REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec. R806. The installation of ridge venting requires the installation or existence of soffit venting. For calculation purposes, one hat or turtle vent equal to one-half of one square foot of opening. Effective December 1, 2014, asphalt shingle installations require an approved midroof inspection, conducted when 25-75 percent of the roof covering is installed, prior to final approval. Installation of roof sheathing (new or overlay) is required on the entire roof when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and mid -roofs may be called in at the same time, one hundred percent of the sheathing must be complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave and secured in place is required to be provided for all roof inspections. Roof ventilation is required to comply with applicable codes and/or manufacturer installation instructions, whichever is more stringent. On February 6, 1998, Dan Ladd, Wheat Ridge Fire Protection District Manager, took a complaint from Mrs. Fisher, by telephone, regazding what she believed to be a fire hazard involving a number of vehicles parked next to her fence (wooden) that extended from north to south on the east property line which sepazated her property from the neighbors to the east. W. Ladd eacplained that he didn't think that the vehicles were a problem, however, he would have the Fire Marshal, me, respond to evaluate the situation and determine if there was a problem. I responded to the residence at 09:30 A.M. on February 6, according to my log, and had to pass the residence property to the east of Mrs. Fisher in order to get to her house. While passing the property in question, I observed several vehicles including an old tow truck pazked facing south by the fence in question. There was also a fifth wheel trailer facing east pazked next to the gazage which is located towazd the northwest comer of the neighbors property. The vehicles parked next to the fence were an estimated distance of approximately 4 to 6 feet away from the fence. I also observed tree branches extending over the fence from the Fishers' property, to the east, and above the vehicles. The trees aze located on Mrs. Fisher's property. I then met with Mrs. Fisher, at her residence, where she proceeded to explain the danger of the vehicles pazked next to the fence and her fear of them causing a fire due to the fact that there was gasoline in the tanks of the vehicles and that if the vehicles wete to catch fire, then the trees would catch fire and eactend over to her house and catch the house on fire, and that if the fire occurred at night, they would die as a result of the fire. She finally stated that she wanted the vehicles moved. I explained to her that the vehicles were not a problem and that they only explode in the movies, but that if they were to catch fire, then someone probably would have to be involved in starting it and we would certainly respond as rapidiy as possible. I also e7cplained that we would certainly protect the house and get the two of them out if there was a danger of the house becoming involved as a result of the trees catching fire and extending to their house. I also advised her that I would go talk to the neighbor and see if there may be a better location for his vehicles in an effort to satisfy her. She thanked me for the concern and I left her house at 10:15 A.M. according to my log. During my time in her presence, she infonned me that she had contacted everyone she could think of at the city in order to get the neighbor to move the vehicles which she thought was a fire hazard and that the people who she had talked to (she couldn't remember who "they" were) had told her that "they" didn't think the vehicles were a fire hazazd problem, and she felt no one would listen to her. She stated that she Felt that the "people down there think I'm some kind of a nut and don't want to listen to me". She stated that she had contacted the council person for her area and had not received any satisfaction, and that since it was a fire hazazd, the city had told her to call the fire department, which she had done, and at least I showed up to look at the problem. The problem is that there were no fire code violations that I observed. My next contact with her came a few months later, again in the form of a phone caIl. This time she was complaining about rocks that the neighbor had placed on the property along 47`" Ave. It was her opinion that the rocks presented a fire hazard in that "because the rocks were there, the fire trucks could not get down the street in case there was (once again) a fire at her house as a result of the neighbors actions" (undefined what actions). I told her that the fire code does not address decorative rocks placed on the property Gne and if she felt this was a problem, then she needed to contact code enforcement at the City. I did not respond to her location regazding this incident. My next contact with her again came in the form of a phone call in the eazly part of December, 1999, exact date not documented. This time her complaint was that the garage located on the property had become a Sre hazard because the neighbor now had a pig living in the gazage and that the light for the pig was being supplied by an e7ctension cord. She informed me that "we all know what pigs do, and they'll eat anything, including the old wood that's in the gazage, and then there will be a fire when that pig chews the extension cord and causes a spazk when it shorts ouY". I again informed her that the fire code does not address pigs, or their pens, and that if she thought there was a problem, she would haue to contact code enforcement once again at the City. I have not had any further dealings with her since the December, 1999-phone call. You should be advised that she appazently either doesn't understand or doesn't want to understand that the fire department is a separate jurisdiction (Special District) from the City and appazently thinks that we can influence each others' departments with her concerns. It appears there is an appazent phobia with fire, and when all else fails, call it a fire hazazd. As you are awaze, the Uniform Fire Code adopted by the City and the Fire District only speaks to commercial occupancies for code enforcement, and to detemunation of cause and origin of fire in residential and commercial properties.
