homes Community Development Block Grant program Item 1 Discussion of Small business Loan Program Robert ~:iddaugh presented the proposal attached to the agenda Kelso Kelley, President of Vectra Banks of Wheat Ridge and Lakewood was present and went through the proposal and answered Council's questions Vance Edwards asked for consensus that the Mayor sign a letter of intent that would allow City staff and the Wheat Ridge banking community to proceed to develOp additional details regarding the implementation of this program Hopefully this would allow during this specific stage also to allow people on Council to have input at that level and to have formal City Council approval for a more detailed partnership funding program that would be granted by City Council on completion of the program Consensus was 6 in favor Mr Hayes asked for an Executive Session under Section 5 7(b)(1) EXECUTIVE SESSION WAS HELD.
