The pools comply with APSP/ANSI-5 as Type O or I pools. 3.0 DESCRIPTION The fiberglass pool shells consist of one-piece fiberglass construction shop -formed over a mold. The material is minimum 5/16 -inch -thick (7.9 mm), fiberglass -reinforced plastic (FRP), composed of vinylester resin and fiberglass roving. The surface finish is a vinylester resin–based gel coat. The overall dimensions, depths and capacities of recognized models are shown in Table 1. Notice: The pool shells are designed to remain full of water at all times. The shell may be damaged if the water level is allowed to drop below the skimmer. When appreciable draw -down is noticed or if it becomes necessary to drain the pool, Leisure Pools or its dealers should be contacted for instructions. 4.0 INSTALLATION The pool shells must be permanently installed in -ground in accordance with this report and the manufacturer's published installation instructions. All plumbing and electrical installations must comply with the applicable codes in effect at the construction site. Subject to the code official's approval, the pool shell may be installed without a soil investigation by a registered design professional, unless any of the following conditions is encountered at the site: 1. The existence of groundwater within the excavation, where the pool floor will contact the soil at the time of installation. 2. The existence of an uncompacted fill in contact with any portion of the pool or spa shell. 3. The existence of any expansive -type soils, unless the pool manufacturer has provided specific instructions regarding expansive soils within their installation instructions. 4. The existence of any soil types with an angle of repose that will not support the walls of the excavation at desired slopes. 5. Danger to adjacent structures posed by the proposed pool location. If any of the above conditions is encountered, excavation must cease immediately. Applicable code editions: ■ 2017 City of Los Angeles Building Code (LABC) ■ 2017 City of Los Angeles Residential Code (LARC) 2.0 CONCLUSIONS The Leisure Fiberglass One -Piece Swimming Pool and Spa Shells, described in Sections 2.0 through 6.0 of the master evaluation report ESR -1732, comply with the LABC Chapter 31B, and the LARC Section R326 and Appendix V, and is subjected to the conditions of use described in this supplement. 3.0 CONDITIONS OF USE The Leisure Fiberglass One -Piece Swimming Pool and Spa Shells described in this evaluation report must comply with all of the following conditions: • All applicable sections in the master evaluation report ESR -1732. • The design, installation and inspection are in accordance with additional requirements of the 2017 LABC, as applicable and the Information Bulletin P/BC 2014-014. • The pool must remain full of water at all times. A permanent sign shall be attached to the plumbing equipment to read as follows: Notice: The Pool and Spa shells are designed to remain full of water at all times. When appreciable drawdown is noticed or if it becomes necessary to drain the pool, contact Leisure Pools or its dealers for instructions. • Pools shall not be installed in a "Grading Area" if the direction of the bedding planes is such that the water used to puddle the sand fill may lubricate the bedding planes and cause earth movement. A pre -inspection of every pool located in a "Grading Area" shall be made by the grading inspector to verify this condition as well as other potential geologic hazards. The reaction will be dependent on whether the soil is expansive or non -expansive. Where the soil is expansive, the minimum assumed equivalent fluid pressure shall be 45 pounds per cubic foot. Proper consideration shall be provided at construction joints, if any, in the pool deck to assure that reinforcing steel is continuous and that shear reactions are provided for. Proper coverage shall be provided for the reinforcing steel. • Pool lighting fixtures shall be specifically 'listed" for use in plastic pools and shall be supplied by a circuit protected by a ground fault interrupter. • Diving equipment may only be installed on Type I pools and must meet the minimum requirements of, and be installed in accordance with, Section 5.8 of APSP/ANSI-5. • During installation, pool protection fences and gates shall be in place and operable when the depth of water exceeds 18". • The main drain line and its connection to the pool shell are assembled during the fabrication process and no on-site inspection of that line is required other than the pressure test required by the Plumbing Code. • Pools will be supported by at least 6" of puddled sand placed over the excavated area and between the pool wall and the earth bank. • Public swimming pools (i.e. accessory to multi -family dwellings) require approval from County of Los Angeles Department of Health Services prior to issuance of permit for the swimming pool or spa. Amend to read in its entirety: 3109.3 Public swimming pools. Public swimming pools shall be completely enclosed by a fence at least 60 inches in height or a screen enclosure. Openings in the fence shall not permit the passage of a 4 - inch -diameter sphere. The fence or screen enclosure shall be equipped with self-closing and self -latching gates complying with section 3109.4.1.7 Gates. 