Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
mid -roofs may be called in at the same time, one hundred percent of the sheathing must be
complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required
to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield
is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturer installation instructions,
whichever is more stringent. In order to pass a final inspection of elastomeric or similar
type roof coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name)
roof covering" is required to be on site at the time of final inspection.
Roof inspections for ROOFS OVER 6/12 PITCH: 3rd party inspection will be required, the 3rd
party inspection report will be collected at final roof inspection performed by City of
Wheat Ridge. If report is not available the final inspection will not be completed.

subject to the compliance with those documents, and all applicable statutes, ordinances, regulations, po Flans

2. Thispermit shall expire 365 days after the date of issuance regardless of activity. Requests for extension must be made in writing and
received prior to the date of expiration. An extension of no more than 180 days made be granted at the discretion of the Chief Building
Official and may be subject to a fee equal to one-half of the originalpermit fee.
3. If this permit expires, a new permit may be required to be obtained. Issuance of a new permit shall be subject to the standard
requirements, fees androcedures for approval of any new permit. Re -issuance or extension of expired permits is at the sole discretion of
the Chief Building Official and is not guaranteed.
4. No work of any manner shall be performed that shall results in a changeof the natural flow of water without prior and specific approval.
5. The permit holder shall notify the Building and Inspection Services Division in accordance with established policy of all required
inspections and shall not proceed or conceal work without written approval of such work from the Building and Inspection Services
Division.

Residential Roofing Permit Application
This application is exclusively for new permits for residential roofs and for licensed
contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in
the order they are received and due to the volume of requests, time to process
varies and is subject to change. YOU WILL BE CONTACTED WHEN YOUR
PERMIT IS READY FOR PICK-UP AND WILL BE GIVEN A SPECIFIC DATE
AND TIME WINDOW TO COMPLETE THE TRANSACTION. You will be notified if
your contractor's license or insurance has expired, and you may update those
documents at the time you are issued your permit.
For all other requests:
Homeowners wishing to obtain a roofing permit must apply for the permit in person
at City Hall. Revisions to existing permits (for example, to add redecking) must be
completed in person at City Hall. All other non -roofing permits must be completed in
person at City Hall. The Building Division will be open from 7:30-10:30 a.m.,
Monday through Friday to process these types of requests.

period of one (1) year from date of issue and may be renewed. All fees shall be in accordance with those fees
established by the Uniform Building Code or other applicable City adopted Resolutions or Ordinances.

MINOR EXCAVATION AND FILL PERMITS
1. 1-50 Cubic Yards: No permit is required for dumping or excavation ot earth aterials, which do
not exceed 50 cubic yards, provided, however, that any fill deposited is on natural terrain of less
than three (3) horizontal to one (1) vertical slope, or such fill is less than three (3) feet in depth and
is not intended to support permanent structures, and in addition, such fill or excavation does not
obstruct or otherwise adversely affect any drainageway. Should any of the above standards be
exceeded, or a drainage way be affected, a permit shall be required under the guidelines for No. 2.
2. 51-500 Cubic Yards: Dumping or excavation of earth materials not exceeding 500 cubic yards
may be allowed with a permit approved by the City Engineer. All applications are to be submitted
on the appropriate completed application form and shall be accompanied by the appropriate fee and
sketch plan indicating the following information before the permit will be issued.
A Location and dimensions of all property boundaries and structures on the site.
B Location and extent of areas to be filled and/or excavated.
C. Location of existing and proposed drainageways, irrigation ditches, etc., and indication of
how and where historic run-off will be maintained on and through the site.
D. Cross section area to be filled and/or excavated indicating original slope, new slope and
depth of fill.
E. Statement which indicates the proposed use or purpose for said fill or excavation.
F. Relative elevation ot adjacent properties.
G. Erosion control plan showing placemeni of control devices such as hay bales, etc..

