The following information applies to all fences, walls, hedges, and similar divisional structures installed on private
property in the City of Wheat Ridge. The following information is a summary of section 26-603 of the municipal code and may
not address all situations.
Fences or divisional walls may be constructed on private
property up to or on a property line. Please note that the
City does not maintain lot line information; it is an owner's
responsibility to locate property lines.
PLEASE NOTE: Even if a building permit is not required
for your fence, wall, or hedge, it is the property
owner's responsibility to install these improvements
in accordance with city code. Please contact the
Community Development Department to ensure your
proposed fence, wall, or hedge conforms to the code.
A building permit is not generally required for residential
fences up to 6 feet tall, but the fence must still meet zoning
code requirements. If your fence or wall is in the floodplain,
a permit will be required.
Permits are required for the following:
• Enclosing swimming pools
• Screening trash storage areas
• Where attached to commercial buildings
• For walls or retaining walls
• In a floodplain (requires floodplain and building permits)
Permitted material for fences and divisional walls include:
• Wood (e.g. pickets or split rail)
• Landscaped hedge
• Masonry wall
• Ornamental iron
• Chain link (up to 4 feet in a front yard)
Barbed wire fences are not generally permitted on
residential or commercial properties. If barbed wire is
proposed for the keeping of large animals, please contact
the Community Development Department for additional
regulations.

Maximum height depends on the proposed location of a
fence, wall, or hedge. Height is generally limited to:
• 4 feet in a front yard
• 6 feet in a side or rear yard
• 3 or 3'h feet in a sight distance triangle
Some exceptions are permitted for decorative, open -type
fences (such as wrought iron) and for posts or column caps.
The image below illustrates height limits for fences on a
typical residential block. The width of a front yard is different
in each zone district. Please contact the Community
Development Department for help determining your zoning,
the location of your "front yard," and the location of any sight
triangle that may affect your property.

A sight distance triangle is the area at the intersection of two streets, the intersection of a driveway and a street, or the
intersection of an alley and a street. In this triangular area, a clear zone must be maintained to minimize obstructions to view.
This can affect the permitted height and location for improvements such as fences, buildings, landscaping, or signs.
The following information is a summary of section 26-603.13 of the municipal code and may not address all situations.
Please contact the Community Development Department for specific regulations or to confirm how a sight triangle may affect
your property.

The sight triangle is measured along the
curb and gutter flow line (at the base of -

zone is 36 inches. In other instances,
the lower limit is 42 inches.

1. Introduction
Schafer Environmental Consulting, Inc. (Schafer) performed limited asbestos inspection
services at 3011 North Teller Street in Wheat Ridge, Colorado 80033 (project site) on
October 24, 2016. The inspection services were performed following tenant renovation
activities that occurred at the project site.
Schafer's scope of work included the collection of bulk samples of suspect asbestos
containing materials (ACM) that had previously been impacted by renovation activities
and materials that would potentially be impacted by planned renovation activities.
Schafer only sampled remaining exterior materials and plaster that was impacted as
requested by the Colorado Department of Public Health and Environment (CDPHE)
Notice of Inspection (NOI) conducted by David Volkel dated October 21, 2016 and the
client.

2. Asbestos Inspection

The bulk samples of the suspect asbestos containing materials (ACM) were collected in a
random and representative manner, as determined by the inspector in accordance with
applicable regulations. The inspector collected bulk material samples by taking a
composite core that included all layers within the suspect ACM.
The bulk samples collected were representative of suspect ACM for each of the
homogeneous area. Samples were collected in compliance with Colorado Department of
Public Health and Environment (CDPHE) Asbestos Control Regulations and
Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act
(AHERA) 40 CFR, Part 763. Representative sampling was based on the distribution of
the suspect material throughout the homogeneous area, and the suspect material's
physical characteristics and application.
The results of sample analysis were considered representative of materials in each
homogeneous area if:
• They exhibited similar physical characteristics.
• The application of the sampled material could be correlated to the application of
un -sampled material.

