T'he purpose of this appendis is to establish minimum s[andazds of safety for the consVUCtion and use of air-supported, air-inflated and membrane-covered cable or frame structures, collectively known as membrane structures. 3111.2 Scope. The provisions of this appendix shall apply to membrane struc[ures erec[ed for a period of 180 days or longer. Those erected for a shorter period of time shall comply wi[h appli- cable provisions of the Fire Code. EXCEPTION: Water sto:rage facili[ies, water clarifiers, watec nealment plan[s, sewer planls, aquacultuie pond covere, cesidential and agricultural geenhouses, and similar facilitics not uscd for human occupancy need meet only the requiremenis of Section 31122 and Sec- [ion 3115. 3111.3 Definitions. For the purpose of [his appendix, certain terms aze defined as follows: ?.IR-INgI,ATED STRUCTORE is a building where the shape of the structure is maintained by air pcessurization of cells or tubes to form a bazrel vault over the usable area. Occupants of such a structure do not occupy [he pressurized area used [o support the sWcture: AIR-SUPPORT'ED STRUCTURE is a building wherein the shape of the structure is a[[ained by ait pressure and occupants of the structure aze within the elevated pressuie area. Au-supported s[ructures aze of two basic types: 1. Single slrin-Where there is only the single outer skin and the air pressure is d'uectly against that skin. . 2. Double skin---Similar to a single skin, bu[ with an at[ached liner that is sepazated from the outei skin and provides an air space that secves for insulation, acoustic, aesthefic or similaz purposes. A cable-resVained air-suppor[ed structure is one in which the uplift is resisted by cables or webbing that are anchored to eithec founda[ions or deadmen. Reinforcing cable oi webbing may be at- tached by various me[hods ro the membrane or may be an integral paz[ of the membrane. This is not a cable-supported structure. CABLE STRUCl'URE is a nonpcessurized structure in which a mast aad cable system provide support and [ension to the mem- brane wea[her batriet and the membrane impar[s s[ruc[ural stabIl- ity to the stmcture. FRAME-COVERED STRUCTURE is a nonpressurized building wherein the structure is composed of a rigid framework to support tensioned membrane that provides the wea[her barrier. MEMBRANE is a thin, flexible, impervious material capable of beiag supported by an air pressure of 1.5 inches of wa[er col- umn (373 Pa). NONCOMBUSTIBLE MEMBRANE STRUCTURE is a membrane structure in which [he membrane and all component parts of the structure are noncombustible as de£ned by Sec[ion 215. TENT is any stmctuie, enclosuie or shelter constructed of can- vas or pliable ma[erial suppoRed by any manner excep[ by air or the contents it protects. SECTION 3112 -TYPE OF CONSTRUCTION AND GENERAL REQUIREMENTS 3112.1 General. Membrane structures shall be classified as Type V-N consWction, except that noncombustible membrane structures may be classified as Type II-N wnstruction. EXCEP'PION: A noncombustible membrane structure used ex- clusively as a roof and located more than 15 feet (7620 mm) above any floor, balcony ox gallery is deemed to comply with the coof construc- tion requiiements foi Type I and Type II fire-cesis[aat construction, provided that such a structure compties wi[h [he requirements of tUis section. 3112.2 Membrane MateriaL Membranes shall be either non- combustible as defined by Sec[ion 215, or flame retazdan[ con- focming to UBC Standard 31-1, which is a part of [his code (see Ghapter 35)! Except as o[herwise specifically required by this section, membrane structures shall meet all applicable provisions of this code. Roof coverings s6all be fire retardant. EXCEPTION: Roof coverings for Gmup M, Division 1 Occupan- cies not exceeding 1,000 squaze feet (93 m2) in azea need no[ be £ue re[azdant. 3112.4 Allowable F7oor Areas. The azea of a membrane struc- Nre shall not exceed the limits set for[h in Table 5-B, except as provided in Section 505. 