Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
mid -roofs may be called in at the same time, one hundred percent of the sheathing must be
complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required
to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield
is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturer installation instructions,
whichever is more stringent. In order to pass a final inspection of elastomeric or similar
type roof coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name)
roof covering" is required to be on site at the time of final inspection.
Midroof & Final Roof inspections for ROOFS OVER 6/12 PITCH: 3rd party inspection will be
required, the 3rd party inspection report AND THE ORIGINAL PERMIT CARD needs to be dropped
off to the Permit Desk at the City of Wheat Ridge. The report MUST BE SIGNED by the

Residential Roofing Permit Application
This application is exclusively for new permits for residential roofs and for licensed
contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in
the order they are received and due to the volume of requests, time to process
varies and is subject to change. YOU WILL BE CONTACTED WHEN YOUR
PERMIT IS READY FOR PICK-UP AND WILL BE GIVEN A SPECIFIC DATE
AND TIME WINDOW TO COMPLETE THE TRANSACTION. You will be notified if
your contractor's license or insurance has expired, and you may update those
documents at the time you are issued your permit.
For all other requests:
Homeowners wishing to obtain a roofing permit must apply for the permit in person
at City Hall. Revisions to existing permits (for example, to add redecking) must be
completed in person at City Hall. All other non -roofing permits must be completed in
person at City Hall. The Building Division will be open from 7:30-10:30 a.m.,
Monday through Friday to process these types of requests.

I have completed my initial review of the above-mentioned permit, and I have the following
comments:
Site Plan:
A. The submitted site plan shows a distance of seven feet (7') from the edge of the
house to the northeast corner of the deck. Per the submitted survey of the property,
the distance from the property line is only fifreen feet four inches (15' 4"). The
Wheat Ridge Code of Laws permits a deck that is open on at least two sides to
encroach a maximum distance of 1/3 the required setback. In this case, you are
allowed to encroach a maximum distance of ten feet (10'). Simply put, you may
build the proposed deck to within a maximum of ten feet of the eastem and southern
property lines.
B. You must detail the linear measure of each segment of the proposed deck.
All required changes should be made prior to resubmittal. You should be aware that any comments
made by the Building Department might impact my commenCS. You should also be aware that the
City charges a resubmittal fee after the second submittaL If there any changes which need to be
made afrer the second submittal, you will be subject to these fees If you have any further questions,

Please be advised that at its meeting on September 26, 2002, the Boazd of Adjustment DENIED your
request for a 71/z foot reaz yard setback variance from the required 10 foot building setback for a deck
or patio resulting in a 2% foot reaz yazd setback as well as DENIED your request for a 9 foot 2 inch
side yazd setback variance from the required 10 foot building setback for a deck or patio resulting in a
10 inch side yard setback to allow for an existing deck and patio on property zoned Residential-One
(R-1) and located at 3850 Urban Street.
Enclosed is a copy of the Certificate of Resolution, as well as a draft copy of the minutes, stating the
Boazd's decision. Should you decide to appeal the decision of the Boazd, you will need to notify the
Jefferson County district court in writing within 30 days of the Boazd's decision. Unless we aze
notified that an appeal has been filed with Jefferson County, the deck must be removed within 30
days of the date of this letter. Failure to do so may result in code enforcement action.

Dear Ms. Gibson,
It has come to our attention that a fence, concrete pad and deck have been constructed at
the above referenced address without a building permit. These structwes also appeaz to
be located within easements located on the property and aze blocking a drainage swale
located along the east property line required by the subdivision drainage plan.
The city must require that you submit a property survey prepazed by a licensed land
surveyor within five (5) davs of receipt of this letter showing the dwelling, deck, fence
and concrete slab in relation to your property lines. The survey will be required to
determine if any structures are located within easements located of your property.
The city must also require that blockage of the drainage swale located within the 10 foot
wide easement along your east property line be removed withia five (5) davs of receipt
of this letter. A twelve (12) inch gap must be provided between finish grade and the
bottom of your fence located within the easement along your east property line at the
northeast and southeast corners ofyour property.

