FOR ROOF PITCH 6/12 AND OVER: Midroof & Final Roof inspections for ROOFS with 6/12 PITCH &
OVER REQUIRE A 3RD PARTY INSPECTION. The 3rd party inspection report must be dropped off to
the Permit Desk at the City of Wheat Ridge. The report MUST BE SIGNED by the Homeowner.
REGARDING ROOF VENTILATION: Roof ventilation shall comply with Building Division Policy
BD -18-001 for Balanced Ventilation Systems, or manufacturer installation instructions,
whichever is more stringent.
MIDROOF & SHEATHING: Effective December 1, 2014, asphalt shingle installations require an
approved mid -roof inspection, conducted when 25-750 of the roof covering is installed,
prior to final approval. Installation of roof sheathing (new or overlay) is required on the
entire roof when spaced or board sheathing with ANY gap exceeding one half inch exists.
Sheathing and mid -roofs may be called in at the same time, one hundred percent of the
sheathing must be complete and 25-750 of the mid -roof may be complete. Asphalt shingles are
required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and
water shield is required. Eave and rake metal is required.
LADDER MUST BE SET FOR ALL ROOF INSPECTIONS: A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections.
COMMERCIAL ROOFS: In order to pass a final inspection of elastomeric or similar type roof
coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name) roof
covering" is required to be on site at the time of final inspection.

The property owner, and all current occupants, aze hereby notified that the undersigned
Building Official of Wheat Ridge, Colorado, has found the building located on the above
described real property to be a Dangerous Building within the meaning of Section 302 of
the Uniform Code for the Abatement of Dangerous Buildings, 1997 edition, as adopted
by the City of Wheat Ridge, Colorado ("Code"), as more particulazly set out below:
The building is being used far dwelling purposes and is in violation of the Uniform Code
for the Abatement of Dangerous Buildings, sections in bold aze the sections that this
property is in violation of.
SECTION 301 - GENERAL
For the putpose of this code, certain terms, phrases, words and their derivatives shall be conshued as
specified in either this chapter ot as specified in the Building Code or the Housing Code. Where terms aze
not defined, they shall have their ordinary accepted meanings within the context with which they aze used.
Webster's Third new International Dicfionary of the English Language, Unabridge, copyright 1986, shall
be construed as providing ordinary accepted meanings. Words used in the singular masculine gender
include the feminine and the feminine the masculine.
BUILDING CODE is the International Code Council, as adopted by this jurisdiction.
DANGEROUS BUILDING is any building or shucture deemed to be dangerous under the provisions of
Section 302 of this code.
HOUSING CODE is the Uniform Housing Code promulgated by the IntemaHonal Conference of building
Officials, as adopted by this jurisdiction.
INTERNATIONAL PROPERTY MAINTENANCE CODE is the 2003 Intemational Properry
Maintenance Code promulgated by the International Code Council, as adopted by this jurisdiction.
SECTION 302 - DANGEROUS BUILDING
Foz the purpose of this code, any building or struc[ure which has any or all of the conditions or defects
hereinafter described shall be deemed to be a dangerous building, provided that such condi6ons or defects
exist to the extent [hat the life, health, property or safety of the public or its occupants aze endangered.
1. Whenever any door, aisle, passageway, stairway or other means of exit is not of sufficient
width or size or is not so arranged as to provide safe and adequate means of exit in case of
fire or panic.
. 2. Whenever the walking surface of any aisle, passageway, stairway or other means of exit is so
warped, worn. Loose, torn or otherwise unsafe as to not provide safe and adequate means of
exit in case of fire or panic.
3. Whenever the stress in any materials, member or portion thereof, due to all dead and life loads, is
more than one and one half times the working stress or s4esses allowed in the Building Code for
new buildings of similaz shucture, purpose or location.
4. Whenever any portion thereof has been damaged by fire, earthquake, wind, flood or by any other
cause, to such an extent that the struchual strength or stability thereof is materially less than it was
before such catastrophe and is less than the minimum requirements of the Building Code for new
buildings of similar structure, purpose or location. 5. Whenever any portion or member or appurtenance thereof is likely to fail, or to become detacbed
or dislodged, or to collapse and thereby injure persons or damage property.