3112.5 Maitimum HeighL Membrane structures shall not ex- ceed one story and shall not exceed the height limits in fee[ (mm) set forth in Table 5-B. EXCEPTION: Noncombustible membrane sWC[ures serving as roofs only. SECTION 3113 - INFLATION SYSTEMS 3113.1 General. Air-suppoRed and air-inflated s[ruc[uces shall be provided with primary and auxiliary inflation systems to mee[ the miuimum requirements of this sec[ion. 3113.2 Equipment Requirements. The inflaUOn sys[em shall consist of one or more blowers and shall include provisions for au- tomatic con[rol to main[ain the required inflation pressures. The system shall be so designed as to prevent overpressurizadon of the system. In addition to the primary infla[ion system, in buildings exceed- ing 1,500 square fee[ (139.4 mz) in area, there shall be provided an auxiliary inflation system with sufficien[ capacity to maintain the infla[ion of the structure in case of primazy system failure. The auxIliary inflation system shall operate automaflcally if there is a loss of intemal pcessure or should the primary blower sys[em become inoperative. Blower equipment shall meet the following requirements: 1. Blowers shall be powered by continuous rated motors at the maximum power required for any flow condition as required by [he struc[ural design. 2. Blowers shall be provided with inlet screens, bel[ guazds and other protective devices as may be required by [he building offi- cial to provide protection from injury. 3. Blowers shall be housed withiu a wea[ber-protecting s[ruc- [ure. 1-403 APPE3JDIX CHAPTER 31 4. Blowers shall be equipped with back draft check dampers [o minimize air loss when inopera[ive. 5. Blower inlets shall be located to provide protec[ion from air con[amination. I.ocation of inlets shall be approved by [he bufld- ing official. 3113.3 Emergency Power. Whenever an auxiliary inflation system is required, an approved standby poweo-generating system shall be provided. The system shall be equipped with a suitable meaus fot automatically staz[ing the generator set upon failure of the normal electrical service and for automafic [ransfer and opera- tion of all the required elec[rical functions at full power within 60 seconds of such normal service failare. Standby power shall be ca- pable of operating independen[ly for a minimum of four hours. 1997 UNIFORM BUILDING CODE SECTION 3114 - SECTION PROVISIONS A system capable of supporting the membrane in the even[ of de- fla[ion shall be provided in all air-supported and air-inflated s[ruc- tures having an ocwpant load of more than 50 or when covering a swunming pool regardless of occupant load. Such system shall maintain the membrane at least 7 feet (2134 mm) above the floor, seating area or surface of [he water. EXCEPTION: Membrane struc[ures used as a roof for Type I or Type II fire-resistant cons[ruction mus[ be maintained no( less than 25 feet (7620 mm) above flooc or seating areas. SECTION 3115 - ENGINEERING DESIGN All membrane structures shall be s[ructurally designed in accord- ance with criteria approved by the building official and developed by an engineer or azclritec[ licensed by the s[ate to practice as such. 7-404 _ 1997 UNIFORM FIRE CODE 3201 3211.5 ARTICLE 32 - TEMPORARY MEMBRANE STRUCTURES, TENTS AND CANOPIES SECTION 3201 - SCOPE Tents and temporary membrane structures having an azea in ex- cess of 200 square feet (18.6 m2) and canopies in excess of 400 square feet (37.2 mz) shall be in accordance with Article 32. SECTION 3202 - DEFINITIONS 3202.1 General. For definitions of AWNING, T'EMPORARY MEMBRANE STRUCTURE and TENT, see Article 2. 3202.2 Limited Application. For the purpose of Article 32, this term is deSned as follows: CANOPY is a temporary structure, enclosure or shelter constructed of fabric or pliable materials supported by any man- ner, except by air or the contents it protects, and is open wi[hout sidewalls or drops on 75 percent or more of the perimeter. SECTION 3203 - PERMITS For permits [o erec[ [emporazy membrane struc[ures, tents or can- opies, see Section 105, Permit t.l. SECTION 3204 - USE PERIOD Temporazy membrane strucmres, tents and canopies shall be used for a period of not more than 180 days within a 12-month period on a single premises. SECTION 3205-ACCESS, LOCATION AND PARKING effec[s, including sawdus[ when used on floors or passageways, shall be composed of flame-resis[ant material or shall be [reated wi[h a flame re[ardant in an approved manner. See also Sec- [ion 1103. Temporary membrane structures, tents or canopies shall have a permanen[ly affixed label bearing the following information: 1. Identification of [emporary membrane struc[ure, [ent or ca¢o- py, size and fabric or material type. 2. For flame-resis[ant ma[erials, the necessary information to determine compliance with [tus article or Seclion 1103 as applica- ble. 3. For flame-retardant-treated materials, the da[e tha[ the [em- porary membrane structure, [ent or canopy and other combustible ma[erials were las[ treated with an approved flame re[ardant. 4. The trade name and type of flame retazdant utilized in [he flame-retazdan[ treatrnent. 5. The name of the person and firm that applied the flame retazd- ant. SECTION 3208 - PORTABLE FIRE EXTINGUISHERS Portable fire extinguishers shall be provided in accordance with Sections 1002 and 1006.2.7. SECTION 3209 - MAXIMUM OCCUPANT LOAD Occupan[ load requirements shall be in accordance with Sec- tion 250116. 