3109.4.1 Barrier height and clearances. Amend to read in its entirety: 3109.4.1 Barrier height and clearances. The top of the barrier shall be at least 60 inches above grade measured on the side of the barrier that faces away from the swimming pool. The maximum vertical clearance between grade and the bottom of the barrier shall be 2 inches measured on the side of the barrier that faces away from the swimming pool. Where the top of the pool structure is above grade, the barrier is authorized to be at ground level or mounted on top of the pool structure, and the maximum vertical clearance between the top of the pool structure and the bottom of the barrier shall be 4 inches. Where there are decorative cutouts within vertical members, spacing within the cutouts shall not exceed 13/4 inches (44 mm) in width. 6. Maximum mesh size for chain link fences shall be a 2'/4 -inch (57 mm) square, unless the fence has slats fastened at the top or the bottom which reduce the openings to not more than 13/4 inches (44 mm). 7. Where the barrier is composed of diagonal members, such as a lattice fence, the maximum opening formed by the diagonal members shall not be more than 13/4 inches (44 mm). 8. Access gates shall comply with the requirements of Items 1 through 7, and shall be equipped to accommo- date a locking device. As requested, we conducted a soil and foundation investigation at the subject site' on IJovember l, 1990. The foundation inv?stigation was performed by drilling two test borings to depths of 20'-0" each within the planned construction area. The locations of the test borings and the lugs nf subsurface materials are enclosed. The discussion and reconnnen- datioris presenteA below are based on the results of data gathered during the site investigation, observation of general field cond4tions, and previous ez.periencer in the area with similar materials. PROPOSED CONSTRUCTION Based un conversations, we understand that a conventional wood-frame resiAential structure with a raised basement will be placed at the site. We also undersY.an<i that the foundation excavation will range in depth from about 2-1J2 feet to about 6-1/2 feet below the existing ground- level. Foundation loadings for the proposed structure should be relatively iiqht. SITE MND SUBSOIL CONDITIONS The site of the piroposed construction is a slightly rolling and sloping lot in an urban subdivision. The structure willl be placed over the site of our two foundation test borings, whose locations are shown on Figure 1. Generally speaking, the ground surface in the area of the structure slopes towerus the east at at>out: 0 to 1-1/2 pertent. The existing ground r.over consists of native grasses and weeds along with scattered cobbles and rubble. No free groundwater was encountered by either of the test borings on the date of the subsurface investigation. 7EST RESULTS AND GEOTECHNICAL CONSIDERATIONS The subsoils at the site were carefully inspected as the cuttings Were recovered from the test borings, and the resistance of the mat:erials to the advancement of the drilling augers was noted. In addition, Field Penetration Tests were performed at selected depths to assist in evaluating the allowable bearing value of the soils and to provide undisturbed samples for precise examination and for testinq in a one-dimensionat consolidation unit. Based on the results of the investigation combined with previous experience with similar subsoil conditions, the most pertinent foundation eng9neering characteristics and considerations at the site are as follows: 1. The upper fill, which was encountered in the borings to a maximum depth of about 2'-0" below groundlevel, may contain unsuitable, compressible organic materials and should Ge removr~ from all foundation bearing locations. 2. The sand-clay soils which are located below the fill and which extend to a depth of approximately 4.0 feet below 9roundlevel are low swelling to non swelling materials. The most expansive components of these soils tend to occur as compact zones and lenses with a concentrated ctay content. The bearing capacity of these materials is moderate, but they could settle aftzr construction if excessively high foundation pressures are applied. 3, ihe underlaying stiff to very stiff sandy r,lays which are located below the sand-clays and which extend 'to depths well below planned construction leveis would be moderate sweliing soils in a drier state. However, the moisture content of the Mr. Boonstra -3- November 6, 1490 ~ sandy clays which were encountered in both borings has been elevated to a moist to medium moist state. In this moisture state, the swelling potential of these soils is generally iow. We anticipate that these soils will be located at l0a5Y 7 feet or more above the level of the basement for the proposed structure. 4. The underlaying gravels and cobbles encountered below a minimum depth of 18'-3" are a non expansive material with a relatively high bearing capacity. In order to prevent or minimize to a tolerable leve'l futi;,e foundation movements from either swelling or sett?ing, all structural foundations for the proposed buiiding should be carefully designed within the limits of the maximum allowable soil bearing pressures and minimum dead load pressures which are subsequently given in this report. 