However, the requirement to have the first twenty five feet of the drive way paved begins at the property line. • According to the site plan that was submitted with this building permit, there is approximately 12 feet from the property line to the existing street. These 12 feet will be required to be paved in addition to the first 25 feet from the property line back onto the property. A separate "Work in the Right -of -Way Permit" will be required to construct this portion of the drive way. The Right -of -Way permit can be obtained through the Public Works Department. • All paved sections of the driveway will need to be complete prior to the issuance of a Certificate of Occupancy for the home. • City Code requires that 100% of residential lots not covered by sidewalks, driveways, structures, misc, be landscaped. Only 35% of the landscaped areas can be made up of non- living materials such as mulch, wood chips, bark, or rocks. • All landscaping, including sod, must be in place prior to the issuance of a Certificate of Occupancy. If landscaping cannot be completed due to inclement weather or other reason, an escrow for 1.25% of the value landscaping needing to be completed will be required by the City. However, the requirement to have the first twenty five feet of the drive way paved begins at the property line. According to the site plan that was submitted with this building permit, there is approximately 12 feet from the property line to the existing street. These 12 feet will be required to be paved in addition to the first 25 feet from the property line back onto the property. The discussion and recommendations presented below are based on the results of data gathered during the subsurface exploration, observation of general field conditions, and previous experience in the area with similar materials. The house will have elevated wood porches at the front and rear of the house. The front porch will be covered. The house will not contain garage space. Emmons - October 3, 2008 Soil Analytics job #4639 SITE AND SUBSOIL CONDITIONS The site of the proposed construction is a gently sloping property in a residential area. A previous house, which was located in the western area of the proposed new house, has been removed. The old house appears to have been built over a minimal crawl space and may have had a wood foundation. The proposed construction will take place over the area of our two foundation test borings, whose locations are shown on Figure 1. Generally speaking, the ground surface in the area slopes toward the east - southeast at about 3 percent. The existing ground cover consists of bare fill soil in the front (west) area of the proposed structure and lawn grass in the rear (east) area. A recently constructed detached garage is located 14 feet and more to the northeast of the northeast corner of the proposed house. Subsurface conditions encountered by the two test borings are variable with depth below groundlevel. Foundation Boring #1, which was drilled near the northwest corner of the proposed construction, encountered loose to medium and moist topsoil and fill materials from groundlevel to a depth of 1' -0 "; medium stiff and moist to medium moist sandy clays from 1' -0" to 10'- 0 "( ±); medium consistency and very moist sandy clays from 10' -0 "( ±) to 18' -0 "; and hard and medium moist to very moist claystone bedrock materials from 18' -0" to at least 25' -0 ", the maximum depth explored. Foundation Boring #2, which was drilled near the southeast corner of the proposed construction, encountered loose to medium and moist topsoil and fill materials from groundlevel to a depth of 0' -6 "; medium stiff and moist to medium moist sandy clays from 0' -6" to 10'- 0 "( ±); and medium consistency and very moist sandy clays from 10' -0 "( ±) to at least 15-0 ". Free groundwater formed in Boring #1 at a depth of 16' -0" while we were at the site. TEST RESULTS AND GEOTECHNICAL CONSIDERATIONS The subsoils at the site were carefully observed as the cuttings were recovered from the test borings, and the resistance of the materials to the advancement of the drilling augers was noted. In addition, Field Penetration Tests were performed at selected depths to assist in evaluating the consistency of the soils and to provide undisturbed samples for precise examination and testing. The, results of swell - consolidation tests and grain size analysis which were performed on representative subgrade samples are attached to this report. J Mr. Emmons Soil Analytics Nil O 3, 2008 lob #4639 Based on the results of the exploration combined with previous experience with similar subsoil conditions, the most pertinent foundation engineering characteristics and considerations at the site are as follows: 1. Generally, the exploration encountered clayey topsoils and scattered fill deposits from groundlevel to a minimum depth of 0.5 foot and to a maximum depth of 1 foot. These materials should be removed from the locations of footings and flatwork. Compacted structural fill should be used to replace all such unsuitable materials as needed. 