6. Whenever any portion of a building, or any member, appur[enance or omamentation on the
exterior thereof is not of sufficient strength or stability, or is not so anchored, attached or fastened
in place so as to be capable of resisring a wind pressure of one half of that specified in the building
Code for new buildings of similaz shucture, purpose or locarion without exceeding the working
stressed peruutted in the Building Code for such buildings.
7. Whenever any portion thereof has wracked, warped, buckled or settled to such an extent that walls
or other slructural portions have materially less resistance to winds or earthquakes than is required
in the case of similar new construction.
8. Whenever the building or structure, or any portion thereof, because of (i) dilapidation,
deterioration or decay; (ii)faulty construction; (iii) the removal, movement or instability of any
portion of the ground necessary for the putpose of supporting such buildings; (iv) the
deterioration, decay or inadequacy of its foundalion; or (v) any other cause, is likely to partially or
completely collapse.
9. Whenever, for any reason, the building or structure, or any portion thereof, is manifestly
unsafe for purpose of which it is being used.
10. Whenever the exterior walls or other vertical structural members list, lean or buckle to such an
extent that a plumb line passing through the center of graviry does not fall inside the middle on
third ofthe base.
11. Whenever the building or structure, exclusive of the foundation, shows 33 percent or more damage
or deterioration of its supporting member or members, or 50 percent damage or deterioration of its non-supporting members, enclosing or outside walls or coverings.
12. Whenever the building or structure has been so damaged by fue, wind, earthquake or flood, or has
become so dilapidated or deteriorated as to become (i) an athactive nuisance to children; (ii) a
harbor for vagrants, criminals or immoral persons; or as to (iii) enable persons to resort thereto for
the puipose of committing unlawful or immoral acts.
13. Whenever any building or structure has been constructed, exists or is maintained in
violation of any speci5c requirement or prohibition applicable to such building or structure
provided by the building regulations of this jurisdiction, as specified in the Building Code or Housing Code, or ot any law or ordinance of this state or jurisdiction relating to the
condition, location or structure of buildings.
14. Whenever any buIlding or structure which, whether or not erected in accordance with a all
applicable laws and ordinances, has in any non-supporting part, member or portion less than 50
percent, or in any supporting part, member or portion less the 66 percent or the (i) strength, (ii)
fue-cesisting qualities or characteristics, or (iii) weatherresisting qualities or chazacteristics
requued by law in the case of a newly constructed building of like area, height and occupancy in
[he same location.
15. Whenever a building or structure, used or intended to be used for dwelling purposes,
because of inadequate maintenance, dilapidation, decay, damage, faulty construction or
arrangement, inadequate light, air or sanitation facilities, or otherwise, is determined by the
health officer to be unsanitary, unfit for human habitation or in such a condition that is
likely to cause sickness or disease.
16. Whenever any building or structure, because of obsolescence, dilapidated condition,
deterioration, damage, inadequate eaits, lack of sufficient fire-resistive construction, faulty
electric wiring, gas connections or heating apparatus, or other cause, is determined by the
5re marshal to be a fire hazard.
17. Whenever any building or structure is in such a condition as to constitute a public nuisance
known to the common law or in equity jurisprudence.
18. Whenever any portion or a building or structure remains on a site after the demolition or
destcvcrion of the building or sWcture or whenever any building or structure is abandoned for a
period in excess of six months so as to constitute such building or portion thereof an attractive
nuisance or hazazd to the public.
The 1997 Uniform Housing Codes states:
SECTION 1001-DEFI1vITIONS
1001.1 General. Any building or portion thereof that is detertnined to be an unsafe building in accordance
with Section 102 of the Building Code, or any building or portion thereof, including any dwelling unit,
guest room or suite or rooms, or the premises on which the same is located, in which there exists any of the
conditions referenced in this section to an extent that endangers the life, limb, health, property, safety or
welfaze of the public or the occupants thereof, shall be deemed and hereby are declared to be substandard
buildings.
1001.2 Inadequate Sanitation. Buildings or portions thereof shall be deemed substandard when they are
when they are in sanitary. Inadequate sanitation shall include, but not be limited to, the following:
L Lack of or improper water closet, lavatory, bathtub or shower in a dwelling unit or lodging house.
2. Lack of or improper water closets, lavatories, and bathtubs or showers per number or guests in a
hotel.
