In accordance with the Building Division's document retention policy, the associated plans and/or other documents are scheduled for disposal. We are writing to offer you an opportunity to retrieve those approved plans and/or documents prior to their disposal by the Building Division. The plans and/or documents are available for retrieval for a period of 20 working days (4 weeks) from the date of this letter — September 9th — and must be retrieved in person at the Building Division offices. This letter must be presented at the time of retrieval of the plans and/or documents. Plans and/or documents available for retrieval CANNOT be mailed and plans and/or documents will NOT be available for retrieval after the expiration of the retrieval period. Two gradation analysis tests and Atterberg limits tests were conducted to evaluate grain size distribution and plasticity of selected samples. One water soluble sulfate test was conducted to determine the potential reactivity of the soil with cement. Laboratory test results are presented in Table 1 and Appendix A. 6. SUBSURFACE CONDITIONS Cesare's borings indicate the subsoil, in general, consists of clay, clayey sand, and sand overlying claystone bedrock. The clay is described as sandy, soft to stiff, very moist to wet, slightly calcareous, with occasional rootlets, and brown to gray in color. The clayey sand is described as medium dense, wet, and brown to gray in color. The sand is described as with occasional gravel, with clay, with clayey lenses, medium dense, wet, and brown in color. The claystone is described as hard, moist, weathered, and calcareous at surface, and gray to greenish brown in color. Claystone bedrock was encountered at depths of 35 feet. Groundwater was measured at a depth of 5 feet in Boring B-1 at the time of drilling. For safety purposes, boring was backfilled at the completion of the study, preventing additional measurements. A more complete description of the subsoil and groundwater is shown in Figure 2. These observations represent conditions at the time of field exploration and may not be indicative of other times or other locations. Groundwater can be expected to fluctuate with various seasonal, irrigation, weather conditions, and with the water level in North Henry Lee Reservoir. 7. GEOTECHNICAL DISCUSSIONS Onsite subsurface material consists of clay, clayey sand, and sand overlying claystone bedrock. Swell/consolidation tests were performed on the onsite soil encountered. The tests indicated a consolidation potential of 0.0 to 0.1% swell for the clay, which is considered low. Penetration testing indicated that the clay material near slab and foundation elevations is soft to stiff. Groundwater was measured at a depth of 5 feet in Boring B-1 at the time of drilling. It is Cesare's understanding that the foundation details for the existing residence are unknown. Based on the conditions previously described, an appropriate foundation for the structure would be spread footings bearing on stabilized native material. Difficulties during construction due to groundwater are expected at this site. Recommendations are discussed in more detail in following sections of this report. 8. FOUNDATION RECOMMENDATIONS The proposed structure addition should be founded on conventional spread footings and/or isolated pad footings bearing on stabilized native soil below frost depth and below any existing manmade fill. Soft subgrade will likely be encountered prior to placement of footings. Soft subgrade should be stabilized. Cesare anticipates that the use of 1-1/2 inch maximum washed angular rock into the soft subgrade will suffice to provide a stable working platform in order to place f otir�_ A fr t depth of 36 inches should be assumed for this area (IBC, 2015). Continuous footings should have a minimum width of 16 inches and isolated pad type footings should have a minimum dimension of 24 inches. The following design criteria should also be observed: a) Using the soil pressure recommended above, Cesare estimates the maximum settlement for the structure addition will be on the order of 1 inch, with differential settlement equal to the total. Footings should be proportioned as much as practicable to minimize differential settlement. b) Continuous concrete foundation walls should be designed with steel reinforcement to span a localized settlement or heave over a distance of 10 feet. c) All loose or disturbed bearing soil or existing manmade fill should be removed beneath the footings. d) Excavation for the new addition should not undermine the existing foundation system. We recommend new excavations not intersect a line drawn on a 45 degree angle down and away from the bottom edge of the existing foundation system. e) All footing excavations should be inspected prior to concrete placement to determine if bearing conditions are consistent with those assumed to develop our recommendations. The proposed addition will be adjacent to an existing structure. There is the possibility of differential settlement when this occurs, especially when the original structure has existed for years. We recommend that structural details allow for the maximum expected settlement between the existing structure and the addition. 