2. Below the upper fill and topsoils materials the exploration encountered medium stiff and moist to medium moist sandy clays to about the 10 foot level. Test results indicate that the sandy clay is a low swelling material at existing moisture and density levels. The sandy clay is suitable for the support of properly designed minimum pressure foundation footings. The sandy clay should be protected from drying after the excavation is made to assure that it does not develop a higher swell rating. 3. Below the 10 -foot level the exploration encountered medium consistency and very moist sandy clays to about 18 -feet with free water found at the 16 -foot level. These lower sandy clays are generally non expansive and have a lower bearing capacity than the overlying layer. This layer should not adversely affect the proposed construction. 4. Below the 18 -foot the exploration encountered hard claystone bedrock which appears to have components with a medium or greater swell rating. This layer is located too deep'to adversely affect the proposed construction. 5. The foundation recommendations contained herein will not necessarily protect concrete slabs and flatwork from cracking and movement if they are constructed as slabs -on -grade bearing on or above the upper low swelling sandy clay layer. All floors in which movement cannot be tolerated should be structurally supported on the foundation system over an air space. Mr. Emmons _ - October 3, 2008 Soil Analytics FOUNDATION RECOMMENDATIONS FOR MINIMUM PRESSURE FOOTINGS Job 114639 Provided that the foundation bearing areas are properly prepared, it is feasible to support the structure using a minimum pressure footing foundation system. All disturbed and incompetent materials must be completely removed from foundation bearing areas. Frost level footings which bear at or above the existing 4 -foot level on the undisturbed sandy clay soils found below the upper fill and topsoils should be designed for a maximum allowable soil bearing pressure of 2,100 psf and for a minimum dead load pressure of 650 psf. Basement level footings constructed to bear at and below the existing 4 -foot level on the lower undisturbed sandy clay soils should be designed for a maximum allowable soil bearing pressure of 3,000 psf and for a minimum dead load pressure of 900 psf. The final determination of actual foundation sizes and areas will be made based on the plans for the proposed construction, the criteria given above, and calculations by the foundation design engineer. All foundations must be placed 3 feet or more below final exterior grades to provide protection against frost action. In addition, we recommend that all concrete foundation walls contain sufficient horizontal reinforcing to enable them to span an unsupported distance of at least 15 feet. A 4 -inch thick void form material should be used beneath the portions of all foundation elements which are designed to be interrupted in order to increase the dead load pressure. Great care should be taken to prevent the void form material from being damaged by exposure to moisture or other agents prior to and during construction. Also, protect the void form material from being collapsed during backfilling. A minimum pressure footing foundation utilizes the dead load of the structure and its foundation to limit potential subgrade expansion to the extent feasible in the event of unavoidable subgrade wetting. Dead load pressures can be increased by reducing the contact area of the footings. The function of the foundation design is to size the foundation footings so that the applied pressures are never less than the minimum dead load pressure and never greater than the maximum allowable bearing pressure. The maximum allowable soil bearing pressure (dead load plus live Ioad) refers to the highest total pressure permissible, beyond which excessive foundation settlement could occur. Conversely, the minimum dead load pressure is the lowest acceptable pressure which should be applied at all times to resist subgrade heave. If a crawl space area is constructed below the structure, the ground surface in the crawl space area should be permanently covered with an impervious Mr. Emmons - 5- October 3, 2008 Soil Analytics job #4639 moisture barrier sealed against the foundation. The purpose of this is to prevent the exposed soils from drying and shrinking and to help reduce humidity in the crawl space area. We recommend the use of a heavy gauge polyethylene material or 55 pound felt building material. A minimum lap of 12 inches should be provided for polyethylene materials and a minimum lap of 3 inches should be provided for felt materials. The laps should be sealed with a mastic compound. Any and all crawl spaces must be well ventilated and protected against the development of excess humidity and unhealthy conditions. LATERAL EARTH PRESSURES ON FOUNDATIONS Heavy cloddy clay soils are poor materials for use as backfill for foundation walls since they can result in high lateral pressures if they are overcompacted and if they are wetted and swell after construction, or they can settle and result in poor drainage if they are not compacted. A desirable backfill material is a non expansive granular