Suspect materials that are similar in appearance and application were sampled as
homogeneous areas. Suspect ACMs were separated into the following three
classifications with specific sampling requirements:
Surfacing Materials - Trowel or sprayed applied materials
Three samples of each homogeneous area 1,000 square feet or less.
Five samples of each homogeneous area greater than 1,000 square feet and less
than 5,000 square feet.
Seven samples of each homogeneous area greater than 5,000 square feet.
Thermal System Insulation
• Three samples of each homogeneous area.
Miscellaneous Materials - Other suspect materials not classified in the above
categories
• Sufficient number to determine asbestos content.
The bulk suspect asbestos samples were submitted to Reservoirs Environmental Inc. for
Polarized Light Microscopy (PLM) analysis. Reservoirs is a National Voluntary
Laboratory Accreditation Program (NVLAP) accredited laboratory and is also accredited
by the American Industrial Hygiene Association (AIHA).
The bulk samples were analyzed by PLM coupled with Dispersion Staining as detailed in
the EPA's "Interim method for Determination of Asbestos in Bulk Insulation Samples"
(EPA 40 CFR 763 Subpart F. Appendix A). The total asbestos reported is the average of
all components in the material, with the asbestos content of separate layers also
identified. Unused portions of samples are archived for 60 days unless the client requests
special handling. Asbestos laboratory analytical data is presented in Appendix A.
Inspector certifications are presented in Appendix B.
2. Quality Assuraaee aiul Quality Control
Schafer performed an internal review of field data and laboratory analysis reports to
ensure that data generated in this report is accurate and complete. Quality control
procedures were performed by CDPHE and EPA certified inspection personnel that
included cross referencing inspector field notes and sample logs with the laboratory PLM
bulk sample analysis data to confirm sample numbers and material descriptions for each
sample submitted for analysis.

Schafer sampled a total of four (4) homogeneous areas/materials and collected fourteen
(14) samples representative of identified homogeneous suspect asbestos containing
materials. Laboratory analysis did not detect asbestos in the 14 samples.
Detailed information about the non -ACM materials are presented in Table I. The
analytical data is presented in Appendix A.

4. Conclusions and Recommendations
Asbestos was not detected in the 14 samples collected during this inspection. The black
tar paper, white paper below the black tar paper, interior plaster on the house and the
window and door caulking on the garage have been classified as non -asbestos containing
materials. Therefore, renovations activities that may potentially impact the materials
confirmed not to contain asbestos may continue with the materials sampled.
Schafer did not perform any additional bulk sampling of suspect materials that had not or
would not be impacted by planned renovation activities at the project site. Additional
suspect materials must be assumed to be ACM, until sampling can be performed.
Assumed ACM that was not impacted and is not planned to be impacted by renovation
activities includes, but is not limited to; floor coverings, thermal system insulation,
electrical components, lighting components and other miscellaneous materials.

5. Limitations
Schafer warrants that the findings contained herein have been prepared with the level of
care and skill ordinarily exercised by professionals practicing in the industrial hygiene
and environmental consulting industry. The scope of work addressed readily accessible
and/or exposed interior building areas that had been identified by David Volkel in the
NOI and in a phone discussion. Observation or sampling of inaccessible areas, such as
behind walls, was not performed in all cases. Schafer does not imply or guarantee that
every suspect ACM on or in the building has been identified or sampled. In the event of
undiscovered suspect asbestos that were not identified during this investigation, the
suspect material is required to be assumed to contain asbestos until evaluation, sampling
and analytical data confirm otherwise.

(2) This permit shall expire if (A) the work authonzetl is not commencetl within sixry (80) days fmm issue date or (8) the builtling authorized is suspended or
abandonetl for a penotl of 120 days.
(3) If this permit expires, a new, permit may be acquireE for a fee of one-half the amount normally requirad pmvitletl no changes have been or will be made in the
original plans and specifiw6ons antl any suspension or abantlonment has not exceeded one (1) year. If changes are made or if suspension or abantlonment
exceeds one (1) year, hill tees shall be paitl for a new permR.
