There is a 10 working -day advance notification requirement for permit applications. Day 1 is the 1 sc business day following the postmark or hand -delivery date. If you wish to request a deviation from Colorado Regulation No. 8, Part B, a Variance Request Form must be completed and submitted to the Division with a $50 review fee. Introduction: On June 1st 2020 , AGS Environmental Services), Air Monitoring Specialist, Julio Ruvalcaba (AMS license #13597 Expires February 5th 2021), collected final air clearance samples located at (Main Floor) located at 3114 Teller St. Wheat ridge, Colorado. AGS subsequently conducted clearance inspection and monitoring as follows: • A visual inspection was performed to confirm the completeness of asbestos removal and cleanup of approximately 455 Sf of VCT and 1830 St of Texture. The visual inspection was performed in accordance with the American Society for Testing and Materials Standard E1368 — Standard Practice for Visual Inspection of Asbestos Abatement Projects. • Five (5) air samples were then collected inside the contained area utilizing aggressive air sampling techniques as directed in 40 CFR Part 763, Appendix Ato Subpart E (EPA 1995). The air samples and two (2) quality control blanks were then analyzed utilizing Phase Contrast Microscopy (PCM) employing the NIOSH 7400 method. BTG is a certified asbestos laboratory by CDPHE and successfully participates in the American Industrial Hygiene Association's Proficiency Analytical Testing Program (PAT) for determining concentrations of airborne asbestos fibers. (CDPHE Laboratory I.D. #22890, AIHA Laboratory I.D. #226469). Results: Based on AGS's visual inspection, asbestos materials requiring abatement, including contaminated dust, debris and residues, were determined to have been removed satisfactorily. Recommendations are also provided. ➢ According to the laboratory analysis of building materials sampled, asbestos was not detected in the following textured drywall walls and ceilings. HA -2: Basement Walls (textured drywall) HA -5: Living Room Ceilings (textured drywall) At the time of the inspection, select drywall ceilings on the 1st floor and in the basement had been removed by SERVPRO of Golden. The drywall removed was not underlain by plaster. ➢ According to the laboratory analysis of building materials sampled, asbestos above 1% was detected in select plaster walls and ceilings. HA -1: Living Room Walls (textured plaster HA -3: Living Room Ceilings (textured plaster At the time of the inspection, E3 noted less than 32 square feet of these materials had been disturbed by the fire and fire response. The disturbance is classified as a CDPHE Regulation 8 Minor Spill. The Colorado Department of Public Health and the Environment requires any asbestos containing material that is friable or will be made friable during demolition/renovation activities be removed prior to demolition or renovation by a certified abatement contractor. ➢ According to the laboratory analysis of building materials sampled, trace levels of asbestos (< 0.25%) was detected in select plaster walls and ceilings. Project No. 20027 The Holland residence is a one-story single-family home. The home was originally constructed in 1922, and the Jefferson County Assessor's records indicate Mr. Albert and Mr. Marlin Holland purchased the property prior to 2000. The structure is approximately 1,300 square feet in area with a partially finished basement that is approximately 1,000 square feet in area. There is a two -car attached garage and workshop located near the northeast corner of the home. The structure faces west toward Teller Street. The structure is wood -framed with cast -in-place concrete walls that are supported by a continuous spread footing foundation. The structure incorporates a gable -style roof, and the exterior finishes include vinyl lap siding and an asphalt composition shingle roof covering. Applicable Building Code Our research indicates the authority having jurisdiction over the repairs is the City of Wheat Ridge Building Department located at 7500 West 29th Avenue, Wheat Ridge, Colorado. The City of Wheat Ridge Building Department has currently adopted the 2018 International Residential Code. All repair/restoration work should conform to the provisions of the 2018 International Residential Code. Observations and Findings In general, the smoke and/or water damages to the interior finishes is notable and widespread; however, the interior drywall was removed prior to our site visit. The Fire Department cut holes in the exterior walls to fight the fire, which also damaged portions of the exterior cladding. The fire and heat damage to the structural (load-bearing) members is moderate and is mostly limited to the roof framing and an isolated area of the interior wall framing. There is pre-existing fire damage in the basement that, according to Mr. Holland, was more than 50 years old. Several framing members exhibit heat/char damage that has compromised the structural integrity of those members. According to the 2018 International Residential Code adopted by the Wheat Ridge Building Department, Section R102.7, Existing Structures: "11102.7.1 Additions, alterations or repairs. Additions, alterations or repairs to any structure shall conform to the requirements for a new structure without reouirine the existing structure to comply with all of the requirements of this code, unless otherwise stated. Additions, alterations or repairs shall not cause an existing structure to become unsafe or adversely affect the performance of the building." (emphasis added) According to the aforementioned section of the building code, repairs should not cause a home to become unsafe or adversely modify the