6. In order to minimize future problems from the presence of some low to moderate swelling soils at the site, precautions should be taken to prevent the drying of all clayey materials present at foundation levels during construction. When clayey soils dry before or during construction, their potential for post- construction swelling tends to increase. fOUNDATION RECOMMENDATIONS (GENERAL) Base4 on the subsurface conditions and geotechnical considerations described above, a design known as a Controlled Pressure foundation S~~s_t~e_m_ should be used at this site. This sys~ t~ Tzes t e ea oa ~ tne structure to prevent soil expansion and protect against the occurrence of zones and pockets of _clayey soils with a low swelling potential located below foundation level. Dead load .;oil pressures for a given structure can be increased by decreasing the tontact area between the subsurface materials and the foundation elements. As used in context with the recommendations of this report, the maxiimum allowable soil bearing pressure (dead load plus one-half live load) refers to the greatest unit pressure permissible, beyond which excessive soil deformations and settlements could occur. Conversely, the minimum dead load pressure is the lowest unit pressure permissible, below which swelling of the subgrade soils could occur. It is the function of the foundation design to size the foundation elemerits such that the foundation pressures are never less than the minimum dead load pressure anA never greater than the maximum allowable soil bearing pressure. Based on these considerations, specific recommendations are given beloH for the foundations at this site. y u.. Foundation contact areas shouid be kept fairly small, or narrow, within the limits of the pressures given above so as to prevent swelling, should some wetting of expanslve pockets occur after construc- tion. According to these criteria, wall foundatioris wili probably be designed and constructed as retatively narrov+ spread footings or as Nalls-on-ground. The final determination of actual foundation sizes and areas will be made based on the plans for the proposed building, the criteria given above, and calculations by the foundation desiqn engineer. All foundations must be placed at least 3'-0" below f-inal exterior grades to provide protection against frost action. The recommendations given above are based on the requirement that precautions are Laken to prevertt drying of ail euposed clayey soils present at bearing levels during construction. lf tM!se materials shoutd be allowed to dry during constraction, their swelling potential couid increase and the minimum dead load pressures given above might not be sufficient to prevent some foundation movements if they are subsequently rewetted after construction. PREPARATION Of UNSUITABLE FOUNDATTWMARTWAREAS Extreme care must be used in the preparation of all foundation bearing areas since the pressures used to resist saetting could result in excessive settlement if incompetent materials are present. P,^ior to foundation construction,'the base of the completed excavation should be thoroughly inspected. Alt unsuitable foundation naaterials, including organic topsoils, loose, incompetent, disturbed, and frozen soils, must be completely removed from foundation bearing areas and the resulting excavation backfilled with good quatity, non-expansive, structural fill materials (sands anA gravels are acceptable) compacted to 95 percent of standard Proctor density at optimum moiSture content or else the foundations must be extended sufficiently deep to bear on the underlaying natural, competent undisturbed so91s. All strucl:ural fill must be compacted in 8-inch lifts to the stated density level and moisture content. The compacted backfill must extend upward to the level of all structural foundation elements. 4e,• I Mr. Boonstra -5- November 6, 1990 FLOOR SY57EMS The natural soils at the site, exclusive nf dis-Wrbed mater-lals or materials with an organic content, have more Lhan enough strength to support moderately loaded slab-on-grade construc•tion. However, if expansive clay materials are present and are wetttd after construction, some slab movement could occur since sufficient dead loads cannot be imposed on slabs to counteract the fully developed swelling pressures of underlaying clayey soils. In view of this, we recommend that ali floors which the owner/bullder wishes to remain completely unaffected by the underlaying soils be structurally supported over an air space. If the owner/builder desires to use ftoors consi:ructed as concrete slabs-on-grade and is willing to risk a possibility of some slab movement after construCtion, then the details outlined below should be carefully followed. These measures will not necessarily preveiit slab movements if expansive soils are present. However, they will help prevent any slab movements that do occur from affecting either the foundation systern or the superstructure. 1. The slabs may be placed d9rectly on the natural subgrade materials or on a stable, non expansive base layer. The materials at and below slab levels should have a density of 92 to 95 percent of AASHTO T-99 maximum density at optimum to . optimum plus 2 percent moisture content far a Aepth of at least 8 inches. If a base layer is used,, it should be compacted to the same Aensity level and moisture content. 