Contractor indicated that inspector was concerned about plumber having put 3 %" holes through two 2x10 joist not in the middle 1/3 of the joist. The solution is to reinforcing the joist top and bottom of the holes with ripped LVL of depth just to clear the pipe extending 3' past the hole each side and secure to the joist with 16d nails at 12" o.c..