9. FLOOR SLABS The natural sandy soil exhibits zero swell potential. Concrete slabs placed on this material or on properly placed structural fill comprised of this material do not require special considerations. 10. STRUCTURAL FILL SOIL Where fill soil is necessary, the suitable onsite inorganic soil may be used for structural fill beneath slabs and footings. The fill material beneath slabs and footings should be placed in 6 inch maximum, loose lifts within 2% of optimum moisture content for sand material (AASHTO Classification A-1 to A-2-4 and A-3 to A-5) and within 0% to 3% above optimum moisture content for clay material (AASHTO Classification A-2-6, A-2-7, A-6, and A-7), and should be compacted to at least 95% of standard Proctor density according to ASTM D698. All topsoil, existing manmade fill, frozen material, and soil containing organic material should be removed beneath structural areas prior to placement of fill or concrete. When placed, fill should be free of frozen and organic material. 11. SURFACE DRAINAGE The following drainage precautions should be observed: a) Backfill around the exterior and interior foundation walls should be moistened within 2% of optimum moisture content and compacted to 95% of standard Proctor density according to ASTM D698 to reduce future settlement. b) The ground surface around the perimeter foundation walls should be sloprilM9$ffi dr0aawa from the structure in all directions using native soil. Concrete and pavement adjacent to structures are recommended to slope at a rate of 2% away from the structure. c) Watering adjacent to the structure should be minimized, as much as practical. If a sprinkler system is installed, the sprinkler heads should be placed so that the spray from the heads, under full pressure, does not fall within 5 feet of foundation walls. d) If lawn edging is used around the exterior of the structure, it should be perforated to prevent ponding of surface water in the vicinity of the backfill soils. e) Roof downspouts and other water collection systems should discharge well beyond the limits of the backfill. Splash blocks should be appropriately placed and maintained. 12. SUBSURFACE DRAINAGE Groundwater was encountered at a depth of 5 feet below the ground surface during this study. Since the structure has no basement, a subsurface drain is not considered necessary for this structure. If below grade construction, such as a crawlspace or basement is considered for this structure, Cesare should be notified to review this recommendation. M EXCAVATIONS Conventional earthmoving equipment should be adequate to excavate the onsite soil. All excavations should be properly sloped and/or braced, and local and federal safety codes should be observed. Slopes and other stripped areas should be protected against erosion. The clay above the groundwater table will classify as a Type B and soils below the groundwater table will classify as Type C in accordance with OSHA regulations. The bottom excavation for the new structure should not undermine existing foundation systems of structures or infrastructure on adjoining properties. New excavations should not intersect a line drawn on a 45 degree angle down and away from the bottom edge of the existing foundation systems or bottom edge of infrastructure. If this condition cannot be met, shoring or staged excavations may be required. 14. LATERAL EARTH PRESSURES Lateral pressures on walls depend upon the type of wall, hydrostatic pressure behind the wall , type of backfill material, and allowable wall movements. Where anticipated wall movements are less than approximately 0.5% of the wall height or wall movement is constrained, lateral earth pressures should be estimated for an "at rest" condition. Where anticipated wall movements are greater than 0.5% of the wall height, lateral earth pressures should be estimated for an "active" condition. Walls backfilled with onsite material should be designed for an equivalent lateral earth pressure of 95 pounds per cubic foot (pcf) for the "at rest" condition and 85 pcf for the "active" condition. Passive resistance of 165 pcf can be used. These soil pressures are for horizontal backfill and no hydrostatic pressures. If these criteria cannot be met, Cesare should be contacted for additional criteria. The purpose of this survey was to identify potentially hazardous friable and non -friable asbestos containing materials (ACM) within the structure located on the Subject Property where renovation activities