The owner called me after he was issued a stop work order to permit the remodel. Since then, the owner continued electrical work on his own. No licensed electrical contractor has worked on this project. In addition, the owner ran a refrigerator water line, raised 1 shower head and who knows what else. The plumbing sub contractor was shorted on his invoice, as was I. Please do your best to treat this special "Child of God" accordingly. Thanks in advance for your help! CERTIFICATIONS r Cdy 01 Wheat Ridge Asbestos -Containing Materials Inspection Wright Street Residence 1.0 INTRODUCTION RedPoint environmental This report presents the results of a limited asbestos -containing materials (ACM) inspection conducted by RedPoint Environmental, LLC of wall and ceiling materials that will be affected by renovation of the residence located at 3622 Wright Street in Wheat Ridge, Jefferson County, Colorado. We understand this asbestos inspection was requested prior to a partial renovation of the residence. United States Environmental Protection Agency (EPA) regulation 40 CFR 61, Subpart M, National Emission Standards for Hazardous Air Pollutants (NESHAP), prohibits the release of asbestos fibers to the atmosphere during renovation or demolition activities. The asbestos NESHAP requires that potentially regulated ACM be identified, classified, and quantified prior to planned disturbances or demolition activities. RedPoint Environmental's Mark Lancaster conducted the asbestos inspection on September 12, 2019. Mr. Lancaster has completed a current asbestos inspector training course and is certified to perform asbestos inspections in the State of Colorado by the EPA and the Colorado Department of Public Health and Environment (CDPHE) Air Pollution Control Division. Copies of Mr. Lancaster's certificates are included in Appendix E. The asbestos inspection was conducted consistent with the procedures outlined by the Asbestos Hazard Emergency Response Act (AHERA), NESHAP, the Occupational Safety and Health Administration (OSHA), and applicable Colorado regulations. 2.0 REGULATION REVIEW 2.1 Asbestos -Containing Material Although the use of asbestos in building materials was curtailed after the EPA began to consider regulating the commercial use of asbestos in 1979, the presence of asbestos may not be excluded based solely on the date of construction. EPA NESHAP requires that, prior to disturbance of any material suspected to contain asbestos, an asbestos inspection be performed by an AHERA-trained asbestos inspector to identify ACM that will be disturbed during renovation or demolition activities. The EPA and State of Colorado defines ACM as any material containing more than 1 % asbestos. Worker exposure is regulated by OSHA. Under 29 CFR 1910.1001 and 29 CFR 1926.1101, building owners must identify the presence, location, and quantity of all asbestos prior to initiating construction, demolition, or maintenance activities. Building owners must inform employees and contractors of the presence of asbestos at their facility. If asbestos is present, building owners must provide appropriate training if the employee can be reasonably expected to encounter asbestos as part of their work. Owners must also inform persons bidding on work concerning the presence of asbestos. 3.0 ASBESTOS INSPECTION 3.1 Inspection Area Description The following table includes information about the inspection area. Sample locations, material types, descriptions, and analytical results are summarized in Appendix A - Tables. Sample locations and areas of ACM, if applicable, are depicted in Appendix B - Figures. Representative photographs of suspect ACM are presented in Appendix C. Materials that are suspected to contain asbestos are divided into the following three classifications: • Surfacing materials are materials that are sprayed -applied or trowel -applied for acoustical, decorative, or fireproofing purposes. Examples are textured ceilings and walls, exterior stucco, and structural steel fireproofing. • Thermal system insulation (TSI) is a material used to inhibit condensation and heat transfer from pipes, boilers, tanks, ducts, and various other components of hot and cold water systems and heating, ventilation, and air conditioning (HVAC) systems. Examples are mud or paper type insulation on pipes, boilers, and flues. • Miscellaneous materials are other materials such as floor tile, drywall, and ceiling tile. ACM is divided into the following friability categories: • Friable - A material that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. The term includes previously non -friable ACM that has become damaged. • Category I Non -friable - Packing, gaskets, asphaltic roofing products, resilient flooring, and pliable sealants and mastics • Category II Non -friable - All non -friable materials not identified as Category I non -friable. CAI o+ Pae o;, , Asbestos -Containing Materials Inspection RedPoint Wright Street Residence environmental Homogeneous areas are defined as areas of suspect materials that are similar or uniform in texture and color and appear identical in every other respect with the same apparent or actual (if known) date of installation. Examples of homogeneous materials are the same color or textured floor tile, ceiling tile, pipe insulation, etc. RedPoint Environmental collected 12 samples of suspect ACM from five homogeneous areas. The samples were submitted to an independent laboratory, Aerobiology Laboratory Associates, Inc of Golden, Colorado, and analyzed by polarized light microscopy (PLM) for asbestos content and type. Additional materials may have been covered, located in voids, walls, or chases, or otherwise unobservable or unable to be assessed at the time of the inspection. Asbestos -Containing Materials Inspection Wright Street Residence Drywall Joint Compound (DW1) - OSHA regulated Exterior Window Glazing (XWG1) Drywall Texture — Light Orange Peel (TX1) • Drywall Texture — Uni-Roll (TX2) 4.3 Category I Non -Friable ACM No Category I non -friable ACM was identified during the inspection. 