3. Lack of or improper kitchen sink in a dwelling unit.
4. Lack of hot or cold running water to plumbing fixtures in a hotel
5. Lack of hot or cold running water to plumbing fixtures in a dwelling unit or lodging house.
6. Lack of adequate heating facilities.
7. Lack of or improper operarion or required ventilating equipment.
8. Lack of minimum amounts of na[ural light and venrilarion require by this code.
9. Room and space dimensions less than required by this code.
10. Lack of required electrical lighting.
11. Dampness of habitable rooms.
12. Infestation of insects, vemtin or rodents as deternrined by the health officer.
13. General dilapidation or improper maintenance.
14. Lack of connecUon to required sewage disposal system.
15. Lack of adequate garbage and rubbish storage and removal facilities as determined by the
health officer.
10013 Structural Hazards. Buildings or portions thereof shall be deemed substandazd when they are or
contain structural hazuds. Structural hazards shall include, but not be limited to, the following:
1. Deteriorated or inadequate foundations.
2. Defecrive or deteriorated flooring or floor supports.
3. Flooring or floor suppoRs of insufficient size to cairy imposed loads with safety.
4. Members of walls, partirions or other vertical supports that split, lean, list or buckle do to defective
material or deteriorations.
5. Members of walls, partitions or other vertical supports that are of insufficient size to carry
imposed loads with safety.
6. Members of ceilings, roofs, ceiling and roof supports, or other horizontal members that sag, split
or buckle due to defective material or deterioration.
7. Members of ceilings, roofs, ceiling and roof supports, or other horizontal members that are of
insufficient size to carry imposed lads with safety.
8. Fireplaces oc chimneys that list, bulge o settle due to defective material or deteriorarion.
9. Fireplaces or chimneys that aze of insufficient size or shength to carry imposed loads with safety.
1001.4 Nuisance. Buildings or portions thereof in which there exists any nuisance as defined in this
code are deemed substandard buildings.
1001.5 Hazardous Electrical Wiring. Electrical wiring that was installed in violation of code
requirements in effect at the time of installation or electrical wiring not installed in accordance with
generally accepted construction practices in areas where no codes were in effect or that has not been
maintained in good condition or that is not being used in a safe manner shall be considered
substandard.
1001.6 Hazardous Plumbing. Plumbing that was installed in violation of code requirements in effect
at the time of installation or plumbing not installed in accordance with generally accepted
construction practices in areas where no codes were in effect or that has not been maintained in good
condition or that is not being used in a safe manner shall be considered substandard.
1001.7 Hazardous Mechanical. Mechanical equipment that was installed in violation of code
requirements in effect at the time of installation or mechanical equipment not installed in accordance
with generally accepted construction practices in areas where no codes were in effect or that has not
been maintained in good condition or that is not being used in a safe manner shall be considered
substandard.
1001.8 Faulty Weather Yrotections. Buildings or portions thereof shall be considered substandard
when they have faulty weather protections, which shall include, but not be limited to, the following:
1. Deteriorated, crumbling or loose plaster.
2. Deteriorated or ineffective waterproofing or exterior walls, roof, foundations or lloors,
including broken windows or doors.
- 3. Defective or lack of weather protection for ezterior wall coverings, including lack of paint,
or weathering due to lack of paint or other approved protective covering.
4. Broken, rotted, split or buckled exterior wall coverings or roof coverings.
1001.9 Fire Hazard. Any building or portion thereof, device, apparatus, equipment, combustible
waste, or vegetation that, in the opinion of the chief of the fire department, is in such a condition as to
cause a fire or explosion or provide a ready fuel to augment the spread and intensity of fire or
explosion arising from any cause shall be considered substandard.
1001.10 Faulty Materials of Construction. The use of materials of construction, except those that are
specifically allowed or approved by [his code and the Building Code, and that have been adequately
maintained in good and safe condirions, shall cause a building to be substandard.
1001.11 Hazardous or Insanitary Premises. The accumulation of weeds, vegetation, junk, dead
orgauic matter, debris, garbage, offal, rat harborages, stagnant water, combustible materials, and
similar materials or conditions on a premises constitutes fire, health or safety hazards that shall be
abated in accordance with the procedures specified in Chapter 11 of this code.
1001.12 Inadequate Exits. Exceptfor those buildings or portions thereof that have been provided
with adequate exit facilities conforming to the provisions of this code, buildings or portions thereof
whose exit facilities were installed in violation of code requirements in effect at the time of their
construction or whose exit facilities have not been increased in number or width in relations to any
increase in occupant load due to alterations, additions or change in use or occupancy subsequent to
the time of construction shall be considered substandard.
