The subsurface study was conducted for the purpose of developing foundation recommendations. The project site is shown on Fig. 1. The study was conducted in accordance with our proposal P19-144 dated May 13, 2019. A field exploration program consisting of drilling one exploratory boring was conducted to obtain information on subsurface conditions. Material sam- ples obtained during the field exploration were tested in the laboratory to de- termine the classification and engineering characteristics of the on-site soils. The results of the field exploration and laboratory testing were analyzed to develop foundation recommendations and allowable bearing pressures. The results of the field exploration and laboratory testing are presented herein. This report has been prepared to summarize the data obtained during this study and to present our conclusions and recommendations based on the proposed construction and the subsurface conditions encountered. De- sign parameters and a discussion of geotechnical engineering considerations related to construction of the planned garage are included in the report. 0.2 Proposed construction It is our understanding that the planned garage will be a one-story wood structure. Foundation loads are expected to be light as is typical for this type of construction. If the design varies from the project description above, the recommendations presented in this report should be reevaluated. 0.3 Site conditions At the time of our field investigation, the site had an existing one-story house founded on a crawlspace. The site was fully landscaped with lawn, shrubs, and mature trees. The site sloped slightly from south to north with a change in elevation of approximately 1 foot. 0.4 Field exploration The field exploration for the project was conducted on May 22, 2019. One exploratory boring was drilled at the location shown on Fig. 1 to explore the subsurface conditions. The location of the exploratory boring was determined by Hollingsworth Associates personnel based on site access conditions. The boring was advanced through the soils with a 4 -inch diameter con- tinuous flight auger. The boring was logged by a project engineer. Samples of the subsurface materials were taken with a 2 -inch I.D. spoon sampler. The sampler was driven into the various strata with blows from a 140 -pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D-1586. Penetration resistance values, when properly evaluated, indicate the relative density or consistency of the soils and bedrock. Depths at which the samples were taken and the penetration resistance values are shown on the Log of Exploratory Boring, Fig. 2 with a legend and notes shown on Fig. 3. Measurement of the water level was made in the boring by lowering an iU1-scope into the open hole shortly after completion of drilling. 0.5 Laboratory testing The samples obtained from the exploratory boring were examined and visu- ally classified in the laboratory by the project engineer. Laboratory testing included standard property tests, such as natural moisture content (ASTM D-2216), dry unit weights, grain size analysis (ASTM D-422), and liquid and plastic limits (ASTM D-4318). Swell -consolidation tests (similar to ASTM D-2435) were conducted on two samples of the upper soils and one sample of the weathered bedrock to determine the compressibility or swell charac- teristics under loading when submerged in water. The percentage of water soluble sulfates was determined in general accordance with "Standard Meth- ods for the Examination of Water and Wastewater, 15th ed.", for one selected sample. Results of the laboratory testing are shown on Figs. 4 through 7 and summarized in Table I. The laboratory testing was conducted in general accordance with applicable ASTM standards. 0.6 Subsurface conditions The subsurface conditions at the site, as indicated by exploratory boring B- 1, consisted of 12 inches of topsoil, and 14 feet of stiff to very stiff sandy to very sandy clay which occasionally grades into a very clayey sand overlying firm weathered claystone/sandstone for the depth drilled, 21 feet. Free water was encountered in the exploratory boring at depth 21.0 feet at the time of drilling. Gradations of typical samples of the very sandy clay are shown on Fig. 4. The sandy clay possesses a low swell potential with a percent swell ranging from 0.2% to 0.3% and an uplift pressure of ranging from 400 psf to 500 psf when wetted under constant load as indicated by the swell -consolidation test results shown on Fig. 6. A gradation of a typical sample of the weathered claystone/sandstone is shown on Fig. 5. The weathered claystone/sandstone possesses a low swell potential with a percent swell of 1.4% and an uplift pressure of 2,100 psf when wetted under constant load as indicated by the swell -consolidation test results shown on Fig. 7. The laboratory test results are summarized in Table I. 0.7 .Foundation recornmendat ions Considering the subsurface conditions encountered in the exploratory boring and the nature of the proposed construction, we recommend the garage be founded on spread footings bearing on undisturbed natural soils. The, design and construction criteria presented below should be observed for a spread footing foundation system. The construction details should be considered when preparing project documents. 