The central campus for the agency in Wheat Ridge is scheduled to close by June 30, 1995. Ridge has owned and operated 14 state funded group homes since 1980. These are eight bed homes that were built in the west metro communities of Lakewood, Westminster, Arvada, Broomfield, and Denver. These are beautiful, well maintained homes that have been well integrated into the community. Ridge is currently leasing seven privately owned homes in the West Denver metro area for use as 4& 6 bed residential facilities. The people that are presently living in the eight bed, state owned homes, have started moving into 4 and 6 bed homes that the state is leasing from private parties. The state owned homes are being remodeled to accommodate the people that live on the central campus as it closes. The people moving from the central campus are more physically and medically involved and require adaptations to the living environment to meet their needs. The state owned homes are currently being remodeled in anticipation of the central campus closure. The privately owned homes that the state is leasing, serve as residences for ambulatory people that have lived successfully for years in 8 bed group homes. They are looking forward to the opportunity to live in smaller 4 and 6 bed homes that offers more privacy and individualized attention. The home is an excellent, residential facility. The people that would live there are in full day program Monday through Friday away from the home. They participate in community outings and activities during the evening and on weekends. These people are developmentally disabled (retarded) and some have difficulty walking without assistance. They are not criminal offenders, violent or aggressive, and pose no threat or danger to the community. There will be 24 hour a day direct supervision for the people living at the group home. Staff coverage is provided in three working shifts. The A.M. shift is from 6:00 am to 3:00 pm, the afternoon shift is from 3:00 pm to 11:00 pm, and the night shift is from 11:00 pm to 7:00 am. There will be two staff on duty dunng the A.M. and afternoon shifis, and one person during the night shift. Staff do not live at the home, the night shift is awake and does much of the cleaning. The direct contact staff are all licensed by the State Board of Nursing and have completed extensive training programs. They are classified as Licensed Technicians and complete refresher training classes yearly. The staff assigned to work at the home will generally be the same people daily, they are familiar with the people and their program. We have very little staff turnover and all staff are full-time employees. The agency has contracted with a private lawn care service to maintain the yard on a weekly basis. The agency provides maintenance to the home that will keep the interior and exterior in good repair. There will be no modifications to the interior or exterior of the home. Nothing will be added that would distinguish the home from others in the neighborhood. There will be one, unmarked, van used to transport people that live at the home. There will be two staff cars parked at the house, but no modifications to the property will be made for additional parking. The agency has been in contact with the Wheat Ridge Department of Planning and Community Development and were provided a copy of the Wheat Ridge Ordnance pertaining to group homes for the developmentally disabled. The Wheat Ridge Building Department has inspected the home and made recommendations. The fire detection and notification system will be in compliance with the Wheat Ridge Fire Department, and plans for the fire system have been submitted for approval. The Colorado State Health Department will aiso inspect and iicense the nome prior to occupancy. This home will provide an excellent community integrated living opportunity for people with developmental disabilities. We have demonstrated that we are good neighbors and have not created problems for others. Many issues that are sometimes problems for neighborhoods related to alcohol, drugs, domestic violence, property damage, and after hour disturbances, have not been an issue with the group home programs. We have proven to be responsible neighbors that respond to any concerns from the neighborhood. The property values in neighborhoods where we have owned and operated group homes for over 14 years, has not been adversely affected. We are asking for the opportunity to demonstrate that the people that we serve are valued and responsible citizens. DESCRIPTION: The Silent Knight Model 5207 is an all-in-one fuseless local fire evacuation con(rol panel and digital communicator designed for applications requiring manual fire alarm, automatic fire alarm and water flow (or sprinkler system supervision. The basic unit o(fers fire alarm for one to eighl zones, expandabie to 16 with the optional 5210 expansion module. It is compatible with both two- and four-wire smoke detectors. Compact, easy to instali and service, it delivers 1he fealures you'd expect (o (ind in (ire systems costing much more. During normal operation, the 5207 constanlly checks smoke and othersensing devices for (ire conditions. II also conducts system checks to determine if any troubles, or 5207 system problems, exist. If the 5207 encounters a fire or trouble condition, it sends a report to a central monitoring station (if applicable), and, rypicaily, sounds an audibie/ visual warning in lhe local area. The 5207's microprocessor constantly runs programs to check inputs and carry out other routine functions. If the pro9ram ever stops running, a watchdog circuit wili detect it and reset microprocessors to resume normal operations. The Model 5207 conduc(s an automatic self-test every 24 hours-at a time you select-and sends a report to the central slation (il applicable). Remote programming can be accomplished through the use of 5521 programmer and 5530 modem, or lhrough the use of an IBM or compatible personal computer and the Model 5541 Downloading Software (requires Uie Modei 5530 Downloading Modem). More than 60 programmable oplions are available for customizing system configurafions and end-user features, including zone rype (fire, panic, tamper, sprinkler, water, hcat,cold, locai);zoneoptions(pre-alarmdelayed,smoke verificalion delayed, zone disable); and zone localion descriplions. It features dual seven-segment dispiay and 14 uniquely assigned tunction keys. Remote annunciation is available through the Model 5230. This four-wire, 16-zone remote annunciator is easy to operate. Heat detectors are available in 1350F and 200°F temperature ratings Rate-of-rise detects heat by quickiy responding to rapid temperatur2 increase. Rate-of•rise units have wide spacing allowance of 50-toot centers. See Specification Table for details. Fixed temperature reacts to heat by responding to a specific temperature setting. Series 600 Detectors use the same reliable pneumatic rate-of-rise element used in iormer modeis, but offer added aesthetic appeal. The pneumatic rate-of-rise element responds to a rapid nse in temperature, approximaiely 15°F. (8°C) per minute, by expansion of air within the sealed chamber faster than it can escape through a calibrated vent. The resultant increase in pressure depresses the diaphragm, causing the electrical contaa to close the circuit. The fixed temperature element uses a fusible ailoy. When activated, the eMernal heat coltector drops away to provide quick visual confirmation that the element has operated. The units protrude only 1% inch from the ceiling surface wrtli a junCtion box mounting. They have pleasing contours and an all-white finish that conforms to ceiling aestnetics. lnstatlation Each detector includes a patented reversible mounting plate. In one position, it easily attaches to 4" junction box, 3%" octagon box or plaster ring. In reverse, the plate can be used tor open wiring without a junction box. A%' space between detector and mounting surface allows for wire conneclions. AII mounting screws are concealed. The deteaor simply attaches to the mounting plate with a push and twist molion. No tools required. Mounting plate is molded of white self-extinquishing thermoplastic rated at 105°C. The plate is extremely strong yet adapts to uneven mounting surfaces. The model RA400Z & RA400ZA remote annunciator are polarized devices designed for both conventional and intelli- gent applications. They have been designed using an active current regulator so that the maximum current required from the system is 7mA when the input voltage is within the specified voltage range.