are contemplated. The structure consists of a 1,587 square foot ranch structure with an 819 square foot walkout basement that was built in 1957. On August 22, 2018 Mr. Patrick Lee, a Colorado State Certified asbestos inspector, performed an asbestos inspection at Subject Property in order to identify potentially hazardous friable and non - friable asbestos containing materials (ACM) within the above referenced building where renovation activities are contemplated. The Colorado Department of Public Health and Environment's (CDPHE) Regulation 8, Part B defines an asbestos -containing material (ACM) as a material containing more than I% asbestos. Mr. Lee performed asbestos bulk -sampling of surfacing materials in a total of fifteen (15) locations in the building where renovation activities are planned. Material samples taken included wall drywall texture, block filler, roof shingle, brick mortar and ceramic tile adhesive and mortar. All fifteen (15) bulk samples were analyzed by Reservoirs Environmental, Inc. (NVLAP #101896). A total of eight homogeneous areas were identified. The laboratory results of the potential ACM sampled at the Subject Property indicate that none of the samples in the structure tested positive for asbestos. As a result no professional abatement activities are required to remove and dispose of the above - referenced material prior to renovation activities. The specific locations for the bulk samples taken are shown in the floor plans for the structure in Figure 1 along with a summary all sample results in Table 1. Asbestos Hazard Emergency Response Act Compliance & Regulatory Standards This survey was performed in accordance with Federal, State and local regulations for conducting asbestos building surveys to meet Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), and National Emission Standards for Hazardous Air Pollutants (NESHAP) requirements. COLORADO AIR QUALITY CONTROL COMMISION (CAQCC) Colorado Regulation 8 definitions and requirements include: Definitions: "'Renovation' means altering in any way one or more facility components. Part 763 (1992), "...requires a minimum number of samples for surfacing materials, thermal system insulating materials, and requires samples in a manner sufficient to determine whether the material is ACM or not ACM for miscellaneous materials. Occupational Safety and Health Administration (OSHA) OSHA definitions and requirements include: Any material that contains over one -percent (1%) of any type of Asbestos is considered Asbestos containing material (ACM) and must be handled according to OSHA and EPA regulations if disturbed. Compliance and Implementation of OSHA 1926.1101 (replaces OSHA 1926.58) is required, as published, no later than October 01, 1995 which requires the Building Owner Methods of Compliance, Respiratory Protection, Hygiene Facilities and Practices for Employees. Communication of Hazards, Housekeeping, Medical Surveillance and the Designation and Training of Competent Persons, including: The Building/Facility Owner (including a lessee) must identify the presence, location and quantity of ACM and/or PACM (presumed asbestos -containing material) at the work site before beginning work. The Building/Facility Owner must notify, (in writing or in person), the presence, location and quantity of ACM or PACM at the work sites to prospective employers whose employees will work in or next to areas with ACM or PACM. Owner's employees who will work in or next to such areas, all employers on multi-employer worksites whose employees will work in or next to such areas, tenants who will occupy such areas, etc. "An employer or owner may demonstrate that PACM (Presumed Asbestos Containing Material) does not contain asbestos by the following: (A)Having an complete inspection conducted pursuant to the requirements of AHERA (40 CFR Part 763, Subpart E) which demonstrates that the material is not ACM; (B) Performing tests of the material containing PACM which demonstrates that no asbestos is present in the material ... the tests, evaluation and sample collection shall be conducted by an accredited inspector." Sampling and Analytical Procedures The inspection and assessment were conducted by an EPA and AHERA accredited Building Inspector qualified by experience, education and training in the recognition of potential ACM and approved bulk -sampling techniques. The asbestos bulk sampling was conducted on suspect ACM with a limited number of bulk samples being collected from within the building where demolition is contemplated. The inspection and assessment were perforined in accordance with Environmental Protection Agency/AHERA recommended procedures. These procedures call for the visual inspection of the area of concern and collection and analysis of representative bulk samples of suspect material. Some minor destructive sampling was conducted. Walls, columns and perimeter pipe chas were not broken into in order to locate and quantify suspect ACM. It should be note that additional ACM might be located in other inaccessible areas. 