3. 501-20,000 Cubic Yards: Operations in which earth material fill or excavation exceeds 500 cubic
yards but does not exceed 20,000 cubic yards may be allowed by a permit issued by the City
Engineer after review of an application and supporting information. The following information shall
be submitted with the required application form:
A. A site plan, prepared and signed by a Colorado registered professional engineer, at a scale
of no less than 1 inch to twenty feet (1:20) which illustrates the following:
1. Location an dimensions of all property boundaries and structures on the site.
2. Location and extent of areas to be filled and/or excavated.
3. Location of existing waterways and drainage courses indicating any changes. (for
a site containing an established irrigation ditch, a letter of approval from the
appropriate ditch company shall be required).
4. Location of existing and proposed points of ingress.
5. Location and extent of existing vegetation, proposed changes in such vegetation
and methods of rehabilitation on site vegetation after earthwork operations are
complete.
6. Erosion control plan.
7. Grading plan with existing (dashed lines) and proposed (solid lines) ground contours
with contour intervals of 2 feet and spot elevations.
8. At least two cross sections (east to west and north to south) through the site
showing depth of fill andlor excavation.
9. A drainage report may be required if site runoff characteristics are changed.
10. Relative elevations of adjacent properties and structures.
1. Statement of purpose of intended fill and/or excavation.
4. Performance Standards: The following provisions shall apply to all Minor Excavation and Fill
Permits:
A. Rehabilitation: Within thirty(30) days after cessation of filling and/or excavation,
rehabilitation for the site shall have been completed in accordance with the approved
plans. Rehabilitation shall consist of leveling, grading, landscaping or any combination
thereof to minimize potential erosion and be acceptable to the City Engineer.
B. Debris: Debris and/or contaminants shall not be used except with the approval of the City
Engineer. '
"For the purpose of this Section, the term debris shall have the same meaning as the
terms "garbage, trash or junk" as defined in the Wheat Ridge Code of Laws, Section 20-
21 .
In no case shall debris or contaminates identified or classified as hazardous waste by local,
state or federal agencies be used as fill in any fill areas within the City of Wheat Ridge.

General
This investigation includes 3800 Simms St., in Wheatridge, Colorado. The intent of this report
is to provide adequate information for the design of a residential foundation, including the type of
foundation required, the allowable soil capacities, groundwater conditions and to identify any potential
problems that my be encountered during construction and for the life of the project. Woodland
Engineering, Inc. knows of no other soils testing done on this property.
Site ('onditions
Currenfly, this lot is vacant. It has been reported to Woodland Engineering, Inc. that a Single
Family Residence is planned for this site.
Topography in this project vicinity is generally flat. Woodland Engineering, Ina knows of no
geologic hazards identified for this project location. The site does not lie within the dipping bedrock
areas identified by the US Geological Survey.
Field & Laboratorv Invectication
Field-testing consisted of boring down below the surface with a 5" diameter auger. Two borings
were made at this site on 6/16/00 at the locations shown in Figure 1. At specific intervals, samples were
taken for evaluation in the laboratory. Samples were taken by pounding a 2" diameter sample tube into
soil with a 140-pound hammer dropping 30 inches. Figure 2 shows the soils encountered in each boring,
the depths at which samples were taken, and the depth at which ground water was encountered, if any.
Samples were analyzed in the laboratory for swell or consolidation potential, natural moisture
content and particle size distribution. The samples were visually classified and particle size disYribution
tests were used to verify the visual classification. If samples could be tested for swell or consolidation
potential, then the results are shown graphically in Figure 3. The results of the laboratory tests indicate
the likely behavior of the soils under load when wetted. Table 1 summarizes the results of the laboratory
testing.
Foendation Recommendations
Foundation Tvpe
Based on the evaluation of the subsoils, it is Woodland Engineering Inc.'s opinion that the
proposed residence should be founded on continuous spread footings under walls and rectangular pads
under columns. The maximum allowable bearing pressure shall be 3,000 pounds per square foot, dead
load plus live load. Footings shall bear on undisturbed soil; loose soil or debris shall be removed before
placing footings. A minimum footing width of 16" is recommended. The bottom of footings shall be at
least 3' below grade for frost protection.
Foundation Excavation
Special precautions should be taken in deep excavations For safety of the workers and to protect
nearby structures. The sides of the temporary excavation should be sloped or stepped at a Y2:1
(Horizontal:Vertical) maximum rate. The owner/contractor should be familiar with ChapYer 33 of the
Uniform Building Code prior to construction.

Foundation Walls
Foundation walls shall be designed to resist both vertical and horizontal loads. Vertical loads on
the foundation wa11s shall be as identified by foundation engineec Horizontal loads shall include earth
pressures and any lateral loads that might be identified by the foundation engineer. Design lateral eaRh
pressures shall be 40 pcf for active conditions and 60 pcf for at-rest conditions.
Foundation walls shall be constructed using a Type II cement to resist moderate corrosion
potential.
Foundation walls shall be backfilled with a non-expansive backfill. Cuttings from the foundation
excavation appear to be suitable to be used as backfill material. Rocks or objects larger than 12"
nominal diameter and frost permeated soil may not be used in foundation backfill.
Surface and Sub-curface Drainase
Subsur ace: The installation of a foundation drainage system is required for any habitable
space below grade. See Figure 4, Perimeter Drain Construction Detail for a suggested foundation
drainage system.
Sur ace: The foundation shall be backfilled with a non-expansive backfill. The backfill
material shall be moderately compacted in lifts to reduce the potential for settlement. Keep backfili soils
moist during backfilling, but not saturated. For proper drainage, maintain a slope of 10% (6" drop in 5'
from the house) for a minimum distance of 5', and over a distance of 10' or more if possible. The slope
must be maintained and the future owners shall be instructed to immediately fi11 in any spots where
settlement next to the foundation occurs.
Do not install landscaping features that trap water adjacent to the foundation. Refer to Figure 5,
Landscapdng Detail for an acceptable method of installing decorative bark or gravel adjacent to the
foundation wall.