sandy soil or sand and gravel mixture. As an option to imported backfill material, the most sandy and friable of the sandy clay soils from the excavation can be segregated from the upper topsoil and fill for use as backfill behind walls. If the fill is suitably compacted to the extent that it does not settle after construction, the walls retaining such fill should be designed for an equivalent fluid unit weight of at least 55 pounds per cubic foot. Care must be taken not to overcompact the backfill or to operate heavy equipment above the foundation wall backfill since this will result in excessive earth pressure on foundation walls. The backfill should not be puddled since the trapped water will percolate downward over time and cause underlying expansive materials to swell. If someone were to use heavy clay materials as backfill in spite of the risks, the least cloddy soils should be selected and placed so as to minimize the lateral pressures that will be exerted on the foundation walls by compaction or subsequent swelling. Heavy compaction must not be performed since overcompaction will not only result in initial excessive earth pressures but will cause the to develop higher swelling pressures if they are wetted. The greater the density of a clay material, the greater will be its swelling characteristics, other factors being equal. For this reason, clay backfill behind foundation walls should be carefully compacted by suitable equipment to about 90 percent of standard Proctor maximum density at optimum moisture content plus 2 percent. While low densities are desirable to lessen lateral pressures on walls, if they are too low the backfill may settle after Mr. Emmons -6- October 3, 2005 Soil Analytics lob #4639 construction. Therefore, the desired density is the lowest density needed to prevent settlement of the backfill after construction. If swelling of the backfill becomes a factor, extremely high pressures can result which equal the swelling pressure of the material. If clays are used as backfill for foundation walls, the walls should be designed to resist an equivalent fluid unit weight of at least 75 pcf. PREPARATION OF UNSUITABLE FOUNDATION BEARING AREAS FOR MINIMUM PRESSURE FOOTING FOUNDATIONS Competent care must be used in the preparation of all footing bearing areas since settlement may occur if incompetent materials are present. Prior to foundation construction the base of the completed excavation should be thoroughly prepared. All unsuitable foundation materials, including the upper topsoils and fill, and all incompetent, disturbed, and frozen soils, must be completely removed from foundation bearing areas and the resulting excavation backfilled with good quality, non expansive, structural fill materials (road base is acceptable) compacted to 100 percent of standard Proctor maximum density at optimum moisture content or else the foundations must be extended sufficiently deep to bear on the underlying natural undisturbed materials. All structural fill must be compacted in 6 -inch lifts to the stated density level and moisture content. The compacted backfill must extend upward to the level of all structural foundation elements. BASEMENT FLOOR SYSTEMS: UPPER LEVEL FLOORS & SLABS The materials which we expect to be present at the base of the proposed basement level have, based on the attached test results, a low swell rating and can result in some low level slab movement with the passage of time if the subgrade is subjected to moisture increases. The future movement could result in some unevenness with some cracks extending outside of the control joints. Provided that the supporting materials are preserved at in situ conditions and are not excessively wetted after construction, then we expect that future movements may be minor. If this is an unacceptable prospect to the builder and future owners, then the basement floor may be structurally supported over an air /crawl space. As an option to a crawl space, a structurally supported slab could be constructed over slab void material. Any concrete slabs on grade constructed near groundlevel should be constructed on competent subgrade materials. In areas where loose fill is present or where other incompetent materials are present, all such unsuitable M r. The precautions and details recommended for basement slab construction which are given below should be applied to upper level slabs. The floor of the basement may be constructed as a slab -on -grade provided that the builder and owners are willing to accept the risk of future slab movement after construction. In addition, the following details and precautions should be observed to lessen the negative effects of any future slab movement. 1. Separate the slabs from all bearing members and utility lines to allow their independent movement -- construct "floating" slabs. Provide positive control joints at the junction of the slabs with foundation walls, and provide frictionless sleeves for all utility lines and columns which pass through slabs. 2. Contraction joints having a minimum depth of 1/4 of the thickness of the slabs and a width of at least 1/8-inch should be scored or sawed at spacings not to exceed 15-0" on centers. 