Water began leaking though our ceiling on July 4, and my wife and I discovered a noticeable sag in our roof directly above it. We immediately reported the problem to our roofers, and to the City shortly afterward. Colorado Roofing and Exteriors sent two men who took pictures of our roof and in our attic. They returned last week to reflash an area of the roof below my swamp cooler. They continued flashing my chimney which was not finished in January. I have requested their report, but so far they have refused to let me see it. And they are refusing to address the sag in my roof until an engineer tells them specifically what they are to do. The engineer is someone I am to hire, but I have no guidelines for hiring such a professional. I have no idea what I'm supposed to do. I called Breandon McEwen of Colorado Roofing and Exteriors last week and again requested T.J. Campbell's report on my leak, including pictures, of my attic and roof sag. McEwen says he will not comply, adding words to the effect "Why would I give you evidence ?" As I have mentioned to you in our phone conversation, Mr. Schumacher, I have the company's e- mailed bid for structural repairs based on this report. It recommends propping up my sagging roof (the "alleged roof malfunction ", in Breandon's words) with an upright tied into the attic rafter. The support would be a 2 x 6" plank running across the ceiling joists. The bid, which has a price tag of a little over $600, has a Colorado Roofing and Exteriors letterhead at the top of it. When I referred to this, Mr. McEwen said, "Trash it! It's a moot point - no longer a valid proposal..." He complained that my fastidious notetaking was interfering with our relationship by making him and Colorado Roofers unduly cautious. He asked again whether the City of Wheat Ridge had come out to inspect the attic; when I told him it was none of his business, he said, "Then we have nothing to talk about. Look, our roof passed inspection. Twice!" He insists that the only way he will do any further repairs is if an engineer inspects our roof. What I am supposed to have this engineer look for, or do, I'm not sure. Breandan is very busy and aggressive, and the tone he has adopted with me is loud, quarrelsome and offensive. Lately, he's started making comments like, "What's the matter with you, buddy? I'll repeat this again, very slowly..." as though I'm too stupid to understand. The fact of the matter is, I don't understand. Demanding an engineer's report accomplishes only one thing — it creates delays and expense. Whether they do or don't "certify" our rafters for a re -roof or overlay — or whether they insist on spot repairs for the sag, I only know that before I had a roof put on by this company, I had no sag or leak. They did some reflashing — and laid pieces of unattached shingle over the chimney, but there has been no offer to fix the problem. I believe a re -roof is necessary, and am willing to pay for the new plywood to see that it is done properly. Where was this company's meticulous interest in engineering standards when they turned the project over to subcontractor Paul Jenkins, who hastily slapped the new roof on without even looking at the old wood? McEwen wants me to hire an engineer he knows, and is offering to split the expense, which he puts at a nominal $200 (though I would guess more, if the inspector actually climbs into our attic, takes pictues of the sag, and submits a report to me as well as Colorado Roofers). Since I declined the bid described above, (partly on your recommendation) no effort has been made to address the sag. The earlier ( "trashed ") plan to spot- repair by propping up the rafter from within the attic certainly risks deforming our ceiling. My question still is why not just resheath and re -roof? You offered to come out or send someone to represent the city in this. I've requested another official inspection via your call -in request line. During the course of inspections performed to assess compliance of the roof covering replacement with applicable codes, and as a part of investigative inspections performed to evaluate the alleged deficiencies related to issues with the roof coverings, City of Wheat Ridge Combination Inspector Kirk Cadotte documented several areas of concern. These concerns were related to areas of sagging of the roof structure, missing areas of roof sheathing, and the deficient or deteriorated condition of roof sheathing. On January 21, 2010, Inspector Cadotte performed an inspection of the roof sheathing of the structure and noted deficiencies in the integrity of the sheathing. At that time, Inspector Cadotte recorded structural deficiencies in the condition of the roof sheathing and noted the need for repair and/or additional support. On July 19, 2010, Inspector Cadotte performed an inspection in which he recorded concern about areas of sag in the roof structure that were extraordinary and that, in his assessment, required attention. On December 6, 2010, hnspector Cadotte performed an inspection of engineer -prescribed structural work on the roof trusses. As a part of this inspection, Inspector Cadotte noted that the roof sheathing was delaminated and that as many as three plies of the material were missing in areas throughout the roof. The first notation of deficiency occurred early in the course of the project and was brought to the attention of the contractor of record, Colorado Roofing and Exteriors. No action was ever taken by Colorado Roofing and Exteriors to address or repair the deficiencies. The noted deficiency of the roof sheathing, identified early in the course of the project, was that it did not provide an adequate base on which to install the new roof covering and the installation of the new roof covering and that it constituted a violation of applicable building codes, specifically IRC Sections R102.7.1 which states that "...repairs shall not cause an existing structure to become unsafe or adversely affect the performance of the building" and Section R907.2 which states that "the structural roof components shall be capable of supporting the roof covering system and the material..." Most manufacturers also specify in their installation instructions that the roof sheathing should be clean, dry and of a quality and thickness capable of permitting proper installation of the roof covering materials, with more specific information included. These code and manufacturer's installation requirements were not met by Colorado Roofing and Exteriors prior to installation of the roof covering on your home. The cause of the deterioration of the existing roof sheathing, in the opinion of the City of Wheat Ridge Building Division, is a variety of factors, with the primary factor being inadequate installation of ventilation during application of the previous roof covering system as required by codes and manufacturers. It is also the opinion of the Building Division that correction of the deficiencies is not possible without removal of the newly installed covering and replacement of the roof sheathing. As of the date of this letter, the deficiencies in the existing roof sheathing have not been addressed. It is the interpretation of the City of Wheat Ridge Building Division that the existing roof sheathing did not constitute an adequate base for installation of the new roof coverings under the applicable building codes or the manufacturers installation instructions at the time that the new coverings were installed, and that the installation of the new coverings cannot be made to comply with applicable code or manufacturer's requirements without removing the coverings and existing roof sheathing, replacing the existing roof sheathing with new compliant sheathing, and installing new roof coverings. As a licensed contractor in the City of Wheat Ridge, Colorado Roofing and Exteriors should have been aware of and should have adhered to the code and manufacturer's installation requirements for installation of the roof coverings and addressed the deficiencies documented by City inspectors. Colorado Roofing should be responsible for any costs associated with the removal and replacement of the roof coverings as required to provide a compliant installation. It is the belief of the City of Wheat Ridge Building Division that you have been the victims of a second faulty roof covering installation, that the existing deficiencies in the roof sheathing and roof coverings are a result of substandard work by contractors, and that the existing conditions are not a result of normal circumstance or aging or improper action on your part.