32051 Access. Fire apparatus access shall be provided in accord- ance with Section 902.2. 3205.2 Location and Parking. Tents shall no[ be located wi[hin 20 feet (6096 mm) of property lines, buildings, [emporary mem- brane structures, other tents and canopies, parked vehicles or in- ternal wmbustion engines. For the purpose of determining required distances, suppoR ropes and guywires shall be consid- ered as part of the temporary membcane structure, tent or canopy. EXCEPTION: Separation distance between temporary membcane structures, tents and canopies,nol used for cooking, is not required when [he aggrega[e floor area does not exceed 15,000 square feet (1393.5 m2). . SECTION 3206 - STRUCTURAL STABILITY 3206.1 General. Temporary membrane structures, tents and can- opies and their appur[enances shall be adequately braced and an- chored [o prevent weather related wllapse. Documentation of sWCtural stability shall be furnished to the chief on request. 3206.2 Air-supported and InHated Structures. T'he design and cons[ruction of the fabiic envelope, the method of anchoring, and inflation sys[ems for airvsupported and air-inflated struc[ures shall be in accordance with the Building Code. See UBC Appendiac Chapter 31, Division II. SECTION 3207 - FLAME-RETARDANT TREATMENTS The sidewalls, drops and [ops of temporary membrane structures, tents and canopies shall be composed of flame-resistant material or shall be treated with a flame retazdant in an approved manner. Floor coverings, bunting, combustible dewrative ma[erials and SECTION 3210-SEATING ARRANGEMENTS Seating in temporary membcane structures, tents or canopies shall be in accordance with Section 2501.10. SECTION 3211 - MEANS OF EGRESS 32111 Distribution. Exits shall be spaced at approximately equal intervals around the perimeter of the temporary membrane s[mcture, tent or canopy and shall be located such tha[ all points are 100 feet (30 480 mm) or less from an exit. 3211.2 Number. Every ten[ and temporary membrane structure or usable portion thereof shall have at least one exit and not less than [he number of exits required by Table 3211-A. 3211.3 Exit Openings. Exi[ openings from tents shall remain open unless covered by a flame-resistant curtain, provided: 1. Curtains shall be free sliding on a metal support. The support shall be a minimum of 8 fee[ (2438 mm) above the floor level at the exit.llie cuRains shall be so ananged that, when open, no part of the wr[ains obstructs the exi[, and 2. Curtains shall be of a wlor, or wlors, which contrasts with the color of [he [ent. 3211.4 Doors. Exit doors shall swing in the direction of exi[ travel. To avoid hazazdous pressure loss from air supported struc- tures, such doors shall be automaUC closing against operating pressures. Opening force at [he door edge shall be in accordance with the Building Code. 3211.5 Aisle. Aisles shall be in accordance wi[h Section 1204. 1-75 1997 UNIFORM FIRE CODE $212 3220 iECTION 3212 - MAINTENANCE OF MEANS OF ?GRESS Che cequired width of exits, aisles and passageways shall be main- :ained at all times to a public way. Guywires, guyropes and other suppoct members shall not cross a means of egress at a height of less [han 8 feet (2438 mm). The surface of ineans of egress shall be maintained in an ap- proved manner. SECTION 3213 - MEANS OF EGRESS ILLUMINATION Means of egress shall be illuminated with ligh[ having an intenstty of not less than 1 footcandle (10.76 lx) at floor level while the structure is occupied. Fiactures required for means of egress illumi- na[ion shall be supplied from a separate circuit or source of power when cequired by Section 32142. SECTION 3214 - EXIT SIGNS 3214.1 When Required. Exit signs shall be installed at cequired exit doorways and where otherwise necessary to cleazly indicate the diiection of egcess when the exit serves an occupant load of 50 or more. 3214.2 Dlumination. Exit signs in temporary membrane struc- tures, tents and canopies with occupant loads of more [han 100 persons shall be of an approved self-luminous type oc shall be in- ternally or ex[emally illuminated by fixtures supplied in [he fol- lowing manner: 1. Two separate cucuits, one of which shall be separate from all ot6er circuits, for occupant loads of 300 or less, or 2. Two separate sources of powey one of which shall be an ap- proved emecgency system, shall be provided when the occupant load exceeds 300. Emergency sys[ems shall be supplied from sror- age batteries or on-site generator set, and the system shall be installed in accordance with the Electrical Code. SECTION 3215 - SOURCES OF IGNITION 32151 Smoking. Smoking shali not be permitted iu temporary membrane structures, tents and canopies oz in adjacent azeas where hay, straw, sawdust or o[her combustible materials are stored oi used. NO SMOKING signs shall be couspiwously posted. 