NotwithstandSng compliance wi[h code requirements in etfect at the time of their
construction, buildings or portions thereof shall be considered substandard when the building official
finds that an unsafe condition exists through an improper location of exits, a lack of an adequate
number or width af exits, or when other conditions exist that are dangerous to human life.
1001.13 Inadequate Fire-Protection or Fire-Fighting Equipment. Buildings or portions there of shall
be considered substandard when they are not provided with the fue-resistive construction or fire-
extinguislung systems or equipment required by this code, except those buildings or portions thereof that
conformed with all applicable laws at the time of their construction and whose fue-iesistive integrity and
fue-extinguishing systems or equipment has been adequately maintained and improved in relation to any
increase in occupant load, alterarion or addirion, or any cbange in occupancy.
1001.14 Improper Occupancy. All buildings or portions thereof occupied for living, sleeping, cooking
or dining purposes that were not designed or intended to be used for such occupancies shall be
considered substandard.
The following is a list of items that shall be fixed to meet code:
1. Broken windows shall be fixed.
2. Electrical wiring shall be fixed to code 2002 NEC.
3. All faulty weather protection shall be fixed.
4. All Plumbing shall meet 2003 IPC and IRC.
5. Bedrooms shall be supplied with one egress window per
bedroom.
6. All bedrooms shall be supplied with smoke detectors that are
hardwired in per 2003 IRC.
7. All rotten wood shall be replaced.
8. Stairs shall meet code if the go to habitable space.
9. Need smoke detectors per 2003 IRC in each bed rooms and
living space.
10. All bare wiring shall be covered with approved outlets and
lights per 2002 NEC.
11. Dangerous over head electrical shall be brought to code.
12. All plumbing fixtures shall be fixed to meet code.
13. The house is a fire hazazd with excessive storage excessive
storage shall be removed.
14. The fumace and water heater were blocked by excessive
storage material.
15. Bedrooms with 2 people shall have 120 sq ft of clear floor azea.
16. A bedroom with 4 people shall have a clear floor area of 230
sq. ft.
17. Need to remove trash from site and garage shall be cleaned up
can not use outside as storage.
18. Broken windows shall be fixed and hole in door shall be fixed.
19. All faulty wiring shall be fixed and brought to code remove all
extension cords
20. Over Head service wire is to low.
21. The bathroom and kitchen electrical shall be brought to code
with GFCI protectron.
22. Note these may not be all the items that need to be addressed
for occupancy the residence was filled with debris and outlets
could not be seen and plumbing could not be inspected.
ORDER
1. The City of Wheat Ridge Building Official has determined the building
referenced above to be a Dangerous Building. The Building Department will
post the building as a Dangerous Building due to the amount of life safety issues.
Pursuant to Code all occupants shall be required to vacate the property if nof
rectified with in 5 days of this Notice March 1, 2006. This is therefore required in
order to protect life, health and safety of the public.
IL The owners are ordered to pull a building permit to fix the deficient items. The
Building Department will post the building as a Dangerous Building due to the
amount of life safety issues. Pwsuant to Code all occupants shall be required to
vacate the property. This is therefore required in order to protect life, health and
safety of the public.
III. If the structure has not been brought to code or demolished by April 1, 2006.
Section 801 in the Uniform Code for the Abatement of Dangerous Buildings
states, "801.1 Procedure. When any work of repair or demolition is to be done
pursuant Section 701.3, Item 3, of this code, the building official shall issue an
order thereof to the director of public works and the work shall be accomplished
by personnel of this jurisdiction or by private contract under the direction of said
director. Plans and specifications therefore may be prepared by said director, or
the director may employ such architectural and engineering assistance on a
contract basis as deemed reasonably necessary. If any part of the work is to be
accomplished by private contract, standazd public warks contractual procedures
shall be followed." Section 801.2 states, "801.2 Costs. The cost of such work shall
be paid from the repair and demolition fund, and may be made a special
assessment against the property involved, or may be made a personal obligation
of the property owner, whichever the legislative body of this jurisdiction shall
determine is appropriate."
The property owner and all occupants are hereby ORDERED TO CEASE AND
DESIST occupancy and use of the above described building. The Building Official
shall cause the property to be posted with the attached Notice and shall take action
to remove all future occupants from the building until the building is brought up to
code.