011 o{ heap R�c{�� SEM — Engineering and Environmental Solutions Residence — 9005 W. 32nd Avenue Page 6 of 7 Asbestos Survey August 28, 2018 Random bulk samples, representative of the suspect asbestos -containing building materials (ACBM) of each homogeneous area (HA), were collected according to the guidelines published as Environmental Protection Agency (EPA) Final Ride: Title 11 of the Toxic Substances Control Act (TSCA), 15 USC, Sections 2641 through 2654 and in compliance with 40 CFR, Part 763. Representative sampling is based on the following criteria: 1. The distribution of the suspect material throughout the HA. 2. The suspect material's physical characteristics and application. 3. Random sampling patterns determined for each HA. Suspect materials sampled and analyzed should be considered to be representative of materials in each HA if: 1. They exhibit similar physical characteristics; and 2. The application of the sampled material can be correlated to the application of unsampled material. Bulk samples collected were analyzed utilizing the EPA's Method for the Determination of Asbestos in Bulk Building Materials (EPA 600/R/116, July, 1993) and the McCrone Research Institute's The Asbestos Particle Atlas as methods references. Analysis of the bulk samples was performed on the "date reported," as listed in the bulk sample analysis report. V. Notes on Report Format Suspect materials alike in appearance and application were sampled as HAs. Suspect materials were divided into three classifications: 1. Surfacing material: sprayed or troweled onto structural building member. 2. Thermal systems insulation: any type of pipe, boiler, tank, or duct insulation. 3. Miscellaneous: other suspect materials, including flooring, ceiling tiles, insulation, and finishing materials. Condition assessments were performed by the accredited inspector at the time of inspection. Condition assessments are listed in the following section. Ratings of "good," "damaged," and significantly damaged" are meant to indicate the overall condition of the material. A material in good" condition has no visible damage or deterioration, or showing only very limited damage or deterioration. A material in "damaged" condition has the following characteristics: - The surface is crumbling, blistered, water -stained, gouged, marred or otherwise abraded over less than one-tenth of the surface if the damage is evenly distributed (one-quarter if the damage is localized). Accumulation of powder, dust or debris similar in appearance to the suspect material on surfaces beneath the material can be used as confirmatorrcteAs-`i1!i'cs:. Accumulation of powder, dust or debris similar in appearance to the suspect material on surfaces beneath the material can be used as confirmatory evidence. Response -action recommendations for asbestos -containing HAs are listed in the section VII. Recommendations may be for more than one HA, if materials are alike. Recommendations are either "general" or "immediate." An immediate recommendation indicates the presence of asbestos greater than 1% within the bulk -sample, or a bulk -sample in the same HA, and should be addressed accordingly. A general recommendation indicates asbestos does not exist greater than 1% within the bulk -sample, or a bulk -sample in the same HA, and no further abatement activities are required for removal of the material. Any sample reporting a "TRACE" amount of asbestos must be considered to be positive for asbestos greater than 1% unless it is analyzed by the point -count method to be less than 1%. VI. Inspector Comments Mr. Lee performed asbestos bulk -sampling of surfacing materials in a total of fifteen (15) locations in the building where renovation activities are planned. Material samples taken included wall drywall texture, block filler, roof shingle, brick mortar and ceramic the adhesive and mortar. All fifteen (15) bulk samples were analyzed by Reservoirs Environmental, Inc. (NVLAP #101896). A total of eight homogeneous areas were identified. The laboratory results of the potential ACM sampled at the Subject Property indicate that none of the samples in the structure tested positive for asbestos. VII. Asbestos -Containing Homogeneous Area Descriptions and Sample Locations The specific locations for the bulk samples taken are shown in the floor plans for the structure in Figure 1 along with a summary all sample results in Table 1. Appendix A provides a detailed summary of laboratory results. VIII. Recommendations As a result of the testing, no professional abatement activities are required to remove and dispose of the above -referenced material prior to renovation activities.