The natural soils appear to be suitable for the support of non-load bearing slabs-on-grade. Some
soils tend to expand or contract with significant fluctuations in moisture. Either situation can cause
movement in a slab, which could result in cracking of the concrete. The following steps should be taken
to help reduce the potential for slab movement and cracking, as well as to minimize the potential for
damage in the event that the slab does move:
1. Care shall be taken to maintain nearly constant moisture levels within the excavated area during
construction.
2. Place the slab directly on undisturbed natural soils or on compacted, non-expansive backfilL Do
not place a gravel layer beneath the concrete slab.
3. Separate the slab from structural (foundation) members or utilities to allow for independent
movement of the slab.
4. Provide control joints to allow for cracking at specific locations. Control joints shall be spaced
no more than 15' apart, and the total area between control joints shall be no more than 175
square feet.
5. A minimum 1'/z" void shall be provided in all non-load bearing partition walls to allow for the
potential upward movement of the slab. This void is not intended to absorb all potential slab
movement. Instead, this void should be monitored and, if the void closes, the void should be
replaced. A void shall be included on any drywall or paneling attached to the partition wall. The
potential for upward slab movement exists with both expansive and non-expansive soils alike.

6. For radiant floor heating systems, do not run hot water lines underneath concrete slab.
7. Provide flexible connections for all water, gas, and forced air furnace connections with a
minimum 2" potential for movement.
('onstruction InsnertiOoc and Tests
This office shall be notified with sufficient notice to provide inspection services. Woodland
Engineering, Inc. shall inspect any pier drilling or structural fill placement efforts. Any material
proposed to be used as structural fill shall be tested and approved by Woodland Engineering, lnc. prior
to fill placement. These inspections and tests are addUional services and are not a part of this report.
Disclaimers
Due to the limited nature of subsurface explorarion, it is necessary to assume that the conditions
will not vary significantly over the extent of the project. However, experience shows that conditions do
vary occasionally. If, during excavation, soil is encountered which appears different from the soils
encountered in the test borings, as described in this report, then this office should be notified to inspect
the open excavation. This inspection is not a part of this work and shall be paid for sepazately from this
investigation.

Dear Sir,
Concerns have been brought to my attention by city council and residence that the above
referenced structure is being "used or occupied" without a certificate of occupancy due to open
houses being oonducted at the property and furniture being place within the residence.
Due to "use" being prohibited by Section 109.1 of the Uniform Building Code 1997 Edition. I
must require you to remove the fumiture from the residence no later than Februarv 6. 2002 and
discontinue open house activities until a final inspection is complete and a certificate of
occupancy has been issued for the property.
Below is s list of items needing to be completed and provided prior to a certificate of occupancy
being issued,
1. Complete final inspection corrections.
2. Complete finish grading of entire site.
3. Escrow landscaping, provide a copy of landscape contract and submit a check for 125%
of the contract price made out to the CiTy of Wheat Ridge and complete escrow
agreement.
4. Provide an Improvement Location Certificate with property spot elevations or contours
and drainage arrows indicating proposed drainage on the site.
Please call the inspection line to arrange a final inspection as soon as the property is ready for

I have made contact with the contractor and the real estate agent for the above referenced address
in an effort to confirm no one is living at this address and that the furniture iridicated in the
photos is a result of "open houses" put on by the real estate agent. (see the attached letter dated
January 22, 2002 from the agent)
Also find attached a copy of the inspection report dated October 12, 2001 stating what items need
to be completed prior to a certificate of occupancy being issued for this address. I contacted the
contractor of the property and was told that they have lowered the price on the house again,
hoping it will sell and stated that they should have the code correction items completed and ready
for re-inspection within the next week or two. The contractor has 180 days (6 months) from the
last inspection date (October 12, 2001) to have the items completed or the building permit will
expire.
If there is any further clarification or concerns that need to be addressed please let me know.