3. Construct a minimum 2.5 -inch slip joint above or below partitions on slabs. In finished areas, all furring strips, drywall, and paneling should stop 2.5 inches from the tops of the slabs. The 2.5 -inch void space can be covered with a molding strip. In addition, flexible connections should be provided for all slab bearing mechanical equipment to allow for at least 2.5 inches of free vertical movement. All slip joints must be monitored and maintained by the owners and occupants. 4. All materials present below slab levels should be maintained at existing levels of moisture content. Clayey materials will become more expansive if they dry and shrink. 5. In finished areas, use a floor covering which will not be damaged by movement of the underlying floor slab. Do not use rigid floor coverings which will be readily damaged by movement of the floor. This can generally be assisted by using a good quality backfill and by compacting the backfill sufficiently so that it does not settle following construction. The backfill should be free of debris and should be compacted taking into account the considerations described in the previous section on lateral earth pressures. Some water may be blended with the backfill in the stockpile but away from foundation locations to permit proper compaction; however, the backfill must not be puddled. In addition, a berm may be constructed adjacent to the foundation walls to allow for a good slope away from the building even if some settlement should occur. Precautions must be taken to prevent the entrapment of free water within any portion of the excavation during construction. If any settlement should occur in the backfill, it could adversely affect utility lines which transmit fluids and pass through the foundation walls. It is not uncommon for such piping to shear at the foundation walls due to movements in the backfill. It is recommended that the pipes pass through slotted openings in the foundation walls or that flexible connections be used to compensate for shifting of the foundation wall backfill. It is also recommended that all water lines be carefully pressure tested prior to final acceptance and that any leaks detected be repaired. The final grade should be sloped well away from the structure on all sides. A minimum slope of 12 inches in the first 10 feet is recommended. All downspouts should discharge into extensions which slope away from the foundation walls and extend beyond the limits of all backfill. The points of discharge should be at least 5 feet from the foundation walls and good drainage should be maintained at and beyond these points. All future owners of the structure should be advised of the presence of the site subsurface conditions, the potential- detrimental effects to the structure of excess water, and the need for keeping excess moisture away from the foundation and slab -on- ground areas. In no event should an automatic sprinkler system be installed next to the foundation walls. There should be no watering or irrigation within 5 feet of the foundation walls. The ground surface in the area may be lined with a suitable geotextile fabric to control plant growth. The area next to the structure may then be covered with gravel, bark chips, or other materials requiring no rainfall or irrigation. We Mr. Emmons -9- October 3, 2008 Soil Analytics lob #4639 recommend the use of xeriscaping for landscaping since it requires minimal initial and long term irrigation. SUBSURFACE UNDERDRAIN Low permeability sandy clay soils will be located at and below the basement level and will tend to act as a trap for excess moisture at basement level. Therefore, the construction of a functional underdrain system at the basement level is recommended. Refer to the attached detail of a recommended underdrain system for a minimum pressure foundation with herein discussed excavation requirements. STRUCTURAL FILL REQUIREMENTS Structural fill must be used to repair and stabilize all disturbed and incompetent areas where footing foundations will bear. Structural fill can be used as a replacement material below slabs in areas where structural floors are not used in order to reduce the magnitude of slab movement and cracking. Structural fill should be employed at all locations where filling, including subexcavation and replacement, is required to establish the design and construction grade for slabs and footings. Structural fill should also be used in any other areas where structural improvements would be negatively affected by ground shifting over time. Structural fill should be placed in accordance with accepted good practice. We recommend that the structural fill conform to CDOT class 6 road base or consist of a comparable well graded non expansive processed granular material. The standard Proctor procedure (ASTM D698) should be used to develop the compaction curve(s) for the fill soil(s) to be used. All such fill must be uniformly moisture conditioned to within 2% below to 2% above optimum moisture content and compacted with appropriate equipment in thin lifts not exceeding 6 inches in compacted thickness.
