Generally, the site is located in the North One -half of Section 23, Township 3 South Range 69 West, Jefferson County, Colorado. A detailed field survey was recently completed that identifies all existing structures and topography on the property. The site comprises about 0.32 acres and is zoned Restricted Commercial (R -C). There is an existing single family house on the lot with minimal landscaping consisting of grass, dirt and gravel. The lot is bound on the west by Wadsworth Boulevard and on all other sides by single family homes. Generally, the site slopes from west to east (front to rear) at slopes ranging from 1% to 12 %, although a small portion of the front yard does drain west toward Wadsworth. The existing house has a rear walk out basement. On site soils are Nunn -Urban land complex (NwA) as described by NRCS and those soil types are in Hydrologic Soil Group C. The entire lot lies within Flood Zone X (Areas outside the 500 year flood) as illustrated by FEMA FIRM Map 08059CO214E. The proposed site plan shows a new asphalt driveway leading to the rear of the existing house where there will be eight regular parking stalls. The required handicap parking space however will be located in the front of the building for accessibility. The total additional impervious area being added to the existing site is 4,932 square feet. Proposed grading for the new parking and driveway does not affect any of the adjacent properties. As the driveway passes the south side of the existing house, the existing terrain becomes steeper, and as a result it will be necessary to use a thickened pavement edge or small wall to keep the driveway grades -2— August 6, 2009 reasonable and away from the adjacent fence. A high point in the new driveway will be located near the soudntvest corner of the existing house. The developed drainage plan drawing identifies two developed basins (Basin A and Basin B). Basin A identifies area that will drain west toward Wadsworth while Basin B identifies area that will drain east to the rear of the lot. Using recent field survey information and the latest Layout for the additional office parking, the total imperviousness of each developed basin has been determined. Using Table RO -3 and RO -5 from the Urban Drainage Manual, and the areas of rooftop, gravel and pavement on the site, Basin A has a developed imperviousness of 75.93% and Basin B has a developed imperviousness of 71.04 %m. As part of this moderate re- development, flood attenuation features will not be installed but storm water runoff quality will be enhanced with grass buffets and porous landscape. For the most part, all of the newly paved areas will be directed to the grass areas or the landscaped areas before leaving the site. A small area of new pavement near the driveway entrance will flow directly into Wadsworth Boulevard and will not be able to flow over any grassed or landscape areas. Most runoff from Basin A which is composed of the front yard of the lot and half of the existing roof will be able to flow over grassed area before entering Wadsworth. Runoff from Basin B which is composed of the rear portion of the lot and half of the existing roof will flow over grassed area and porous landscaping prior to leaving the site. Basic design parameters and uses for grass buffers and porous detention areas will follow those ideas outlined in the latest Urban Storm Drainage Manual Volume 3. The entire lot lies within Flood Zone X (Areas outside the 500 year flood) as illustrated by FEIVM FIRM Map 08059CO214E, The proposed site plan shows a new asphalt driveway leading to the rear of the existing house where there will be eight regular parking stalls. The required handicap parking space however will be located in the front of the building for accessibility. The total additional impervious area being added to the existing site is 4,932 square feet. , Proposed grading for the new parking and driveway does not affect any of the adjacent properties. The new driveway along the south side of the building has a cross slope of at least 3% to keep runoff directed into the site. The lower parking area is graded so that a paved swale is formed that will direct runoff to the water quality area in the northeast corner of the property at a slope of about 4°v. None of the — — August 31, 2009 new paved areas will direct runoff onto the adjacent properties. Grading near adjacent lot lines marches existing grades before approaching, adjacent properties. Grades south of the driveway will match existing before reaching the property line. As the driveway passes the south side of the existing house, the existing terrain becomes steeper, and as a result it will be accessary to use a thickened pavement edge or small wall (1- foot high max) to stabilize the small snip south of the new drive as well as keep the driveway grades reasonable (less than 10 °io) and away from the adjacent fence. A high point in the new driveway will be located near the southwest corner of the existing house. The developed drainage plan drawing identifies two developed basins (Basin A and Basin B). Basin g,1 identifies area that will chain west toward Wadsworth while Basin B identifies area ghat will drain east to the .rear of the lot Using recent field survey information and die latest layout for the additional office parking, the total imperviousness of each developed basin has been determined. Using Table RO -3 and RO -5 from the Urban Drainage (Manual, and the areas of rooftop, gravel and pavement on the site, Basin A has a developed imperviousness of 75.93% and Basin B has a developed imperviousness of 71.04 %. As part of this moderate re- development, flood attenuation features will not be installed but storm water runoff quality will be enhanced with grass buffers and porous landscape area (PLA). For the most part. all of the newly paved areas will be directed to the grass areas or the landscaped areas before leaving the site. A small area of new pavement near the driveway entrance will flow directly into oVadsworeh Boulevard and will not be able to flow over any grassed or landscape areas. 'Most runoff from Basin A which is composed of the front yard of the lot and half of the existing roof will be able to flow over grassed area before entering y&adsworth. Runoff from Basin B which is composed of the rear portion of die lot and half of the existing roof will flow over grassed area and porous landscaping prior to leaving the site. Basic design parameters and uses for grass buffers and porous detention areas will follow those ideas- outlined in tlhe latest Urban Storm Drainage Manual Volume 3. Basic calculations . for imperviousness, volumes and BMP sizing are attached to this letter. Also, please see the attached drainage plan. As stated earlier, on -site soils are generally of I lydrologic Group C and will drain more slowly than Type.A or B soils. As a ,result, it is recommended that the bottom of the PLA be scarified tend any extra fine, be removed prior to the placement of the permeable fabric and the sand fill. The PLA itself will have a surface area of approximately 300 square feet and will be excavated out a total depth of 35 feet. The top 6 inches will not be filled and will basically be a 6 -inch depression below any adjacent pavement that can collect runoff The bottom 3 feet will be filled with the peat sand mixture (85 %, ASTAd C: -33 sand 15% Peat)) and placed on a permeable geotmuh: liner. The only plantings on top of the PL.'S might be natural grass, with no shrubs. The parking area will not have curb, but will be graded so drat there is somewhat of a paved Swale directing runoff into the PTA, A concrete pang will be installed from the edge of pavement into tire PLA. depression. The upper area tributary to the PTA from the steeper driveway is not that large, and the resulting flows from the PLA design stornh will not be large enough or have the velocitt to bypass the PLA if curb is not installed on the east side of the parking area- The paved swale, the cross slope of the driveway and cross slope of the east parking area will adequately direct the runoff. During construction, various erosion and sediment control BbfPs will be used to stabilise the site. A perimeter silt fence will be installed along the site boundary. Straw wattles will be installed in areas where there is potential for newly graded areas to release sediment: onto the paved areas. Near the northeast portion of the site, rock: socks will be installed at the edge of pavement around the PI =1 to keep parking lot sediment out of the PIA. Any disturbed areas will be re- seeded and mulched. A concrete washout will be used on site, and a vehicle cracking pad will be installed at the entrance to the property off of Wadsworth. Any Sediment tracking onto Wadsworth will be monitored and swept clean daily. Weekly mspecdons will continue during construction to assure that the site retrains compliant to the discharge regulations.