1. Footings bearing on the undisturbed natural soils should be designed for an allowable soil bearing pressure of 2,000 psf. 2. Based on one-dimensional consolidation theory, we estimate total set- tlement for footings designed and constructed as discussed in this sec- tion will be approximately 1 inch. Differential settlements across the garage are estimated to be approximately 1 inch. 3. Exterior footings and footings beneath unheated areas should be pro- vided with adequate soil cover above their bearing elevation for frost 3 protection. Placement of foundations at least 36 inches below the ex- terior grade is typically used in this area. 4. The lateral resistance of a spread footing bearing on undisturbed nat- ural soils will be a combination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the footing. Resistance to sliding at the bottoms of the footings can be calculated based on a coefficient of friction of 0.35. Passive pressure against the sides of the footings can be calculated using an equivalent fluid unit weight of 200 pcf. The coefficient of friction and passive pressure values recommended above assume mobilization of the ultimate soil strength. Suitable factors of safety should be included in the design to limit the strain that will occur at the ultimate strength, particularly in the case of passive resistance. 5. Continuous foundation walls should be reinforced top and bottom to span an unsupported length of at least 12 feet. Areas of loose material encountered within the foundation excavation should be removed and the footings extended to adequate natural bear- ing material. As an alternate, the loose material may be removed and replaced with non -expansive fill material compacted to 100% of the maximum standard Proctor (ASTM D-698) density within 2 percent- age points of the optimum moisture content. New fill should extend down from the edges of the footings at a 1 horizontal to 1 vertical projection. 7. A representative of the soil engineer should observe all footing excava- tions prior to concrete placement. 0.8 Floor slabs The natural on-site soils, exclusive of topsoil, are suitable to support lightly to moderately loaded slab -on -grade construction. To reduce the effects of some differential movement; floor slabs should be separated from all bearing walls and columns with expansion joints that allow unrestrained vertical movement,. Floor slab control joints should be used to reduce damage due to shrinkage cracking. We suggest joints be provided on the order of 15 feet on center. The requirements for slab reinforcement should be established by the designer based on experience and the intended slab use. 0.9 Water soluble sulfates The concentration of water soluble sulfates measured in a sample obtained from the exploratory boring was 0.05%. This concentration of water soluble sulfates represents a negligible degree of sulfate attack on concrete exposed to these materials. The degree of attack is based on a range of negligible, posi- tive, severe, and very severe as presented in the U.S. Bureau of Reclamation Concrete Manual. Based on this information, we believe special sulfate resistant cement will not be required for concrete exposed to the on-site soils. 0.10 Surface drainage The following drainage precautions should be observed during construction and maintained at all times after the garage has been completed. 1. Excessive wetting or drying of the foundation excavations and under - slab areas should be avoided during construction. 2. Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard Proctor (ASTM D-698) density in pavement areas and to at least 90% of the maximum standard Proctor (ASTM D-698) density in landscape areas. 3. The ground surface surrounding the exterior of the garage should be sloped to drain away from the foundation in all directions. We recom- mend a minimum slope of 6 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in paved areas. 4. Roof downspouts and drains should discharge well beyond the limits of all backfill. 5 0.11 Limitations This report has been prepared in accordance with generally accepted soil and foundation engineering practices in this area for use by the client for design purposes. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory boring drilled at the location on the exploratory boring plan and the proposed type of construc- tion. The nature and extent of subsurface variations across the site may not become evident until excavation is performed. if during construction, fill, soil, rock, or water conditions appear to be different from those described herein, this office should be advised at once so reevaluation of the recom- mendations may be made. The inspection was limited to those areas that were visually and physically accessible. The inspection was not a risk assessment, physical inspection of systems, structure, or components of the subject property, as it relates to their serviceability. The inspection was performed in accordance with the Standards of Practice of the Colorado Regulation 8 Part B in effect at the time of this Inspection. This inspection is not intended to be technically exhaustive. The Inspector has prepared this written asbestos Inspection Report for the sole use and benefit of the client. The asbestos inspection report shall identify, report, and