4.4 General Recommendations and Regulations -~kjPoint environmental OSHA regulations regarding occupational exposure during renovation activities is mandatory. OSHA 29 CFR 1926.1101 requires that workers performing construction -related activities be protected from asbestos fibers in excess of the permissible exposure limit of 0.1 fibers per cubic centimeter of air (f/cc). Contractors are advised to comply with applicable provisions of OSHA 29 CFR 1926.1101 during renovation activities. 4.5 Asbestos Spill Assessment In addition to the requirements to perform an ACM inspection of the wall and ceiling materials that will be affected by renovation activities, RedPoint Environmental also assessed a section of wall that was removed prior to the inspection. The finish materials on both sides of a 28-ft2-section of wall had been removed within a few days prior to RedPoint Environmental's arrival onsite. The material was disposed in a dumpster that was remaining in the driveway of the residence. The affected wall separated the kitchen from the stairway. The kitchen side of the wall is finished with untextured drywall, and the stairway side of the wall is finished with light orange peel textured (TX1) drywall. The drywall joint compound on both sides of the wall is asbestos containing; however, only the stairway side of the wall is surfaced with asbestos -containing texture. A drywall system typically consists of wallboard, tape, and joint compound. Based on the asbestos concentration of the joint compound, the composite analysis of the untextured wall system in the kitchen contains <1% asbestos. A non -friable wall system, in good condition and reported with a composite concentration of <1 % asbestos, is not considered ACM according to the EPA and Colorado Regulation No. 8. According to Regulation 8, an asbestos spill is any release of asbestos fibers due to a breach of the containment barrier on an abatement project, or due to any cause other than asbestos abatement. A major asbestos spill in a residence involves a quantity of material greater than the trigger levels (50 ft on pipes, 32 ftz on other surfaces, or the volume equivalent of a 55 - gallon drum). A minor asbestos spill involves a quantity of material less than or equal to the trigger levels. The previous removal of wall finish materials resulted in a spill of 28 ftz of asbestos -containing wall texture (the drywall joint compound does not contribute to the spill quantity because the drywall system is not ACM) and; therefore, resulted in a minor asbestos spill. Based on the amount and type of material disturbed, the relatively large size of pieces the material remained in, the proximity of the area of removal to the door where the material was taken from the house, and the lack of use of a central HVAC system during the project, the assumed area of contamination can be reasonably limited to the kitchen, living room, stairway, exterior path to the dumpster, and the dumpster itself. This is to be accomplished by using polyethylene sheeting to cover all areas such as windows, doorways, elevator openings, corridor entrances, drains, grills, grates, diffusers, and skylights. • HEPA vacuum or steam clean all carpets, draperies, upholstery, and other non -clothing fabrics in the contaminated area, or discard all contaminated materials. • Launder or discard contaminated clothing. • HEPA vacuum or wet clean all non -fabric surfaces in the contaminated area. • Conduct final clearance air monitoring. 5.0 LIMITATIONS This asbestos inspection was conducted consistent with the procedures outlined by AHERA, NESHAP, OSHA, and applicable Colorado regulations and is for the exclusive use of the client for evaluation purposes. The conclusions in this report are based on the data obtained from the information reviewed, site observations, and laboratory analyses. Reasons exist which make it possible that areas of ACM were not discovered during the inspection. The identification of suspect ACM is based on a subjective evaluation by the inspector, and some ACM may not have been identified because it was not recognized or not observed. Additional ACM may be located in inaccessible areas due to its height or inside walls, on structural members, or buried in the ground. The amount of suspect ACM may not be considered significant in terms of quantity, such as furnace filters or pipe gaskets, and consequently not sampled. Although the number of samples taken is in accordance with applicable guidelines, the quantity of samples collected for a suspect material may not be statistically sufficient to eliminate the possibility of false negatives. It is possible that the laboratory analysis indicated no asbestos present in a particular sample when asbestos is actually present. Additional sampling and analysis could alter the conclusion of this report. Client agrees that RedPoint Environmental has neither created nor contributed to the creation or existence of any possible hazardous substances or petroleum products at the site.
