Mulberry St, Unit C Fort Collins, CO 80524 Executive Summary The building located at 3230 Youngfield Service Drive, Golden, CO was inspected for asbestos containing materials. The exterior sealant located on the roof contained asbestos and abatement is recommended. Purpose and Scope The purpose of the inspection was to conduct a thorough inspection of accessible materials inside and outside the buildinc, and identify AGMs to determine if any abatement is required prior to remodel. The scope of the inspection included all easily accessible materials except for plumbing and electrical systems as specified by the client. Methods The inspection was performed December 5, 2017 by Paul Jaeckel, a Certified Asbestos Building Inspector (CDPHE # 830) of Century Environmental Hygiene, LLC (CEH) (ACF 14837). The survey was performed in accordance with protocols described in Regulation #8. Homogeneous materials were determined by: 1) identifying a list of all materials suspected of containing asbestos; 2) Classifying these materials as Surfacing, Thermal Systems, or Miscellaneous material type; 3) Subdividing each material as necessary into Homogeneous Materials based on color, texture, appearance and other observable factors; 4) identifying the location(s) of each Homogeneous Material; 5) determining the quantity range of surfacing materials (quantity range is <1000 SF, 1000-5000 SF, or over 5000 SF). Detailed measurements are also included if so indicated in the proposal. Methods for sampling were as described in Regulation 8. A minimum of 1 sample for each Miscellaneous Homogeneous Material is collected. A minimum of 3 samples of each Thermal System Homogenous Material is collected unless there are less than three linear or square feet of such material in which case one sample per location is collected. A minimum of 3/5 or 7 samples of each Surfacing Homogeneous Material were collected depending on the quantity range identified. Samples are pseudo -randomly located except for surfacing materials which are either located using a random sampling scheme as recommended in the EPA pink book, using Table 2. Samples are assigned a unique sample number and submitted to a NVLAP accredited tab under proper chain of custody for analysis by EPA methods for polarized light microscopy ((EPA- 600IM4-82-020, 1982 and EPA -600/R-93/116, July 1993). The assessment is performed by categorizing materials for friability, current damage, and. type of damage, but this information is only reported for materials that are found to be ACM. Building Information The structure is a Good Times restaurant primarily consisting of typical construction practices. Findings All material locations and sample results are provided in Table 1 (Appendix A). Sample locations are provided in the sampling forms (Appendix Q. The only material that contained asbestos was black sealant on the roof. This material was judged to be non -friable and could remain non -friable during removal. Roofing contractors can possess the necessary training and knowledge to remove this without the outside help of an abatement contractor. On March 15, 1999, the Wheat Ridge City Council approved an amended final development plan and plat for 70 West Business Center pursuant to Case No. WZ-96-10. One of the conditions of approval for construction on the Good Times Restaurant pad site was that new fencing be constructed along the western property line of Lot 2, Block 2. The fence is to be of a solid wood variety, 6' in height built on a 4' high berm extending south to W. 32"d Avenue. The berm and fence must taper down to 36" in height as they approach the right-of-way so no sight distance obstructions are created. See diagram. Prior to commencement of fence construction, a permit with a construction drawing must be secured from the City by a licensed fence contractor. With construction of the new fence, the City will allow the existing fence and berm along the north side of Lot 3, Block 2 to be removed.. We would encourage you to contact the adjacent property owner to the north of Lot 3 prior to removal of the existing fence. Other conditions of approval which must be fulfilled prior to the issuance of a Certificate of Occupancy for Lot 2, Block (3230 I-70 Service Road West) are: 1. The eastern row of parking on Lot 3, Block 1, be paved with adequate drive aisle. 2. The installation of landscaping on Lot 2, Block 2 including the extension of the irrigation system and application of grass seed (mix to be determined by owner and staff with professional consultation) 3. The opening in the sound barrier wall be closed with consultation with the £re district as to whether a trap door is needed for access to the fire hydrant to the west. 4. The City pursue extension the equestrian path along the developmenYs western boundary within the CDOT right-of-way.
