Midroof & Final Roof inspections for ROOFS 6/12 PITCH & OVER: 3rd party inspection will be
required for both the midroof and final inspections. The 3rd party inspection report AND
THE ORIGINAL PERMIT CARD needs to be dropped off to the Permit Desk at the City of Wheat
Ridge. The report MUST BE SIGNED by the Homeowner.
REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec.
R806. The installation of ridge venting requires the installation or existence of soffit
venting. For calculation purposes, one hat or turtle vent equal to one-half of one square
foot of opening.
Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
mid -roofs may be called in at the same time, one hundred percent of the sheathing must be
complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required
to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield
is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturer installation instructions,
whichever is more stringent. In order to pass a final inspection of elastomeric or similar
type roof coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name) roof
covering" is required to be on site at the time of final inspection.

Midroof & Final Roof inspections for ROOFS 6/12 PITCH & OVER: 3rd party inspection will be
required for both the midroof and final inspections. The 3rd party inspection report AND
THE ORIGINAL PERMIT CARD needs to be dropped off to the Permit Desk at the City of Wheat

REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec.
R806. The installation of ridge venting requires the installation or existence of soffit
venting. For calculation purposes, one hat or turtle vent equal to one-half of one square
foot of opening.
Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
mid -roofs may be called in at the same time, one hundred percent of the sheathing must be
complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required
to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield
is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturer installation instructions,
whichever is more stringent. In order to pass a final inspection of elastomeric or similar
type roof coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name) roof
covering" is required to be on site at the time of final inspection.

need to be cut on the south east foundation wall.
Only the height of the existing windows need to be changed.
Based on our observation, the existing foundation could be cut out to accommodate

Please be advised that at its meeting on February 27, 2003, the Board of Adjustment DENIED your request for
a 126 square foot variance from the 9,000 square foot minimum lot area requirement to allow a twafamily
dwelling on vacant land zoned Residential-Three and located immediately west of J995:Sheridau Boulevazd:
(approximately 5250 W. 41" Avenue) for the following reasons:
1. The property can still yield a reasonable return in service or income.
2. There are no significairt features which render the lot unbuildable.
3. The applicant has a self-imposed hazdship.
4. Related to criteria No. 3, there are no significant conditions present as to wanant a vaziance.
5. An alternative exists by the ability of the common property owner to deed sufficient square
footage from adjacent property.
Enclosed is a copy of the Certificate of Resolution, as well as a draft copy of the minutes, stating the Boazd's
decision. Should you decide to appeal the decision of the Board, you will need to notify the Jefferson County
district court in writing within 30 days of the Board's decision.

6. Staff recommended approval.
It was moved by Board Member I30WARD and seconded by Board Member
ABBOTT to amend the motion to change the variance to a 3.5-foot setback.
Board Member ABBOTT suggested a condition could be added to require that no
overhang be allowed over the fence. Meredith Reckert explained that the City would not
allow an overhang to exist and fiuther, approving the vaziance as requested would allow
fhe applicant some flexibility. For instance, it may be necessary to provide only 12
inches between the shed and the fence.
Boazd Member ABBOTT commented that he preferred 0 rather than 18 inches because
18 inches allows room for storage of junk and accumulation of leaves, etc.
Mike Kasliefska rehuned to the podium to state that he preferred the vaziance be issued
for five feet as originally requested.
A vote was taken on Board Member HOWARD's motion to amend tLe resolution.
The motion failed by a vote of 2 to 3 with Board Members ABBOTT, BLAIR and
ECHELMEYER voting no.
The original motion passed 4-1 with Board Member HOWARD voting no, and
Board Members DRDA, MONTOYA and YOiJNG absent.
C. Case No. WA-03-03: An application filed by James Sloan for approval of a 126
I, squaze foot variance from the 9,000 squaze foot minimum lot azea requirement to

immediately west of 3995 Sheridan Boulevazd (approximately 5250 W. 415t
Avenue). .
This case was presented by Mike Pesicka. He advised the Boazd that all posting and
noticing requirements had been met and there was jurisdiction to hear the case. He
entered a11 pertinent documents into the record and reviewed the staff report. Staff
recommended denial of the request for reasons outlined in the staff report. In conclusion,
he entered a letter into the record which was faxed to the Plazuuug Department the
moming of the hearing. The letter was from Ann Ver Va1in of 4100 Ames Street,
Mountain View expressing concerns about setbacks, pazking azea and Mountain View
right-of-way directly north of the subject property.
In answer to a question from Boazd Member HOVLAND, Mr. Pesicka stated that the
subject property is a lot of record.

