EVS recommends following clean up procedures as referenced in CDPHE Regulation 8, Section III3.1. Major Asbestos Spills within the structure, inside the dumpster outside, and the driveway. ➢ EVS recommends Micro -Vacuum sampling to determine spill delineation within the structure. ➢ Based on the laboratory analytical results, ACM listed in this report should be removed by a Colorado State Certified General Abatement Contractor. Page 3 of 12 Eng ec Introduction EVS's Mr. Luke Bochmann conducted a limited, area and material specific asbestos inspection within the residential structure located at 3294 Quail Street in Wheat Ridge, Colorado. The inspection was conducted due to renovations in progress causing damage to suspect asbestos containing materials (ACM) within the structure. Materials sampled, were limited to specific areas specified by the client, and did not include suspect materials in which the client stated would not be or were not disturbed during renovation activities. The Environmental Protection Agency (EPA) and Colorado Department of Public Health and Environment (CDPHE) Colorado Regulation No. 8 (Reg. 8) requires that suspect ACM be properly sampled and analyzed prior to any renovation activities that may disturb these materials. The purpose of this inspection was to identify and sample specific suspect ACM that could be impacted by renovation activities in these specific areas as requested by the client. This asbestos inspection was conducted on July 11, 2019 by Colorado State Certified Asbestos Building Inspector Mr. Luke Bochmann, Certificate #25131. Page 4 of 12 En�/ir ec ®rvSU�T,� . P Asbestos Inspection This limited asbestos inspection was conducted in general accordance with the United States EPA procedures published in 40 Code of Federal Regulations (CFR) Part 763, Subpart E — Asbestos -containing Materials in Schools and Colorado Reg. 8. These inspection protocols specify requirements for the inspector (Section 763.85), laboratory (Section 763.87), and number of samples collected during an inspection (Section 763.86). This limited area and material specific asbestos inspection involved identification and sampling of specific homogenous areas of suspect ACM in the specific areas that could be impacted by renovation activities as requested by the client. Suspect ACM includes nearly all building materials except concrete, glass, metal, wood, plastic and ceramic. A physical assessment of each homogeneous area of suspect ACM was conducted to assess the general condition of the material and determine the friability of the material. Under the National Emissions Standards for Hazardous Air Pollutants (NESHAP), asbestos -containing building materials are classified as either friable, Category I non - friable or Category II non -friable ACM as described below: ➢ Non -friable ACM when dry, cannot be crumbled, pulverized or reduced to powder by hand pressure. ➢ Friable ACM when dry, can be crumbled, pulverized or reduced to powder by hand pressure. ➢ Category I non friable ACM includes packings, gaskets, resilient floor coverings, and asphalt roofing products containing more than 1 % asbestos. ➢ Category II non -friable ACM are materials excluding Category I non -friable ACM materials that contain more than 1 % asbestos. Bulk samples of suspect ACM were collected in general accordance with the Asbestos Hazard Emergency Response Act (AHERA) protocols as outlined in Colorado Reg. 8. Random samples of suspect building materials were collected for the specific areas and materials identified in this report. Page 5 of 12 EnNI�r ec O�_�r_Tj�<< P Surfacing materials sampled in this report include, but are not limited to overspray, and droppings, which may be under flooring materials, adjacent walls, structural beams, and other concealed areas. Title 40 CFR Part 61 regulates asbestos fiber emissions and asbestos waste disposal practices, and also requires the identification and classification of existing building materials prior to demolition or renovation activity. Page 6of12 En J& = pCOWS Ui ec Suspect Asbestos Containing Materials Building materials are historically known to contain asbestos and therefore suspected to contain asbestos. OSHA maintains comprehensive lists of suspect ACM frequently encountered during inspections. The following suspect ACMs were observed during the inspection that were determined based on review of the renovation activities in progress within the structure: • (CA01) Tan adhesive associated with tan carpet in family room • (CDW01) 5/8" Off-white drywall, tape, and joint compound associated with TS01, TS02, TS03 on closet walls by front door • (CT01) 2" x 2" White lay -in ceiling tile with swirl texture in basement main room • (CT02) 1' x 1' White ceiling tile with brown adhesive in basement northeast room • (FTC01) 2' x 2' wood tile with laminate finish on SVF02 in kitchen and dining