REMEDIAL ACTION
1. The property owner must apply for and obtain a City of Wheat Ridge building permit
to correct any deficiencies.
W. All deficiencies shall be fixed but aze not limited to the items on this list.
APPEAL OF THIS NOTICE AND ORDER
Any person having record title or other legal interest in the above described premises may
appeal this Notice and Order or any action of the Building Official to the Building Code
Advisory Board or known as the Boazd of Appeals pursuant to section 112 of the Code,
provided that the appeal is made in writing as provided in the Code and filed with the
Building Official within ten (10) days from the date of service of this Notice and Order.
Failure to appeal will constitute a waiver of all rights to an administrative hearing and
determination of this matter. FILING OF AN APPEAL SHALL NOT STAY THE
EFFECTIVENESS OF THIS NOTICE AND ORDER

NOTICE
The property owner, and all current occupants, are hereby notified that the undersigned
Building Official of Wheat Ridge, Colorado, has found the building located on the above
described real property to be a Dangerous Building within the meaning of Section 302 of
the Uniform Code for the Abatement of Dangerous Buildings, 1997 edition, as adopted
by the City of Wheat Ridge, Colorado ("Code"), as more particularly set out below:
The building is being used for dwelling purposes and is in violation of the Umform Code
for the Abatement of Dangerous Buildings, sections in bold aze the sections that this
property is in violation of.
SECTION 301- GENERAL
For the purpose of this code, certain terms, phrases, words and their derivatives shall be conslrued as
specified in either this chapter or as specified in the Building Code or the Housing Code. Where terms are
not defined, they shall have their ordinary accepted meanings within the context with which they are used.
Webster's Third new International Dictionary of the English Language, Unabridge, copyright 1986, shall
be construed as providing ordinary accepted meanings. Words used in the singular masculine gender
include the feminine and the feminine the masculine.
BLTILDING CODE is the International Code Council, as adopted by this jutisdiction.
DANGEROUS BUILDING is any building or structure deemed to be dangerous under the provisions of
Section 302 of this code.
HOUSING CODE is the Uniform Housing Code promulgated by the International Conference of building
Officials, as adopted by this jurisdiction.
INTERNATIONAL PROPERTY MAINTENANCE CODE is the 2003 International Property
Maintenance Code promulgated by the Intemational Code Council, as adopted by this jurisdiction.
SECTION 302 - DANGEROUS BUILDING
For the purpose of this code, any building or shucture which has any or all of the conditions or defects
hereinafter described shall be deemed to be a dangerous building, provided that such conditions or defects
exist to the extent that the life, health, property or safety of the public or its occupants are endangered.
1. Whenever any door, aisle, passageway, stairway or other means of exit is not of sufficient
width or size or is not so arranged as to provide saCe and adequate means of exit in case of
fire or panic.
2. Whenever the walking surface of any aisle, passageway, stairway or other means of exit is so
warped, worn. Loose, torn or otherwise unsate as to not provide safe and adequate means of
exit in case of fire or panic.
3. Whenever the stress in any materials, member or portion thereof, due to all dead and life loads, is
more than one and one half times the working shess or stresses allowed in the Building Code for
new buildings of similar structure, purpose or location.
4. Whenever any portion thereof has been damaged by fire, ear[hquake, wind, flood or by any other
cause, to such an extent that the structural strength or stability thereof is materially less than it was
before such catashophe and is less than the minimum requirements of the Building Code for new
buildings of similar structure, puipose or location.
5. Whenever any portion or member or appurtenance thereof is lilcely to fail, or to become detached
or dislodged, or to collapse and thereby injure persons or damage property.
6. Whenever any portion of a bwlding, or any member, appurtenance or omamentation on the
exterior thereof is not of sufficient strength or stability, or is no[ so anchored, attached or fastened
in place so as to be capable of resisting a wind presswe of one half of that specified in the building
Code for new buildings of similaz structure, purpose or location without exceeding the working
suessed pemiltted in the Building Code for such buildings.
7. Whenever any portion thereof has wracked, wazped, buckled or settled to such an extent that walls
or other sffuctural portions have materially less resistance to winds or earthquakes than is required
in the case of similaz new construcrion.