3215.2 Fireworks, Open Flames and Hot Objects. Firewocks, open flames and devices capable of igniting combusfible materi- als shall no[ be used in or adjacent to a temporary membrane struc- ture, [ent or canopy, unless otherwise approved. SECTION 3216 - COOKING AND HEATING 32161 General. Cooking and heating shall be in accordance with Section 3216. Cooking and heating equipment, tanks, piping, hoses, fittings, valves, tubing and other related components shall be approved or in accordance with the Mechanical Code. EXCEPTION: Opexations such as warming of foods, cooking demonstcations and similae operations which do m[ present an ignition hazard. 3216.2 Ventilation. Cooking and heating equipment shall be vented to the outside air by approved means. Where vents or flues ace used, all portions of the temporary membrane structuce, tent, or canopy sball be no less than 12 inches (305 mm) from the flue or vent. Solid-fuel-buming equipment shall be equipped with spark aziesrors having openings no[ exceeding 1/a-inch (6.4 mm) wire mesh. 3216.3 Location. 3216.3.1 Cooking and heating equipment shall not be located within 10 fee[ (3048 mm) of exits or combustible materials. 3216.3.2 Ten[s where cooking is performed shall be separated from temporary membrane structures, other tents and canopies by a minimum of 20 feet (6096 mm). 3216.3.3 Ou[door cooking [ha[ produces sparks or grease-laden vapors shall not be performed within 20 feet (6096 mm) from a temporary membrane structure, tent or canopy. 3216.4 LP-Gas. 3216.4.1 General. Equipment such as tanks, valves, tubing and other related components shall be approved and in accordance with Article 82 and [he Mechanical Code. 3216.42 Location of containers• LP-8as con[ainecs shall be lo- cated outside and in accordance wi[h Table 8204-A. Safety release valves shall be pointed away from the temporary membrane struc- mre, tent or canopy. EXCEPTION: Portable LP-gas wntainers used iu tempocary membraue structures, cents or canopies iu accocdance with Sections 6203.2.1.5 and 8203.2.1.6. 3216.43 Protection and security. Portable LP-gas containecs, piping, valves and fittings which aze located outside and are being used to fuel equipment inside a temporary membrane structure, tent or canopy shall be adequa[ely pro[ected to prevent tampering, damage by vehicles or o[her hazazds and shall be located in an ap- proved location. 3216.5 Electrical Heating and Cooking Equipment. Electri- cal cooking and heating equipment shall be in accordance wi[h [he Electrical Code aud Article 85. SECTION 3217 - FLAMMABLE AND COMBUSTIBLE LIQUIDS 32171 General. Flammable-liquid-fueled equipment shall not be used in temporary membrane s[ructures, ten[s or canopies. 3217.2 Flammable and Combustible Liquid Storage. Flam- mable and combus[ible liquids shall be stored outside in an ap- proved maaner not less than 50 fee[ (15 240 mm) from temporazy membrane structures, tents and canopies. Storage shall be in accordance with Article 79. 3217.3 Refueling. Refueling shall be performed in an approved location no[ less than 20 feet (6096 mm) from temporary mem- brane structures, tents and canopies. SECTION 3218 - DISPLAY OF MOTOR VEHICLES Liquid- and gas-fueled vehicles and equipment used for display, competition or demonstration within assembly occupancies shall be in accordance with Sec[ion 2505. SECTION 3219 - GENERATORS Generators and other in[emal combustion powec sources shall be separated from temporary membrane structures, tents and cano- pies by a minimum of 20 feet (6096 mm) and be isolated from con- [act with the public by fencing, enclosure or other approved means. SECTION 3220 - STANDBY PERSONNEL The provisions of standby personnel shall be in accordance with Section 2501.18. 1-76 1997 UNIFORM FIRE CODE SECTION 3221 - HOUSEKEEPING 3221.1 General. Housekeeping shall be in accordance with Sec- , tion 3221. 3221.2 Vegetation Removal. Combustible vege[a[ion shall be removed from the azea occupied by a temporary membrane swc- ture, tent or canopy and from azeas within 30 feet (9144 mm) of such structures. 3221.3 Storage. Hay, straw and sunilaz combustible materials shall not be stored inside or wi[hin 30 feet (9144 mm) of a tempo- 3221 - 3221.4 TABLE 3211-A rary membrane structure, ten[ or canopy being used for cooking or public assembly.
