SITY COUNrIL STUDY SESSION MINUTES
CITY OF WHEAT RIDGE, COLORADO
January 4,1993
The City rouncil Study Ses~ion was called to order by the Mayor at 7 30
p m Councilmember~ present Kent Davi~, Don Eafanti, Phil Edwards,
Vance Edwards, Tonv Flasco, Ron Selstad, and Bill Shanley Elise
Brougham arrived at 7 45 p m Also present Sity Clerk, Wanda Sang,
City Administrator, Robert Middaugh, City Attorney, John Hayes, Staff
and interested citizens
Mayor Winger a~ked for consen~u~ to discu~s the performance evaluation
for City Administrator, Robert Middaugh after the conclusion of Item 1
Consen~us was 4-3
Robert Middaugh a~ked for Council direction as to how to proceed with
the applications for City Attorney that he had received
Mr Shanley asked for a consensus that the Mayor appoint a committee of
at least five people to review the applications (at least a couple of
Council people) and report back to Council Consensus was 5 in favor

Discussion of Compensation Plan
Consensus was 5-3 to modify the clause "the salary ranges will be
adjusted" to read "the salary ranges may, at the direction and
discretion of Council, be adjusted annually"
Consensus was 6-2 to remove the sentence "Level 4 is assumed to be the
point at which employees are completely capable of performing the duties
required of the specific job" from paragraph #6 on both page #2 and page

ronsensus was 6-2 to clarify paragraph #5 on both page #2 and page #3 by
changing the word "include" to "represent"
Consen~us was 6-2 to remove the 2% limited merit increa~e to an
unlimited amount of increase until the top of range i~ reached
(Paragraph #5, on both page #2 and page #3)
Consensu~ wa~ 6-2 to remove the last ~entence in paragraph #5 on page #2
and page #3
Consensu~ was 4-4 to change the wording in the second sentence of
paragraph #1 on both page il2 and page #3, in part, to read "below the
salary mean, as determined by salary surveyor the rity rouncil"
Mayor Winger broke the tie by voting no Sentence will remain
unchanged

the difference between $411,638 ani the $250,000 that has already been
appropriated as an option that if Council does pass the plan that the
plan be funded with that additional money