Boazd Member ABBOTT noted that square footage of the property was based on an
improvement location certificate (ILC) rather than a survey. Meredith Reckert stated that
the City has allowed ILC's to be used in place of surveys in obtaining buildin ermit,~, ~

Mr. Sloan, the applicant, was sworn in by Vice Chair HOVLAND. He stated that the
owner, Donald L. Maher who lives in Ireland, asked him to enter a partnership to build a
duplex on this land. Mr. Sloan testified that he would live in one side of the duplex and
the other side would be occupied by Emestine Simpson and her son. He stated that the
property east of the subject property is also owned by Mr. Maher.
Boazd Member ABBOTT commented that Mr. Maher could do a lot line adjustment and
deed 126 feet to the subject property. Mike Pesicka replied that it is possible this amount
of land could be deeded over with a minor subdivision plat, although it would be
necessary to determine if this could be dorie while still meeting the density requirements
for the other lot. Mr. Sloan testified that a survey completed in 1964 indicated the
property is 8,874 square feet in size.
Cindy Calloway
5280 West 415` Avenue
Ms. Calloway was swom in by Vice Chair HOVLAND. She owns the property behind
the subject property. She stated she was neither in favor nor opposed to the application
but expressed concern about setbacks, increased traffic and pazking if the duplex is built.
She also expressed concern that, since there is a basement planned for each unit, four
families could live in the structure.' Meredith Reckert assured Ms. Calloway that only
two families would be allowed.
Duane Simpson and
Ernestine Simpson
3995 Sheridan
Both of these individuals were sworn in by Vice Chair HOVLAND. Duane Simpson is
the son of Emestine. Mr. Simpson testified that Mr. Maher is the godfather for his
brother who is mentally disabled and is in the process of becoming a legal co-guazdian.
W. Maher plans to provide half the duplex as a home for Ms. Simpson and his brother
and asked the Boazd to approve the applicarion.
Robert and Barb Hendrickson
3945 Sheridan
Both of these individuals were swom in by Vice Chair HOVLAND. Mr. Hendrickson
stated that he was not opposed to a duplex being built on the properiy but did express
concem that the vaziance could affect his property line. Meredith Reckert explained that

the variance would not affect Mr. Hendrickson's property line in any way as only the
corner of his lot is touching the property in question.
In response to a question from Board Member BLAII2, Mike Pesicka explained that
should the variance be approved access would be from West 4151 Avenue.
Upon a motion by Board Member ABBOTT and second by Board Member
HOWARD, the following resolution was stated:
Whereas, the applicant was denied permission by an administrative officer; and
Whereas, Board of Adjus.tment Application Case No. WA-03-03 is an appeal to this
Board from the decision of an administrative officer; and
Whereas, the property has been posted the fifteen days required by law; and in
recognition that there were no protests registered against it;
Whereas, the relief applied for MAY NOT be granted without impairing the intent
and purpose of the regulations governing the City of Wheat Ridge.
Now, therefore, be it resolved that Board of Adjustment Application Case No. WA-
03-03 be, and hereby is, DENIED.

Board Member ABBOTT stated that while he had no objection to the proposed duplex
which would be an enhancement to the neighborhood, there is no reason presented in the
request to justify a vaziance. There is also a possible solution in that the extra squaze feet
could be deeded by a minor subdivision plat from the adjacent property.

Boazd Member HOVLAND agreed with Boazd Member ABBOTT that there are no
significant issues present to make this property unique.
I A vote was taken on the motion for denial. The motion passed 5-0 with
Commissioners DRDA, MONTOYA and YOUNG absent.

6. OLD BUSINESS
• Meredith Reckert asked Boazd members if they wished to have a study session to
consider criteria issues related to the recently adopted ordinance which addresses
vaziances for inoperable automobiles.
It was moved by Board Member BLAIR and seconded by Board Member
ABBOTT to direct staff to schedule a study session for the Board of Adjustment
to discuss the inoperable vehicle ordinance. The motion passed 5-0 with Board
Members DRDA, MONTOYA and YOiJNG absent.
• Meredith Reckert introduced Larry Schulz, the newly appointed Boazd of Adjustment
member from District IV.
. Meredith Reckert introduced Gina Gabriel who volunteers in the Plazuung
Department in order to gain experience towazd becoming a planner.
7. NEW BUSINESS
A. Approval of Minutes - It was moved by Board Member HOWARD and
seconded by Board Member BLAIR to approve the minutes of January 23,
2003 as presented. The motion passed unanimously.
8. ADJOURNMENT
It was moved by Board Member HOWARD and seconded by Board Member
BLAIR to adjourn the meeting at 10:00 p.m. The motion passed unanimously.