room • (SVF01) Brown sheet vinyl flooring with 4" x 4" square pattern and tan adhesive inside closet by front door • (SVF02) 2 layers of sheet vinyl flooring with 2" x 2" square pattern in kitchen and dining room • (TS01) Stomp applied surfacing texture associated with CDW01 on south exterior wall of closet • (TS02) Roll applied surfacing texture associated with CDW01 on interior closet walls • (TS03) Light orange peel surfacing texture associated with CDW01 on exterior north and east closet walls Twenty-three samples were submitted under chain of custody procedures to Aerobiology Laboratory Associates, Inc., of Golden, Colorado, for analysis by Polarized Light Microscopy (PLM) with dispersion staining techniques per EPA methodology (40 CFR 763, Subpart F). Microscopic visual estimation was used in obtaining the percentage of asbestos in bulk samples. Aerobiology is an accredited laboratory under the National Voluntary Laboratory Accreditation Program (NVLAP 200860-0). Page 7of12 Engk'T'I ec C13NJSL.JL U: / Regulated Asbestos Containing Materials ACM was identified in concentrations greater than one percent (>1%) in the following building materials, noted in bold: • (CDW01) 5/8" Off-white drywall, tape, and joint compound associated with TS01, TS02, TS03 on closet walls by front door • (SVF01) Brown sheet vinyl flooring with 4" x 4" square pattern and tan adhesive inside closet by front door • (SVF02) 2 layers of sheet vinyl flooring with 2" x 2" square pattern in kitchen and dining room • (TS01) Stomp applied surfacing texture associated with CDW01 on south exterior wall of closet • (TS02) Roll applied surfacing texture associated with CDW01 on interior closet walls • (TS03) Light orange peel surfacing texture associated with CDW01 on exterior north and east closet walls Regulated asbestos -containing materials (RACMs) are those ACMs that are required by EPA and CDPHE regulation to be removed prior to renovation and/or demolition activities that will impact these materials. RACMs are either friable material and/or non - friable materials likely to be rendered friable during the demolition/renovation processes (which are more likely to release airborne asbestos). Under renovation activities, all friable and non -friable materials are considered RACM due to greater potential for direct impact to the non -friable material using hand removal methods that will typically result in a higher level of disturbance, thus rendering the non - friable material friable. All ACMs listed in this report are also considered RACM due to renovation activities. EVS recommends following clean up procedures as referenced in CDPHE Regulation 8, Section III.T.1. Major Asbestos Spills including, but not limited to the following: • Restrict access and post warning signs, • Shut off or temporarily modify air handling to prevent distribution of asbestos fibers, Immediately contact the CDPHE Air Pollution Division. All contents of the unit should be considered contaminated until extent of spill is determined. Personal effects impacted by spill are subject to cleaning or disposal requirements under CDPHE Reg. 8. Through laboratory analysis of bulk samples, EVS confirmed asbestos in concentrations greater than one percent (>1%) in the following building materials, noted in bold: • (CDW01) 5/8" Off-white drywall, tape, and joint compound associated with TS01, TS02, TS03 on closet walls by front door • (SVF01) Brown sheet vinyl flooring with 4" x 4" square pattern and tan adhesive inside closet by front door • (SVF02) 2 layers of sheet vinyl flooring with 2" x 2" square pattern in kitchen and dining room • (TS01) Stomp applied surfacing texture associated with CDW01 on south exterior wall of closet • (TS02) Roll applied surfacing texture associated with CDW01 on interior closet walls • (TS03) Light orange peel surfacing texture associated with CDW01 on exterior north and east closet walls The CDPHE requires that a licensed asbestos abatement contractor remove regulated ACM prior to any activity that may potentially disturb these materials. The proper removal and handling of these materials are typically addressed through the preparation of a written "abatement scope of work/specification" document. This document is used to identify the specific locations of RACM within the scope of work to be removed by the abatement contractor. ACM is subject to OSHA Construction Industry Standard for Asbestos (29 CFR Part 1926.1101). Based on the laboratory analytical results, ACM listed in this report should be removed by a Colorado State Certified General Abatement Contractor prior to conducting any renovation activities associated with the asbestos - containing material mentioned above. The quantity of ACM directly impacted exceeds the CDPHE trigger level of the 32 square feet classification as a major asbestos spill for a single-family residential dwelling.