Mr. Howe:
At your request, two test holes were drilled on February 19, 1999, to
provide foundation recommendations for a future single family residence
to be built on the subject lot. Neither an engineering geological study
nor an environmental study are a part of this report.
A conclusion and recommendations for design and construction based on
the soil and groundwater conditions are included. Information contained
herein is based on a field and laboratory investigations and experience
with similar projects.
The soils encountered in test hole number one are as follows:
01-0" - 4'-0" Man-Made Fill, Clay, Sandy, Stiff, Moist, Brown
4'-0" - 15'-0" Clay, Sandy, Slightly Calcareous in Parts, Stiff,
Moist, Brown
15'-0" - 25'-0" Sand, Gravelly, Dense, Moist to Wet, Brown
The soils encountered in the test hole number two are as follows:
01-0" - 31-0" Man-Made Fill, Clay, Sandy, Stiff, Moist, Brown
3'-0" - 161-0" Clay, Sandy, Slightly Calcareous in Parts, Stiff,
Moist, Brown
16'-0" - 20'-0" Sand, Gravelly, Dense, Moist to Wet, Brown
The soil tests from test hole #1 on this lot indicate a 4.7% swell at a
depth of 4'-0", a 4.0o swell at a depth of 91 -0", and a 1.0$ swell at a
depth of 141-0", with an increase in moisture under a load of 1,000 psf.
The soil tests from test hole #2 on this lot indicate a 4.9% swell at a
depth of 8'-0", with an increase in moisture under a load of 1,000 psf.
Groundwater was noted at 21'-0" in test hole #1 and not encountered in
test hole #2 at the time of the drilling operation. Test hole #1 was

caved at 21'-0" and no water was encountered in test hole #2 when
checked 29 hours after the drilling operations.
These observations represent the groundwater condition at the time of
measurement and may not be indicative of other times. Ground water
levels can be expected to fluctuate with varying seasonal and weather
conditions.
FOUNDATION RECOMPENDATIONS
Based on the soils encountered and our experience with similar
situations, it is our recommendation that the above residence should be
supported on Conventional Spread Footings.
The garage footing should be constructed at the same elevation as the
basement footing elevation. The top 6 feet of soil below the footings
should be removed. Drill (4) equally spaced 10 inch diameter holes at
the bottom of the excavation to the depth of the gravelly sand. These
holes should be cased with 10 inch diameter PVC pipe. Fill these holes
with 3/4 inch washed gravel and cover with Marifi 5140 fabric (or
equal). Slope the bottom of the excavation to the new holes. Place a
minimum of 3 inches of 3/4 inch washed gravel on the bottom of the
excavation and cover the gravel with Marifi S140 fabric (minimum overlap
of 3 inches is recommended) . Replace the 6 feet of removed soil with
class 6 base coarse compacted to minimum 95°s of Modified Proctor ASTM-
1557 within ± 2°s of optimum moisture content. The new man-made fill
shall be compacted in 8 inch loose lifts. Contractor shall obtain
uniform density to minimize future differential movement.
The placement of the man-made fill should be tested for compaction and
moisture content.
Based on the above recommendations and experience with similar sub-
surface conditions, the foundation can be supported by conventional
spread footings designed for a maximum bearing pressure of 2000 pounds
per square foot provided total settlement of 1-1/2 inches and
differential settlement of approximately 1 inch are acceptable. Maximum
bearing pressure should be calculated using full dead load plus full
live load.
Foundation should be placed at least three feet below the final ground
surface to avoid damage from frost penetration. Footings should be
placed on man-made fill which is smooth, even and free of large rocks or
loose materials. Footings should not be constructed on frozen or
saturated soils.
The foundation walls should be designed for a lateral earth pressure
computed on the basis of an equivalent fluid unit weight of 50 pcf for
backfill consisting of site materials.

INTERIOR FLOOR SLAB CONSTRUCTION
The homeowner /bui lde r should be aware that concrete floor slabs placed
on these soils may move if soils become wet. The only positive means of
preventing slab movement is construction of a suspended floor over
crawlspace. If risk of movement can be tolerated, the following
procedures should be implemented to prolong slab life and promote better
slab performance:
l. Concrete slabs should be separated from all bearing members and
utilities to allow independent movement, i.e., a"floating slab".
2. Joints should be scored in the slab at maximum 200 square foot
areas.
3. A minimum void space of three inches should be constructed above
or below any non-bearing partition walls placed on the slab. In
finished areas, any furring strips, dry wall, door jambs,
paneling, etc. should stop a minimum of two inches above the
floor slab.
4. If hot water heating is used, the piping should not be placed
under the floor slab. If forced air heating is used, a flexible
connection should be utilized to allow some movement between the
furnace and the heating ducts.
5. Foundation drain systems and landscaping should be completed in
strict compliance with recommendations outlined herein to help
prevent wetting of slab support soils.
It should be noted that potential movement of slabs supported directly
on man-made fill could exceed the partition void space recommended in
number 3, above. These void spaces are not intended to anticipate total
potential slab movement. They are, however, intended to prevent
immediate damage to the superstructure and serve as an indicator of slab
movement. Partition void must be maintained by the homeowner for the
life of the structure.
DRAIN SYSTEMS
Due to the presence of expansive soils and the potential for excessive
surface water inflow, a drain system should be constructed around the
exterior basement foundation perimeter. The drain system should be
constructed in accordance with the detail shown in Figure 1 and should
be graded to a sump pit with an automatic pump. The line from the sump
pump should discharge a minimum of 10 feet away from the foundation
walls with a positive outfall off the site.

