ORDER The City of Wheat Ridge Building Official has deternuned the building referenced above to be a Dangerous Building and to constitute a health hazard if occupied, as more fully stated above. Pursuant to Code occupancy shall be permitted until all issues aze brought up to code and are inspected by the City of Wheat Ridge Building Department. This is therefore required in order to protect life, health and safety of the public. Upon visiting the residence and perfonning a visuat inspection the following facis aze evident: • The residence is a ranch style home with a fuli basement and an addition on the west where the attached garage had originally existed. • The basement has been partially finished. A portion of the sheetrock on the south wall was xemoved to exaznine the foundaiion wa11. The basement construcdon was ttot pzoperly floated when it was performed. The south basemeat wall is severely deflected inward, with tlie wall staying in- plane and structurally intact but rofating 7 inches inward ai the top ofthe wall over the 87 inch, height of the wall through approximately the middle 50 feet of the approximately 60 foot long wall. The plate beneath the framed wall above is partially to completelq off the wall throughout its 60 foot length and the wall supports the 2X10 floor joists rather than the wall plate in places. The east and north basement walls are bowed inward significantly at mid-height across close to the entire length of each wall. The plate beneath the framed wall above is partially to completely off the wall on the east wall and couid not be discemed on the north wall due to paneling. The paneling covering the north wall is visibly significantly bowed and the wall had I inch diagonal cracks where it was visible at the basement window at mid-wall. • The 2x10 floor joists on the south halfof the basement have been shored with a 4X6 timber spanning 12'-10" supported by steel columns set direcfly on the basement slab. The beam is visibiy deflected and cracked longitudinally_ The original.span of the 2X14 joists be£ore the south wa1L rotated was approximately 14'-10" before the shoring was placed. • The basement slab has heaved approximately 2 inches in the center and has perpendictilaz cracking at 4 to 6 foot intervals aeross its entue length. • Doorways and window frames on the first floor are noticeably skewed or racked thmugh the residence. • The entire residence has nutnerous cracks parallel to the ceilinglwall and walUwall adjuncts throughout the drywall of the walls and ceilings in all rooms of the residence with the exception of the aforementioned addition. None of the cracks exceed 1/8 inch in width, but the failure path of all cracks extend across the entize wall. • 1'he addition walls have been floated during construction, but the float space has been incrementally closed as the walls near the middle of what appears to be the original garage slab. • Uncompacted soil has been placed upon the original landscaping in an appazent attempt to create positive drainage to the south and east of the residence. The added soil reaches above the bottom of the siding and is causing rot in wood and siding members. The uncompacted soil is very moist to wet in atl locations. There are small sinkholas in three locations along the south wall. • Porch columns of the framed but mmcovered porch to the south of the residence have been set directly into the soil and aze skewed and tilted, affecting the structttre of the framed roof. ~s~u ,-'r~ '~~"~rxi~s+ 9~k ~ ~ ~ The evidence abuve is consistent with damage associated with swelling clay soil infiltrated with water. The rotation and bowing of basement walls, the cracking throughout the drywall, and the attempt to create positive drainage all lead to the above conclusion. Because of the extent of the movement and the lack of proper support for the framed wa11s ofthe residence, the residence is considered unsafe for normal occunancv and therefore uninhabitable. Whiie the residenca does not appeaz to be at risk of immediate catestrophic failure, its behavior is unpredictable and fixrther degradation of the sinicteual integrity of the residence is probable, particulazly in the event of heavy precipitaiion or excessive floor loading. It is also highly likely that some of the partially finished area of the basemeat was constructed as an attempt to cover the displaced walls. The movement of the basement wa11s most likely created a beazing capacity that the first floor partition wall was not designed to carry. Ttus would explain the attempt to shore the floor joists with the 4X6 beam. It should be noted that the 4X6 beam is overspanned for the design load, that the columns aze improperly placed on the basement slab, and that the original conshuction of 2Xi0 floor joists and 16 inches on center over 14-10" is structurally inadequate, making the oxigina] j oist placement and fhe shoring beam with steel colununs structuralIy inadequate. The attempt to create positive drainage with the addition of soil neaz the perimeter of the residence actualty appears to have created a worsened condition than previously had existed. The uncompacted soil will ailow moish►re to readily percolate and will create a cover that would enhance the ability of the soil below to retain moisture, and the moist soil has damaged wood and siding memhers that were not designed to be in contact wiYh soil. There following remedial steps may be used to return the residence to habitability and allow the residence to aclveve an appreciahle design life: 1) Walls shall at a mnumum be properly laterally supported, and ideally would he retumed to close to plumb using lateral bracing. This can be aclueved by the placement of a lateral force resisting system such as helical anchors placed horizontally or by excavation and piacement of structurally integrated counterforts. 2) Wall plates shall be properly and completely supported. This couLd be accomplished by retuming the basement walls to plumb or by a haunch mechanically attached to the laterally supported basernent wall. 3) Landscaping shail be performed in compliance with code such that positive slope is created at a11 locations around the residence and surface water properly channeled into natural dzainage patterns away from the foundation, and also so that no soil is allowed to be in contact with surfaces which are not compatible with soil. Once the aUove repairs are affected, cosmetic remediarion of ihe residence may be safely performed.