2. Slab movements from subseii expansion can be minimized by removing up to 3 feet of all potentially expansive materials fran below stab locations and rep7acing the expansive soils with a stable, non expansive, low permeab111ty structural fill which is compacted from 92 to 95 percent of standard Proctor dsnsity at optimum moisture content. 3. Separate the slabs from ali bearing rt+embers and utility lines to allow their independent movement--construct "floating" s1aCs. Provide positive control joints at the junction of the slabs with foundation walls, and provide frictionless sleeves tor all utility lines and columns which pass through siabs.. 4. Contraction 3oints having a minimum depth of 1/4 of t.he thickness of the slabs and a width of at Teast 1/8-inch should be scored or sawed at spacings not to exceed 15'-Ca" on centers. 5. Assuming clayey soils wiil be present over the prepared slab grade, it is essential to establish and maintain these materials at their optimum moisture content during constniction. l:f t.he clayey materials should be dry and stiff at. the tiine of construction, they should be scarified for the rntire Aepth of drying or for at least 8 inches, whichever is greater, and tF+ey should then be recompacted Hith the addition of moisture to frem , 92 to 95 percent of standard Proctor denslty at optirrum to optimum plus 2 percent moisture content. BACKFILL AND SURFACE DRAINA6E Due to the fact that expansive materials will heave only in the event that they experience an increase in their moisture content, the foundation soils should be prevented from being wet•ted after construc- tion. This can generally be assisted by using a relatively impervious backf911 and by compacting the backfill sufficiently so that it does not settle foltow9ng construction. The backfill should be free of debris and should be moistened and compacted to the extent that it does not experience future consolidation. Sufficient water should be added to the backfill to permit proper compaction; however, the backfill should not be puddled. If compaction is not feasible, a berm may be constructed ad3acent to the foundation walls to allow for a good slope away from the building even if some settlement should occur. If any settlement should occur in the backfill, 1t could adv:;rselY :'r*ecc utility lines which transmit fluids and pass thn:)ugh the foundation walls. It is not uncomnon for such piping to shear at the founAation walls due to movements in the backfill. It is recommendeA that the pipes pass through slotted openings in the foundation walls or that flexit>le connections be used to compensate for shifting of the foundation wall backfill. It is also recomnended that all water lines be carefully pressure tested prior to final acceptance and that any leaks d?tected be repaired. The finat grade should be sloped well away from the structure on all sides. A minimum slope of 12 inches in the first 10 feet is recommended. All downspouts should discharge into extensions which slope away from the foundation walls and extend beyond the limits of all backfill. The point of discharge should be at least 7 feet from the foundation walls and good drainage should be maintained at this point. All future owners of the residence should be advised of the need Por keeping moisture away from the foundation and slab-un-ground areas. In no event should an automatic sprinkler system be inistalled next to the foundation walls. There should be no watering or irrigation within 7 s~>. s Mr. Boonstra -7- November 6, 1990 feet of the foundation watls. The ground surface in the area may be lined with a suitable geotextile fabric to control plant growth. The area next to the structure may be covered with gravel, bark chips, or other materials requiring no rainfall or irrigation. SUBSURFACE UNDERDRAIN The results of the investigation indicate that a subsurface underdrain system is not presently neeAed, and it is possible that an underdrain will not be needed in the future provided that relatively pervious materials are located at and well below the lowest level of construc- tion. However, if low permeability clayey materials are pr•esent, then it is possible that heavy site watering and heavy precipitation, failure to maintain good surface drainaae, and unanticipated events could ma4;e the presence of an underdrain system a desirable feature at a later date. If the builder desires to construct a system as a safety measure, a functional underdrain system may consist of a 3" diameter slotted plastic drain pipe encased in a gravel filter or filter cloth and sloped to dra9n at a minimum grade of at least 1 percent to a sump pit equipped with a pump for removat as required or to a suitable daylighit outlet where the effluents can be discharged by gravity action. In addition, the underdrain should be placed at least 9 inches below the elevation of the lowest floor level and around the approximate perimeter of the residence. LIRiITATIONS The above recommendations are based on the exact location where the test holes were drilled, the proposed construction, and the assumption that the subsurface conditions do not vary greatly from those encountered in the test borings. In the event that any unforeseen conditions different from those described herein are encountered, the soil enqineer must be notified immediately.