8. Whenever the building or structure, or any portion thereof, because of (i) dilapidation,
deterioration or decay; (ii)faulty construcrion; (iii) the removal, movement or instability of any
portion of the ground necessary for the purpose of supporting such buildings; (iv) the
deteriorarion, decay or inadequacy of its foundation; or (v) any other cause, is likely to partially or
completely collapse.
9. Whenever, for any reason, the building or structure, or any portion thereof, is manifestly
unsafe for purpose of which i[ is being used.
10. Whenever the exterior walls or other vertical structtual members list, lean or buckle to such an
extent that a pluxnb line passing through the center of graviTy does not fall inside the middle on
third of the base.
11. Whenever the building or structure, exclusive of the foundation, shows 33 percent or more damage
or deterioration of its supporting member or members, or 50 percent damage or deterioration of its
non-supporting members, enclosing or outside walls or coverings.
12. Whenever the building or s4ucture has been so damaged by fue, wind, earthquake or flood, or has
become so dilapidated or deteriorated as to bewme (i) an attractive nuisance to children; (ii) a
harbor for vagrants, criminals or immoral persons; or as to (iii) enable persons to resort thereto for
the purpose of committing unlawful or immoral acts.
13. Whenever any building or structure has been constructed, exists or is maintained in
violation of any specific requirement or prohibition applicable to such building or structure
provided by the building regulations of this jurisdiction, as specified in the Building Code or
Housing Code, or of any law or ordinance of this state or jurisdiction relating to the
condition, location or structure of buildings.
14. Whenever any building or structure which, whether or not erected in accordance with a all
applicable laws and ordinances, has in any non-supporting part, member or portion less than 50
percent, or in any supporting part, member or portion less the 66 percent or the (i) strength, (ii)
fire-resisting qualities or chazacteristics, or (iii) weather-resisting qualities or chazacteristics
required by law in the case of a newly constructed building of like azea, height and occupancy in
the same locaYion.
15. Whenever a building or structure, used or intended to be used tor dwelling purposes,
because of inadequate maintenance, dilapidation, decay, damage, faulty construc[ion or
arrangement, inadequate light, air or sanitation tacilities, or otherwise, is determined by the
health officer to be unsanitary, unfit for human habitation or in such a condition that is
likely to cause sickness or disease.
16. Whenever any building or structure, because of obsolescence, dilapidated condition,
deterioration, damage, inadequate exits, lack of sufficient fire-resistive construction, faulty
electric wiring, gas connections or heating apparatus, or o[her cause, is determined by the
fire marshal to be a fire hazard.
17. Whenever any building or structure is in such a condition as to constitute a public nuisance
known to the common law or in equity jurisprudence.
18. Whenever any portion or a building or structure remains on a site after the demolirion or
deshuction of the building or shucture or whenever any building or sh-ucture is abandoned for a
period in excess of six months so as to constitute such building or portion thereof an attractive
nuisance or hazard to the public.
The 1997 Uniform Housing Codes states:
SECTION 1001-DEFINITIONS
10011 General. Any building or portion thereof that is determined to be an unsafe building in accordance
with Section 102 of the Building Code, or any building or portion thereof, including any dwelling unit,
guest room or suite or rooms, or the premises on which the same is located, in which there pisa safef the
conditions referenced in this section to an extent that endangers the life, limb, health, Pro e ry or
welfare of the public or the occupants thereof, shall be deemed and hereby aze declared to be substandazd
buildings.
1001.2 Inadequate Sanitation. Buildings or portions thereof shall be deemed substandazd when they aze
when they are in sanitary. Inadequate sanitarion shall include, but not be limited to, the following:
1. Lack of or improper water closet, lavatory, bathtub or shower in a dwelling unit or lodging house.
2. Lack of or improper water closets, lavatories, and bathmbs or showers per number or guests in a
hotel.
3. Lack of or improper kitchen sink in a dwelling unit.
4. Lack of hot or cold mnning water to plumbing fixtures in a hotel 5. Lack of hot or cold cunning water to plumbing fixtures in a dwelling unit or lodging house.