Particular attention should be given to placinq polyethylene along the
bottom of the drain and up the foundation wall and to proper grading of
the drain pipe. Improper grading, such as high or low spots in the drain
pipe, could lead to drain failure and over wetting of foundation bearing
soils resulting in damage to the foundation and superstructure.
FOUNDATION SACKFILL
Backfill placed against foundation walls should be free of trash and
fragments of rock over six inches in maximum diameter, moistened, and
compacted to minimize future settlement. Controlled puddling should not
be used.
The area surrounding foundation walls should have a positive slope away
from the walls. A one foot drop in elevation for the first ten feet away
from walls is recommended. The owner should periodically inspect the
surface around the foundation to locate and correct grading problems
which may be caused by the settlement of the foundation backfill.
LAWN AND LANDSCAPE IRRIGATION
Due to the unstable nature of soils when they are saturated, lawn and
landscaping irrigation should be controlled as much as possible to
prevent additional wetting of subsoils. If a sprinkler system is
installed, heads should be placed so that under full pressure, spray
does not fall within five feet of the foundation walls.
Decorative landscaping, such as rock and/or bark should be used in areas
directly adjacent to foundation walls. Shrubbery planted within five
feet of foundation walls should be hand watered and this watering should
be minimized.
Downspouts and sill cocks should not be allowed to discharge directly
onto the qround surface. Splash blocks and/or downspout extensions
should be used wherever possible to discharge water beyond the limits of
foundation backfill where backfill soils are not covered by pavement
and/or sidewalks. The owner is encouraged to read Special Publication
No. 43 by the Colorado Geological Survey titled A Guide To Swelling
Soils For Colorado HomebuVers and Homeowners for additional information
concerning landscaping and irrigation procedure for semi-arid environ-
ments.
GEOTECHNICAL RISK
The most significant aspect of any geotechnical evaluation, as it
applies to structure construction on expansive soils, is risk. The
procedures used by geotechnical engineers to generate recommendations

for construction on expansive soil sites are not an exact science, but
rather a tool for making educated guesses, thus risk is a major factor.
Decisions and designs of the engineer are derived from the empirical
data of the testing methods, but more so, from the engineers experience
and judgment. The mentioned facts offered on geotechnical designs on
expansive soils, must allow considerable tolerance for the designing
engineer, who can only attempt to design a system structure that can be
without total risk.
The recommendations presented in this report are not a guarantee for
unity and interaction between the soils and the proposed structure, but
are more of a meticulous estimate of the designs, procedures, and
methods that should be used to lend strength and integrity to the system
structure. All parties involved in the construction and future occupancy
of this system structure should be aware of the level of risk involved
in building a structure on expansive soils, and ultimately be the
deciding factor to whether the risk is within an acceptable range.
OBSERVATION AND CONSULTATION
This report has been prepared for the exclusive use of providing
foundation recommendations for the proposed residence in accordance with
generally accepted geotechnical engineering practices. No other
warranty, expressed or implied, is made.
In any subsurface soil investigation it is necessary to assume
conditions encountered in the field investigation are representative of
the site. However, there are occasions where actual conditions differ
from those encountered during the field investigation.
Subsurface soil conditions should be verified through visual observation
of the foundation excavation by a representative of this office prior to
foundation construction.
Open hole observation, soil moisture and compaction testing, foundation
footing observation, foundation wall steel placement and drain system
construction should also be observed to insure compliance with these
recommendations.

At your request, density - compaction tests have been performed on the subject
foundation overexcavation backfill. Based on modified Proctor criteria (ASTM D1 557) for
granular material, the final compaction tests have exceeded the 95% minimum
requirement. Additionally, the moisture contents of the tests were within the required
project specifications. No claim is made by this firm as to the adequacy of this
overexcavation backfill to support the intended foundation type.
Density-compaction testing was performed on a part time, on call basis. The site
conditions noted and test results reported apply only to the locations, elevations, dates
and times that the tests were performed. This testing does not infer that any other fill
placed at the site complies with the project and/or commonly accepted specifications and
in no way relieves the earthwork contractor of his responsibility to comply with those
specifications. Our testing was performed to the standard of care of geotechnical
engineers in this area at the time of the work. No other warranty, expressed or implied,
is made.
