(A) L¢ndscaping Deftned: A combination of living plants, such as ttees, shrubs, vines, ground cover, flowers, sod or grass; and may include nat- ural features, such as rock, stone and bark; and structural features, including, but not limited to, fountains, reflecting poo]s, artwork, screen walls, fences and benches. Uncontrolled weeds shall not be considered as landscaping; however, maintained natural grasaes and natural flowers may be con- sidered as landscaping. Sidewalks, whether paved or gtavel, which serve as functional links between parlring azeas and main structures, or which serve as general public assess routes around a main structure, or between Supp. No. 5 a main structure and a public street or alley, shall not be counted as landscaping. Other sidewalks or paths which serve as casual access to or through landscape areas may be counted a nonliving land- scape features. (B) Landscape Plarz: A landscape plan is re- quired to be subtnitted with the required building permit or development plan for all institutional, _ multi-family, commercial and industrial develop- ment, redevelopment, addition or change in use. Said plan shall be approved by the director of pian- ning and development in conjunction with the city arborist. (C) L¢ndscape Are¢ Requirements (1) Any combination o£ two (2) or more of the following: grass, flowers, shrubbery, decid- uous and coniferous trees, which shall be maintained in an orderly manner, and, in addition, any combination of bark, rock or ornamental object not exceeding twenty (20) percent of the landscaping area may-be used. In no event shall variances be ap- proved which reduce living materials to less than fifty (50) percent of the total land- scaped azea. The intent of permitting vari- ances is to allow for well-designed xeriscape (low water use) planting design. Coverage shall be detemrined for the projected growth a£ter two (2) full growing seasons. (2) If the lot azea used for pazking is placed between the public right-of-way and the structure(s), a screening of the parking azea shall be established between the right- o£ way and the parking area. This view- obscuring screen shall be at least thirtysix (36) inches but not to exceed fortytwo (42) inches tugh and may be composed of live plantings, berms or artificial structures as approved by the plannuig division. The term "substantially altered" means that the value o£ remodeling excess fifty (50) percent of the value of the building prior to such improvements. (6) In all districts, any azea of the lot not cov ered by building, parking, walkways, storage or display area, must be landscaped. (D) District Requirements: (i) Single- and two-family residential uses: (a) One (1) street tree per seventy (70) feet (or portion thereofl of street frontage to be placed within the front setback prior to issuance of the certificate of occu- pancy. This should not be construed to mean trees placed seventy (70) Feet on center. (b) No less than twenty-five (25) percent of the gross lot area and no less than fi£ty (50) percent of the front yazd, shall be landscaped.