unaffected portions of the building. Therefore, we have evaluated the exposed portions of the home to determine what structural repairs are warranted by the fire damage and prepared our recommendations for the fire remediation accordingly. Our repair recommendations are outlined below. PaVAY3Pf Wheat Ridge Building Division Aubse Holland Residence UBSE, Inc. Project No. 20027 • The basement partition walls were constructed without float joints. Without float/isolation joints, future vertical upward movement of the concrete basement floor slab can cause distress to the supported structure. We recommend the homeowners modify the basement finishes to include the required float joints as their budget allows. • The home appears to have been constructed without a foundation perimeter drain. Without a foundation perimeter drain the basement area is at an increased risk of moisture intrusion. We recommend the homeowners install a foundation perimeter drain if the basement is to include finished habitable space. • The basement does not include egress window openings that are required by the current building code. Although there was no fire damage within the basement of the home, it is possible that the City of Wheat Ridge Building Department may require that a single egress window be added/installed in the basement as part of the repairs. • The headroom in the basement is less than the building code requirement for new homes. The preceding should not be interpreted as a comprehensive list of issues or deficiencies with the home since our scope of work was focused on the evaluation of the fire damage. Latent damage associated with the fire event is not anticipated. Nevertheless, water used by the firefighting efforts can impact structures constructed in areas where highly expansive or poorly consolidated/compacted soils exist. Should structural distress develop during or following the completion of the repairs, our office should be contacted as soon as possible for a reevaluation of the home and to conduct an elevation survey to serve as a baseline for future comparison. Routine maintenance will be required by the homeowners to maintain the property, including the building envelope, since the fire restoration work will not make the structure new. As with any existing building, the homeowners are responsible for establishing and maintaining proper landscaping and drainage provisions to protect the foundation. Recommendations The structural components affected by the fire should be repaired per the following recommendations and according to the repair plans included under Appendix B. Based upon our review and best judgment of the fire damage to the building, we have developed the following list of repairs, which may serve as a guide to the insurance adjuster and the remediation contractor to identify what repairs are warranted to ensure all damaged or directly -affected deficient members are repaired or replaced to their pre -loss condition or better. We recommend the fire damage to the structural components be addressed as follows: A. Provide and install temporary shoring throughout construction as needed. Neither this report nor the attached plans identify all locations or what types of shoring are required. ---c+ty of Page 5 Wheat Ridge Building Division Holland Residence UBSE, Inc. Project No. 20027 Install new roof rafter framing at the four northernmost bays of the south addition using 2 by 6 rafters spaced at 24 inches center to center. Attach the northernmost rafter/ledger to the new south gable wall truss using two 16 -penny common nails at each stud. J. Install new 1 by 8 collar ties at opposing roof rafters spaced at 48 inches center to center located at the south addition. The top edge of the new 1 by 8 collar ties should be positioned 2 feet below the roof ridge/apex. Neatly miter cut the ends of the new collar ties to match the roof slope and fasten each end of each new collar tie to the roof rafter with five 12 -penny box nails. Fasten all opposing rafters to each other across the ridge board (on top of the roof sheathing) with Simpson LSTA18 strap ties. K. Remove the roof sheathing as needed for construction access and install new 2 by 6 ceiling joists spaced at 24 inches center to center at the south addition. Timberstrand 2 by 6 material may be used. Miter cut the ends of the new ceiling joists to follow the roof slope and attach each end of each new ceiling joist to the end of each roof rafter with six 16 -penny common nails. Fasten each end of the ceiling joists to the existing east and west exterior walls using a Simpson H2.5A hurricane tie. L. Sheathe the new and exposed roof framing with 7/16 -inch thick OSB plywood sheathing with a 24/16 span rating. Install the new roof sheathing to provide a continuous tie to the east and west roof dormer surfaces. Install the sheathing with the long dimension or strength axis perpendicular to the framing and over a minimum of two supports. The fire restoration repairs and project documentation should be performed in accordance with the 2nd Edition of the Guidelines for Fire and Smoke Damage Repair published by the Restoration Industry Association (R.I.A.). It should be noted our proposed mitigation work identifies repairs that are needed to return the building to its pre -loss condition while conforming to the applicable building department regulations. If there are homeowners association regulations, community guidelines, design review processes, or covenants that have jurisdiction over the work, the homeowners should immediately notify the contractor of the rules/regulations and coordinate the proposed repairs with those entities as needed to avoid project delays or rejection of the completed work.