6. Lack of adequate heating facilities.
7. Lack of or improper operarion or required ventilating equipment.
8. Lack of minimum amounts of natural light and venrilation requue by this code.
9. Room and space dimensions less than required by this code.
10. Lack of required electrical lighting.
11. Dampness of habitable rooms.
12. Infestation of insects, vem'un or rodents as determined by the health officer.
13. General dilapidation or improper maintenance.
14. Lack of connection to required sewage disposal system.
15. Lack of adequate garbage and rubbish storage and removal facilities as determined by the
health oft"icer. 1001.3 Structural Hazards. Buildings or portions thereof shall be deemed substandard when they are or
contain structural hazards. Shvctural hazards shall include, but not be limited to, the following:
1. Deteriorated or inadequate foundations.
2. Defective or deteriorated flooring or floor supports.
3. Flooring or floor supports of insufficient size to carry imposed loads wi[h safety.
4. Members of walls, partitions or other vertical supports that split, lean, list or buckle do to defective
material or deteriorations.
5. Members of walls, partitions or other vertical supports that are of insufficient size to cairy
imposed loads with safety.
6. Members of ceilings, roofs, ceiling and roof supports, or other horizontal members that sag, split
or buckle due to defective material or deterioration.
7. Members of ceilings, roofs, ceiling and roof supports, or other horizontal members that aze of
insufficient size to carry imposed lads with safety.
8. Fireplaces or chimneys that list, bulge o settle due to defective material or deterioration.
9. Fireplaces or chimneys that aze of insufficient size or strength to carry imposed loads with safety.
1001.4 Nuisance. Buildings or portions thereot in which there exists any nuisance as defined in this
code are deemed substandard buildings.
1001.5 Hazardous Electrical Wiring. Electrical wiring that was installed in violation of code
requirements in effect at the time of installation or electrical wiring not installed in accordance with
generally accepted construction practices in areas where no wdes were in effect or that has not been
maintained in good condition or that is not being used in a sate manner shall be considered
substandard.
1001.6 Hazardous Plumbing. Plumbing that was installed in violation of code requirements in effect
at the time of installation or plumbing not installed in accordance with generally accepted
construction practices in areas where no codes were in effect or that has not been maintained in good
condition or that is not being used in a safe manner shall be considered substandard.
1001.7 Hazardous Mechanical. Mechanical equipment that was installed in violation of code
requirements in effect at the time of installation or mechanical equipment not installed in accordance
with generally accepted construction practices in areas where no codes were in effect or that has not
been maintained in good condition or that is not being used in a safe manner shall be considered
substandard.
1001.8 Faulty Weather Protections. Buildings or portions thereof sha11 be considered substandard
when they have faulty weather protections, which shall include, but not be limited to, the foliowing:
1. Deteriorated, crumbling or loose plaster.
2. Deteriorated or ineffective waterproofing or exterior walls, roof, foundations or tloors,
including broken windows or doors.
3. Defective or lack of weather protection for exterior wall coverings, including lack of paint,
or weathering due to lack of paint or other approved protective covering.
4. Broken, rotted, split or buckled exterior wall coverings or roof coverings.
1001.9 Fire Hazard. Any building or portion thereof, device, apparatus, equipment, combustible
waste, or vegetation that, in the opinion of the chief of the fire department, is in such a condition as to
cause a fire or explosion or provide a ready fuel to augment the spread and intensity of fire or
explosion arising from any cause shall be considered substandard.
1001.10 Faulty Materials of Constructioa The use of materials of conshvction, except those that are
specifically allowed or approved by this code and the Building Code, and that have been adequately
maintained in good and safe conditions, shall cause a building to be substandard.
100111 Hazardous or Insanitary Premises. The accumulation ot weeds, vegetation, junk, dead
organic matter, debris, garbage, offal, rat harborages, stagnant water, combustible materials, and
similar materials or conditions on a premises constitutes fire, health or safety hazards that shall be
abated in accordance with the procedures specilied in Chapter 11 of this code.
100112 Inadequate Exits. Except for those buildings or portions thereof that have been provided
with adequate exit facilities conforming to the provisions of this code, buildings or portions thereof
whose exit facilities were installed in violation of code requirements in effect at the time of their
construction or whose exi[ facilities have not been increased in number or width in relations to any
increase in occupant load due to alterations, additions or change in use or occupancy subsequent to
the time of construction shall be considered substandard.
Notwithstanding compliance with code requirements in effect at the time of their
construction, buildings or portions thereof shall be considered substandard when the building official
6nds that an unsafe condition exists through an improper location of eaits, a lack of an adequate
number or width of exits, or when other conditions exist that are dangerous to human life.