make recommendation for future evaluation. Client agrees to read the entire asbestos inspection report when received and shall promptly call the inspector with questions or concerns regarding the report. The use of this report and information contained herein by others, in whole or in part, is not authorized without the written mutual consent of the client and Element Building Sciences (EBS). Purpose and Scope The purpose of this inspection was to conduct a visual asbestos inspection and to collect necessary samples in order to determine the presence or absence of asbestos within the subject property in the affected areas only. The scope of this report included a visual inspection of all affected rooms and/or areas throughout the subject property for visible suspect ACM (asbestos containing materials). This does not include any materials that were covered or hidden by walls, structures, carpeting, wood flooring, multiple layers, wallpaper, texturing, etc. However, the Inspector made every reasonable effort to access and identify all suspect ACM. Bulk asbestos samples were randomly collected from homogenous areas of suspect ACM by the above named Inspector, an EPA/State of Colorado Certified Asbestos Inspector. Homogenous areas are defined as any area with the same material, texture, and color. If any of these variables differs between materials or if for any reason the inspector feels the materials might be different in any respect (such as materials being installed at different times even though they appear similar), separate sets of samples must be taken from each homogenous area. Representative bulk samples were taken from similar materials but this does not guarantee that materials of similar appearance are of the same composition. Even similar materials are subject to uneven mixing and distribution and random sampling can miss ACM. EBS used reasonable diligence and its professional judgment consistent with industry standards in order to identify all suspect ACM. Performance of this asbestos inspection is intended to reduce, but not eliminate, uncertainty regarding the presence of ACM in connection with the above referenced property. No guarantee: EBS cannot be held accountable for restrictions placed on us by the client, conditions or information that remained unknown, or areas that were inaccessible at the time of the inspection. Bulk Samples were analyzed by Polarized Light Microscopy (PLM) in general compliance with guidelines established by the US EPA (40 CFR Part 763, Subpart F, Appendix A). Asbestos concentrations were visually estimated and/or point counted by the laboratory and reported in percent for each layer of the sample. The assessment was executed in accordance with the authorized scope of work. If the scope of work is changed, the inspector must be informed and an addendum made to this report. This report is solely a record of activities, observations, analytical results, and recommendations performed to date. Regulatory Review EPA and the Colorado Department of Public Health and Environment (CDPHE) regulate all building materials that contain greater than 1% asbestos as determined through PLM Analysis. OSHA regulates all building materials that contain smaller amounts of asbestos (even trace concentration as determined by PLM analysis). EPA and CDPHE Regulation No. 8, Part B, requires that suspect ACM in buildings built prior to 1988 be assumed to be asbestos or an inspection be conducted prior to demolition or remodeling activities that could disturb ACM. However, with the North American Free Trade Agreement in effect and trade with countries such as Canada, Mexico, and China, it can never be determined that a material is not asbestos containing (even if it was produced after 1988) unless it is tested by a certified state inspector. The EPA and CDPHE require all friable and non -friable ACMs in the affected area(s) be removed prior to renovation activities that may disturb the ACM, and all friable ACM must be removed prior to demolition. Removal or management of regulated ACM is only required if they may be damaged or disturbed during remodeling, demolition, or burning. In some circumstances, "point count" analysis is required for bulk samples previously analyzed by PLM. Point counting is a more detailed means of analysis than standard PLM. Federal and State agencies define ACM as materials containing greater than 1% asbestos. The NESHAP regulation requires that if standard PLM analysis determines that a sample contains less than 10% asbestos, the material must be considered asbestos containing or be point counted. Even if the sample is less than 1% by standard PLM, the material either has to be assumed to be ACM or point counted. If the point counting analysis is different than the PLM analysis, the point counting results take precedence over the PLM. If standard PLM analysis determines that a material has no asbestos or that the material contains greater than 10% asbestos, point counting is not necessary. Background E The inspector was called to the subject property by Nathan Miles from NM Construction. Mr. Miles explained his company had torn down an attached garage and disposed of the materials in a dumpster F still on site. Mr. Miles was concerned about potential asbestos content of the building materials that were disturbed.
